2 RD20.08 Overtime Play. If the score is tied at the end of a game, the following will apply: After a one (1) minute break, the teams will play a five (5) minute Overtime Period, observing all rules of regular play. Each team will receive one (1) additional timeout for the Overtime Period. If it goes more than one period they still get the one. All penalties carry over to the overtime but the timeouts don t. RD30.02 Seating. Six (6) seats will be provided for the penalty box; three (3) seats will be clearly designated for each team. Players must be seated in the penalty box in order to serve a penalty. Seats will not be marked for Pivots or Active Scorers since the skater is penalized, not the position. When a skater is asked to stand for the last ten seconds of their penalty, their seat is not considered available for teammates to begin serving penalty time. RD40.07 Remaining In Bounds. Each Active Player must use his/her best efforts to remain within the Track boundaries throughout the jam. Any contact with the floor (including equipment/uniform) beyond the Track boundary places a player out of bounds. A player may not skate across the infield in such a way that substantially cuts short the track length. A player also may not skate out of bounds in an attempt to avoid a block. If a player jumps and ceases all contact with the ground, the player s prior bounds status is maintained until contact with the ground is resumed. For violation penalty, see RD If a team has trapped a goat forcing the pack to the back and then said goat deliberately steps out and cuts the track to force the pack to the front as she serves her penalty, he/she will remain on the track and in the queue until the pack shifts without regard to his/her behavior. The player will then serve his/her penalty, which is an illegal procedure, as they are influencing the game. They will remain on the track and in the queue until the pack changes naturally then they will serve their penalty. Situation: Team A traps a lone skater from Team B (sometimes called a goat ), forcing the back to the back. The lone skater from Team B then deliberately cuts the track causing the pack to the front. Skater from Team B receives an illegal procedure penalty, but must remain on the track and in the penalty box queue until the pack shifts without regard to his/her behavior. The skater from Team B then reports to the box. This is also true of any deliberate foul by the Team B skater. RD40.08 Returning to the Track from Out of Bounds. A player may re-enter the Track at the same relative position at which s/he left the Track, but must not advance his/her position in the Pack. A player re-entering the Track who advances his/her relative position against any player who has remained in the Pack, on the Track, and in the Upright Skating Position will receive a verbal warning and hand signal for Cutting the Track from the referee. The player must then exit the Track and then slow down or stop in order to yield his/her position to all players in the Pack before reentering the Track. Additionally, an Active Scorer re-entering the Track while not in the Pack who advances his/her relative position against the opposing Active Scorer who has remained on the Track and in the Upright Skating position will receive the same warning and must exit the Track and then slow down or stop in order to yield his/her position to the opposing Active Scorer before re-entering the Track.

3 After a referee sees a cut, they will issue a verbal cue Color-Number-Tack Cut Warning, and will not blow their whistle. However, a short whistle may be used to get the attentionn of a player called for cutting the track and to yield. If the skater does not yield after a prolonged period or yields incorrectly, such as a blocker not recycling behind every blocker in the pack, then there will be a penalty issuedd Whistle!-Color-Number-Cut When a skater knows they have cut but have not been givenn the verbal warning by a referee, they may instinctively yield by taking themselves out of bounds and letting the pack pass them. This situation could lead to the skater getting a skating out of bounds penalty. In order to avoidd this situation, skaters should only yield if given the verbal warning. Officials should be vigilant that an apparent skating out of bounds self-recycling could have been due to a cut that went unnoticed and should not give a skatingg out of bounds penalty. The rules require a cutting skater to exit the track first and then yield, which would be unnecessary if the pack has already passed them (e.g., if they fall). Allow the downed skater to stand up and rejoin the pack from behind without having to first exit the track. A skater is yielding after receiving a track cut warning. The rearmost skater in the pack falls down while remaining on the track. While the downed skater may be technically in the pack they are inactive by being down, therefore the skater can go in front of them. Otherwise skaters would justt fall to prevent an out of bounds skater from getting back on the track. This also prevents a skater who is a goat t from just falling to move the pack to the front. They remain in the pack at the back but they are inactive until theyy are on their skates. In reality it would only be a split second before they are more than ten feet from the pack anyway. RD40.09 Determining Active Scorer. A Pivot may break from the Pack during his/her Jammer s initial attempt to pass through the Pack and may become an Active Scorer once the opposing team s Jammer has emerged from the Pack to become an Active Scorer. A Jammer has completed thee initial pass and Emerged once s/he is ten (10) feet ahead of the foremost Blocker in the Pack. The Pivot must be in the Pack at the time the opposing Jammer emerges from the Pack, or must return to the Pack before pursuingg Active Scorer Status. The pivot may go as soon as the jammer is ten feet in front of the pack provided the pivot is still in the pack. If not, the pivot must return to the pack before breaking as Active Scorer. When a pivot becomes active, referees will place two hands over their head together, fingers pointed and palms facing each other like a safety in football sign. Referees will also use the verbal cuee Color pivot active. RD40.12 Lead Scorerr May End the Jam. The Lead Scorer may end the Jam by placing his/her hands on his/her hips in rapid succession; however, the Lead Scorer must pass at least one opposing Blocker (during the first scoring passs only) and must be in the Upright Skating Position and in bounds in order to do so. s If an active scorer is lead and comes upon a blocker of the opposing team they must first legally pass them, on the first pass only, with their hips before they can begin calling off the jam. The opposing blocker need not be in the

