1 Section 13: NJAC Sport Guidelines Men s Basketball A. LEAGUE ORGANIZATION 1. Members Kean University Montclair State University New Jersey City University Ramapo College Richard Stockton College Rowan University Rutgers University-Camden Rutgers-Newark The College of New Jersey William Paterson University 2. Regular Season Scheduling a. Each team plays each of its conference opponents twice (once home, once away) for a total of 18 games in the league schedule. b. The Commissioner, in conjunction with the men s and women s basketball sport chairs, will develop a composite league schedule annually. c. All conference games are scheduled to be played on Wednesdays and Saturdays, with the exception of the Tuesday prior to Thanksgiving. d. It is up to the host institution to determine the order of games in the doubleheader, i.e., men first, women second or vice versa. e. Games unable to be held or interrupted by unforeseen circumstances (e.g., inclement weather, power failure) must be rescheduled within three business days of the originally scheduled contest, to be played either on one of the designated snow dates or an earlier mutually agreeable date. The Commissioner must be notified of the rescheduled date as soon as it is confirmed. If a date cannot be mutually agreed upon, the Commissioner and men s basketball chair will determine a date. 3. Champion Determination a. The conference champion will be determined by a single elimination tournament at the end of the regular season. b. The top six teams in the final conference regular season standings will advance to the conference tournament. The first and second place finishers will each receive a first round bye. c. If there is a tie in the standings, the following tie-breaking system will be used: First Place 2. Team with the best record vs. teams below place-by-place (e.g., vs. 3 rd place team, 4 th place team, 5 th place team, etc.) team out is awarded 1 st place; remaining two teams flip for 2 nd /3 rd place Second Place 2. Team with the best record vs. team above, then below place-by-place (e.g., vs. 1 st place team, then 4 th place team, 5 th place team, etc.) team out is awarded 2 nd place; remaining two teams flip for 3 rd /4 th place 68

2 Third Place (e.g., vs. 1 st place team, 2 nd place team, then 5 th place team, 6 th place team, etc.) team out is awarded 3 rd place; remaining two teams flip for 4 th /5 th place Fourth Place (e.g., vs. 1 st place team, 2 nd place team, 3 rd place team, then 6 th place team, 7 th place team, etc.) team out is awarded 4 th place; remaining two teams flip for 5 th /6 th place Fifth Place (e.g., vs. 1 st place team, 2 nd place team, 3 rd place team, 4 th place team, then 7 th place team, 8 th place team, etc.) team out is awarded 5 th place; the remaining two teams will conduct a play-in game for 6 th place to be played on Thursday at 7:00 PM. Home site for the play-in game to be determined by coin toss. Sixth Place (e.g., vs. 1 st place team, 2 nd place team, 3 rd place team, 4 th place team, 5 th place team, then 8 th place team, 9 th place team, etc.) 3. Coin toss; if 3 teams tied, a three-way playoff will take place. A threeway coin toss will first be conducted, with the odd team out given a bye; the remaining two teams will play an elimination game on Thursday at 7:00 PM, with the site determined by coin toss. The winner of the Thursday game will host the team that received the bye on Friday at 7:00 PM. The winner of the Friday game will earn the 6 th seed in the conference tournament. * NOTE: See p. 7 of Policies and Procedures Manual for interpretation of 3-way (or more) tiebreak procedure for all sports. d. Final interpretations/decisions regarding the tournament will be made jointly between the men s basketball chair and the Commissioner. e. The conference tournament champion will receive the automatic bid for the NCAA Tournament. i. In the event the tournament is begun but unable to be completed, the automatic qualifier bid will go to the highest remaining seed left in the tournament. ii. In the event the tournament is unable to begin, the automatic qualifier will go to the top seed in the conference tournament. 69

