FACILITIES NEEDED RESOURCES NEEDED To promote the development of Youth Officiating To improve the candidates understanding of the game of Netball To gain the generic umpiring skills To raise the candidates self esteem To develop teamwork and communication skills To develop responsibility for self and others Year olds delivered through Specialist Sports Colleges / School Sport Partnerships Teachers: Delivery will be via a 3 hour pre course workshop Students: Minimum 6 hour delivery by teachers during the curriculum The course is designed to be flexible and may be delivered in curricula, extracurricula or a club environment. It is recommended that structured lessons or tutor sessions are used to deliver the programme. When the candidate has successfully completed the workbook, and is able to apply the rules in a practical umpiring situation, then the candidate should apply, through the school partnership or club, for the final practical assessment. 8 'B' AWARD AIM Improve their current knowledge of the rules Improve umpiring skills Identify the requirements for the Netball Europe B Award Prepare trainee B umpires for the assessment, which is a prerequisite to applying for the test. OUTCOMES TO BE ACHIEVED ON THE WHO CAN ATTEND? DURATION OF THE DOES THE HAVE AN ASSESSMENT? FACILITIES NEEDED Explain the different level knowledge and skills between a Netball Europe C and B Award umpire Demonstrate how positioning, movement and vision impacts on an umpires performance Explain the meaning of Advantage and how to apply it effectively Develop more effective communication skills through voice, whistle and hand signals Identify sources of help and support, locally and nationally. 12 NATIONAL TRAINING S Organised by England Netball WFD (Officiaitng) Every two years: Level: B Award umpires Type: Attendance Duration: A two day training course Date: 15 th / 16 th September 2007 Aim: To prepare 'B' umpires with knowledge of rules and umpire competencies to umpire regional and national level Outcomes: - To gain a clearer insight into technical aspects of umpiring, including rules interpretations - To develop their observation, concentration and communication skills to include umpire protocols - To gain a clearer insight into technical aspects of rules
13 Every two years: Level: A Award umpires Type: Attendance Duration: A two day training course Date: September 2008 Aim: To ensure 'A' umpires are maintaining their standard at a national level Further details on either of the above courses from WFD (Officiating)
14 TESTING FOR OFFICIALS NETBALL EUROPE C UMPIRING AWARD Application The application form should be completed and sent to County Umpiring Personnel together with the test fee of Candidates must have attended an official England Netball C Award umpiring course within 2 years of applying for the Award Test arrangements The County through which the candidate is affiliated shall make these. Testers The County Umpiring Secretary will appoint two Testers from the current Testing Panel, to conduct the test. Form of Test (A) Candidates will be required to umpire for a minimum period of 30 minutes. They will be expected to show their ability in application of the rules and control of the game by: (i) penalising correctly obvious infringements of the rules (ii) correct use of whistle, voice and terminology (iii) positioning and movement (iv) appearance and manner (v) their ability to keep a correct scorecard and to call the score and Centre Pass. (B) Answer correctly a minimum of 17 questions requiring Yes or No answers from 20 written questions. Results
15 (1) The names of successful candidates will be registered on the England Netball list of C Umpires. (2) All candidates will receive a written assessment of their test as soon as possible after its completion. (3) When only part (B) is failed, the candidate can retake this section within 4 weeks of the test without having to pay an additional fee. If successful, the Award will have been gained. (4) When part (A) is failed and part (B) passed, the written part remains valid for 12 months. Provided the candidate submits a fresh application, with the complete fee, and passes part (A) within this period, the Award will have been gained. However, retests for part (A) can only take place after a minimum period of three months. Recognition A certificate signed by the Regional Umpiring Secretary will be issued to successful candidates. (2) Umpires may purchase a metal badge from their County Umpiring Personnel.
