1 SEASON RULES & REGULATIONS

2 MISSION STATEMENT The purpose of the All-American Basketball Association (ABA) is to provide and promote the opportunity for young boys and girls to participate in an organized basketball program which promotes learning, sportsmanship, physical fitness and leadership through athletic competition. INTRODUCTION The All-American Basketball Association is a non-profit corporation which has adopted through its National Board of Directors the Mission Statement reflected above and in furtherance of that statement has as its goal to encourage the establishment of local and state organizations which will organize and develop local programs in accordance with the purpose, mission and philosophy as adopted by the National Board of Directors. NATIONAL ABA BOARD OF DIRECTORS The National Board of Directors shall adopt rules and regulations regarding the formation and the general operation of state and local basketball leagues. The National Board of Directors shall also ensure that all rules and regulations of the ABA are adopted and followed at the state and national level. The National Board of Directors shall be responsible for selecting and providing officials to oversee all state, regional and national ABA tournaments in accordance with the format required by its rules and regulations. Included in its duties shall be the authorization of the use of the league logo, provide guidelines for registration and establish fees and membership dues. STATE ABA BOARD OF DIRECTORS The State Board of Directors shall be comprised of members of the various local organizations and among its duties shall include the following: make recommendations of its members of the National Board of Directors; select sites for district, regional and state tournaments; help facilitate providing officials; and coordinate requirements for team and player participation at the state and national level. LOCAL ABA BOARD OF DIRECTORS The local organizations shall be incorporated and shall have a Board of Directors who will organize a league in accordance with the rules and regulations of the National ABA Board of Directors. The Local Board of Directors shall have control over local rules, the determination of how teams are selected, the number of games and practices, how teams will participate in post regular season tournaments, and be responsible for establishing locations for team play and selection of officials. SPORTSMANSHIP Leagues are required to maintain an environment that encourages good sportsmanship for all ages. No noise is permitted from fans, coaches or players during free throw attempts. If this rule is broken, the person or persons will be required to leave the gym.

3 ABA LEAGUE REGISTRATION AND COUNTY BOARD RESPONSIBILITIES Leagues become members of the All-American Basketball Association by completing the official League Registration. 1. Completed registration forms must be submitted to the All-American Basketball Association, P. O. Box 464, Henderson, Kentucky, 42420, by January 15 th. Forms are available by calling the ABA at , or writing to the above. 2. Registration dues are $4.00 per player and should be sent with the official registration forms due January 15 th. 3. The official ABA emblem and the name All-American Basketball Association are registered and can only be used by leagues who have submitted registration and are accepted by the ABA. 4. A copy of the league rosters and schedule of games should accompany the registration. REQUIREMENTS FOR POST-SEASON PLAY (ALL-STARS) 1. To be eligible for post-season play, a program must register a minimum of fifty (50) players. 2. Players must participate in a total of six regular season or league tournament games. These games will be verified by using the league s score books. 3. Players are eligible to participate only in the same age division in post-season play as they did in the regular season. 4. Age verification for post-season play will be required. More information will be sent after league registration. 5. The number of players registered in an age division will determine the number of post-season teams that will be allowed in that age division. The following system will be used Players 1 Team Players 2 Teams Players 3 Teams 100 and up 4 Teams 6. Questions concerning registration can be answered by calling Harley Heath at POST-SEASON (ALL-STARS) TOURNAMENT PROCEDURES DIRECTOR ABA Basketball structures post-season tournaments for its eligible leagues. Leagues are not required to participate in tournament play, but it is strongly encouraged. ABA will furnish a tournament director for all regional, state and national tournaments. The tournament director must be furnished with a copy of each player's proof of age documentation before a player is eligible to play. The tournament director must be furnished with regular season scorebooks showing required participation for each player participating on the tournament team.

4 PLAYER PARTICIPATION AND ELIGIBILITY (LOCAL AND POST-SEASON PLAY) A player may participate in more than one local division of a local ABA league, but these must be approved by the Local Board of Directors. The following conditions are to be considered when making the determination: 1) The player is not already playing for another team in the same division 2) The player meets the division s age requirements (can only play up to an older division) 3) It is needed pre-season in order to divide teams and meet a minimum of 7 non-injured players a. If a player is approved to participate on a team for this reason, they will be allowed to play with this team throughout the entire season including local tournament play. 4) It is needed for a single game in order to have 7 total players in the scorebook a. If a player is approved to participate on a team for this reason, they will not be allowed to play with this team in local tournament play. b. If a 7 th player (original team member) arrives before the start of the 2 nd quarter, and the add-on player has not played, the coach has the option of striking the add-on player (non-original team member) in the scorebook and will not be required to play them. However, once the 2 nd quarter begins, all players listed in the official scorebook must play and meet the league s Playing Requirements. RESTRICTIONS: No more than 2 lower division players can play up per team. Any player approved to play in another division can only play 2 quarters per game in that division; this includes overtime (Unless there are no other players to play; such as foul outs, injury, not enough players, etc.). A player will only be eligible to qualify for one all-star team. Any player approved to play in another division would only qualify to play All Stars in the division corresponding to their age as defined in LEAGUE AND AGE DIVISIONS. RESIDENCY REQUIREMENTS A player must participate in the Local ABA Program within their county of residence unless no program is available in their home county (defined as Local League). If no program exists, a player must play in the program nearest their home. Exceptions will be addressed on an individual basis by the State ABA Board of Directors. Any exceptions approved must be done prior to the start of the leagues regular season. A player is not allowed to play in more than one qualifying local ABA programs concurrently. LEAGUE AND AGE DIVISIONS The ABA is divided into four (4) age groups: instructional league, training league, junior varsity, and varsity leagues. Leagues shall follow the rules set forth for basketball by the National Federation of State High School Athletics Associations except for stated differences applicable to each league. Leagues will be divided by age in the following manner: INSTRUCTIONAL TRAINING JUNIOR VARSITY VARSITY 6 & 7 YEAR OLDS 8 & 9 YEAR OLDS 10 & 11 YEAR OLDS 12 & 13 YEAR OLDS The age will be determined by the player s age as of August 1 (see following sections)

