4 Introduction 1. These are the rules under which the Taranaki Junior competition will be run. 2. The Junior Competition is based on the Hockey New Zealand program. a. Fun Sticks (Year 1 & 2) b. Mini Sticks (Year 3 & 4) c. Mini Sticks Development (Year 3 & 4) d. Kiwi Sticks(Year 5 & 6) e. Kiwi Sticks Development (Year 5 & 6) f. Kiwk Sticks 11 Aside (Year 7 & 8) g. Kiwk Sticks development (Year 7 & 8) 3. Teams are entered based on schools. 4. Home schooled students may join with any school to play. They can only be a member of one team. Amendments The Taranaki Hockey Federation (THF) in consultation with the Youth Council (YC) may make amendments to these rules at any time. Competition Structure New Plymouth 1. This is a mixed gender competition. 2. The full program will be offered. 3. Games will be played on a Saturday 4. Funsticks will be held on the tennis courts at NPGHS Mangorei Rd from 11 12noon 5. Once teams are identified the competition format will be structured. 6. Trophies will be awarded to the season winner for all competitions with the exception of Fun Sticks. 7. Participation Certificates will be available to download off the website at the end of the competition. 8. A gameday convenor has been appointed. 9. The Smallsticks competition for Yr 3 6 will not have gamecards in There will be a results sheet available and it will be the responsibility of the winning team to write the result before departing the grounds. 10. The Yr 7-8 competition will use gamecards and they will be put in the box provided before departure from the grounds. Teams 1. Teams shall be of mixed gender. 2. Schools are encouraged to work together to place students into the team according to their year at school. 3. Where a school has more than one team entered into the competition the teams shall be ranked according to strength. This is applies to Kwik Sticks. 4. All team captains must be identified by wearing either a captain s arm band or ribbon. This is only applicable to Kwik Sticks. 4 P a g e J u n i o r C o m p e t i t i o n R u l e s - 26/4/2016
5 5. Below is an indication of player numbers for teams accordingly to grade entered.. See table below. Competition Year Team Max Mini Sticks 3 & Mini Sticks Development 3 & Kiwi Sticks 5 & GK 10 Kiwi Sticks Development 5 & Kiwk Sticks 11 Aside 7 & Kiwk Sticks development 7 & GK A minimum of 7 players are required to be on the field to avoid a default game for Kwik Sticks. Team Entry and Affiliation Fees 1. Schools shall first enter the team in the junior competition by completing the online registration form. 2. Entry to the junior competition is a commitment to the full season, including finals. 3. Each team will be invoiced by THF for the affiliation fees as set for The affiliation fee includes turf fees and is charged on a per player basis regardless of the number of games played by each player. Fun Sticks: $32 Mini Sticks: $37 Kiwi Sticks: $47 Kwik Sticks $55 4. Payment can be made either in full or in instalments as per the invoice. 5. Failure to meet the above payment schedule will affect the team s ability to participate in the finals. 6. Teams shall pay a withdrawal fee of $150 if a team is withdrawn from the competition at any stage after 30 April Player Registrations 1. Before a player takes part in the Junior Competition she/he must be registered with the team for which they will be playing. 2. All schools must complete the player registration form prior 5pm 13 th April The form has been ed to all school coordinators, but can also be found on the Taranaki Hockey Website. 3. Teams must list ALL players who will play for each team. 4. If a player is from another school, the school they attend should be listed next to their name. 5. Schools may enter a team which consists of students from a variety of schools, noting that the players can only be listed with one team, within the same competition. 6. Home Schooled players may play for any school in the Junior Competition. The school must identify the player as being a home schooled player on the player registration form. 7. Any school may add additional players to their teams during the season, by notifying THF. THF will issue an invoice for each new player. Payment for the player must be received within 4 weeks of the registration. 8. All schools must register new players by completing the Mid-Season player registration Form no later than 1pm the day before they wish to play. Player registrations received after this time will mean the player is NOT permitted to play in the following game. If the player does play, the team that played the player will be deemed to have defaulted their game. 5 P a g e J u n i o r C o m p e t i t i o n R u l e s - 26/4/2016