16 NETBALL EUROPE B UMPIRING AWARD Application (a) Candidates must already hold the C Award for Umpiring; (b) A practical assessment must be undertaken before a candidate may put in an application for the Netball Europe B Award. Counties to appoint assessor who must be a minimum of a B Tester. (c) The application form should be completed and sent to Regional Umpiring Personnel Secretary, together with the fee of Test arrangements The Region through which the Candidate is affiliated shall make these. Testers The Regional Umpiring Secretary will appoint two Testers from the current testing panel. Form of the Test (a) Candidates will be required to umpire a good standard game for a minimum of 48 minutes i.e. 4 x 12 minutes. (b) They will be expected to control a high proportion of faults which occur in their obvious line of vision and to demonstrate some ability to see and control faults in off the ball situations i.e. incidents such as offside coinciding with a shooter catching the ball in the circle which needs to be evaluated in order to make a decision to play, or not to play, the advantage. (c) Accurate terminology, effective communication, together with sensible use of the advantage and fitness combined with wise movement are all expected to be evident. (d) They must answer satisfactorily a minimum of 7 oral questions from 10 questions selected by the Testers from a prepared list set by Netball Europe. (e) Scorers may be used at this level. Umpires must provide their own scorers and in the event that one umpire does
17 not wish to have scorers then both umpires will keep the score. Results (1) The names of successful Candidates will be registered on the England Netball list of B Umpires. (2) When only the oral questions are failed, the Candidate can retake this section within 6 weeks with no additional fee being required. If successful, the Award will have been gained. (3) When the practical is failed but the questions passed, the oral pass remains valid for 12 months. Provided the Candidate submits a fresh application, with the complete fee, and passes within 12 months, the Award will have been gained. Retest for the Practical test can only take place after a minimum period of three months. Recognition A certificate signed by England Netball and a metal brooch will be issued to successful Candidates. Progression B Award Umpires who wish to progress to the next level of Award may apply to either England Netball or Regional Umpiring Personnel for a Blue card on which to record their umpiring experience. A stamped self-addressed envelope should accompany requests for cards. A card is automatically sent, with the certificate and brooch, to those candidates achieving a Good Pass in the B Award test. NETBALL EUROPE A UMPIRING AWARD Application (d) Registered participants of England netball, pupils and teachers who are members of affiliated schools are eligible to enter for this Award (e) Candidates must already hold the Netball Europe B Award for Umpiring. 1. Candidates must:
18 (a) (b) (c) (d) (e) (f) (d) Have had at least one year s experience in umpiring various types of matches such as club, county, factory, youth organisation or school, since passing the Netball Europe B Award. Enter evidence of this experience on the Blue Record Cards - a minimum of eight games at Regional League and / or Challenge Cup matches Have officiated at one or more England Netball National Tournament / Area rounds of National Youth / Junior and National Schools (when possible and available) Undergone a formal assessment on one or more games for the duration of one hour on the same day. This assessment must be conducted by any current Netball Europe A Award Tester Reached a minimum of level 6.1 on the Multi stage fitness test. This test would have to be completed within one month prior to the application being sent through to Head office Apply for the practical test by 31st December within 4 years from the year of passing the written test. Send to England Netball, Game Department, Netball House, 9 Paynes Park, Hitchin, Herts SG5 1EH: i. The completed application form countersigned by the Regional Umpiring Secretary and Netball Europe A Award Tester. ii. The test fee iii. One or more Blue Record Cards. (Separate matches at a tournament should appear on the card as one entry iv. e.g. Club Tournament (4).) If the test application is received without being countersigned by the Regional Umpiring Secretary the application will be returned to the candidate. v. In the case of a retest, the candidate must comply with conditions d(i) and (ii)
19 but a card with a minimum of 12 entries, from the date of the previous test, will be acceptable. (Minimum of 4 National Club / County matches.) 2. Each application form and Blue Record Card(s) will be considered by England Netball (Umpiring) Test Arrangements (a) Tests will be conducted at National Clubs League and/or English Counties League County matches in November, December, February and March of each season and at events specified by England Netball. (b) England Netball will be responsible for arranging venues, allocating testers and notifying candidates. Testers Three A Award Testers appointed by England Netball will conduct the test. Each tester will assess the candidate independently, and the result will be determined by a majority decision. Form of Test (a) Candidates will be watched for the duration of one hour. (b) Candidates must satisfy the Testers in: i. Practical umpiring ability. ii. Answering oral questions, either by explanation or, at the candidate s discretion, by demonstration. (c) The candidate will receive a written assessment of the test as soon as possible after its completion. Results A certificate signed by England Netball and a metal brooch will be issued to successful Candidates. Their names will be added to the England Netball Panel of A Umpires. Holders of this award are required to be assessed every four years by participating in the monitoring system devised England Netball (Umpiring). A form for the A assessment will be sent to any candidate not involved with neutral allocations