5 INSTRUCTIONAL LEAGUE The league in which boy or girl participates is determined by their age on August 1. If a player turns 8 on or after August 1, then he/she is eligible for the Instructional League. All players must be registered with the National ABA office. TRAINING LEAGUE The league in which a boy or girl participates is determined by their age on August 1. If a player turns 10 on or after August 1, they are eligible to play in the training league. All players must be registered with the National ABA office. JUNIOR VARSITY LEAGUE The league in which a boy or girl participates is determined by their age on August 1. If a player turns 12 on or after August 1, then he or she is eligible for the Junior Varsity League. All players must be registered with the National ABA office. VARSITY LEAGUE The league in which a boy or girl participates is determined by his or her age on August 1. If a player turns 14 after August 1, then he or she is eligible for the Varsity League. All players must be registered with the National ABA office. COACH SELECTION Coaches will be selected by the Local Board of Directors. Each coach will be required to complete a background check and a coach s application agreeing to abide by the rules set forth in this document. SEASON TIE BREAKER GUIDELINES Start with #1 and keep going down list until tie is broken. 1) Head to Head Record 2) Points Scored Head to Head 3) Points Allowed Total Season 4) Points Scored Total Season MINIMUM REQUIREMENTS FOR POST-SEASON PLAY (ALL-STARS) All eligible teams must be registered with the National ABA office. All tournament or All-Star teams shall consist of not less than 10 players and no more than 12 players. Teams and players must play at least six (6) games within their local league. Any exceptions for things like injury, or bad weather conditions that canceled some games, shall be brought to the ABA Board of Directors for final ruling and action. Granted exceptions will be given in writing from the ABA Board. Leagues must bring their league scorebooks and copy of the league schedule to the tournaments. ALL-STAR TEAM SELECTION PROCESS - Each team will get exactly one (1) vote. - Only one coach and/or representative from each team should be involved with and participate in the selection/voting process.

6 - Primarily, the head coach of each team will serve as that team s representative and will be allowed to cast one (1) vote on behalf of that team. - Alternative representatives can be used in the following manner if the head coach cannot be present; o (1) the assistant coach for that team or (2) commissioner from that school. - Girls and Boys teams will vote/select players at different times on selection day. Each division of coaches will sit together at the same table to begin the process, while commissioners will be assigned to each division to tally and oversee. If there is a coach who was the head for multiple teams, they will still be allowed to vote in each division. If both teams were of the same gender, then time will be given for that coach to move back and forth between tables. - Round one voting; Each coach/representative will be given a list of all eligible players for their division. In the first round, each coach/representative will select/highlight 12 players from the list. The lists will be collected by the assigned commissioner who will tally the results. Those players who were selected unanimously will be immediately added to the all-star team. The total votes for all other players will be shared for information purposes to consider for the next round and a discussion time will be opened up at the table. - Round two voting; Assuming there were not 10 unanimous players selected in the first round, a second list will be given to the coaches/representatives for round two voting. Those already selected for the team (unanimous from round one) will no longer be eligible to be selected. The coaches/representatives will select the number of players remaining to get the total player count to 10. For example, if 3 players were selected unanimously in round one, each coach will now select/highlight 7 more players. The lists will be collected by the assigned commissioner who will tally the results. The total votes will be shared with the group. The players with the most votes will fill the remaining positions on the team, starting with the player with the most votes and extending as far as needed to reach 10 players (including those in round one). If there is a tie for the last position(s), then a vote for those players only will be held in round three. - Round three voting; In the event there is a tie for the last position(s), the coaches/representatives will be asked to select just one name from those in a tie and write it on the paper. The assigned commissioner will tally the votes and the player(s) with the most votes will fill the remaining position(s). If there is still a tie, then the selected all-star coach will break the tie in round four. - Coach selection; Before round four begins, the coaches/representatives will vote for the all-star coach. Again, each team coach/representative will only be able to cast one (1) vote. This process can be done verbally without written vote, but if there are multiple interested, then a paper vote process will be completed. In the event there is still a tie/dispute, the county commissioner will get involved and select a head coach. Once the head coach is selected, they may select their assistant coach(es). Up to two (2) assistants can be selected for each team. - Round four voting; In the final round the selected all-star head coach selects the remaining one (1) or two (2) players to bring the total player count to a minimum of 11 or maximum of 12 (coach s discretion). Lastly, the selected coach will break the tie from round three if necessary. - If there is enough interest within the group, coaches may decide to have two (2) teams if the state eligibility requirements are met. In that instance, the process would start over with round one and the coaches would select from the remaining players (those not selected for the first team).

