Prvide a set f event standards s that Turnament Directrs are familiar with expectatins and players can expect cnsistency at each tier level. Ensure PDGA events are classified int their apprpriate tiers. Increase the prfessinalism and marketability f PDGA sanctined events. Imprtant items fr the 2019 PDGA Tur year: 1) Say Gdbye t the Excel TD Reprt! The PDGA Turnament Manager applicatin des everything fr yu! Use f the gd-ld TD Reprt Excel file is n lnger necessary. TDs can nw fully manage and cmplete all reprting requirements within the web-based PDGA Turnament Manager applicatin via PC, Tablet, r smart phne. This includes all financial items such as Entry Fees, Added Cash, Player Packs, Trphies, Prizes, and Payuts. Nte that nce the TD has cmpleted all finance entries, they can als easily print a Payut Sheet that details each divisin s payuts, as well as all the added values prvided, fr psting at Turnament Central prir t the final rund as required by PDGA rules. Nte: TDs wh run events in lcatins withut internet r cell service r wh need t uplad player lists frm registratin sites ther than Disc Glf Scene (which des it autmatically) can still use the Excel file TD Reprt t help manage their event. 2) Changes in the Required Minimum Added Cash t Pr Purse Natinal Turs fr 2019 the Required Minimum Added Cash t the Pr Purse has been increased t $7,500 A-Tiers fr 2019 the Required Minimum Added Cash t the Pr Purse has been increased t $3,000 B-Tiers fr 2019 the Required Minimum Added Cash t the Pr Purse has been increased t $750 Reminder: The Required Minimum Added Cash t the Pr Purse MUST be spread acrss ALL Pr divisins based n the percentage f entry fees brught int the event by each divisin as per the Turnament Manager payut charts. Example: if the MPO divisin brught 50% f all Pr entry fees int the event, the MP40 divisin brught 30% f all Pr entry fees int the event, and the FPO divisin brught 20% f all Pr entry fees int the event, then MPO wuld receive 50% f the required Added Cash, MP40 wuld receive 30% f the required Added Cash, and FPO wuld receive 20% f the required Added Cash. Nte: This Pr Added Cash distributin is autmatically calculated fr TDs by the Turnament Manager applicatin nce they input the Added Cash fr their event int the Finance sectin.

2 3) Recmmendatins fr prviding drinking water and bathrms fr players at events Drinking Water Player hydratin is very imprtant and is a vital part f turnament peratins. The Turnament Directr and their staff are respnsible fr prviding water t players n the curse. In additin t the guidelines in the chart belw, we als prvide the fllwing recmmendatins: Cnsider Water Statins setup at lcatins where multiple hles intersect fr greater access frm players. Have ne persn/crew (manager) in charge f the water statins. Have a daily/hurly schedule fr checking the water statins. Prvide a methd fr players t let yu knw when water/ice is running lw. Put phne number f water manager at water statin. Use a QR cde that lets water manager knw which statin is lw. Wrk with CVB r lcal businesses t btain spnsrship fr ice and/r water. Prvide extra water at turnament central and hle #1. Cnsider prviding a reusable water bttle as a player pack item fr yur players. If bttled water is preferred (r required by the lcal health department) ver standard 5-galln jugs, be sure t prvide ample trash/recycling bins fr the empty bttles. Wrk with a lcal recycling center t btain bins and develp cllectin plans t lessen the impact n the envirnment. If a large gallery f spectatrs is present, remember that they will als drink the water n the curse. It is a gd idea t have separate water available nly t the players and staff. The event has an bligatin t hydrate the players, nt the spectatrs (which presents an pprtunity t sell water t spectatrs, hint hint). Suggested Amunt f Water Based n Temperature * Belw is a chart shwing the recmmended MINIMUM amunts f water per player, per curse, per rund. It is imprtant t nte that these amunts shuld be adjusted t address reginal weather patterns, number f players, physical difficulty f the curse, altitude, and ther factrs. Outside Temperature 0-60 degrees degrees 80+ degrees Water Amunt per Player ½ galln ¾ galln 1 galln Curse Distributin Every 4-5 hles Every 3-4 hles Every 2-3 hles Nte that these suggested minimum number f water statins still assume that they will be cntinually checked t prevent them frm running ut. Beynd the temperature, the length and tughness f the curse as well as the number f players, staff, and spectatrs will dictate the verall water cnsumptin. Cnsider having multiple cntainers at each statin and galln jugs staged fr refills. Obviusly, the mre water statins yu have, the less ften they will require refilling, which als benefits the actual cmpetitin due t less distractins n the curse because there are less frequent water deliveries required.

