3 8.1 Awards An awards ceremony will take place immediately following the conclusion of each championship game. The winning team only is required to be in attendance to receive the awards. The winning teams of the men's and women's championship games are requested to have the following administrators participate in the awards ceremony: Chief Executive Officer, Faculty Athletics Representative, Director of Athletics and Senior Woman Administrator. Order of presentation: 1. Championship Team a. 15 watches to the team (student-athletes only) 2. All-Tournament Team Awards (5) 3. Most Valuable Player Award 4. Championship Trophy 8.2 Bands/Rally Squads Bands and spirit squads are required to be in attendance at their respective teams' semifinal and championship games Member institutions not traveling a band to the semifinals or finals shall incur a $500 fine per game. Member institutions not traveling a spirit squad to the semifinals or finals shall incur a $500 fine per game Each institution is limited to 50 band members and 30 rally squad members. One band director may be included in addition to the 50 band members, and one coordinator/supervisor may be included in addition to the 30 rally squad members. Names of band and rally squad members are to be submitted on alphabetical pass lists (see Appendices 4 and 5) Electronic bands, electronic amps and equipment are not permitted A limit of 12 rally squad members plus a mascot will be permitted on the baseline adjacent to their bench during play. Additional rally squad members must be seated in the participants' section except during pregame, halftime, post-game and timeout performances Rally squads must be in compliance with American Associate of Cheerleading Coaches & Administration (AACCA) approved College Safety Rules Bands and rally squads are to enter the arena at a location to be determined. 4 Friday, March 11, 2011 (Honda Center) Women's Semifinals: Highest remaining seed vs. lowest remaining seed at 12:00 p.m. Second highest seed vs. second lowest seed 30 minutes after game one Men's Semifinals: Highest remaining seed vs. lowest remaining seed at 6:30 p.m. Second highest seed vs. second lowest seed 30 minutes after game one Saturday, March 12, 2011 (Honda Center) Women's Championship Game 1:00 p.m. Men's Championship Game 5:00 p.m. 8.4 Crowd Control Assistance Each participating institution will be asked to assign a member of its athletics administrative staff to work with the tournament crowd control staff during its tournament games. The assigned person will meet with game management officials before the game and is to be available throughout the game to assist the crowd control staff and Honda Center personnel with crowd control matters. 8.5 Expenses/Per Diem The tournament per diem for room, tax and meals will be outlined in a December correspondence from the Conference Office to Directors of Athletics, Senior Woman Administrators and Athletic Business Managers. Participating institutions are responsible for all expenses with reimbursement to be made by the Conference Office at year-end per the per diem formula. 8.6 Facility Arena Entrance, Player-Guests A pass gate system will be used for the distribution of player-guest tickets in accordance with NCAA regulations. The player-guest entrance at the arena is located at the east side of the arena. All individuals receiving tickets from team members must pick up tickets and enter at this location. A pass list along with the necessary tickets must be submitted to the player-guest entrance one hour prior to the first game of the day. An institutional representative is required to staff this entrance beginning one hour prior to their tournament game Arena Entrance, Teams Individuals on the team pass lists (see Appendix B & C) shall enter the arena at the northwest doors. Participant passes for players will be issued on a daily basis via pass list similar to the NCAA Tournament and must be displayed at all times when players are not in uniform Benches Bench locations will be assigned on a daily basis. Teams will enter the court from the court entrance nearest their bench. The teams will warm-up prior to the game at the basket at the opposite end of the floor from their assigned bench. Halftime warm-ups will be at the basket directly in front of the assigned bench. Each bench shall have 17 chairs to accommodate the 22 individuals on each team's pass list (see Appendices 2 & 3) Locker Rooms Locker rooms will be assigned on a daily basis. 4
5 8.6.5 Nonplayer Participant Seating Nonplayer participant seating for next game players, bands and rally squads, and overflow rally squads in the current game will be in Section 224, Rows AA-CC. Players, bands and rally squad members not in the current or next game will be directed to a location TBD. 8.7 Game Balls Tournament basketballs will be the Solution provided by Wilson for all games at Honda Center. Host institution is to provide game ball for women s first round games. 