20 ENGLAND NETBALL NATIONAL AWARD The England Netball National Award is the highest achievement within England. Further details may be obtained from Workforce Development Department (officiating) IFNA INTERNATIONAL UMPIRE AWARD The administration of this test is the responsibility of the International Federation of Netball Associations. IFNA has delegated the responsibility for arranging tests to the appropriate Regional Umpiring Committee which in this case is Netball europe 1. Pre requisites To be a candidate for the International Umpires Award (IUA), an umpire must meet all of the following criteria; Currently be umpiring at the highest national level within his/her country/region Hold the highest national umpiring award within his/her country ie county accreditation Pass an IFNA theory exam prior to testing Pass a Multi-stage Fitness Test (Bleep Test) at Level 7 or higher between two and four weeks prior to the proposed date of the practical test Have been successfully screened by IUC personnel 2. Screening and Testing Screening and testing of IUA candidates and endorsements will be undertaken by a panel of up to 3 qualified IFNA testers who are members of the IFNA International Umpiring Committee (IUC) Must be carried out on games of the highest standard
21 possible, equal to the highest standard of match play in the current top 10 ranked countries Test Arrangements These will be made by the Chairman of the appropriate IFNA International Umpiring Committee in conjunction with the Netball Europe IUC. Results Successful candidates shall be awarded the IFNA Umpires Award. Additional information on this Award may be obtained from either IFNA website or Workfroce Dveelopment Department (Officiaitng). UMPIRE TUTOR AWARD 1. The England Netball Umpire Tutor Award is available to holders of the Netball Europe B or above who are currently Registered Participants or Honorary Life Members of the England Netball. 2. Applications to take the England Netball Umpire Tutor Award may be sent in at any time to the Workforce Developpment Department (Officiating) at Head Office 3. Successful candidates are eligible to tutor umpires, as follows: i. At C and B Award levels - if the tutor is a B Award umpire. ii. At all Award Levels a. If the Tutor is (or has been within the previous 4 years) a A Award Umpire or b. If the Tutor is a retired A Award Umpire. 4. To remain on the Register of Umpire Tutors, individuals must adhere to certain procedure within each 4 year cycle. i. attend a National updating course, to be eligible to continue as a Tutor at A Award level (and below) or ii. attend a Regional updating course, to be eligible to continue as a Tutor at B Award level (and below)
22 5. All England Netball Umpire Tutors should maintain a Record of Tutoring as part of their personal Record of Experience. 6. England Netball retains the right to grant continued accreditation when, in exceptional circumstances; Tutors are unable to attend a National or Regional updating course. Such individuals will be required to submit to the Umpiring Committee copies of their Record of Tutoring during the previous 4 years (or since they passed their Umpire Tutor Award, if later) 7. Specific financial years will be designated Umpire Tutors Year by England Netball and financial assistance for Tutor updating courses held during these years will be available. 8. Accreditation certificates will be given to all Umpire Tutors and are valid for 4 years from the 1 st September of the designated year of continuing Tutors, and from the date of passing the England Netball Umpire Tutor Award until 31 st August prior, to the designated Umpire Tutors Year for new Tutors. 9. The validity of their accreditation certificate is dependent upon each Tutor ensuring that they hold Professions Indemnity insurance cover with a minimum limit of indemnity of 5 million. England Netball has an insurance scheme linked to affiliation, which ensures that every Registered participant, who is a qualified England Netball Tutor, has the required level of liability cover. England Netball Umpire Tutors are therefore required to ensure that their current year membership subscription has been paid and that this has been received by their County Association, before undertaking any course tuition. 10. The England Netball Umpire Tutor Award may be conferred by England Netball on those Umpires who qualify under 1 above and who, at the discretion of England Netball, have the required experience in tutoring and assessing competence. Such conferees of this Award are not required to comply with paragraph 4 above Form of Assessment Potential Tutors will be observed by an appointed England Netball Umpire Tutor Award Assessor for a minimum period of 1½ hours and will be required to:
23 i. discuss with the Assessor the preparation, content, method of presentation and effectiveness (evaluation) of that training session. ii. satisfactorily answer questions on the safety and injury aspects of the training of umpires. Pre assessment preparation Candidates are required to submit to their Assessor a written training plan for the whole course. Assessment Arrangements These will be made by the appointed Assessor in conjunction with the candidate. Details of the course, date and venue at which she/he wishes to be assessed must be stated on the application form. Results Successful Tutors, who must comply with 3 above, will be issued with a certificate signed by the England Netball and will have their names added to the national Register of England Netball Umpire Tutors. Application The completed application form should be sent at least two months before the date offered for the assessment, together with the fee of to Workforce Development Department (Officiating) at England Netball Head Office. This fee also includes a resource to assist the applicant with taking the Award.
