2 NCSSL Rules & Regulations Seasonal Rules and Regulations will be governed by the NCSSL, League Commissioners, and the Board of Athletic Executives. Any changes or modifications will be voted on by League Commissioners, prior to making changes. The Rules and Regulations will not change on game day unless: 1. The President of the League is notified and he determines the changes will benefit all participating schools. 2. Coaches discuss and both agree prior to the start of competition (playing with even number of players, making changes due to injury, and/or helping another team make adjustments). Coaches, players, and parents are not allowed to make changes to any of the Rules and Regulations.

3 Cross Country Rules and Regulations FALL SPORTS Teams will consist of 8-10 members in each bracket. The finishing position of an athlete shall be his/her place and time. All brackets compete on a coed level. Girls and boys times will be recorded separate. The league will award 1 st, 2 nd, 3 rd place. K-3 T-Ball Rules and Regulations A soft baseball will be used. Positions: o Optional catcher: One player may play catcher using a catcher s helmet and mask. They should be placed in foul territory half way between home and third base or well behind home plate. The catcher is used to make plays at home and field balls hit near the plate. o A pitcher is placed on the mound. o The remaining players will be placed around the infield area, with one designated first baseman. Defensive coaches are permitted on the field behind players for instructional purposes (this is encouraged). Coaches are not permitted to touch a live ball. The coach will tee-up the ball for the batter and is permitted (and encouraged) to instruct the batter at home plate. First and third base coaches are permitted in the coaching boxes to coach the runners. All games will last approximately 45 minutes (6 innings / 9 player rotation on offense unless the defense achieves 3 outs in the field). No bunting is allowed. No base stealing is allowed. There are no strikeouts. There is no infield fly rule.

4 If a player is put-out, he/she may remain on base (unless thrown out at home). An offensive inning consists of one time around the batting order regardless of the number of outs made by the defensive team. Scores will not be kept. NCSSL 7-v-7 Flag Football Rules & Regulations (3 rd High School) Field Dimensions Field Length--45 yards long End Zone--10 yards deep Starting the Game A central timekeeper will be designated. All games will begin and end on this person's instructions. He will also announce the time remaining at the 10, 5, and 2 minute mark. Visitors will have first possession. The home team will have first possession the 2nd half. No team will be allowed to participate without a numbered jersey or soft shell helmet. Referee will announce the score before each offensive possession begins. Moving the Ball Offensive Plays must run/ pass. No run plays are allowed in the run zone. The red zone starts at the 20 yard line. Field is marked at 5 yard intervals. Possession always begins at the 40 yard line at the right hash mark. Hash mark placement of the ball must be enforced by officials, in accordance with NCAA rules, once the ball has been advanced. No penalty will be assessed in excess of the 40 yd line. On an unsuccessful or successful offensive play from the 40 yard line resulting in an offensive penalty: From the line of scrimmage if there is a penalty, the ball will be returned to the 40

5 yard line and THE NEXT SUCCEEDING PLAY WILL BE FORFEITED. I.e. 1st down will become 2nd down; 2nd down will become 3rd down; and 3rd down will result in a turnover. Offenses always move in the same direction Double Passes are allowed. Once a forward pass has been thrown, a backward pass (lateral) is allowed. A swing pass that does not cross the LOS and a defensive player tackles/pulls flags, the ball carrier behind the 40 yard line, will result as a safety. The ref will position the ball at the next scrimmage spot. Special Rules Extended arm open hand blocking is allowed. The ball carrier is down wherever his/her flag drops. A player without flags at the start of the play is ineligible. Fumbles are dead balls at the spot with the last team retaining possession. A muffed snap is dead ball. Two delay of game penalties in the same possession results in a turnover. Any offensive penalty on the extra point try results in a turnover. The QB is allowed 5.0 seconds to throw the ball. The Official timekeeper starts a stopwatch on the snap of the ball from center and stops the watch as soon as the QB releases the ball. If release is under 5.0 seconds, the play goes on. If the timekeeper sees that the clock has exceeded 5.0 seconds, the play is blown dead, then brings the ball back to the original line of scrimmage with loss of down. Defensive Pass Interference is the same as NCAA rules. (automatic 1st down & spot foul up to 15 yds) Responsibility to avoid contact is with the defense. There will be NO chucking, deliberate bumping, or grabbing. These actions will result in a spot foul and 5 yd. penalty tacked on at the end of the play. Offensive pass interference is the same as NCAA rules. (15 yard penalty) An interception is a turnover and the ball is placed on the 40 yard line. The offensive center is an eligible receiver (teams must have a center). The ball must be snapped from the ground between the snapper s legs. (mirror the game of football)

6 No taunting or trash talking. (5 yard penalty & expulsion if flagrant). The offense must gain at least 10 yards in the first 4 or less plays or the defense takes over. Fighting: the player(s) involved will be ejected from the game and tournament. If a team fight occurs, the teams involved will be ejected and forfeit their next scheduled game. Scoring 6 points for TD 1 point for PAT from 5 yard line 2 point PAT from 10 yard line. Official score is kept by field referee. Tie Breaker Time After coin flip to determine first possession, teams will alternate 4 down series from the 20 yard line. A winner is determined when one team scores during its possession and the other does not. (Federation rules). If a second overtime period is necessary, each team must then go for two points on the conversion attempts from the 10 yard line. 20 minute halves (continuous clock for each half--see: starting the game ). 2 timeouts per half. (Exception: Injuries. Both games on the Field will halt until player(s) can be removed as soon as safety dictates). 3 minute half-time. Teams must be on site and ready to play when scheduled. Forfeit will occur after 5 minutes before the game starts. Injury time outs may reduce the amount of time between halves and/or between games to maintain the game schedules. Players: Maximum of 15 players per team. This rule will be strictly enforced.

The last two minutes of each half, the clock shall stop on all dead ball situations. Teams are allowed to press the last 2 minutes of each half. Bracket A: Is allowed 7 personal fouls, shooting one and one on the 7th team foul. Bracket B: Two 15 minute halves with a running clock. The last two minutes of each half, the clock shall stop on all dead ball situations. Bracket C: Two 16 minute halves with a running clock. The last two minutes of each half, the clock shall stop on all dead ball situations. Bracket D (HS): Two 16 minute halves with a running clock. 10 K-2 Kickball Rules and Regulations Grades 1 st -2 nd 9-on-9 league play Teams may consist of 12 players 6 Innings: 3 on offense and 3 of defense There is a 9 player rotation on offense. Once the offense has completed their rotation, teams will switch from offensive to defense. Players may advance until the pitcher has received the ball on/near the pitcher s mound If the ball is played out of bounce, the runner may advance 1 base Players are not allowed to still bases.