6 9. Teams are not permitted to register new players within 2 weeks of the final game of the competition (Finals). Player Dispensation 1. Players must register for a team within their year at school in accordance to the HNZ program, unless they apply for dispensation. 2. The school must apply to Youth Council (via the office) for dispensation to register a player in a team which is above the player s year at school. For example a year 5/6 student (Kiwi Sticks) would like to play in the year 7 & 8 full field competition (Kwik Sticks). 3. There must be a valid reason for this request, for example the Kiwi Sticks competition would not provide the student with a strong enough competition. 4. Teams found to be playing a player without dispensation will be deemed to have defaulted the game. 5. If the school disagrees with the decision made by TYC, they may write to the THF for a review. 6. TYC will keep the player at the centre of their decision, and schools must provide TYC with enough information to make a decision. Player Transfers 1. If a player is transferring from one school team to another, clearance from the previous school team must be obtained first before the registration will be accepted by THF. 2. No player shall take the field in a THF fixture until THF approved the transfer. 3. No transfers between school teams will be approved within 2 weeks of the final game of the competition. 4. Any disputes between schools as to the status of an individual player shall be referred to the TYC for determination. The decision of the TYC shall be final. Floating Players Year 7 & * teams only 1. The purpose of a floating player is to allow a team who is short on the day to still field a team, due to illness or absences from their normal team members. 2. Schools must act in good faith to the competition, and must not allow a highly skilled player to have an impact on the game had the normal team be available. 3. Schools understand the integrity of the competition must be protected and THF representatives on the day have the authority to restrict or deny a player from floating. 4. Floating players are not permitted under any circumstances to participate in finals. Uniforms 1. Each team shall wear shirts, shorts, skirts or dresses and socks in the colours nominated on the team entry form. 2. Prior approval from THF is required before a strip colour is changed. 3. Goal keepers shall wear a different colour to that of their own team and the opposition. 4. All shirts shall be numbered for 11 aside Hockey. 5. Teams shall have an alternate strip available to be used. Where the uniforms of opposing teams are similar colours, the team on the left hand side of the draw shall wear their alternate strip. 6. It is highly recommended that each team has access to a set of bibs in the event of an unplanned uniform clash. 6 P a g e J u n i o r C o m p e t i t i o n R u l e s - 26/4/2016
7 Competition Format 1. The competition format will be determined by the NTJH as required, and as dictated by team entries. 2. No competition points will be collated for Fun Sticks Games. Fun sticks is a fundamental skills program. 3. Finals will include the presentation of the division trophy which the school may display at their school for the following 12 months, upon which it is to be returned to Taranaki Hockey. 2. THF will appoint umpires to the finals based on their skill and ability shown during the season. It is an honour to be asked to umpire the finals. 3. Fun sticks participants will receive a participation certificates at the end of the season. 4. For competition s that play straight finals, it will be as follows: 1 V 2 3 V 4 5 V 6 And so on.. 5. For competition s that semis then finals it will be as follows: Semi Final 1 v 3 (Game A) Winner progresses to the Grand Final. Loser plays for 3 rd position 2 v 4 (Game B) Winner plays final. Loser plays for 3 rd position 5 v 7 (Game C) Winner progresses to play for 5 th position. Loser plays for 7 th Position. 7 P a g e J u n i o r C o m p e t i t i o n R u l e s - 26/4/2016
8 6 v 8 (Game D) Winner progresses to play for 5 th position. Loser plays for 7 th Position. And so on.. Finals Winner Game A v Winner Game B. Placing for 1 & 2 Loser Game A v Loser Game B. Placing for 3 rd & 4 th Winner Game C v Winner Game D. Placing for 1 & 2 Loser Game C v Loser Game D. Placing for 3 rd & 4 th And so on.. Turf Allocations 1. Schools will register to play hockey at one turf only. 2. There is no travel between turfs required for junior or intermediate competition. Game Cards 1. Kiwisticks 11 aside teams shall complete the same team score card 15 minutes prior to the commencement of the match. 2. Cards shall be legibly filled out with Date, Turf, and Team name as well as player details. 3. Players shall be identified on the card by a minimum of first initial and surname. 4. No player or substitute shall take to the field until said players name appears on the card. 5. All Floating players must have an F next to their name. 6. At the completion of the game it is the team manager s responsibility to ensure the card is signed and placed in the return box. 7. There will be no protest permitted for Junior games. Default or Deferral of Saturday Games 1. There will be no deferral of any games that play on Saturday. 2. Teams that participate on Saturday, should use the Floating Player rule to top up their players to the minimum number required to take to the field. 3. 9 Kwik Stick Deferral Games 1. Matches may only be deferred on the approval of a THF Nominee and in agreement with the opposing team and umpires. 