8.8 Headquarters Hotel All participating men s tournament teams and the women s tournament semifinal and championship game teams are required to stay at the tournament headquarters hotel: Crowne Plaza Anaheim Resort Harbor Blvd. Garden Grove, CA (714) Main number (714) Fax Twelve rooms have been blocked for each men s and women s participating team beginning the night before its first game in the tournament and for each night it participates in the tournament. Teams checking out the day of their game are still responsible for that night's guest room costs. No suites are available for coaches at the Crowne Plaza. Each member institution has ten rooms blocked for its administrative use, but are not required to use them. The Conference Office coordinates all team and administrative rooming lists beginning in mid-january. Team space for meetings and meals has been blocked at the Crowne Plaza Hotel. Meeting space set-up and team meal catering should be coordinated with the hotel's Meetings Director, Jackie Collado, at (714) The hotel will offer a discounted breakfast buffet of $16 per person (inclusive of tax and gratuity) for teams in the California Grill Restaurant. To request this please contact Jackie Collado. All teams and institutions are financially responsible for their room, tax and incidental expenses at the Crowne Plaza. Room and tax reimbursement to the membership has been included in the tournament per diem formula. Teams are responsible for bringing their own DVD player and television set-ups for DVD review at the hotel. 8.9 Hospitality There will be no hospitality at the headquarters hotel. A VIP hospitality area at the arena is TBD. Tickets are required to enter this area Media, Press Conferences Pre-tournament Press Conferences 5
6 Head coaches (men's and women's) of the teams participating in the tournament will be required to participate in a pre-tournament telephone press conference on Monday, March 7, Each coach will be assigned a 10-minute period to answer questions from the media. The conferences will be scheduled as follows: Women's Telephone Press Conference: 9:00 a.m. Men's Telephone Press Conference: 10:40 a.m Postgame Press Conferences 1. Quarterfinal and Semifinal games The winning coach and two pre-determined players from the winning team are to make themselves available to the print media for interviews in the Media Interview Area five minutes after the conclusion of the game. The losing coach is to make himself/herself available following the winning team in the Media Interview Area. 2. Men's and Women's Championship Games The losing coach will appear in the Media Interview Area first after a ten-minute cooling off period, followed by the winning coach and players. 3. If a game is televised, the winning coach may be interviewed by television immediately following the game before proceeding to the Media Interview Area. 4. Each institution's Sports Information Director is responsible for getting his/her coach to the post-game interview site. Locker rooms are closed to the media. 5. Coaches may not participate on post-game radio broadcasts until after they have appeared in the Media Interview Area. Assistant coaches or players not selected to appear in the Interview Area may participate immediately on post-game broadcasts Media, Sports Information Directors The sports information representatives from the 12 teams advancing to Anaheim must be available at the Big West Basketball Tournament for the duration of the tournament A sports information director (or his/her designee) representing each participating team in the Big West Basketball Tournament must participate in a meeting/conference call held prior to this event Media, Timeouts Electronic media (broadcasting radio, Internet and/or television) shall be guaranteed four 90 second media timeouts per half to be called at the first dead ball situation following the 16, 12, 8, and 4 minute marks of each half. As per NCAA rules, in these games where four media timeouts are to be called per half, each participating team will be allotted four 30-second timeouts and one 60-second timeout. Three of the four 30-second timeouts may be carried over to the second half. The first 30-second timeout called by either team in the second half shall be a full timeout. Team timeouts taken do not eliminate any media timeouts. If the dead ball situation resulting in a media timeout is a foul with an ensuing free throw situation, the timeout will be taken before the free throws are attempted. 6
7 No media timeouts will be called during games that are not broadcast on television, radio or Internet. Each team will be allotted four full-length timeouts during the game and two 30-second timeouts Merchandise Kustom Imprints is the Conference's agent for tournament merchandise and novelty sales at the arena. 8 10:15 11:00 am Men s Championship Game Highest Seeded Team 11:00 11:45 am Selects First Shoot Around Time Each institution's Sports Information Director is responsible for managing media access, if any, for all practice sessions Practice Sites, Alternative Any team requiring assistance locating an alternate practice site should contact Aaron Tapper at Cal State Fullerton, (657) Pregame Warm-up The floor will be available for a minimum of 30 minutes for pre-game warm-up prior to all games. The pre-game clock will be set for 30 minutes for the second game in each session. Teams participating in the first game of each session will be allowed to take the floor one hour prior to the game, if the floor is available Scholar-Athlete Banquet The Scholar-Athlete Recognition Banquet will take place at the Crowne Plaza Hotel during tournament week. Attendees generally include presidents/ chancellors, faculty athletics representatives, directors of athletics, senior woman administrators, sports information directors, coaches of honored scholar-athletes, and media representatives from member institutions. Spouses in attendance at the tournament are also invited. Each institution is allocated 16 tickets to be used for the above people and other personnel at the university's discretion. Tickets for family members and friends of the honorees must be purchased per NCAA regulations. Priced at $20 each, tickets must be ordered through the Conference Office by February 18. Seating is assigned with each institution having designated tables. To guarantee enough seats are allocated for each institution, it is imperative that all institutions provide an accurate count to the Conference Office, including any guests of the student-athletes. Banquet Program The program consists of the introduction of the male and female scholar-athletes of the year from each member institution Seeding Seeding for both the men's and women's tournaments is determined by the final regular season conference standings. Eight men s and eight women s teams advance to the tournament bracket. Tie-Breakers In the event two teams tie for a position in the final standings, the higher seed shall be determined using the following tie-breaker formula: 1. The winner of the two-game series between the tied teams shall be declared the higher seeded team in the championship tournament. 