1 CYO Basketball Rules & Mdificatins (Updated 7/18) General Mdificatins All Grades NCAA Rules (Girls) Natinal Federatin Rules (Bys) gvern league play PLEASE cnsult mdificatins fr yur teams grade level COACHES: All Caches shuld read and carry the CYO Rules & Mdificatins with them t all games. ALL Caches are expected t make sure their team plays all their games, and t reprt their scres (by Game #) t CYO within 72 hurs f their cmpleted game. A Maximum f 2 caches are allwed t be n the bench with the team. Only 1 cach is permitted t stand during the game, all ther caches must remain seated. All Caches Must be at least 18 years f age and n lnger a High Schl student. ALL Caches MUST have attended the CYO Caches Sanctining Wrkshp All teams must submit a CYO Sprtsmanship Ballt 48 hurs after their seasn has ended ALL Playff bund teams MUST submit a Sprtsmanship Ballt t qualify fr any pstseasn playffs. (Sprtsmanship Ballts are n the CYO website under frms.) EQUIPMENT: Hme team is respnsible fr equipment - game ball, screbk, clck, hrn, etc. FORFEIT TIME: 15 minutes BACKCOURT LINE: On curts shrter than 74 feet, it is recmmended that the backcurt line be such that the frntcurt measures as least feet. UNIFORMS: A Parish name must be displayed n the frnt f the unifrm jersey. All unifrms must be in keeping with the standards f the sprt (IDENTICAL shirts, shrts must be the same clr and style). CYO allws a T-shirt t be wrn under a team unifrm. Jerseys must have numbers n frnt and back (LEGAL NUMBERS (Any Cmbinatin f ). Vilatin fr illegal numbers will result in a technical ful, 2 shts and pssessin (per player that enters game wearing an illegal number) as per NCAA and Natinal Federatin Rules.. (Als see CYO Unifrm Vilatins plicy) SCORE BOOK: Bth teams are required t use a screbk. The Hme Bk will be the fficial bk. Teams are required t print the FIRST & LAST NAMES & THE CORROSPONDING NUMBER f all participating players in the screbk. Officials are required t PRINT their name in the screbks. All players shuld be listed in the screbk in NUMERICAL rder with BOTH their first and last names. Rulebk penalties fr player(s) nt prperly listed in the screbk at the start f the game will still apply. NOTE: The game fficial is expected t examine each screbk. A technical ful will be issued fr any screbk vilatins. A maximum f tw technical fuls will be assessed fr failure t cmply. In playffs, the hme team (tp f bracket) will be the fficial bk. Exceptin: The referee can designate the visitr s bk as the fficial hme bk. 1

2 OFFICIALS: When an fficial accepts a CYO Game, they are expected t arrive 15 minutes prir t game time t d their pregame bk and unifrm checks (see unifrm plicy) and print their name in the screbks. They will als review curt rules as well as read the N Tlerance Plicy befre ALL CYO Games. Fees: CYO pays Officials fees fr events/sprts scheduled by CYO Lng Island directly. CYO will bill each Parish fr their prrated share f fficial s fees tgether when billing fr team registratin. ROSTERS: Rsters are required in the CYO ffice with Registratin frms. Each cach must have a cpy f the current seasn CYO APPROVED rster in his r her game bk at all games. The ppsing cach and the game fficials have the right t ask t see this apprved rster. Any failure t cmply must be reprted t the ffice. If there is n apprved rster n file in the CYO ffice, r if the players in the game in questin d nt match the apprved rster, the game will be frfeited by the ffending team. INELIGIBLE PLAYERS: All games in which an ineligible player participated in will be frfeited. Team will be eliminated frm playffs The cach will be subject t the discipline actins determined by the Discipline Cmmittee and defined in CYO Plicy & Prcedures. PLAYERS: N player may participate in bth Tyr/Senir and the 4 th thrugh 8 th grade prgram in the same prgram year. A player can nly play n 1 parish team and be n 1 rster in a particular CYO basketball sprt in the same prgram year. (Exceptin: Bys High Schl Fall & Winter Prgrams) PROTESTS Prtests may nly be filed and heard fr a misapplicatin f a playing rule r fr player eligibility. Prtests fr a Misapplicatin f a Rule: Must be brught t the attentin f the fficial and ppsing cach AT THE TIME f the alleged infractin. The Pint f Prtest Time and Game Situatin Must Be Clearly Nted in the Hme Screbk The Officials MUST sign the screbk (signature is t acknwledge prtest, nt an agreement f prtest) The Game resumes frm pint f prtest interruptin after the prtest is recrded The Prtest MUST be reprted t CYO the next business day by the Prtesting Cach / Crdinatr A Prtest may be rescinded by the prtesting team at the end f the game JUDGEMENT CALLS MADE BY THE OFFICIAL ARE NOT PROTESTABLE Prtests fr a Players Eligibility (See Rster Sectin) Prtests n player eligibility must be made directly t the CYO Office Cmpliance Department during the regular seasn and / r playffs within 48 hurs f the cntest between the tw teams invlved t be heard. FOR A PROTEST TO BE HEARD: A letter utlining the prtest alng with a prtest fee f $ must be submitted t the CYO Office. All prperly filed prtests will be reviewed and decided upn by the CYO Athletic Cmmittee. If a prtest is upheld the prtest fee will be returned. 2

