1 Pennsylvania State Athletic Conference Updated: August 3, Volleyball Operating Code 1. ORGANIZATION STRUCTURE 1.1 CONFERENCE STRUCTURE The Conference consists of four divisions: Northwest, Southwest, Central and Southeast Northwest: Edinboro, Gannon, Mercyhurst, Slippery Rock Southwest: California, Clarion, IUP, Seton Hill Central: Bloomsburg, Lock Haven, Pitt-Johnstown, Shippensburg Southeast: East Stroudsburg, Kutztown, Millersville, West Chester Play among volleyball teams shall be a double round robin within the division and a single round robin against teams from the other three divisions. All mandated conference matches shall count in the divisional standings. 1.2 CONFERENCE COMMITTEES Sports Chairperson: An athletic administrator from a member school shall be selected chairperson to the volleyball coaches. Duties: a. Annual Meeting/Special Meetings - Prepare and distribute an agenda, oversee recording and distribution of minutes. b. Present approved recommendations to the Athletics Administrators for action. c. Attend the championship and administrate any conference issues that arise at the site. d. Assist conference office with editing of the sport operating code. 1.3 MEETINGS: The annual meeting of volleyball coaches shall be at the discretion of the conference office. 1.4 PERSONNEL Staff Limitations a. 1 head coach b. 1 full-time assistant (coaching contract with benefits) or part-time assistant or volunteer c. 1 paid part-time assistant (half time or less) or graduate assistant or volunteer d. 1 volunteer e. 4 TOTAL COACHES Additional Staffing a. An institution is also permitted to utilize an unlimited number of full-time undergraduate students with no limitation of duties. b. An institution is also permitted to utilize a maximum of one social equity position per sport. i. The social equity position may not be utilized as the head coach 1.5 NATIONAL LETTER OF INTENT: Each Conference member agrees to abide by the regulations and procedures outlined in the National Letter-of-Intent Program. 2. REGULAR SEASON PROCEDURES 2.1 GAME DAY PROCEDURES Uniforms For PSAC matches the home team will wear dark uniforms and visiting team will wear a uniform that is light or contrasting in color.

2 a. The home team will wear light or a contrasting color and the visiting team will wear dark when playing on the second of consecutive days in PSAC mandated schedule. Note (NCAA Rule 7.1): It is not an NCAA requirement for opposing teams to have contrasting light / dark uniforms. It is suggested that opposing teams have uniforms of different color. b. Beginning in 2022, match uniforms must have visible numbers that are wholly of a color that contrasts with the color of the jersey on the body of the uniform Game Ball: The official ball is the Molten IV58L-N Supertouch (Blue/White/Silver Grey). This ball must be used for all conference matches, including crossovers and the conference tournament Ball Rotation: All institutions must employ a three-ball rotation system in match play Mandated Schedules: All conference members that sponsor volleyball must follow the established mandated schedules Pre-Match Warm-up: The PSAC warm up will start one hour (60 minutes) prior to the start of the scheduled contest. The following will be used for PSAC regular season and tournament matches: Home - first 10 minutes unshared. Visitor next 10 minutes unshared. Teams share court time the next 21 minutes, followed by regular NCAA warm-up structure until match time Neither team should use the out of bounds area behind or beside the opposing team to warm up. This creates barriers for the team that has the court If the court is available prior to the official 60-minute warm up, each team will be allowed to simultaneously use one half of the court The NCAA scoring system shall be used for all PSAC regular-season matches All NCAA rules are adopted for Conference play which may not be adjusted by the participating teams In the event of a transportation delay, the visiting team will be provided 45 minutes of preparation time before the start of competition upon their arrival at the competition site Written protocol regarding any intermission activities between sets 2 and 3 must be provided to the visiting team and available at the scorer s table prior to the service coin toss. The host institution must provide the visiting team with a private gathering place to meet during the intermission Host institutions will be responsible for completing the box score after all contests as per NCAA regulations, however, volleyball team and staff members may not be used in the tracking of statistics during the contests. 2.2 GAME OFFICIALS Officials Fees : Single Match $175; Multiple Matches $155; Line Judges $75 (no mileage); Fall Scrimmage $25; Spring - $90 single / $80 multiple : Single Match $175; Multiple Matches $155; Line Judges $80 (no mileage); Fall Scrimmage $25; Spring - $90 single / $80 multiple The assignor fee is $420/institution and will be billed through the conference Post-season selection of officials will be conducted through the conference office Line Officials: Line judges must be used for all matches. The Coordinator of Officials shall assign line judges for all mandated league play. Use of assigned line judges outside of mandated league play is at the discretion of the host institution. 2.3 GAME ENVIRONMENT Sportsmanship: The PSAC is committed to developing sportsmanship and creating healthy environments for competition. We believe that part of the role of education through sports is to educate all participants in athletic contests to conduct themselves with civility, dignity and respect for opponents.

