3 1.0 INTRODUCTION CCM RISING STARS PLUS+ PROGRAM The CCM Rising Stars PLUS+ Program serves as a basic introduction into the Hockey Manitoba POE Development model. This provincial program is operated by Hockey Manitoba and member Regions. The standard skills and development curriculum is designed to factor in LTPD and POE Development principles. Players participating in the CCM Rising Stars Skills Sessions and CCM Rising Stars - Regional Tournaments will be selected to participate in an additional spring development program that is served as a precursor to the DC Prospects Program and U-16 Program of Excellence. Each region will have a designated CCM Rising Stars Cup PLUS+ coaching staff to deliver the 5-week development curriculum provided by Hockey Manitoba. The PLUS+ curriculum, specifically designed by high performance staff and coaches, will address deficiencies at the Bantam and Midget levels. High emphasis will be placed on core skills, positionspecific skills including goaltending, checking, introductory tactical concepts and introduction to physical and mental preparation concepts. CCM RISING STARS CUP A provincial showcase tournament will conclude the CCM Rising Stars PLUS+ program. Held in Winnipeg, the tournament will see mixed-regional rosters meaning that approximately 4-6 players from each region will be mixed onto various tournament rosters. 3

4 2.0 REGIONAL RESPONSIBILITITES 2.1 PLAYER ELIGIBILITY 1. Players must have participated in a region s CCM Rising Stars Skills Session and a Regional Tournament in order to be selected to the Rising Stars PLUS+ Program. 2. Only MALE players are eligible for the Rising Stars and Rising Stars PLUS+ Program. 3. All PLUS+ players are determined by regional feedback and Hockey Manitoba through independent evaluators assigned to attend regional tournaments. 4. Each region will have a minimum o twenty-two (22) players selected for the PLUS+ group roster and upwards to 30+ players for regions with more depth. 2.2 PLAYER FEES 1. Identified PLUS+ players will be invited (by ) through Hockey Manitoba via their Region by February 15th of the current season. 2. Players must register online with Hockey Manitoba no later than February 28 th, SELECTION OF PROGRAM STAFF Regions are required to appoint the qualified program staff who will operate the skills development curriculum during the 6 week period. Candidates should have strong ability to explain and demonstrate skills and how to teach tactics to Peewee/Bantam players. Please note that the curriculum for this program does not cover systems play as it is not the objective of developing young players. Manager (1) Head Coach (1) Assistant Coach (2) Skills Mentor Coach (1) Goaltending Mentor Coach (1) Player Mentor (1-2) Appointments will be assigned to a team (as a staff) for the CCM Rising Stars Cup Tournament. 2.4 PROGRAM STAFF RESPONSIBILITIES 1. Manager The Manager is responsible for handling the day-to-day administration of the program such as group communications to players, coaches, and to Hockey Manitoba. Minimum Certification; RIS. Honorarium; $150. 4