2. If still tied, the team with the best win-loss record in conference games against common opponents beginning at the top of the standings and working down the standings until the tie is broken shall be declared the higher seeded team. Ties among teams at the top of the standings should be broken first to establish a ranked order. 8
9 3. If still tied, the higher seeded team shall be determined by a coin toss conducted by the commissioner. (Adopted 5/19/89, Revised 5/9/96, 7/17/00.) In the event more than two teams tie for a position in the final standings, the higher seed shall be determined using the following tiebreaker formula: 1. The teams shall be ranked based on win-loss record against the other tied teams. If a team is ranked ahead of the other teams, it shall receive the higher seed and the remaining teams shall be seeded based on the two-way tie-breaker formula. 2. If more than two teams are still tied, the teams shall be ranked based on win-loss record against the other tied teams. If a team is ranked behind the other teams, the remaining teams (if still tied based on wins and losses against the other tied teams) shall be seeded based on the two-way tie-breaker formula. 3. If more than two teams are still tied, the teams shall be ranked based on the best win-loss record in conference games against common opponents beginning at the top of the standings and working down the standings. Ties among teams at the top of the standings should be broken first to establish a ranked order. If a team is ranked ahead of the other teams, it shall receive the higher seed, and the remaining teams shall be seeded based on the twoway tie-breaker formula. 4. If more than two teams are still tied, the teams shall be ranked based on the best win-loss record in conference games against common opponents beginning at the top of the standings and working down the standings. (Adopted 5/19/89, Revised 5/9/96, 7/17/00, 7/14/03, 7/12/04.) 8.20 Sports Medicine An appropriate number of certified athletic trainers shall staff arena practices and games at the Big West Basketball Tournament. Each athletic training staff person should be at minimum a First Aid Responder. A coordinator of athletic trainers shall be designated for the tournament at Honda Center. A team physician shall be on site for all games at Honda Center at a retainer cost of $250 per session. Each participating team must provide its own certified athletic trainer at the event Tickets, Complimentary There is a no complimentary ticket policy for the Big West Tournament. Forty credentials are provided for each institution to seat VIPs near its team bench when competing. These credentials do not afford admission to Honda Center. Credential holders are required to have a ticket for another arena location to enter the building. Institutions are responsible for having their VIPs vacate this seating area at the end of their game Tickets, Institutional Requirements 9
10 1. Big West Institutional Commitment The eight institutions advancing men s teams to Anaheim are required to sell a combined total of $116,000 in advance tickets. 2. Seat Locations and All-Session Ticket Distribution The size and location of each school's All-Session seating block will be determined on February 18 and assigned by number of All-Session tickets requested and possible seeds in the tournament. Once each school's seating locations are determined, each athletics ticket office will have the opportunity to review the orders received for its school and instruct the Honda Center Box Office as to how to fill its All-Session allocation. All- Session tickets will be mailed to the purchaser after February Ticket Options a. All-Session Tickets All-session tickets for the Big West Basketball Tournament are sold by mail order through ticket applications placed on all member institutions websites. Mail orders may be returned directly to the arena box office or through conference member institutions athletic ticket offices. The priority seating deadline, to ensure seating in the preferred school rooting section, is Friday, February 18, 2011 (postmarked). All- Session tickets will not be available after the deadline in a specific school s rooting section. All-Session tickets will be available to the general public until the start of the first men s session. b. Student Ticket Seating A Student General Admission section will be designated on the north side opposite each bench for students of the teams competing in each game. Up to 200 school-specific students tickets shall be marked for seating in this section for each team in each game. c. General Ticket Sales Single-Session tickets will go on sale to the general public through the arena box office and TicketMaster on February 22. Campuses may arrange for Single-Session tickets and student tickets on a consignment basis. Some special offers in specific sections will go on sale through the TicketMaster website beginning in November and throughout the basketball season. Group Sales will also take