3 2.3.2 Crowd Control Statement: Each member institution is expected to have the following announcement read prior to each contest (at a minimum). Institutions are encouraged to develop a format in which participating student-athletes or other enrolled student-athletes recite this (or a similar statement) prior to competition. The PSAC and (host institution) promotes good sportsmanship by student-athletes, coaches and spectators. We request your cooperation by supporting the participants and officials in a positive manner. Profanity, racial comments or other intimidating actions directed at officials, student-athletes, coaches or team representatives will not be tolerated and are grounds for removal from the site of competition. Also, consumption or possession of alcoholic beverages is prohibited. Thank you for your support of the PSAC and (host institution) The director of athletics or the designated representative is responsible for removing artificial noisemakers from the competition area Game Environment, The PSAC and Division II: Institutions have a unique opportunity to establish the link between the educational purpose of Division II athletics and the competition environment at Division II events. Game Environment goes beyond the behavior of players and coaches to include all that surrounds the event, including game administration, fans and student supporters. Sportsmanship should be regarded as a mandatory subset of game environment. That is, an institution can exhibit great sportsmanship without having a great game environment. However, it is not possible to have a great game environment without sportsmanship. 2.4 MEDIA SHARING Film Policies The four matches immediately preceding the first conference scheduled match and all conference mandated matches shall be uploaded to VidSwap. NOTE: The four matches immediately preceding the Sunday prior to the first conference scheduled match must be uploaded by Monday at noon. Score sheets must be ed to the conference coaches Each team is required to upload its roster to VidSwap prior to the first contest of the season. An updated roster must be uploaded each time there is a change in the roster The home team will be required to upload matches and both teams rotation data by midnight on the same date of each mandated conference match. Score sheets must be ed to the conference coaches An institution will not be permitted to download any contests until they have uploaded all matches played to date There will be full access to all mandated contests played in the exchange. Each institution will be able to download all other institutions matches In addition to timely uploading, the matches must be in the required format outlined by VidSwap Access to game video is restricted. The usernames and password should be treated as sensitive and not be shared with anyone. You may not provide video of a PSAC opponent to any non-conference opponent The PSAC Tournament host institution will be responsible for recording and uploading all tournament matches Each head coach is encouraged to invest time to train camera personnel prior to the beginning of the season. Camera personnel should be cautioned to limit their conversations during the recording of a game In the event of a catastrophic circumstance in which equipment is damaged or completely unable to be used, the institution must provide, in writing, a description of the problem and solution for immediate resolution. This document must be signed and submitted ( ed if possible) by the athletic director to the conference commissioner Specifications:

4 a. Uploaded video shall be recorded on an HD Camera. b. Wide end court shot 12 feet above the floor will be used and should show all players involved in the action. c. For the purpose of video exchange, filming of contests shall be continuous - not stopped and started between games The conference office will investigate any violation of the above rules. The conference office shall fine an institution $100 per violation, as deemed appropriate If a problem occurs, the first contact should be VidSwap, then the conference office, then the institution that is expecting your match. 3. CHAMPIONSHIP PROCEDURES 3.1 TOURNAMENT FORMAT: The conference tournament shall consist of eight teams. One team from each of the four divisions will earn a tournament berth as an automatic qualifier and four additional berths will be granted on an at-large basis. All matches will be best three-of-five Automatic Qualification and Seeding: The determination of automatic qualification and seeding for the tournament is based on win/loss record utilizing the conference mandated schedule. The divisional standings for determining PSAC Tournament berths will include all mandated conference matches, divisional and crossover Tiebreakers for divisional automatic qualification: a. record in mandated conference matches (18-match schedule) b. head-to-head record in matches between tied teams c. match record in mandated divisional matches d. sets won in mandated divisional matches e. FIVB points system in mandated conference matches (18-match schedule) f. sets won in mandated conference matches (18-match schedule) g. total points scored in head-to-head matches between tied teams h. coin toss Tiebreakers for at-large qualification and determination of seeding for the eight-team field: a. record in mandated conference matches (18-match schedule) b. FIVB points system in mandated conference matches (18-match schedule) c. sets won in mandated conference matches (18-match schedule) d. FIVB points system points per match vs. PSAC teams at or over.500 e. sets won per match vs. PSAC teams at or over.500 f. FIVB points system points per match vs. PSAC teams below.500 * FIVB points system awards 3 points for a 3- or 4-set win 2 points for a 5-set win 1 point for a 5 set loss NOTES: If there are ties for more than one place, the highest seeds are determined first before breaking ties for lower seeds. In the process of breaking the tie among multiple teams, each tiebreaker step will be calculated until at least one team is awarded a higher seed OR at least one team is eliminated from the tiebreaker. At that point, remaining ties shall be broken by restarting the tiebreaker process with the first step Date/Time: The PSAC Championship Tournament shall be held the week (Tuesday, Friday and Saturday) prior to the NCAA Regional Tournament Two weeks prior to NCAA Regional if a conflict exists with Thanksgiving holiday.