3 REPORTING SCORES / GAME RESULTS It is the bligatin f BOTH caches t reprt scres within 72 hurs f the cntest. Any game scre nt reprted within 72 hurs f cntest will result in a duble lss (0 0) fr bth teams and cannt be appealed. Scres can be reprted n the CYO website; Caches Crner using Game # which appears n yur schedule. Registered Caches can ALSO access Caches and assigned Officials cntact infrmatin via Caches Crner by Game #. NO 5 th Grade thrugh High Schl Games can end in a Tie. Any Game scre ending in a Tie scre fr 5 th High Schl WILL be cnsidered an Incmplete Game. (Please fllw Overtime rules t avid and incmplete game.) (Exceptin: A Duble Lss 0 0 result fr an unreprted scre within 72 hurs) RESCHEDULES / TBA (TO BE ARRANGED) GAMES There are nly three reasns permitted fr a game cancellatin: Lss f facility A parish religius event Inclement weather making travel hazardus If a scheduled game date is changed withut CYO apprval, bth teams will receive a frfeit. Tw frfeit lsses will eliminate a team frm playff cntentin. Any fficially pstpned game, r TBA shuld be rescheduled by the caches within 2 weeks f becming unscheduled and must be scheduled by the last day t schedule unscheduled games as listed n the CYO Prgram Schedule. Ntify the CYO ffice f the new date/ time / lcatin t schedule the game and assign fficials. It is the respnsibility f BOTH (hme / visiting) caches t schedule their TBA games. If it becmes clear that an ppsing cach is NOT cperating in rescheduling a game, the Cach/ Crdinatr MUST cntact their CYO Recreatin Specialist and advise them ASAP. All situatins MUST be reprted t the CYO Office ASAP and by the last day t schedule unscheduled (TBA) games as listed n the CYO Prgram Schedule. Any Unscheduled (TBA) games WILL remain as un-played if nt reprted t CYO by the last day t schedule games as nted n the CYO Prgram Schedule. In extenuating circumstances the CYO Office t determine prper prcedure Unscheduled Game Cdes: Games Dated 1/1 r 1/2 (withut a game time) n yur CYO schedule are TBAs Fr Rescheduled Games: BOTH TEAMS COORDINATORS MUST cntact the CYO ffice t verify the new date/time/site. CYO will then schedule the game in the apprpriate venue and assign fficial(s) accrdingly. 3

4 PLAYOFF INFORMATION Playff dates, times, and lcatins are a direct result f the gym time prvided by participating parishes. The CYO Playff Schematic is published n the CYO website under Scres & Schedules The CYO Playff schematic is nly subject t change by the CYO ffice if a facility is lst, r inclement weather makes travel hazardus. All parish religius events MUST be identified t CYO prir t the schematic being published. (See CYO Prgram Schedule fr playff and champinship dates) NOTE: The Hme team in playffs is team listed n tp f bracket. PLAYOFF DETERMINATIONS: SEEDINGS are determined by: -Wins -Percentage f cmpleted schedule (90 % minimum t qualify; ((9/10 games, 11/12 games minimum)) with a cmpleted schedule superseding 90% schedule played) -Head t Head -If the abve are equal, seeding will be determined by a cin tss. Exceptin: In the event f a tie fr the final playff psitin, where head t head des nt prduce a clear determinatin, (teams split in regular seasn) an ut-f- bracket playff game(s) will be played t determine wh will enter the playffs in the final psitin. In the event f a tie invlving 3 r mre teams, CYO Office will determine prper prcedure. PLAYOFF DISQUALIFICATION: Tw frfeit lsses will eliminate a team frm playff cntentin. Vilating the CYO Mercy Rule in 3 r mre wins. MERCY RULE: The Discipline Cmmittee will eliminate any team frm the playffs fr 3 wins r mre with a final game scre differential that meets r exceeds: 8 th Grade and High Schl level - 35 pints 7 th Grade 30 pints 5 th and 6 th Grades 25 pints THESE ELIMINATIONS MAY NOT BE APPEALED! DROP BACK RULE: Teams are required t adhere t the CYO Drp Back Rule, if they are leading by: 8th Grade & High Schl level 25 r mre pints 7 th Grade - 20 r mre pints 5 th & 6 th Grade - 15 r mre pints 3 rd & 4 th Grade 10 r mre pints The Drp Back Rule is in effect fr all CYO Games (Regular Seasn, Playffs, & Champinships) NO Full curt press defense allwed. The team in the lead must fall back inside the 3-pint line. If there is n 3-pint line, teams shuld fall back t the tp f their defensive key. There can be n duble-teaming anywhere n the curt by the leading team. A Running Time Clck will be in effect in the 4 th Quarter f all games where the leading team is adhering t the Drp Back Rule, due t the pint differential in the scre. Running time will remain in effect until the end f the quarter nce it is emplyed, regardless f the scre differential. Drp Back Rule Vilatins will result in a technical ful n the cach. Tw free thrws and ball pssessin at mid-curt will be awarded t the ffended team. A Man-t-Man defense is recmmended. 4

