4 INTRODUCTION Policy and Procedure Manual This Policy & Procedure manual works in conjunction with the Hockey Alberta By laws and Regulations Guide. Any policies and procedures believed to be in place prior to the development of this manual are hereby no longer recognized and invalid. All policies and procedures specific to Irvine Minor Hockey Association are outlined within this manual or the Hockey Alberta Regulations will apply. Any requests for changes to this manual must be presented to the Board of Directors and a ruling on the special circumstance or change to the policy will be implemented by the Board of Directors and duly noted in meeting minutes. Hockey Alberta Bylaws and regulations will supersede any policies that conflict with their Policies and Bylaws. Motto: Mission: Philosophy: Vision: "Hockey for the fun of it!" To provide an opportunity for youth within Irvine Minor Hockey Association to participate in a structured hockey program. Irvine Minor Hockey Association will endeavour to fulfill this aim by operating teams in all divisions that will be developmental, equally competitive and fun. The vision of the Irvine Minor Hockey Association is to create an environment that supports the learning of skills in a safe, fun, and supportive community atmosphere. Objectives: 1. To create, foster, and encourage the sport of amateur hockey in Irvine and surrounding district. 2. To promote, govern, and improve organized hockey within the district under its control. 3. To affiliate and cooperate with other amateur hockey organizations. 4. To foster among its members, supporters, and teams, a general community spirit. 5. To exercise general supervision and direction over playing interests of players, coaches, managers, and executives, with emphasis on the enhancement of good character, sportsmanship, discipline, and citizenship while developing the proper fundamentals of the sport of hockey. 6. To promote, acquire and operate hockey facilities and equipment. 7. To act as the governing body of amateur hockey in Irvine and surrounding district in accordance with the rules and regulations prescribed by the recognized Provincial and National Amateur Hockey Associations. 8. To establish and maintain uniform playing rules and regulations for amateur hockey in Irvine and surrounding district and a uniform test of qualifications of teams and players, provided such rules and regulations and tests are in conformity with the recognized Provincial and National Amateur Hockey requirements. 4

5 Bill Of Rights for Young Athletes 1. Right of the opportunity to participate in sports regardless of the skill level. 2. Right to participate at a level that will commensurate with each child's development level. 3. Right to have qualified adult leadership. 4. Right to participate in safe and healthy environments. 5. Right to the proper preparation for participation in the sport. 6. Right to play as a child and not as an adult. 7. Right to be treated with dignity by all involved. 8. Right to have fun through sport. Safety and Risk Management No IMHA Team is permitted to play in any rink that is deemed unsafe. Coaches and team managers must assess all of the rinks they play in using the Risk Management Safety Checklist that was developed by Hockey Alberta. (See: Risk Management Binder). In the event this happens and an arena is found unsafe, IMHA will take the necessary steps to assist in remedying the situation to ensure a safe arena. BOARD OF DIRECTORS IMHA is operated and directed by a Board of Directors. There are 8 positions on the Board, plus the Past President. Volunteers are elected to the Board at the Annual General Meeting (AGM) and agree to serve a two year term on a fixed rotation, so that no more than three positions come due in any given year. The requirements, duties and classification of the respective Board members are outlined in the IMHA By Laws. 6 Support Positions to the Board and the Association Initiation Governor (appointed) Novice Governor (appointed) Atom Governor (appointed) Pee Wee Governor (appointed) Bantam Governor (appointed) Midget Governor (appointed) Coach Mentor (appointed) Duties of Governor Positions Persons responsible for the operation of each division, all season, through to the end of March or when the teams are finished for the year. This includes being at all practices and coordinating the rating of players as well as coordinating the draft with the coaches. They must be in constant contact with the staff in IMHA to coordinate all Ice allocated to that division and to distribute it fairly to each team in their division. They are responsible for the coaches being well informed of Board of Directors decisions and ensure that they follow the Hockey Alberta rules and regulations. It is highly recommended that each governor watch the games in their division as often as possible, as well as be present at their division tournaments. The Vice President shall be responsible to select governors for each division. These selections are ratified by the Board of Directors. Duties of Referee in Chief (Liaison from Referee Association) This person is responsible for bringing information from the Referee Association to the board of Directors and from the board meetings to the Referee Association. This person is also responsible for collecting written concerns and resolving or dealing with those that he/she can with the assistance of the Referee Association. Committees The Board may appoint committees to advise the Board, or conduct specific activities for IMHA. The committee members are drawn from the regular membership or the community at large. Although there are several positions that cover a wide area of IMHA Business, there is need for special committees to be formed from the Board of Directors and other volunteers. Many committees can be formed throughout the year, but the following are needed at the start of the year; Coach Selection Committee Responsible for working with the Director of Coaching to conduct interviews and select the coaches for the season, conduct periodic update meetings during the year, coordinate required coach clinics, be 6