5 Quarterfinals: First round games will be played on the Tuesday prior to the championship at 7:00 p.m Semi-finals and Championship: Semi-final games will be played on Friday at 5:00 p.m. and 7:30 p.m. Host team will play 7:30 p.m. match. The Championship match will be played on Saturday. Start time is to be scheduled no earlier than 3:00 p.m. and no later than 7:00 p.m Site: Any member school with adequate facilities (one regulation size volleyball court, 30 foot ceiling, and adequate warm-up area) shall be eligible to host the PSAC Tournament. The site of each year s tournament shall be at the top-seeded school remaining after the quarterfinal round. Quarterfinals: #7 seed at #2 seed #6 seed at #3 seed #8 seed at #1 seed #5 seed at #4 seed Semi-finals: Winner of #7 / #2 vs. Winner of #6 / #3 Winner of #8 / #1 vs. Winner of #5 / # Determination of Home Team: The higher-seeded team shall be designated as the home team, unless the host institution is playing No play-in matches will be permitted NCAA Tournament Qualifier: In the event the PSAC Championship is not completed, the highest remaining seed in the tournament would advance as the automatic qualifier All institutions must follow NCAA Division II Volleyball Championship guidelines. 3.2 TOURNAMENT PROCEDURES Tournament Director: An Athletic Administrator at the host institution shall serve as the tournament director of the PSAC Championship The Athletics Administrator shall organize and administer the tournament, and provide member institutions and officials with appropriate information regarding housing, dining facilities, directions to facilities, and services available during the tournament Championship Practice Times: A 60-minute practice session will be scheduled by the host team for each participating team the day prior to the tournament and on the day of the semi-finals. On the day of the championship game, a sixty (60) minute practice session will be provided to each team starting no earlier than 9 a.m. and ending no later than three hours before the scheduled start of the final match Bench Personnel: Coaching staff requirements (See 1.4) apply. There is no maximum number of uniformed personnel for the PSAC Tournament Warm-up: Net must be ready for use no later than 60 minutes prior to the start of the scheduled match. Teams may stretch on the court before that time. During warm-up, one team should not use the out of bounds area behind or beside the opposing team to warm-up. This creates barriers for the team that has the court Pre-Match Warm-up: The PSAC warm-up shall be used for all conference tournament matches. See Warm-up Time Between Matches: Teams will be insured a 60-minute warm up period between semifinal matches (Matches scheduled at 5:00 and 7:30 pm for semi-finals) Scoring: The NCAA scoring system shall be used for all PSAC Tournament matches Promotions: No mid-match promotions will be permitted during any of the rounds of the PSAC Tournament Officials: Two officials (PAVO State or National/Junior National, USVBA) shall be used in each tournament match. Two local (PSAC affiliated) officials will be hired as lines officials for each tournament match A qualified scorekeeper, provided by the host institution, will be used for normal scorekeeping procedures.

6 For PSAC Tournament matches, all officials must be on-site (e.g. in the gymnasium) no later than 45 minutes prior to the match time Protests: The Tournament Protest Committee shall be responsible for all tournament regulations for the Championship. The three-person Tournament Protest Committee shall consist of the chair of the Volleyball Sport Committee or his/her designee, the head official or one official who is not involved in the dispute, and one non-partisan official. The Tournament Protest Committee shall be responsible for the interpretation and application of NCAA rules, and shall handle any disputes or protests that arise during or following the tournament. The Tournament Protest Committee also shall be responsible for making recommendations to the Conference for all matters pertaining to the championship Questions of officiating judgment are not subject to protest All protests shall immediately be brought to the attention of the Tournament Director who immediately calls the Tournament Protest Committee together for clarification or a decision, which is final. During this time period, play will cease and players must remain on the court until clarification or a decision has been made Awards Awards will be provided by the conference office. Championship team receives a trophy and 20 individual plaques to the championship team. The Runner-up also receives a trophy A Tournament Most Valuable Player, selected by the Games Committee, will receive a plaque Awards Ceremony Protocol: The second place team is required to remain present at the site of competition until they are presented with their runner-up trophy. 4. ALL-CONFERENCE AWARD PROCEDURE 4.1 TEAM COMPOSITION and INDIVIDUALS AWARDS First, second and third All-Conference Teams, consisting of ten (10) players each will be chosen Players shall be selected regardless of position An Athlete, Coach, Freshman, and Defensive Player of the Year will also be selected. To be eligible for the Freshman of the Year Award, a student-athlete should be listed by the institution as a freshman or red-shirt freshman and must be competing in their initial year of eligibility for that sport All-Conference players receive a certificate. Individual award winners will receive a plaque. 4.2 NOMINATION PROCEDURES A coach may nominate no more than six (6) players from his/her team only A player must have played in at least 66% of her team s matches in order to be nominated Pertinent statistics will be included with each player s nomination From his/her team only, a coach may nominate one player each in the categories of: Athlete, Defensive Player and Freshman of the Year. 4.3 VOTING PROCEDURE A coach may not vote for his/her own players or himself/herself A coach must cast votes equal to the total number of players selected (30) A coach must rank his/her votes for the total number of players selected A ballot must be completed fully in order to be counted. 4.4 MISCELLANEOUS The all-conference teams shall be released during the week following the conclusion of the regular season, prior to the conference championship.

7 4.4.2 The selection process will be conducted by the Conference Communications Director in accordance with the PSAC policy.