3 Bathrm Facilities It is als imprtant that adequate bathrm facilities are available fr yur players, staff, and spectatrs. Again, hw many bathrms yu will need and hw ften yu will need t check them fr cleaning and supplies is dependent n the size f yur event and the number f players, staff and spectatrs yu will need t accmmdate. At a minimum, the PDGA recmmends facilities be available at Turnament Central and half-way thrugh an 18 Hle curse layut fr the players. Like water statins, a bathrm lcatin at an intersectin f multiple hles is a gd way t prvide extra pprtunities fr players t use a bathrm during their rund, but be sure, in all cases, t plan with yur park staff (r yur supplier f rented Prta Ptties) t ensure nn-cmpetitin hurs access t the bathrms fr cleaning and re-supply t minimize distractins. Imprtant cntinuing items frm recent years: 4) New PDGA Rulebk & Cmpetitin Manual Please be sure t check ut the new 2018 PDGA Rulebk/Cmpetitin Manual as there are many changes frm There will als be sme further clarificatin changes fr 2019 made in the nline versins. Please nte that the nline versins are the authritative versins with additinal infrmatin and rules nt fund in the 2018 print versins. See: 5) The PDGA Mid-Event Weather Suspensin & Cancellatin Guidelines These guidelines are prvided t help Turnament Directrs manage their events in a cnsistent manner when dangerus cnditins require the suspensin r cancellatin f the event. 6) Newer Age-Based Divisins Divisins fr ages 55 and 65 fr bth Pr and Amateur in bth Mixed (Male & Female) and Female-Only divisins were added in 2018 and cntinue fr NOTE: See Table 3 PDGA Tur Divisins, Ratings, and Pints Factrs

4 7) Guidelines n amunt f play fr yunger Junir Divisins cntinue in 2019 The PDGA highly recmmends that Turnament Directrs create their turnament schedules t ensure that all players in the tw yungest age grups in the MJ08, FJ085, MJ06, and FJ06 divisins (age 8 and yunger) be scheduled t play n mre than 18 hles per day. Additinally, TDs shuld use their discretin t pssibly limit the amunt f daily play cncerning the MJ10 and FJ10 divisins (age 10 and yunger) depending n the length and strenuusness f their curse. Fr full infrmatin n Yuth Safety see Cmpetitin Manual ) Experimental r Nn-Standard Rules The 2018 PDGA Rulebk added HAZARD Areas and RELIEF Areas as standard curse design items available t Turnament Directrs. Hwever, all TDs shuld remember that ANY rule r turnament prcedure which is nt specifically allwed by the PDGA Rulebk, PDGA Cmpetitin Manual, r PDGA Tur Dcuments, requires prir apprval frm the PDGA Tur Manager. This means any intended use f a nn-standard rule, including but nt limited t, a different percentage f payut, mulligans, team frmats, limiting a player s OB ptins, etc. MUST be apprved prir t the event by the PDGA Tur Manager t ensure it can be rated. As per PDGA rules ( D), fr a TD t limit a player s chice fr playing an OB disc frm 1) the previus lie, r 2) a lie marked within ne meter frm where last inbunds, 3) within 1 meter f all OB lines, 4) frm a designated Drp Zne (if the DZ is prvided by the TD), and 5) a lie designated by a marker disc placed n the playing surface at any pint n a ne-meter line that is perpendicular t the ut-f-bunds line at the pint that is nearest t the psitin f the disc (if rule is prvided by the TD), then the Turnament Directr MUST request a waiver frm the PDGA Tur Manager. Typical examples f limiting a player s OB ptins include, but are nt limited t, curse design items like Island Greens, frced drp znes, r Thrw & Distance rules like the BUNCR rule. Any rule requiring players t re-thrw frm their previus lie after landing in a marked area, with r withut a penalty (Island Greens, Thrw & Distance, BUNCR areas, etc.) may als ptentially be unrateable and must request a waiver. Any Mandatry that des nt have a Drp Zne within 10 meters f the Mandatry, requires a waiver. This includes all Mandatries that d nt have a defined Drp Zne and thereby require a thrw frm the previus lie. When a waiver is requested, the PDGA Tur Manager/Game Develpment Team/Ratings team will wrk with the TD t ensure that any such rules will nt prevent the event frm being rated. This can typically be easily accmplished with the