7 involved should any coach discipline be required, and to report activities to board. Disciplinary/Appeal Committee Responsible for dealing with all IMHA matters requiring discipline. This includes conduct of all our players in and out of Irvine, on and off the ice. Determine the disciplinary action and deliver it. Report activities back to the board. Keep in mind that this committee can add to discipline given by Hockey Alberta & other leagues. Responsible for dealing with the appeals made to Hockey Alberta, our disciplinary committee or the other leagues where discipline had been delivered and disagreed with. Report activities back to the board of directors. Team Positions On every team, there are positions with prescribed duties that IMHA requires to be completed by volunteers. They are; Coach Parent Representative (optional) Manager and Finances These are outlined as separate jobs, as it is in the best interest of the players on the team if they are performed by more than one or two people. Coach Persons interested in coaching in the IMHA must meet the Hockey Alberta minimum coaching requirements. The coach shall make application for a coaching position through the IMHA Volunteer Application form. Once accepted there are several responsibilities that this person assumes by becoming coach. They are including, but not limited to, the following; Responsible for all registered members on their team. Teach players further skill development and hockey fundamentals through practices and games. Ensure that each individual is part of the team. Coordinate Ice with the governor. Log into assigned IMHA regularly and respond to as necessary. Attend all coach meetings. Assist with the tournament committee for their division. Attend required clinics and workshops. 7

8 Coaches must participate in the Coach Mentor program if required by IMHA. (See: Appendix 1 criminal record check requirements) The coach is asked to keep the IMHA Motto in mind "Hockey for the fun of it" while teaching players. IMHA Supports "fair play" for all players. The coach is responsible for all communication with the Governor of their division. The governor passes the ice schedule through the coaches to the teams. The coach is responsible to make efficient use of all IMHA ice and ensure that one weeks' notice of cancellation to use said ice is provided to the Governor. Failure to cancel ice times will result in a team fine which covers, but does not exceed, the billable time invoiced to IMHA. Weather exceptions will be reviewed as necessary. Manager This person will be responsible for making sure all parents on the team are informed of the relevant information coming back from the Board. The manager must ensure that the parents of the team are always well informed of what is happening from the Board and from the Coach. This position acts as a liaison between parent and coach and concerns are relayed to the Board of Directors. The team manager will ensure that all proper paper work is completed for the team such as; team sheets player cards travel permits game sheets and paying referee fees. It is advisable for the Manager to have CHA accident form and player information forms available at every team function in the event one is required. Coach evaluations are handed out and collected by the manager. Team registrations will be completed and maintained by the Registrar, where the office copy of the team sheet is kept with the Registrar and put into the HCR system. However, it is the manager s responsibility to ensure that; 1. All Players are registered. 8

9 2. List all Assistant Coaches/Managers/Trainers including proper information (Full Name/Birth date/address/mailing address if different/phone Number). 3. Keep emergency information on hand in Manager binder 4. Maintain current parent contact information in the event of cancellations. 5. Liaison with team coach. FINANCES Team Finances Each team has a sponsor who has paid Minor Hockey a sponsorship fee for the purpose of purchasing and screening jerseys. It is not expected, nor preferred, that the sponsors be contacted for additional dollar contributions. Each team is required to raise their own funds for out of town tournament entry fees, any extra ice required by the team over and above IMHA ice provided, and any extras the team would like for the players such as hats, jackets, track suits, etc. These finances are to be kept by the team for the team by the team appointed treasurer, and are not at all related to the business of the IMHA. The team appointed treasurer must keep all documentation of funds raised and expenses incurred to remit to the Board Treasurer within 15 days of fundraising, unless otherwise negotiated, for the purpose of financial integrity. Fundraising Policy IMHA fund raising policy stipulates that careful accounting take place with statements, chequing accounts, dual signing authority and the like being established. Coaching staff within a team is discouraged from taking on fund raising functions as their time is taken up with the team. It is recommended that coaches not be the signing authority for the team. Responsible parents should take this solely based on consensus within the group. Philosophy: All teams have the right to raise funds for their respective team. It is recognized that the funds raised are to be used for the betterment of the team as a whole. When raising funds, members are also representing the IMHA and are encouraged to project a positive image of the IMHA. Fund raising must be by the hockey team concerned, not IMHA. All fundraising activities must be discussed and approved by the majority at a team parent meeting. 9