3 B. GENERAL REGULATIONS 1. Rules Governing Competition a. NCAA rules will govern all regular-season and championship tournament play. b. Each team is entitled to a minimum of 60 minutes warm-up time (shared court). c. Home teams are responsible for uploading video footage of their conference contests via the league s film exchange vendor. d. For each conference contest, the home team is responsible for videotaping the game and uploading the game footage to the conference s film exchange vendor by Noon the next day following weekday conference games. For Saturday conference games, the upload deadline is extended until Monday at Noon. e. NJAC Tournament contests must be filmed and uploaded by the home teams in the same manner as the regular season conference contests. f. Should a visiting team be late, it shall be entitled to a minimum warm-up of 10 minutes. Additional warm-up time must be agreed upon by both coaches. g. Any coach or player who is ejected for fighting from a conference game must sit out the next game (conference or non-conference). A subsequent ejection for fighting during the same season will result in suspension for the remainder of the season (including postseason play). h. The following procedure shall be followed in the event of a halted/suspended game due to unforeseen/uncontrollable circumstances: i. Wait a minimum of 45 minutes to see if the situation can be corrected. ii. If the situation is not corrected after 45 minutes, the waiting period may be extended as long as both teams agree. iii. If the situation is not corrected after 45 minutes and there is no agreement between the teams to wait further, the game shall be rescheduled to resume at the point of interruption unless the participating schools agree otherwise. 2. Contest Site, Staff and Equipment Regulations a. All NJAC minimum medical care standards must be followed (see Section 2 of this manual). b. All NJAC sports information standards must be followed (see Section 8 of this manual). c. The NCAA Tournament ball shall be the required ball for conference contests. d. The home team must provide six warm-up balls (same as game ball) to the visiting team. e. Access to team benches is restricted to enrolled students or employees of the institution. 3. Officials a. The three officials system will be used. If one official fails to show up, the game may be played with two officials. If only one official shows up, the game must be rescheduled. b. All conference members must use the approved conference assignor of officials. C. CHAMPIONSHIP REGULATIONS 1. Tournament Format a. The tournament will be a single elimination tournament, with the format with the top two seeds receiving first round byes. 70

The tournament will be scheduled as follows: First Round: Game A: #6 at #3 Game B: #5 at #4 Semifinals: Game C: Winner Game A at #2 Game D: Winner Game B at #1 Championship: Winner Game C vs. Winner Game D (hosted by team with highest seed) c. The men s tournament shall be held Sat/Tue/Fri in odd number years and on Sat/Wed/Sat in even number years (alternating the sequence with the women). In even number years, the host of the championship game on Saturday will have the option of setting the start time in an approved window of 1:00 PM to 7:00 PM. D. GATE RECEIPTS 1. Gate fees and expense reimbursement shall follow the policy established in Section 1 (B) of this manual. E. PROTESTS 1. Protests must be submitted in accordance with NCAA rules at the time of occurrence. 2. The basketball chair must be notified of the protest within one business day following the game. 3. The basketball chair is responsible for notifying the Commissioner of any protests filed. 4. The basketball chair and the Commissioner will review all protests jointly. If the sport chair s institution is involved in the protest, the Commissioner will appoint another member of the Board of Athletic Administrators whose institution was not involved in the protest to assist in the decision. 5. An appeal of this decision may be made following the procedure outlined in Section 7 of this Policies and Procedures Manual. F. AWARDS 1. General Regulations a. The men s basketball chair will administer the nomination and selection process, assisted by the Commissioner as needed. The chair is responsible for ensuring that the conference awards policy (Section 4 of this manual) is followed throughout the process. b. The Commissioner will coordinate all publicity of the awards. c. Voting will take place via fax or and must be completed prior to the start of the conference tournament. Special leagues awards will be selected via conference call using open/vocal voting. d. A conference staggered nomination system will be used based on a team s final finish in conference regular season standings. The specific nomination limits will be determined by the NJAC Board of Athletic Administrators. 2. All-Conference Team a. There will be a first and second all-conference team, consisting of 5 players each. The team is not picked by position. b. The head coaches will vote for the top five players, and those players receiving the most votes will be designated as the first team. The same procedure will be used for the second team. Players who are not named to the all-conference but receive at least 2 votes will be named honorable mention. c. Coaches may not vote for their own athletes. 71

5 3. Player of the Year a. This award is known as the Pony Wilson Award, and must go to a member of the first team. b. This award must be selected via conference call using open/vocal voting. 4. Rookie of the Year a. Defined as a first-year intercollegiate player. b. Not required to be a member of the all-conference team. c. This award must be selected via conference call using open/vocal voting. 5. Defensive Player of the Year a. Not required to be a member of the all-conference team. b. This award must be selected via conference call using open/vocal voting. 6. Coach of the Year a. This award is known as the John K. Adams Award, and will be voted on by all the head coaches. b. A coach must have a minimum.500 winning percentage in conference play to be eligible for selection. All coaches who meet this criteria will be automatically placed on the ballot. c. This award must be selected via conference call using open/vocal voting. G. MEETINGS 1. There are two annual coaches meetings: pre-season and post-season 2. Both meetings may be conducted via conference call if so desired. 3. The head coach or institutional representative must attend/participate. 72