2. Deferrals will be played within the three weeks of the scheduled game time. They may not be played within one week of the Preliminary Finals commencing. 3. The responsibility of all the deferral arrangements lies with the team wanting the deferral. This includes booking new turf time, arranging umpires and notifying THF of the new arrangements. The team being asked for the deferral should apply good sportsmanship and every effort should be applied to accommodate the deferral. 4. The deferral should occur at least one week in advance of the game. Kwik Stick Default Game 1. A default occurs when one team is unable to field the minimum number of participants for a fixture. 2. A team shall have at least 7 players on the field within 10 minutes of the start time set down for the match; otherwise the team loses the match by default. 3. Defaulting teams shall notify a THF Nominee no less than 48 hours before the date and time of the scheduled fixture. 4. Teams who default a game will be deemed to have lost the game and the opposing team shall be awarded 3 competition points and a score line of Any team who defaults a game without notification will be deemed to have lost the game and the opposing team shall be awarded 3 competition points and a score line of 3-0. The defaulting team will also have 2 penalty point deducted. 6. Any teams defaulting two matches in succession or three at intervals, may at the discretion of the THF in consultation with the YC, be deemed to have withdrawn from the competition. Game Cancellations (Wet Weather) 1. All game cancellations will be communicated on the THF Website and Facebook page. 2. Schools must ensure THF have the contact details for one person to advise for game cancellations. That person is then responsible for communicating this to the players. 3. Due to turf availability THF are unable to rescheduled games and as such they will be recorded as a draw. 4. Games to be rescheduled on either Wednesdays or Mondays. 5. Games will be cancelled no later than 90 minutes from the scheduled start time. 6. Umpires have the discretion to cancel games on the basis of a flooded turf or visibility safety issues. Competition Placing s Placings shall be decided by the following sequentially: The Team with the greater number of points The team with the greater number of wins The team with the better goal difference Goals for Goals against Who beat who Toss of a coin with the team listed first on the draw in the last match played against each other calling. 9 P a g e J u n i o r C o m p e t i t i o n R u l e s - 26/4/2016
10 For Preliminary and Semi Final s if a draw is the result at the conclusion of normal match time the team who finished higher in the ladder will proceed to the next final match. There will be no extra time. For the Grand Final, if a draw is the result at the conclusion of normal match time golden goal will apply. This being played as 5 minutes one way with one less field player. If the game is still drawn at the conclusion of this time a further 5 minutes one way will be played with two less players. If the match is still drawn the final will be considered a Draw. Card and Penalty Point System (Applicable Kiwi Sticks & Kwik Sticks) 1. The umpire during the match may issue any player with a green, yellow or red card. 2. A green card is deemed to be warning and will result in a suspension of 2 minutes. 3. The time of green card suspension is to be kept by the teams involved or by someone nominated by the teams prior to the match commencing. 4. A yellow card is deemed to result in a suspension of no less than 5 minutes. 5. The time of a yellow card suspension is to be kept by the umpire who gave the card. 6. A red card will result in the player taking no further part in the game and having a hearing before the judiciary committee. 7. The card penalty point system operates whether cards are presented or issued verbally 8. Each card will carry the following penalty points: Green card 1 point Yellow card 3-6 points at umpires discretion Red card 12 points 9. Where points accumulate to a total 12 points there is an automatic stand down of one competition game. 10. In the instance where the player due to stand down plays in more than one competition (plays both Junior and Club) the player shall stand down for the competition game where the most points were accumulated. If this is an equal number a coin will be tossed to decide which game shall be stood down. 11. Penalty points allocated to individual players shall remain for the balance of the season, after that date penalty points are automatically removed. 12. Suspensions issued via the Judicial committee remain in force until the next season. Code of Conduct The THF Code of Conduct shall apply to players, supporters and officials. Schools are encouraged to ensure that all coaches and managers have read and understood the Taranaki Code of Conduct. Schools must ensure that coaches do not use abusive instructions to players, parents, umpires, or volunteers, prior to, during or post-match. Umpires Each team is required to provide a suitable umpire to umpire their own game. It is encouraged that all umpires attended the HNZ Junior/Community badge course when offered in Taranaki. The umpire s council will assist THF to have mentors available during the season for new umpires. 10 P a g e J u n i o r C o m p e t i t i o n R u l e s - 26/4/2016