4 pack or inbounds (40.05 Defining the Pack) for the active scorer to pass him/her and call off the jam. This also means they need not score a point. If the opposing blocker is out of the pack in the front when lead ASR emerges from the pack (largest group of skaters) they can then call it off. Once one lead Scorer has passed a blocker even if they don t call off the jam, the other active scorer may call off the jam if they obtain lead. RD60.01 Entering and Exiting the Penalty Box. Players and coaches are not allowed to enter the penalty area unless they have been penalized. Penalized players must proceed immediately to the penalty box, except as expressly set forth herein. c. The penalized player will not exit the penalty box until instructed to do so by the penalty timer; once instructed to leave the penalty box, the penalized player will rejoin the Pack by entering from the rear of the Pack. The Player may wait next to the penalty box for an opportune time to re-enter the Track and will not be considered for Pack definition until after re-entering the Track. Upon being released from the box, a skater may wait next to the penalty box and re-enter the track at a time of their choosing. A skater waiting to reenter after serving a penalty shall not be part of the pack. The penalty areas will be extended 2-3 feet on each end for penalized or released players to stand in. Repeated from above: When a skater is asked to stand for the last ten seconds of their penalty, their seat is not considered available for teammates to begin serving penalty time. RD60.02 Penalty Box Capacity. No team may have more than three players seated in the penalty box simultaneously. If there are already three players from a team in the penalty box and another player is then penalized, the player will stand beside the penalty box until a seat is available. The player will then sit in the available seat and begin serving his/her penalty time. If a penalty box has three blockers in the penalty box at the end of a jam and an active scorer removes the cover to become a blocker, the blocker standing will be directed back to the track so that there will be a pack at the start of the next jam, and that the HR will consider them in queue, sending them to serve their time when a seat is available. RD60.04 Jammer/Pivot Penalty. Jammers and Pivots serving a penalty at the conclusion of a jam will remove their helmet covers and will serve the remainder of their time during the next jam as Blockers. Each team may field a new Jammer and Pivot at the start of the next jam. If both Active Scorers (or both Jammers who have not yet attained Active Scorer status) are seated in the penalty box at the same time, the head referee will call off the jam and begin a new one. s If a skater has not begun to server their penalty and the jam ends what happens, they report to the penalty box for their penalty as they have not yet begun to serve their time. This is also true if they are in the queue and have not yet sat down. If the jam ends with a team s a jammer and two blockers in the box with another blocker standing in queue next to the box waiting to serve their penalty. The jammer shall remove their cover and remain seated as a blocker.

5 Active scorers will still be released early if an opposing active scorer sits in the box. RD55.02 Impact Fouls. i. Out of Play: Blocking an opponent while not part of the Pack which causes an opposing player to be unable to gain Relative Player position or to lose Relative Player Position, fall down, or go out of bounds will result in a penalty. Active Scorers may block each other outside of the Pack without receiving this penalty. This should not be interpreted to mean that blockers have to yield the line to each other. Do not overcall this penalty. RD70.01 Referees. All USARS sanctioned games will have three (3) to eight (8) referees. You are permitted 8 referees in USARS and it is strongly recommended that 4 outside pack refs be used due to the speed of the game.