For conference contests, the home team is responsible for providing a copy of the game tape to the visiting team immediately upon the conclusion of the contest. h. For non-conference contests, teams also must upload their game footage to the league s film exchange vendor by Noon on the day following the contest, regardless of whether the contest was played at home or on the road. i. For tournaments, the upload deadline for all tournament contests is extended until Noon on the day following the final day of the tournament. j. Any coach or player who is ejected for fighting from a conference game must sit out the next game (conference or non-conference). Members Farmingdale State College Montclair State University Ramapo College Richard Stockton College Rowan University Rutgers University-Camden Rutgers-Newark St. Joseph s College-Long Island The College of New Jersey 2. Regular Season Scheduling Format a. There are no regular season scheduling requirements. 3. Champion Determination a. The conference champions will be the winners of the championship meet, to be held in February depending on facility availability. b. There will be a women s conference champion and a men s conference champion. B. CHAMPIONSHIP REGULATIONS 1. Rules Governing Competition a. NCAA rules will be used to govern the conference championship meet. NJAC modifications may be made, pending agreement by a majority vote of the head coaches. b. The indoor track and field chair will coordinate the championship meet in conjunction with the host institution and the Commissioner. Together they will supervise the entry process, arrange for officials, and establish the entry fees or reimbursement procedure. 2. Format a. The suggested order of events in the NCAA rulebook will be used as a guideline. The order of events may be changed, added to or deleted from by a majority vote of the head coaches. Any changes made should reflect consideration of student-athlete welfare and/or better utilization of the facilities. 3. Contest Site, Staff and Equipment a. The site shall be selected by the Commissioner and the sport chair as early as possible for the following year, based on site availability and cost. b. Equipment and uniforms must meet all NCAA specifications. c. NJAC minimum standards for sports information must be followed (see Section 8 of this manual). d. NJAC minimum medical care standards must be followed (see Section 2 of this manual). e. Member institutions which are not equipped to host the outdoor track and field championship will serve on a rotating basis as host institution of the indoor track and field championship. They will be responsible for providing an SID, a certified athletic trainer, and requisite event staff (approx individuals). Rutgers- Newark is scheduled to host in 2015, with a future rotation of St. Joseph s College- Long Island in 2016, and Montclair State in Officials a. It is preferred that the championship meet officials be certified by USA Track and Field. 78

12 C. PROTESTS 1. Protests must be submitted in accordance with NCAA rules at the time of occurrence. 2. The indoor track and field chair must be notified of the protest within one business day following the meet. 3. The indoor track and field chair is responsible for notifying the Commissioner of any protests filed. 4. The indoor track and field chair and the Commissioner will review all protests jointly. If the sport chair s institution is involved in the protest, the Commissioner will appoint another member of the Board of Athletic Administrators whose institution was not involved in the protest to assist in the decision. 5. An appeal of this decision may be made following the procedure outlined in Section 7 of this Policies and Procedures Manual. D. AWARDS 1. General Regulations a. All awards will be determined by final finish results during the conference championship meet. b. The indoor track and field chair will be responsible for reviewing the results of the meet and determining the award winners, assisted by the Commissioner as needed. The chair is responsible for ensuring that the conference awards policy (Section 4 of this manual) is followed throughout the process. c. The Commissioner will be responsible for publicizing the awards. 2. All-Conference Teams a. There will be a women s all-conference team and a men s all-conference team. b. The top finisher in each event at the NJAC championship will be named to the allconference first-team; the second finisher in each event will be named to the secondteam; the third finisher in each event will be named honorable mention. 3. Special Awards a. The following special awards will be voted on by the coaches at a designated time following the championship meet: i. Most Outstanding Athlete (female and male, known as the G. Larry James Awards) ii. Outstanding Track Athlete (female and male) iii. Outstanding Field Athlete (female and male) iv. Outstanding Rookie Athlete (female and male) 4. Coach of the Year a. All coaches are eligible for this award, as voted by their peers. b. Voting will take place at a designated time following the championship meet. E. MEETINGS 1. There will be two annual meetings, either or both of which can be conducted via conference call if so desired. 2. Attendance/participation by the head coach or other professional member of the institution s athletic department staff is required. 79