additin f an apprpriate drp zne, alternate rute t cmplete the hle, r sme ther alternative. Nte that a waiver fr the use f a BUNCR area, where a re-thrw frm the riginal lie is required, usually CANNOT be rated. TDs shuld explre ther ptins such as a HAZARD area (play it where it lies with a penalty) r RELIEF area (mark as if OB, but withut a penalty.) Any event that receives a waiver fr a rule where it is determined that the rule will make the layut unrateable will nly be sanctined using the X designatin added t the Tier level and the TD will need t include the infrmatin that the event WON T be rated within the event infrmatin prir t players registering t ensure they are aware. TDs and curse designers are encuraged t use less punitive ways t challenge their players while fllwing standard PDGA rules. HAZARD areas, RELIEF areas, r establishing a frward drp zne prviding players with ptins after landing in a marked area are a mre apprpriate way t penalize players while als keeping players mving frward t benefit the speed f play. T request a waiver and discuss ptins t ensure the event may be rated, please cntact the PDGA Tur Manager.

5 9) Cntinued additinal requirements fr Natinal Tur events Natinal Tur curses are nw required t be set up fr the first-rund cnfiguratin a minimum f three (3) days prir t the start f the event. Start f the Event means the mrning f the first day f cmpetitin, s a three-day Friday-Sunday Natinal Tur wuld need t have its curses ready fr practice n later than Tuesday mrning. A summary f ther imprtant items frm previus years that cntinue this year: Pr divisins MUST be paid ut at least 40% deep in each divisin as per the Pr payut tables in Turnament Manager r in later versins f the Excel TD Reprt (USA: v18.4e r later; Canada: v18.4e r later; Internatinal: v18.3e r later; Leagues: v18.4d r later; Ratings-based events: v18-r3 r later.) Unless a True Amateur event has fully met the True Amateur Guideline requirements f player pack, trphy, and turnament amenities value, Amateur divisins MUST be paid ut at least 45% deep as per the Amateur/Jr Payut tables in Turnament Manager r in later versins f the Excel TD Reprt (see abve paragraph.) A True Amateur event that has fully paid ut 100% f the requirement fr player pack, trphy, and turnament amenities value, may elect t als have an additinal limited payut less than 45% deep based n the place f finish if they wish. The Turnament Directr is nt allwed t play if the event is an A-Tier r abve. The Turnament Directr f these higher-level events is expected t be a nn-playing Turnament Official wh can make rulings fr all divisins and player grups while cncentrating n running a quality event. Table 1 (PDGA Tier Standards Chart) has further ntatins added t make the requirements clearer. Table 3 (PDGA Tur Player Divisins, Ratings & Pint Factrs) and Table 4 (Ratings events and Prs playing AM) have been updated t include all available divisins and have clr cding updates t the Additinal Infrmatin sectin t be mre-clear as well as clr cding t match divisins t their typical player levels as nted in the PDGA Curse Design Player Skill Level Guidelines. All ties fr first place MUST be determined by a sudden death playff and the winner MUST be awarded first place mney and/r prizes unless therwise allwed by the rules (flex-start events r events suspended by dangerus cnditins.) Cntinuatin f the use f a result cde (888) that TDs will enter fr the rund scre when players r TD wish t reprt their cnsensus that a player clearly attempted t have their rund drpped t prtect their rating by either nt cmpleting a rund r by padding their scre with extra thrws. This cde is als used shuld a player discntinue play in a turnament withut alerting the TD that they are leaving r that they are nt returning fr subsequent runds. Nte: This cde is NOT used fr event n-shws, 888 and 999 cdes are nly used fr players wh started the event. Requirements fr uplading unfficial results via PDGA Turnament Manager: NT uplad after each Rund f cmpetitin. A-Tier uplad after each Day f cmpetitin. B-Tier uplad within 4 hurs f the cmpletin f the Awards Ceremny. C-Tier uplad within 24 hurs f the cmpletin f the Event. Leagues uplad within 24 hurs f the cmpletin f each Weekly Rund.