10 The maximum amount that individual team players may fundraise is 100 % of their team expenses. No one person shall profit from fundraising. All monetary transactions relating to fundraising are to be documented in accordance with basic accounting principles and are subject to audit by the Board Treasurer. Expenses IMHA Board of Directors shall be reimbursed for the expenditures made on behalf of IMHA, or while traveling for the purpose of, and on business for, the IMHA Board of Directors. Receipts must be provided before reimbursements. REGISTRATION Each and every individual who is interested in participating in the IMHA program must be registered. First time registrants must provide a verification of player s age. All player fees must be paid in full of each playing season. Any player with outstanding fees will not be permitted to play until such time as the fees are paid in full and the approval provided by IMHA Board. Questions or assistance required can be sought through contact with the General Manager and/or designate. Deadlines Registrations will be accepted until June 15th. All registrations received after June 15th will be subject to a late fee and the player may be placed on a waiting list. The Respect In Sport (RIS) must be completed prior to/at time of registration. If RIS is not completed by Nov. 1st, the player/s will not be allowed to participate in any team functions until the certificate number has been presented to the office. This program is mandatory for all members. Playing Up Players wishing to play up from the division to which his/her age determines they play in may only do so if they are ranked in the top 5 on the top tiered team of the upper division. The Ranking will be determined by an independent evaluator panel appointed by IMHA. Player Movement Player residence determines their LMHA. A Parent Declaration form may be requested at time of registration. Exceptions: 1 With the new Boundaries, Existing Players and siblings residing in the expanded IMHA boundaries will have choice to either stay with current MHA, if player chooses to stay with their previous MHA, IMHA will grant a release to those players each year but they will always be returned to IMHA at the end of the hockey season. 1.1 New players must register with their LMHA. 1.2a IMHA will release players to another LMHA for AA or AAA teams and or House league teams (nontravel). 10

11 1.2b IMHA will not release players to another LMHA to play on a competitive team (travel), UNLESS IMHA Competitive team (travel) is full, their is no team for them to play on, or a letter explaining why they chose not to play in IMHA(letter will be presented to IMHA board and then decided. 2 If there are not enough players to make a full team, IMHA and RMHA may combine their players to make a team up to a max of 17 players and 2 goalies. 2.1 In the event there is still not enough players to have a team. MHMHA may be asked to help fill team. Then that team will need to be carded under MHMHA but will play out of IMHA or RMHA. The same will apply if only one association (Irvine Minor Hockey or Redcliff Minor Hockey) needs players and the other already has a full team, MHMHA may have players to fill that team. 2.2 MHMHA will only fill teams at their discretion. TBD annually. **Note** In order to keep track of all players IMHA is requesting that all players that reside in IMHA boundaries but are playing for another LMHA must hand in a player registration form prior to receiving a signed player movement form. Try Out Fees All players trying out for a tiered team must pay a $50.00 try out fee. A minimum of three ice times will be given to all players for this fee. Teams must be selected after a maximum of five try out times. Rates The Registration rates for each division are determined at the end of each season. Financial reports presented by the Treasurer will be analyzed and rates will be discussed and voted on by IMHA Executive. Refund Policy IMHA will refund the player's registration fee less an administration fee on a pro rated basis depending on date of request. The player s parent must complete the Refund Request Form and the appropriate refund shall be calculated and forwarded. No refunds will be approved after January 10th. NSF Cheques All Non Sufficient Funds cheques returned to IMHA shall be charged a $45.00 fee. Funding Assistance Any player requiring financial assistance to cover the registration fees and allow them to be able to play within IMHA is invited to complete a Special Assistance Form from Kid Sport or any affiliated assistance program. Divisions and Leagues The numbers of teams in any division are determined annually by the Board of Directors utilizing the number of players registered in each division and the location of league play and caliber. 11

