1 Revised Date: August 2017 City of American Canyon Youth Basketball Local Rules American Canyon Youth Basketball League rules will be as stated in the National Federation of State High School Association / High School Basketball Rules. Local Rules are stated below. 1. Court and Equipment: For the 8-10 year old division, the intermediate or junior size basketball (28.5) is used instead of the official size basketball (29.5). Game basketball will be provided for all league games. A visible game clock will be used. For games on the short courts, when facing the scoreboard, the home team will sit to the left. For full court games, the home team will sit to the left of the scorekeepers table. 2. Game Officials: Game referees will be provided by the Nor-Cal Officials Network. 3. Team Coaches: League teams can have a maximum of two (2) coaches. Coaches must be cleared by the American Canyon Parks and Recreation Department. Also, during the game only one coach can be on his feet. The other coach must be seated. 4. Team Players Designated Quarter Periods. Designated quarter periods are now required by the league. Free substitution of players has been eliminated (see Exceptions listed below). All team members are required to play at least two periods of the game. No player shall play the entire game unless the team has seven (7) or fewer players. (See Exceptions below.)

2 Exceptions (f) The player fouls out of the game. The player gets a technical foul for bad conduct as determined by the referee. The player is very tired and needs a rest as determined by the referee. The player is injured during the game as determined by the referee. The player is instructed by the referee to leave the game to remove jewelry or has a uniform problem. If a player arrives after the conclusion of the first quarter, he/she is only required to play one quarter of the game. For exceptions and above, the players must remain out of the game for the remainder of the period. For exception, the player must re-enter the game when the infraction is corrected. They must replace the player who replaced them. 5. Uniforms: Team jerseys shall be as provided by the league. No alterations are allowed Jerseys are required to be worn inside the playing shorts (shirt tails will be tucked in) during the game. 6. Game Time / Schedule: All games must start as shown on the League Schedule. A five (5) minute grace period is allowed. A team that cannot produce the minimum (4 players). at five minutes past game time will forfeit. If both teams have 3 or fewer players, the team with the most players present will be awarded the win. No make-up games are offered due to lack of players. All games will start with a jump ball. Overtime periods and sudden death will also start with a jump ball ` Games will consist of four seven minute quarters. There will be a one minute intermission between the first and second quarters and between the third and fourth quarters. There will be a five minute intermission between the first and second half. 7. Overtime: The first overtime period will be three minutes with the last minute being a stop clock period. If a second overtime is needed, the first team to score will be the winner.

3 If all players have played their required periods, the coach can play any player during the overtime period(s). 8. Official Game Clock: Games will be played with a running clock except for the last two (2) minutes of the first and second halves. These times will be stop clock situations. If one team is ahead by 20 or more points in the second half with two (2) left to play, the clock will continue to run. Also, the last one (1) minute of a first overtime period will be a stop clock situation. The clock will not be used during a second overtime period. 9. Time Outs: Two (2) one minute time outs per team is allowed in each half during the regular game. These time out periods cannot carry over into any overtime period. Only one (1) time out period per team is allowed during a first period of overtime play. During a second overtime period, only an official may call a timeout. 10. Press: For the 8-10 year old and the year old divisions the inbound pass is free (after a team scores) except during the last two (2) minutes of the fourth quarter and during overtime periods. At that time, both teams can press full court. However, if a team is up by 15 or more points, the leading team cannot execute a full court press For the year old and year old divisions the inbound pass is free (after a team scores) except during the last two (2) minutes of the second and fourth quarters and during overtime periods. At that time, both teams can press full court. 11. Fouls: If a player receives a technical foul for unsportsmanlike conduct (bad conduct), the following shall occur. 1. If it happens in the first half of the game, the player will be removed for the remainder of the first half. 2. If it happens in the second half of the game, the player will be removed for the remainder of the game. All technical and flagrant fouls will result in two (2) points and possession of the ball for the opposing team. Any player or coach receiving two technical fouls in one game will result in immediate suspension from the game and suspension for the next scheduled game.

4 The bonus (one on one) will be shot on the seventh foul of the half. The tenth foul and above will be two (2) shots. 12. Team Line-Up and Roster: Team rosters are considered final after the first week of practice. Any changes to the team roster must have prior approval by both the Program Coordinator and the Recreation Manager No player may participate on a team unless he / she has been officially registered and listed on a team s roster. Use of a player not registered on the teams roster will be an automatic forfeit and could result in the removal of the coach. Playoff Eligibility: To be eligible for the playoffs, a player(s) must have played in more than half of their team s games prior to the start of the playoffs unless prior approval is granted by the Recreation Coordinator or Recreation Manager. 13. Practice / Games: All league players are expected to attend their team s games and practices. Players who repeatedly are absent from games and practices are subject to Being dropped from the league. Coaches are requested to notify the staff when players are repeatedly are absent. 14. League Rules of Conduct: Any player or coach displaying unsportsmanlike conduct before during - or after a game will be warned and could be disqualified from further participation in the league. If any player or coach is ejected from a game by the referee or staff they may be requested to leave the basketball facilities, depending on the situation. Any player or coach ejected from a game is automatically suspended from the next scheduled game and placed on probation for the remainder of the playing season. A second offense may result in removal from the league for the remainder of the year. Coaches are required to sign the scorebook at the end of each completed game. Spectators acting in a manner detrimental to the league may be requested by referee or staff to leave the facilities. Protests: Official protests may ONLY be filed for a contest of an official game result and not on any action made by the referee or staff. Games may NOT be protested based on the quality of the officiating. At the time a head

5 coach determines to protest a game, he/she must notify the program coordinator in writing within forty-eight hours. Regardless of the protest, games will NOT be replayed. Both head coaches may be required to attend a protest review. 15. Safety: No jewelry shall be worn by team players during the game. Exception: Medical alert jewelry is permitted. Gym shoes will be secured by shoe strings or straps. Players with unsecured shoes will not be allowed to participate in the game. 16. All decisions made by the Program Coordinator will be final. Also, the Parks and Recreation Department has right to amend, delete, or add any rules deemed necessary. Approved by: Vincent Lin Program Coordinator