A-Tier 48 hurs after event cmpletin. B-Tier One week after event cmpletin. C-Tier Tw weeks after event cmpletin. Leagues Tw weeks after event cmpletin. Additinal Tier Requirements All Turnament Directrs are required t be a current member f the PDGA and a Certified Official frm the time f sanctining thrugh the cmpletin f their event. All cmpetitrs cmpeting in a Natinal Tur Elite Series r a PDGA Majr are required t be a current member f the PDGA and a Certified Official frm the time f registratin thrugh the cmpletin f the event. All cmpetitrs cmpeting in an A-Tier are required t be a current member f the PDGA frm the time f registratin thrugh the cmpletin f the event. Please see the Tier Standards Chart (Table 1) and the accmpanying ntes belw fr the specific requirements f the different tier events. Majrs Cmplimentary PDGA Tur Insurance Certificate Current PDGA membership and Certified Official status mandatry fr cmpetitrs 125+ % minimum payut in all divisins Amateur Wrlds, Junir Wrlds, and USWDGC, are run as True Amateur fr all Amateur divisins with larger player packages and n payuts. Experimental Events X-Tier Created t accmmdate alternate r experimental frmats such as dubles, team events, nn-basket curses, winner-take-all, skins, match play, vintage, and verall events. The X designatin may als be used fr Singles events where eligibility is limited based n citizenship and/r residence (example: a state decides t have their State Champinships pen t nly players frm that state.) The X designatin will be used fr thse events with nn-standard rules that upn review are deemed t be unrateable. Any nn-standard rules must be pre-apprved by the PDGA Tur Manager wh will wrk with the TD t make sure the nn-standard rules can be rated if at all pssible. X Tier events are sanctined as XA, XB, and XC in accrdance with tier guidelines and player pints are awarded accrdingly. All X-Tier event frmats must be pre-apprved by the PDGA Tur Manager. Frmats at B-tier and abve limited t Dubles, Team, and Match Play. Other event frmats will be cnsidered by Tur Manager upn submissin f written request. Regardless f the frmat used, results must be easily cnvertible t PDGA divisins fr player pint calculatin and data entry. Fr this reasn, divisinal dubles (pr, advanced, etc) and mixed dubles (male/female) cannt be cmbined within the same event and will require separate TD Reprts.