THE QUALIFYING NUMBER OF TEAMS PER PROGRAM (Belw) IS BASED ON TEAMS MEETING ALL PLAYOFF CRITERIA: 5 th 8 th Grade Girls & Bys A Leagues All teams with at least a.500 recrd will qualify fr playffs. Tp 4 Teams will qualify if divisin cnsists f nly ne league 5 th 8 th Grade, Girls & Bys B & C Leagues Tp 3 Teams in each league will qualify fr playffs Tp 4 Teams will qualify if divisin cnsists f nly ne league High Schl Bys and Girls Fall Seasn Bys Leagues All A Divisin - Tp 2 teams in each league will advance t playffs Girls Leagues In A divisins, all teams with.500 recrd will qualify fr playffs. Tp 2 teams in B will advance t the playffs Tp 4 Teams will qualify if divisin cnsists f nly ne league High Schl Bys Winter Seasn Leagues Are B & C Divisin - Tp 2 teams in each league will advance t the playffs N Schl Basketball Players permitted t participate at any time in this league Tp 4 Teams will qualify nly if divisin cnsists f nly ne league 5

6 Individual Grade Rules & Mdificatins 3 rd & 4 th Grade Basketball Mdificatins 10 Game Seasn (n playffs) ne fficial assigned t each game. Game ball circumference: inches inches 10-secnd backcurt rule in effect (Girls & Bys) Free thrw line is 12 feet frm the face f the backbard, 3 feet in frm the nrmal line. Fur 7-minute quarters 5 minute halftime. (N vertime) Time Outs: (3) Full (60 secnds) & (2) 30 secnd (per game) Scring: In an effrt t prperly evaluate 4 th grade teams fr future placement in the 5 th grade leagues, game scres will be reprted t the CYO ffice as per the Reprting Scres sectin f these rules/mdificatins. Tie scres will stand (n vertime) Scre clcks will be set back t zer after each quarter 4 th Grade Caches are required t keep game scres in the screbk and reprt them t CYO within 72 hurs f cntest. N Playffs/League Awards Team Sprtsmanship Awards will be issued Man-t-man defense will be played the entire game. Defensive cverage assignments may switch at any time as lng as defenders are attempting t play mant-man defense. The first vilatin will result in a warning, and subsequent vilatins will result in a Technical. This is an fficials judgment call. N pressing in the backcurt at any time regardless f the scre. Frntcurt change f pssessin frces the team nw n defense t drp back t the key r 3-pint line t pick up their man. Vilatins are administered as a turnver. Defenders must start man-t-man play as their ppnents crss the half curt line. When a grup f ffensive players (tw r mre) remve themselves frm the ffense (clear ut), n defender will be frced t play defense n them until they clearly jin the ffensive play. Anytime that play stps in the last minute f the game in bth the furth quarter and vertime(s), (including a made basket) the clck will NOT re-start until the ball has crssed the center curt line. The ten-secnd rule is still in effect. If the Offensive Team inbunds the ball n their ffensive side, the clck will start when an ffense (r defensive) player tuches it. In the last minute f play and in last minute f play in regulatin r vertime IF there is a change f pssessin withut an inbund play r made basket, the clck will cntinue t run. (Clck des nt stp in a change f pssessin if ball nt inbunded). Caches: Please Nte CYO Recmmendatins fr 3 rd & 4 th Grade: This is an instructinal level f play. Every player shuld have cmparable playing time. Any parish wishing t enter a 4 th grade team int a cmpetitive play situatin shuld mve them up t the fifth grade level. Create a FUN atmsphere fr the players. D nt get caught up in the diehard win/lss atmsphere. Be psitive. Players will make mistakes. As their cach, recgnize that they have limitatins. Encurage learning frm these mistakes and give praise when new r difficult skills have been mastered. Cnstructive criticism may be made t players when the ball is dead. Unnecessary rughness cannt be tlerated and fficials WILL call fuls. Vilatins, such as traveling, palming, three secnds, etc. will be called lsely. This level f play can be mre difficult t fficiate than upper grades due t the lack f bdy cntrl and skill develpment f the players. Emphasis must be n game cntrl. 6

One full time ut in initial vertime perid. N additinal T /O in vertimes, but unused T/O can be carried ver Defensive Cverage: Pressing in the backcurt is nt permitted at any time. Any defense may be emplyed inside the 3- pint line (tp f key if n 3-pint line). Between the half curt line and the 3-pint line, nly man-t-man defense is allwed. (Amateurs Players Only) Tw fficials assigned each game (if ne fficial n a tw fficial game- fee is fee and a half) Game ball circumference: Bys: secnd backcurt rule in effect.