5 2. Head Coach The Head Coach is responsible to lead the program on-ice in executing the delivery of the development curriculum provided by Hockey Manitoba. This individual should have strong technical hockey background with the proven ability to instruct skills and teach individual tactics/concepts at the AAA level or beyond. Strong leadership, communication skills and rapport with year old athletes are a necessity. The Head Coach, and all staff, must understand the program goals are player development as opposed to club team systems/strategies. Minimum Certification; Coach 2 (Hockey), RIS, Hockey University. Honorarium; $ Assistant Coach Two Positions The Assistant Coaches are responsible to provide support to the head coach during the execution of the on-ice development curriculum. These individuals should have proficient technical hockey backgrounds who are wishing to advance their coaching experience. Individuals who possess solid ability to instruct & demonstrate skills should be given priority. Strong communication skills and rapport with year old athletes are a necessity. Assistant coaches, and all staff, must understand the program goals are player development as opposed to club team systems/strategies. Minimum Certification; Coach 1 (Hockey), RIS, Hockey University. Honorarium; $150 (each). 4. Safety Person A safety person must attend all on-ice sessions during the program. Safety persons may be a parent or coach staff. Minimum Certification; RIS, Hockey Canada Safety Program. No honorarium. 5. Player Mentor Regions to identify a local 1-2 young players, aged 16-20, to serve in a role model capacity as a player mentor. These players should be at AAA or Junior level that Rising Stars can strive to achieve themselves. Player Mentors would serve in supporting off-ice warm-ups and cool-downs as well as support each practice session as a demonstrator and a basic extension of the coaching staff. Honorarium; $100 (each). 2.5 SKILLS COACHES 1. In December, Regions are asked to identify a Regional Skills Coach and Regional Goalie Coach to support both DC Prospects program and CCM Rising Stars PLUS+ program. 2. Skills Coach and Goalie Coach will be required to attend 50% of DC Prospects and 50% of CCM Rising Stars PLUS+ ice sessions. 3. Skills Coach and Goalie Coach shall not be the same person as a Head Coach or Assistant Coach. 4. All participating coaches must have Respect in Sport. Skills Coaches must be submitted on Staff Roster Form by January Skills Coach and Goalie Coach should be highly qualified individuals with extensive skills-specific instruction experience. 6. 6 2.6 PROGRAM STAFF CERTIFICATION EXEMPTIONS Regions may apply to Hockey Manitoba on behalf of an individual who may not currently hold Coach Level certification but are interested (ie. former Jr. players, university player/student, former professional player). Circumstances will be considered on a case-by-case basis pending approval of Hockey Manitoba. Should an individual be granted approval he/she must immediately complete Respect in Sport for Coaches and Activity Leaders and Hockey University Coaching online, followed by completion of their full certification (classroom) by Dec 1 of the upcoming season. 2.7 PROGRAM STAFF ON-ICE REQUIREMENTS The Head Coach, Assistant Coaches and Safety Person are required to attend all on-ice sessions. 2.8 PROGRAM STAFF CCM RISING STARS CUP TOURNAMENT REQUIREMENTS At the final tournament, regional staff will remain together and be assigned a roster that is mixed of regional players from across the province. 6

7 3.0 HOCKEY MANITOBA COMMITMENTS AND RESPONSIBILITIES 3.1 SCHEDULING 1. As part of this provincial development program, all fees are determined and paid to Hockey Manitoba. 2. All selected players will register and pay online through the Hockey Manitoba registration system. 3. Master schedule for all regions is coordinated by Hockey Manitoba. 4. Hockey Manitoba is responsible for overseeing the overall coordination of the CCM Rising Stars Cup Tournament. 3.2 TOURNAMENT ROSTER FORMATION 1. Hockey Manitoba shall determine the formation of all teams participating in CCM Rising Stars Cup Tournament. 2. All PLUS+ players will be mixed onto various tournament rosters providing a true provincial development showcase experience. 3. Regional coaching staff will be assigned by Hockey Manitoba to a CCM Rising Stars Cup tournament roster. 3.3 TOURNAMENT RULES AND REGULATIONS See Appendix D Rising Stars Plus+ Tech Package 3.4 TOURNAMENT DRAW AND SCHEDULE 1. All players and coaches should be prepared to have their first game be as early as noon on the Friday of the CCM Rising Stars Cup Tournament. 2. Tournament schedule and rosters will be distributed by Hockey Manitoba by April 5th of the current season 7

10 APPENDIX C REGIONAL SKILLS & GOALIE COACH Regional Skills & Goalie Coach The purpose of this process is to identify strong candidates that could potentially help Hockey Manitoba and its member associations in the near future with other programs such as NCMP Specialty Skills clinics, regional skills mentoring, future Hockey Manitoba development programs & events, Program of Excellence Skills Coaches. Nomination guidelines: Strong experience working within skills instruction Quality coaching and/or playing experience Emphasis on teaching, effective communication, proper demonstration Currently working with players at a developmental level (Bantam AAA, Midget AAA) Understand the proper skills inventory related to the specific ages and levels of players May be a current skills coach with a private sector hockey training business Must meet minimum coaching guidelines (ie. Respect In Sport Coach, Hockey University) Knowledge of Hockey Manitoba (NCMP) Specialty Skills clinics Potential for person to be a Hockey Manitoba Mentor (NCMP) or Program of Excellence Skills Coach Committed individual willing to provide time and expertise for the right reasons Understanding of working with and complementing a team coaching staff Instructional expertise in at least 3 of these areas: Skating Puck Control Shooting & Scoring Small Area Skills & Tactics Developing Skilled Defensemen Age appropriate goalie training (Goalie Coach) General Role: Model the gold standard of Hockey Manitoba & Hockey Canada programs Role model for the players and coaches; emulate what it will take to be a professional and set the bar for their continued development in Hockey Manitoba development programs and AAA hockey To assist each athlete about the expectations relating to skills and development at the camp Support the regional coaching staff in applicable practice planning areas and on-ice execution Assess needs of all individual players, assist coaching staff in addressing those needs Bring a high standard of professionalism and organization to the table Positive, energetic attitude that will lend itself to players and coaches as well Planning: Assist/support in practice planning with the regional coaching staff Communicate with Head Coach; where/when skills coaches will lead drills, where/when they support Provide leadership and resources in designing on ice skill development 10