7 GAME REGULATIONS Leagues shall follow the rules set forth for basketball by the National Federation of State High School Athletics Associations except for stated differences applicable to each league. 1. Time Regulations: Instructional League Training League JV League Varsity League 4 periods lasting 5 minutes each 4 periods lasting 6 minutes each 4 periods lasting 6 minutes each 4 periods lasting 6 minutes each 2. Overtime Regulations: For Instructional, if the score is tied after regulation play, there will be a shootout. For Training, Junior Varsity, and Varsity, if the score is tied after regulation play, an overtime period of 3 minutes will be played. If the score is still tied at the conclusion of the overtime period, there will be a shootout. In the shootout each team will shoot 5 free throws (Alternating shots). Shootout guidelines: Coaches will select 5 players to shoot; players must still be active (not fouled out) and eligible at the time of the shootout. The team who makes the most will be the winners. If score is still tied after the shootout, the game will end in a tie. 3. Allowed Time Outs: For all leagues, each team is entitled to 4 time outs per game. During each overtime period, each team is always entitled to one extra time out. Unused time-outs accumulated may be used at any time. Time-outs in excess of the allotted number may be requested and shall be granted during regulation playing time or any over-time period at the expense of a technical foul for each additional time-out. 4. Playing Regulations: For all leagues each player must play one uninterrupted period. The coach may play any player listed in the book in any period of the game so long as it is an uninterrupted period. If a player fouls out of their uninterrupted period, no substitution will be allowed for that player. The team will be required to finish with 4 players. In the event of an injury during an uninterrupted period, a substitute may be entered. If the player is able to return they must complete the same amount of time that was remaining in their uninterrupted period. Any player arriving after the start of the second period of play is ineligible to play in the game. 5. Pressing Full Court: Instructional League Training League Jr. Varsity League Varsity League There will not be any Full Court Defense Allowed during the 4th quarter and overtime Allowed during the 3rd & 4th quarters and overtime Allowed the entire game No Full Court Press Allowed when ahead by 15 or more 6. Three Point Shots: Three point shots will be counted in the JV and Varsity Leagues only. 7. Illegal Defense:

8 In the Instructional, Training and Jr. Varsity leagues a team is allowed two illegal defenses per game. An illegal defense is called when defensive players guard the offensive player with the ball in the back court when pressing is not allowed. A technical foul will be called on the third illegal defense and the offensive team will be awarded one free throw and the ball out of bounds. Once the ball has come across half-court, any subsequent out of bounds on that possession may be guarded full court. 8. Technical Fouls: All technical fouls assessed except for illegal defense will result in two free throws and the ball out of bounds. Player technical will count as a personal foul and team foul. Bench technical count as a team foul only. 9. Ejection from the Game: Any coach or player ejected from a game must meet with an ABA Board Member and/or designated Gym Director and the official involved before being reinstated for the next game. 10. Free Throw shooter: In the Instructional League and JV Leagues only a lane violation will not be called on shooter as long as a player starts behind the free throw line when attempting the shot. 11. Free Throw alignment: For those age groups shooting from 12-feet, the players will be moved down below the bottom block so that the defender closest to the shooter is below them and not even with them. 12. Free Throw lane violation: Players are allowed to block out on the ball release. No shooter can advance to rebound the shot until the ball has made contact with the rim and/or backboard. Likewise, the player blocking out the shooter cannot touch the shooter until the ball has made contact with the rim and/or backboard. Lastly, any players behind the three-point line may not advance past the three-point line until the ball has made contact with the rim and/or backboard. 13. Running clock: A running clock will take effect if the point differential exceeds 25 and will continue throughout the remainder of the game. 14. Zero Tolerance: Zero Tolerance applies to all coaches, players and fans. Inappropriate behavior will result in immediate removal from the gym. Failure to leave in an orderly manner will be considered a second offense. A Second Offense of zero tolerance will result in the individual not being allowed to attend any ABA games and functions for the reminder if the season. If behavior is extreme, the individual may be banned from ABA and may not be given a second chance.

9 FACILITIES / EQUIPMENT 1. Playing Court: For all four leagues, the size of the playing court may vary depending upon available facilities. 2. Uniform: All players MUST wear the same color of shirts and same color of shorts (with # on front and back of jersey). Shirts must be tucked in and no sag look will be allowed. Players not following these rules will sit out.