13 Affiliation of Players A team may use affiliated players ONLY if the following rules are complied with: The player is to be used ONLY for the replacement of missing players, up to the teams registered roster. Unless less than 12 players are registered. Before an affiliate player can play or practice for a team, permission must be obtained from the affiliate player's team head coach each and every time the player is needed. If a controversy over a player exists, IMHA would then recognize the facts that no affiliation exists until the matter can be resolved internally. Failure to obtain permission to use the player will result in suspension of the head coach for the minimum of one (1) league game. All team with full rosters of skaters must have a minimum of 2 skaters missing to use affiliation. If permission is granted, the coach must speak to the player's parents and obtain the parents' consent. The coach may then approach the player and inquire whether the player wishes to play the proposed game or the practice time. Regular season games have precedence over any other hockey activity. This means that; if the player has a regular season game with his/her own team and is called up for a game, the player has a responsibility to play for his or her own team (unless his/her coach grants permission for them to play up). Coaches should, at every opportunity, encourage players to play at a higher level, but not at the expense of their own team. Using an Affiliated player for practice purposes is only approved by the General Manager for the sake of risk management. Goalkeeper On occasions where a goalkeeper is required, the goalkeeper can only be used once the IMHA has received written approval from the Zone Chairperson. If the Zone Chairperson has not given approval the goal keeper may not be used. Each game requires a new request for approval, as the Zone Chairperson approval does NOT allow that player to be borrowed at any time for the balance of the season. The coach must complete the Substitute Goal Tender request form. INSURANCE Only players and team coaches and managers listed in the HCR are covered by insurance. When registering with Hockey Alberta, IMHA has the choice of registering on Provincial or Non Provincial Team Sheets. All adults going on the ice/bench must be registered as a team official in the HCR. If not registered with Hockey Alberta, they are not permitted on the ice or on the bench. TRAVEL IMHA players are forbidden to serve as drivers of vehicles to exhibition, sanctioned events and practices outside of Irvine Town limits. 13

14 Players may only travel with their parents/guardian or with others through private arrangements. No carpooling arrangements shall be made by the team or team officials. ICE Allocation Ice is divided and allocated to each division through the IMHA Board of Directors. The Director of Ice and Referee Schedules will then divide the allotted ice further and give it to the individual team Managers. Any team unable to use the ice allotted should speak up to the General Manager immediately. All ice requests or concerns should go through the Director of Ice and Referee Schedules Cancellation The Irvine Arena requires one week notice of cancellation and a minimum of 48 hours in special circumstances. If teams do not give sufficient notice to the Director of Ice and Referee Schedules to cancel an ice time they may be subject to a fine which covers, but does not exceed, the billable time invoiced to IMHA. Booking Within the Irvine Arena IMHA does all the booking of ice on behalf of our teams with the Association and distributes it through the governors, if possible, for the teams. FACILITY DAMAGE Any damage to a recreational facility as reported by the Irvine Arena, including but not limited to, physical damage, substance abuse (i.e. chewing tobacco) will be disciplined in the following manner; First offence: Janitorial/Restitution Fees Second Offence: Janitorial/Restitution Fees as well as a two week player suspension from all hockey activities including practices and games Third Offence: Janitorial/Restitution Fees as well as player suspension from all hockey activities including practices and games for the remainder of the season. No refunds will be issued. This policy will be strictly enforced. 14

15 EQUIPMENT IMHA provides jerseys for each team. The Team Manager will sign with the Director of Equipment upon the pickup of their team jerseys. Jerseys are to be worn for games only. Goalie equipment is available to be used by any players from IMHA and must be signed out and returned with the Director of Equipment. TOURNAMENTS Coordination A tournament committee shall be formed for each team and should contact the Director of Ice and Referee Schedules 6 8 weeks prior to the tournament date. IMHA purchases the contract for tournaments in Irvine. Each tournament committee is to pay ref officials themselves. IMHA will not permit teams to use IMHA ice user rates, nor sanction any tournament or exhibition series, in the Irvine Arena. All officials used in IMHA games for exhibition, league, or tournament must be carded officials, assigned through Irvine Minor Hockey. Rules All participants must follow the A.A.H.A. rules, but each tournament may add extra rules. PLAY OFFS (ALL CATEGORIES) The playoff format for league shall be determined by the board of that division within the last two months of the season. PROVINCIALS Entries IMHA supports the following divisions in their efforts to participate in the provincials; Atom Pee Wee Bantam Midget Hockey Alberta charges an initial $ fee to all teams participating in provincial play downs. IMHA may also charge all teams the cost of ice and referees of prior to each round of play downs. 15