11 On-Ice: Resource base of skills and drills to be applied to each practice theme Ensure skills in drills along with key teaching points are covered, communicated to players Use video and technology to be as effective as possible Understanding of skills and tactics within the program development curriculum Provide skills based instruction to players and skills support/mentoring with coaches Lead skills development instruction time as determined together with Head Coach When leading, ensure team coaches are actively assisting with instruction Use video on ice as needed, whereas possible Assist coaching staff in drills (when not leading) Active coaching & teaching emphasis with individuals or groups throughout practices Know all drills and teaching points of the practice plan Provide specific skill feedback and support Commitment: Minimum 7 attendances with CCM Rising Stars PLUS+ Minimum 7 attendances with DC Prospects Attendance at DC Prospects Specialty Skills Sessions Appropriate communication and planning time as necessary with regional coaching staffs Appropriate arrival times to each practice or development session Honorarium: All accepted nominations are will assume the role as a volunteer Honorarium up to $500 based on experience and resume (paid by Hockey Manitoba) Mileage as negotiated with local region (paid by Region development funds) 11

12 APPENDIX D 2018 RISING STARS PLUS+ TECH PACKAGE GENERAL: CCM Rising Stars Cup TECHNICAL & INFO PACKAGE Code of Conduct: All coaches, team staff, players, and fans are expected to conduct themselves with the highest standard of sportsmanship, fair play, and respect towards all. Discipline/Suspensions: All supplemental discipline will be handled as per Hockey Manitoba Handbook (Rules & Regulations). Head official is to report any incidents immediately after game to Hockey Manitoba. Game Stats: Game/player stats will be posted at All stats are unofficial, requests for stat updates cannot be accommodated. Player Management: Coaches are to roll all lines evenly, no special teams units or match-up tactics should be used. GAME PROTOCOLS: Pucks: Each coaching staff is responsible to bring a set of puck for their assigned team's warm-up and to supply several pucks for officials to use game. On-Ice Warm-up: There will be a 5-minute on-ice warm-up before each game. Timekeeper will begin the clock at 7-minutes and run down to no time remaining at which point the game will begin. Periods: There will be 3 18 min periods with floods between each period. Overtime/Shootout: In the event of a tie after regulation there will be a 5 minute 3-on-3 overtime period. If the game is still tied proceed to a 3 player shootout followed by sudden death shootout if required. Players cannot shoot multiple times in the shootout. Timeouts: No timeouts. 12

13 Gamesheets: Gamesheets will be pre-printed and distributed directly to the time keeper, coaches must advise the TK of starting goaltender and any scratches due to injury or absence. Goalie Changes: During goalie changes, once arrived to the crease, the incoming goalies will then be allowed 30 seconds for a skating and pad slide warm-up/stretch. TEAM PROTOCOLS: Uniforms: Coaches will have a box of team uniforms delivered to the dressing room 1.5 hour prior to their first game, coaches must properly distribute jerseys and socks to players with proper numbers as per roster, no number changes. If your team have extra jerseys please hold onto the uniform in case a player is late, please return all extras to Hockey Manitoba on Sunday. Pre-Game Routine: All Games Arrival 1.25 hour prior to scheduled game time Arrive earlier if needing to work on equipment, sticks, etc (but note that dressing room availability will vary) Team Meeting held at arrival (1.25 hour before game time/during 1st intermission of previous game), dressing room Change into workout gear Off-ice Warm-up held 50 minutes before scheduled game time Dress for ice Ready for ice 10 minutes before game time (helmets/gloves off), coaches lead game keys, lineups, etc Off-ice warm-up; teams cannot use the main concourse, second floor concourse, or stairs for off-ice warm-up at MTS Iceplex. Teams must limit their off-ice warm-up to the dressing room hallways or outside. Goalies: Goalies will spilt each game half time; goalie change will occur at a whistle at 8:30 of the 2 nd period or closest whistle afterwards. Time keepers must circle the starting goaltender on the game sheet for stats identification and note time of change.