11 Health and safety requirements 1. All teams shall be responsible for their own first aid requirements. 2. Each team must have their own first aid kit with them for each game. It is highly recommended that each team have a first aid trained person available for their team. 3. Any player who is bleeding shall leave the field as soon as possible via the quickest exit from the field of play and shall not return until the bleeding has stopped or been adequately covered. Blood stained clothing or equipment must be cleaned or replaced before returning to the field. 4. Any injury resulting in a medical visit should be reported to Taranaki Hockey within 24 hours. The team coach/manager should complete the Taranaki Hockey injury report form. The form can be found at 5. The Hockey New Zealand Head Injury Policy shall apply, all head injuries must be communicated to THF within 24 hours. The team coach/manager should complete the Taranaki Hockey injury report form. 6. It is a requirement that all players must wear both mouth guards and shin pads. Failure to do so will allow the umpire to remove the player from the field. The player will not be permitted to re-join the game until they are wearing the appropriate gear. It is the team coach/manager to ensure their team have the correct safety gear. 7. No player shall take to the field with a cast. 8. The gates at both turfs are to be closed at all times during the game with the exception of opening and closing for team substitutions. In particular, children are not permitted at any time to walk on the turf (to leave off enter the player dugouts) while a game is being played. Safety Rules The following applies to all competitions with the exception of Kwik Sticks. Only play with the flat side of the stick No raised sticks Ball must stay on the ground at all times No hacking on the stick No tackling from the left side No physical contact with any player on the field Mini Sticks Development Game Rules Kookaburra Mini Hockey Ball must be used, white in colour. Each team must be behind the centre line at the start of the whistle. The game starts with a push forward or backward from the centre line. No obstruction (as per FIH rules) The ball cannot be deliberately stopped with the foot or kicked. However if the ball merely touches the foot play should continue. For any free hit, all players must be 5 metres away There are no penalty corners or strokes instead take a free hit on the 5 metre line (no direct pass into the goal area) Long corners - instead take a free hit on the 5 metre line (no direct pass into the goal area) A goal is scored when the ball is pushed into the goal from inside the 5 metre zone by the attacker. 11 P a g e J u n i o r C o m p e t i t i o n R u l e s - 26/4/2016

The game starts with a push forward or backward from the centre line. No obstruction (as per FIH rules) The ball cannot be deliberately stopped with the foot or kicked. However if the ball merely touches the foot play should continue. For any free hit, all players must be 5 metres away There are no penalty corners or strokes instead take a free hit on the 10 meter line (everyone is 5 metres away and no direct pass into the goal area) Long corners - take a free hit on the 10 meter line (everyone is 5 metres away and no direct pass into the goal area) A goal is scored when the ball is pushed into the goal from inside the 10 metre zone by the attacker. 13 Full padded goalkeeper is required. Kwik Stick development & Kwik Sticks Rules 1. Kookaburra Matrix or Standard ball must be used, white in colour. 2. Normal FIH rules and the local THF hockey playing rules to be enforced. 3. This includes the introduction of: a. The stick above the shoulder as noted in the 2015 FIH Rules of Hockey. b. The new Free hit within 5 metres of the attacking circle, as released in Player substitutions must take place at the halfway line on the field, on the dugout side of the turf where applicable. FIH & HNZ Rules Access the FIH rules to download a complete copy of the FIH 2016 rules letter that FIH published describing the rule changes Access the HNZ New Rules 201 document Release.pdf which details how the new rules will be interpreted in New Zealand. The Rules of Hockey Adjustment to Rule 13 2 as at 16 February 2016 will apply. This applies to Free Hits within 5 metres of the circle edge. General THF and the YC shall have the power to deal with all matters not provided for in these rules which may arise out of any contest played under these rules. Only Coaches and team managers are permitted entry onto the turf. Parents, spectators and siblings must remain on the outside of the turf at all times. Team managers/coaches are responsible for the behaviour of their team spectators they permit into their dugout during their game.