Members Montclair State University Ramapo College Rowan University The College of New Jersey William Paterson University 2. Regular Season Scheduling Format a. Each school shall swim each other once in the regular season, home and away in alternate years. b. Each school is responsible for scheduling all conference members. A block schedule will not be used, but the conference will designate a specific homeaway pattern to ensure that each institution has a balanced number of home and away conference meets. c. In the event a meet is unable to be held due to unforeseeable circumstances (e.g., inclement weather, power failure), the meet must be rescheduled within three business days of the original contest date, to be held on a date prior to the Metropolitan Swim Championships (METS). d. In the event a conference meet is begun but then suspended due to unforeseen events, there shall be a minimum wait time of 60 minutes on weekdays and 90 minutes on weekends to see if the meet can be resumed. If, after the waiting period, the meet is still not able to be resumed, it shall be rescheduled to resume from the point of suspension, using the same line-up and participants as in the original meet. All results of events that had been completed prior to suspension would stand. An event that was interrupted would be re-contested. A rescheduled date must be established within 3 business days of the suspended meet. The rescheduled date must take place prior to the METS. In the event that enough events have been completed to mathematically establish one team as the winner, the meet will be considered legitimately finished, and no rescheduling is necessary. 3. Champion Determination a. There will be a women s conference champion and a men s conference champion. b. The team conference champion will be the team with the best win-loss record based on conference dual meet results. c. In the event of a tie, the following tie-breaker criteria shall be used: i. Two-Way Tie: Head-to-head competition ii. Three-Way Tie: Results of head-to-head competition against teams involved in the tie; if still tied, then results of head-to-head competition against those teams which finished below, starting with second place, then third place, etc., until tie is broken. B. GENERAL REGULATIONS 1. Rules Governing Competition a. NCAA rules shall be followed. b. The standard 16 event format will be used for all conference meets unless a format change has been previously agreed upon by the two competing institutions at least 10 days prior to the meet. 80

14 c. Exhibition heats will not take place in any conference meet unless previously agreed upon by the two competing institutions at least 10 days prior to the meet. d. An institution that is not equipped to compete in diving must declare that it will not sponsor diving at any point during the season by October 15. Home team divers will be able to participate in conference meets against opponents that do not sponsor diving, but points will not be recorded for the diving competition in such meets. e. All conference meets should be scored as dual meets (or double dual meets, if three teams are involved). 2. Officials a. There shall be a minimum of two officials, unless agreed upon by both coaches in advance and stated on the signed contract for competition. b. All officials must be certified for NCAA swimming/diving. 3. Contest Site, Staff and Equipment a. The competition pool must be a minimum of 25 yards/meters in length. b. Electronic timing is preferred, but hand-held timing is acceptable in the absence of a functioning electronic timing system. A host institution using hand-held timing must provide at least one timer per lane during the entire course of a conference meet. c. NJAC minimum standards for sports information must be followed (see Section 8 of this manual). d. NJAC minimum standards for medical care must be followed (see Section 2 of this manual). e. Access to the deck and team bench areas during conference meets will be restricted to enrolled students and employees of the institution. C. CHAMPIONSHIP REGULATIONS 1. There is no NJAC Championship meet. D. PROTESTS 1. The women s and men s swimming & diving chair must be notified of the protest within one business day following the meet. 2. The women s and men s swimming & diving chair is responsible for notifying the Commissioner of any protests filed. 3. The women s and men s swimming & diving chair and the Commissioner will review all protests jointly. If the sport chair s institution is involved in the protest, the Commissioner will appoint another member of the Board of Athletic Administrators whose institution was not involved in the protest to assist in the decision. 4. An appeal of this decision may be made following the procedure outlined in Section 7 of this Policies and Procedures Manual. E. AWARDS 1. General Regulations a. Student-athlete award selections will be made based on the results of finishes at the Metropolitan Championships (METS). b. The women s and men s swimming & diving chair and the Commissioner are responsible for reviewing the meet results, determining the selections, and reporting the results. The chair is responsible for ensuring that the conference awards policy (Section 4 of this manual) is followed throughout the process. c. The Commissioner is responsible for publicizing all awards. 2. All-Conference Team 81

15 a. Selections will be made for first and second all-conference teams and honorable mentions for both women and men based on MET Championship results. b. One all-conference team award will be given for every event in which an NJAC swimmer/diver participates. The NJAC swimmer/diver with the highest finish of any NJAC swimmer entered in that event will be named to the first-team; the NJAC swimmer/diver with the second highest finish will be named to the second-team; and the NJAC swimmer/diver with the third highest finish will be named honorable mention. c. Nominations for the special awards of Swimmer of the Year, Diver of the Year, and Rookie of the Year should be submitted to the sport chair immediately following the METS. An institution may nominate only one individual for each of the three special awards. 3. Swimmer of the Year a. All nominees will be voted on by the coaches via fax or following the METS. An institution may not vote for its own nominee. 4. Diver of the Year a. This award will be voted on by the coaches via fax or following the METS. An institution may not vote for its own nominee. 5.