16 Priority Once provincial play downs start the priority is for those games. The team must accept one of the 2 ice times offered regardless of conflicts. This may mean not participating in a tournament or rescheduling a league game. TRIPS/TOURS/EXCHANGES Teams may travel on trips, tours or exchanges. However, teams traveling to play exhibition and tournaments out of their own zone must get a travel permit from IMHA. This travel permit along with the game sheets must be returned to IMHA and then forwarded on to Hockey Alberta. In order to receive a travel permit for a tournament you must provide the tournament sanction number. Tournaments without sanction numbers will not be approved. Bus Use Policy The registered Team Official must travel with the team on the bus at all times. The registered Team Official is responsible for ensuring appropriate bus travel behaviour and player safety to and from events requiring bus travel. IMHA requires that no busses have alcohol in any drinks. Discipline In every organization discipline is a requirement. IMHA has formed a Disciplinary Committee to deal with player, coach and team disciplinary matters Suspensions These are issued following the Hockey Alberta Rules. Over and above these each Association or League has their own rules and can add further suspensions. All suspensions must have a copy of the game sheet attached, and must be submitted to the Spud League Office within 2 working days of the incident. These are then forwarded on to the Disciplinary Committee Chairperson, Coach, Governor and the Referee in Chief. Should an incident arise which requires a hearing before the Disciplinary Committee those involved in the incident should consider them suspended pending hearing results. Appeals All Spud League appeals must contain a clear and concise written summary of the grounds for the appeal with particular reference to the rules that relate to the appeal. A first written appeal to the Discipline Committee must be made in writing to the Discipline Committee Chairperson within 48 hours of the decision to be appealed. All notices of appeal must be accompanied by $ There are no refunds on appeals that are denied. A further Appeal can be made to Hockey Alberta pursuant to the Bylaws and Regulations of the Alberta Amateur Hockey Association. 16

17 Grievances Any player, parent, or coach with a grievance is urged to bring the matter in writing to the attention of the team Manager. Disputes, if unresolved at that level, will be referred by the Manager to the General Manager. If no settlement is reached, the final decision will be made by the IMHA executive. WEBSITE USE IMHA offers opportunities for the website advertising to businesses that are family, youth and sport related. Cost of advertising shall be equal or greater than team Sponsor Values. SUMMER HOCKEY IMHA follows Hockey Alberta's position on this matter in that they do not support any organized ice hockey programs/leagues during the summer months. The rationale is the same as that of Hockey Alberta's (Section M of the Rule Book) 17

18 APPENDIX l IMHA Criminal Record Check Policy 1. Record checks to be done on a 3 year basis for the all coaching staff. 1. Based on Interview process, reference checks and past experience/ knowledge of the coach, he/she are temporarily awarded a coaching position. This is contingent upon the 2. Completion of a Criminal Record Check (hereafter referred to as "C.R.C.") with acceptable results. 3. Coach completes form (C.R.C.) and takes to Police Station to present and sign. 4. Upon receipt in mall of C.R.C., the coach delivers the 'original' (as IMHA paid for it and if it were have to go to court a copy might not be acceptable) form, preferably in person, to the IMHA Board. 5. Each clean C.R.C. declaring no criminal record will be reviewed by the General Manager, dated, initialled and then stored in a secured safe with IMHA. The coaches who have confirmed clean records have their temporary status removed and are now approved and accepted to coach for that year. 6. If the C.R.C. comes back with a conviction, General Manager will discuss it with the coach involved and arrive at one of the following alternatives; a. Coach asked to get secondary check after indicating what his/her record is for. On President and Vice Presidents unanimous approval he I she can keep coaching on a probationary basis until detailed record is received. Assuming it (C.R.C.) is what he/she told us it was for he/she continues coaching. b. Coach resigns, not willing to get secondary check and/or willing to indicate to General Manager what conviction was. c. Coach is declined a team after telling General Manager, President and Vice President what the conviction was for. If 6 (A), then detailed C.R.C.
