Call to Order: Chairman John Neinas called the meeting to order at 9:00 a.m. 2. Establish a quorum agency representatives in attendance: John Neinas, John Kolodziej, teve Delarwelle, Tom Olsen, Dan Williams, Aaron LeClair, Chad hefchik, David Englebert and Dan Brinkman. DOT Representatives: Jenny Austin, Michael Panosh, Mike Galvan. 3. Adopt the agenda Motion by Williams, seconded by to adopt the agenda. Motion carried. 4. Introduction of guests Others present: Pete Deviln, Jim Lundstrom, Lori Holtz.. Public Participation: None.. Correspondence: None 7. Minutes of August 4, 201, 3rd quarter meeting Motion by Englebert, seconded by Kolodziej, to approve the minutes of the August 4, 201, 3nd quarter meeting. Motion carried. 8. Pending, continued, old business A. afety Concerns regarding the CTH and Tagge Road Intersection update Kolodziej reported that his department put up additional signage to prohibit parking to the next parking lot. In response to a question about painting the curb yellow, Kolodziej said it is not necessary if there is signage. This will come off the agenda. B. afety Concerns CTH N Intersection (by Namur Curve) - update Kolodziej said they did not get to this yet, but will do so. Englebert asked if the signage can be on the left side, it s also faded. Kolodziej will take a look at it. 9. New Business A. Consideration of extending 3 mph speed zone on CTH C to west of Grondin Road. This item came from Highway Committee. This would be coming from a 4 mph zone. There has not been accident data. By consensus, no action taken / take off future agendas. B. Procedure for identifying faded signs Neinas said some signs are very hard to see. He asked if departments could ask staff to report any signs that are faded. Austin said many of these are along DK and 7. Kolodziej said he had brought this to the attention of the sign crew at the DOT. He will talk to them again and ask them to take a look. Olsen said there is also a faded sign on CTH PD by Jim imonars. Englebert suggested that when road inspections are done in spring to always make a list of all signs. Neinas also asked him to check out that Dyckesville was spelled two different ways. C. New Item: A school bus driver brought up the area in downtown Maplewood, at the stop sign on the corner by Richard s Pub. There are no yellow lines to prevent parking right up to the stop sign. The school bus has a difficult time making the corner when vehicles are parking there. Discussion held. Yellow lines are not legal; there needs to be a sign. uggestion to put No Parking Here to Corner sign just past the stairs on CTH H. 3 10. DOT Update No report. Further discussion held. Kolodziej amended his motion to add a sign on TH 42 corner to next driveway on east side of building. Olsen seconded the amended motion. Motion carried unanimously 11. BOT Update (Bureau of Transportation afety) A. Handout: Anatomy of Traffic afety Door County FYI Mike Panosh said there have been 482 fatalities statewide this year, compared to 47 last year. We are still above the five-year average of 42. There are so many factors, but we have narrowed the gap. To date, there have been 2 fatalities in Door County compared to 4 last year. The five year average is Review of pot Maps A. 3rd Quarter 201 The report was included with the agenda packet. The third quarter had a total of 222 accidents (1 fatality, 47 injury, 83 reportable, 4 non-reportable, 8 deer reportable and 1 deer non-reportable). 13. Review of Fatality Reports (if any) No review. 14. COMMIION REPREENTATIVE CONCERN: For a Better & afer Door County A. Matters to be Placed on a Future Agenda or Referred to a Committee, Official or Employee None. 1. ANNOUNCEMENT Tom Olsen announced that this is his last meeting as he is retiring. He will send a recommendation for his replacement. On behalf of the Commission, John Kolodziej thanked Olsen for his years of service on the Commission. 1.