place beginning in November. d. Player-Guests A pass gate system will be used for the distribution of player-guest tickets in accordance with NCAA regulations. A pass list along with the necessary tickets must be submitted to the player-guest entrance one hour prior to the first game of the day. An institutional representative is required to staff this entrance beginning one hour prior to their tournament game Tickets, Prices General public all-session tickets for the Big West Basketball Tournament are sold by mail order through ticket applications distributed to all member institutions. Mail orders may be returned directly to the arena box office or through conference member athletics ticket offices. Participating institutions are responsible for all transportation expenses with reimbursement of actual expenses to be made by the Conference Office at yearend up to each institution s budget allocation Uniforms The highest seeded team in each game will be the home team and will wear light colored uniforms Video The Big West Conference has arranged to have each men's and women's game at the tournament recorded by a single source as a service to each team. Following each tournament game the competing teams will receive a DVD copy of the game. Each game s winning team will also receive a DVD copy of its next opponent s previous game. No other scout videography of games will be allowed. 11
12 APPENDIX 1 - Frequently Asked Questions HEADQUARTERS HOTEL Do we have to use all 12 of our team rooms and/or all 10 of our administrative rooms? No. What should we do if we need more rooms than our allotment? The availability of extra rooms depends on the hotel and whether it is sold out. Call or Jody McRoberts (jmcroberts@bigwest.org), who is coordinates hotel arrangements. is preferred. What should we do if we need to make changes to our rooming lists after submitting them to the Conference office? any changes to Jody McRoberts (jmcroberts@bigwest.org). May we put three student-athletes in a double room? Yes. The request of a rollaway bed must be noted on the team rooming list. May we reserve a suite for our head coach as part of our team room block? No. There are no suites available for coaches at the Crowne Plaza. What if our team wants to check in two days before our first game? The conference has rooms blocked based on teams coming in the day before their first game. Teams wanting to come in earlier must notify Jody McRoberts by February 18 (the deadline for submitting rooming lists). This early check-in is not guaranteed, though, and depends on the hotel's availability. Teams will not be reimbursed for an extra night in the hotel. What should we do if our team loses and our coach wants to stay for the rest of the tournament? When a team loses, it is expected to check out of the hotel the next day. If someone on the rooming list wants to stay longer, he/she should let the hotel know as soon as possible. May we reserve hotel rooms at the Crowne Plaza for our scholar-athletes who will be attending the Big West Scholar-Athlete Recognition Banquet? Yes, you may include your scholar-athletes on your Administrative Guest Room List. PARTICIPANT INFORMATION Who should be included on the 22-person team lists (Appendix B & C)? This list should include only the individuals that will sit in the 17 bench chairs plus the five players on the court. We have a large band and rally squad that participates in our home games all year round. The trip to the tournament is their reward. Can we bring more than 50 band members and 30 rally squad members? If we buy tickets for the extra people, may they perform? A limit of 50 band members plus one director/supervisor and 30 rally squad members plus one director/supervisor may be admitted by pass list. You may bring as many other band/rally squad members as you like but they must have tickets and they may not play nor sit in the band/participant sections. If you wish to switch performers from game to game that would be permissible but only 50 persons may sit in the band area, 12 rally squad members and the mascot may be on the floor and 18 additional rally squad members may sit in the participant section. You may not change names on the participant pass list after the first day of the tournament. 12
13 My team is out of the tournament. I am a participant. Can I return to watch other games? Yes, participants may return to the arena to watch other games, but credentials and participant passes are not transferable. Can our bus driver come to the game? Yes, but bus drivers must either have a ticket or be included within the maximum limits on a team, band or rally squad pass list. Who from each institution receives a credential? The President/Chancellor, the Director of Athletics, the Senior Woman Administrator, the Faculty Athletics Representative, the Sports Information Director for each team, the Ticket Manager, and the individuals on the team s pass list all receive a credential. All other institutional staff members must have a ticket unless they are working the tournament for the Big West office. SCHOLAR-ATHLETE BANQUET Does the 16-ticket allotment for the Scholar Athlete Banquet include the scholarathletes? No, the scholar-athletes are not included in the ticket allotment. Our scholar-athlete cannot attend the ceremony; may her parents accept the award on her behalf? Yes, parents may accept an award for their son or daughter. Please notify the Conference Office in advance if your scholar-athlete(s) cannot attend the banquet. May our recipient's family purchase tickets at the door? Yes, but to ensure that there is a seat for all those in attendance, please let the Conference Office know how many family members plan on attending. 13