7 Miscellaneus Dual r Split Events Dual events are thse which split specific divisins n t separate days f the same weekend. Example: All Amateur divisins play n Saturday and all Pr divisins play n Sunday. Because this frmat allws a single player t play bth days in different divisins (Example: a player plays in MA1 n Saturday and then als plays in MPO n Sunday) this event must be treated as tw separate events fr the purpses f reprting and prper ratings calculatins. TDs wh wish t use this frmat submit nly a single sanctining frm and sanctining fee, but must make nte n the sanctining frm f which divisins play n which days. The PDGA Office will then create tw separate calendar entries fr the event and TDs will receive tw sanctining cnfirmatin s (the same passwrd will give access t bth events in Turnament Manager.) TDs MUST treat the event as tw separate events fr the purpses f uplading pre-reg r unfficial results int Turnament Manager and MUST submit tw separate TD Reprts. Thse players cmpeting n bth days MUST pay the PDGA Player fee BOTH days, and if nt a current member, als pay the nn-member fee BOTH days. Curses are required t be set up fr the first-rund cnfiguratin a minimum f 3 days prir t the start f the event fr Natinal Tur Elite Series events and 1 day prir t the start f the event fr A-Tier events. Fr Wrld Champinship events, curses must be set n less than 4 days in advance f the start f the event. Fr ther PDGA Majrs such as US Masters r USWDGC, the curses must be set n less than 3 days in advance f the start f the event. In the case f temprary hles and/r curses where targets are unavailable, the temprary cnfiguratin must be clearly marked fr bth the Tee and Target lcatins. Nte: Start f the Event means the mrning f the first day f cmpetitin, s a three-day Friday-Sunday Natinal Tur wuld need t have its curses ready fr practice n later than n Tuesday mrning. A Wrlds, where the singles cmpetitin starts n Tuesday, wuld need t have its curses ready fr practice n later than n the previus Friday mrning. It is the respnsibility f the turnament directr f recrd t submit all results by submitted a cmpleted reprt via the PDGA Turnament Manager applicatin r by ing a cmpleted TD Reprt t tdreprt@pdga.cm and paying all fees assciated with each event. Turnament directrs whse results and/r fees are nt received by the deadlines are subject t disciplinary actin. TD s with reprts r event fees ver 120 days late will nt be allwed t direct anther sanctined event until all fees are paid in full and may be placed n full membership suspensin. When events are added t the PDGA calendar a cnfirmatin will be sent t the TD. This will include a link and passwrd t the PDGA n-line turnament management system (Turnament Manager) used fr publishing pre-registered players, unfficial results, and the fficial TD Reprt. The uplading f unfficial results des nt fulfill the reprting requirements t the PDGA, TDs must still submit an fficial TD Reprt via Turnament Manager r sending the electrnic TD Reprt (Excel) via t the PDGA Office at tdreprt@pdga.cm TDs are encuraged t award PDGA memberships as prizes in the Amateur and Junir divisins fr B and C Tier events. A single event may sanctin under different tiers fr pr and amateur players (i.e. a Pr C/Am B tier event) by paying the sanctining fee fr the higher tier. Events which fail t meet tier requirements may be demted in the fllwing year. The PDGA Tur Manager will cnsider petitins fr a waiver f said demtin; events which meet a higher tier's standards may be prmted fr the fllwing year by request f the TD v3

TDs may prvide player packs t players in Pr divisins if they wish, but they may NOT deduct the player pack cst/value frm the Pr payuts. 4 The Amateur Payut % requirement is cmprised f BOTH the player pack value and the value f the merchandise prizes at the end f the event based n the finishing places (minimum 45% deep.) Nte: Net Entry Fees = the Grss Entry Fees minus the pass-thrugh fees ONLY. Pass-thrugh Fees are: PDGA Per-Player Fee, Greens Fee, and Reginal r Series Fees nly, NOT event expenses, player packs, etc. v

10 Table 3: PDGA Tur Player Divisins, Ratings & Pints Factrs Divisin Cde clr shading nly indicates the typical player skill level detailed in: PDGA Curse Design Player Skill Level Guidelines, nt the clr divisin played in at a Ratings-Based event. That is determined by the individual player's player rating. Determining PDGA Playing Age A player's fficial PDGA Age is based n their year f birth, NOT their birthdate. S whatever age they will be n their birthday during the calendar tur year is their PDGA age fr that entire calendar tur year and determines their eligibility fr age-based divisins. Examples: 1) If a 10 year ld player will turn 11 at anytime during the calendar year, their PDGA age is 11 fr that entire calendar year s they must play in a Junir 12 divisin. S whatever age they will be n their birthday during the calendar tur year is their PDGA age fr that entire calendar tur year and determines their eligibility fr age-based divisins. Examples: Additinal Infrmatin 1) If a 10 year ld player will turn 11 at anytime during the calendar year, their PDGA age is 11 fr that entire calendar year s they must play in a Junir 12 divisin. 2) If a 39 year ld player will turn 40 at anytime during the calendar year, their PDGA age is 40 and they are eligible fr Master 40+ during that entire calendar year.
