2 2 1) DUTIES - DISCIPLINE COMMITTEE: Composition of the Committee: The Discipline Committee may consist of the Discipline Co-ordinator, who shall be Chairman, First Vice-President for Rep or the Second Vice-President for House, as needed, the Refereein-Chief, the appropriate Division Director and any other member of the QDMHA Executive that is appropriate. For example, the Coaching Coordinator may be brought in to investigate a complaint against a Coach. Conflict of Interest of Committee Members: Note that any members of the Discipline Committee with conflict of interest (i.e., relatives or parents with kids on the team or in the division in question) will be removed by the President and an alternate Executive Member will be appointed. Applicable to Rep and House: These disciplinary procedures apply to both Rep and House League Divisions. Method of Reaching Decisions Related To Discipline: Rulings by the Committee are reached through consensus, keeping in mind the best interests of the individual and the Association for the betterment of the game of hockey. Types of Infractions The Discipline Committee Will Investigate: The Discipline Committee will get involved with three distinct types of infractions involving players, coaches, team officials, parents and QDMHA Executive: 1. Code of Conduct Issues related to players and team officials. 2. Code of Conduct Issues related to parents and spectators. 3. Major Penalties to players and / or team officials. 2) Code of Conduct Issues Related To Players and Team Officials: All players and team officials are required by the QDMHA to act in accordance with the portions of the QDMHA Policy Manual listed below. Failure to act accordingly may result in discipline from the QDMHA. General Duties General Rules of Conduct Duties for Coaches Duties for Players House League Coaches Code of Ethics Game Commitment Code of Ethics For Travelling Teams Code of Ethics for Coaches The principles of Fair Play, and The general and implied intent of the QDMHA Policy Manual.
3 3 3) How To Resolve Code of Conduct Issues Within The QDMHA 6 Important Steps: Step 1: Try to resolve the issue at the team level. Identify the specific problem (list specific examples that illustrate the problem). Make an appointment to see the person with whom you have a concern, and invite a third, unbiased party as witness. Respectfully express your concern. Ensure mutual understanding of the concern. Together, explore possible solutions. Set up an action plan with times, dates and follow up. If action plans have not been successful, move to Step 2. *95% of differences should be resolved by the persons most directly involved* Step 2: Contact the appropriate division director. Make an appointment with the age division director, one-on-one. Identify the concern and establish what has happened to resolve the concern. The age division director will help explore further options to resolve the concern. Set up an action plan with times, dates and follow up. Every attempt must be made to resolve the problem at the team (coach/manager) and age division director level. If action plans have not been successful, move to Step 3, after advising the concerned Step 3: Contact the VP Rep or VP House, whichever is appropriate. Make an appointment with Vice-President of House League or Vice-President of Rep. Teams and identify the concern and what actions have been taken to resolve the concern one-onone. The Vice-President of House League or Vice-President of Rep. Teams will meet with the parties involved to review the concern, the process involved, and explore further options available to resolve the issue. The Vice-President of House League or Vice-President of Rep. Teams will assist the parties involved to resolve the concern. Set up an action plan with dates, times and follow up. If the action plans have not been successful, move to Step 4. Step 4: Submit a Complaint Form - The Discipline Process Submit a Complaint Form to the Discipline Committee of the QDMHA on the appropriate form. Note that submissions may be sent back to the Complainant if they have not completed Steps 1-3 from above. The Chairperson of the Discipline Committee will call a meeting of the committee (preferably within 48 hours, and will be completed in a timely manner after receiving written notification The Discipline Committee shall interview people if necessary and determine suitable disciplinary action for all actions which would normally result in suspension; adhering to the following steps STEP 1: VERBAL WARNING STEP 2: WRITTEN WARNING PLUS 1 WEEK SUSPENSION STEP 3: WRITTEN WARNING PLUS MINIMUM SUSPENSION OF REMAINDER OF CURRENT MINOR HOCKEY SEASON
4 4 All actions taken by the Discipline Committee will be put forth in writing to the person(s) involved and kept on record with QDMHA; Minutes will be recorded at each meeting and given to the Secretary of the Association for filing, and held for viewing by the President if needed for further action. Records of Complaints Investigations will be kept on file for a minimum of 1 year in the QDMHA office. *Note 1: Severity of Discipline: The severity of discipline may vary from this depending upon the severity and frequency of the incident(s). *Note 2: Coaches have authority to suspend: Coaches will have the authority to discipline a player or players for a single incident for any portion of one game only, on their own initiative. If, in their opinion, further or more severe disciplinary action is required or advisable, including the permanent removal of the player from the team, then the Vice-President and the Discipline Committee shall be notified and no further action shall be taken without the concurrence and direction of the Discipline Committee. Note 3: Discipline to Coaches: Failure of coaches to abide by the rules and regulations of CHA, BCAHA & QDMHA may result in the removal of the coach from his team at the discipline committees discretion. Step 5: The Appeals Process An appeal must be hand written and submitted along with a cheque for $ made payable to QDMHA to the Secretary of the Association within four days of receipt of the Disciplinary Committee decision. The Appeals Committee will then be formed. The fee is repayable if the appeal is won; President may sit in on appeal hearings, but will not be part of the Appeals Committee as a voting member; The Committee should be made up of three persons selected by the President, they may be non-executive members of the Association; All selections must be free of conflict of interest (i.e., relatives or parents with players on the team or in the division in question); The Appeals Committee will meet at the earliest convenience within seven days; Whoever is filing the appeal may be asked to present his/her view of the incident to the Appeals Committee in the privacy of a meeting room. The Chairperson may draw from all avenues to get the facts; The Committee will then hear all reasonable evidence which supports or rejects the appeal; Supporters or rejecters will present their testimony individually, then leave. A handwritten and signed statement is also acceptable; The Committee will come to a decision on only the evidence presented; All decisions will be delivered with in writing; All notes and/or minutes are to be kept in the files of the Society. They shall remain in confidence and may only be looked at by the President or Acting President (it may help in future appeals). If you are not satisfied with the appeals process, move to Step 6. Step 6: Contact the District Director of the BCAHA and follow their instructions.
5 5 4) Code of Conduct Issues Related To Parents and Spectators: All players, team officials, parents, and spectators are required by the QDMHA to act in accordance with the portions of the QDMHA Policy Manual listed below. Failure to act accordingly may result in discipline from the QDMHA. Discipline Guide For Parents and Spectators General Duties Code of Ethics For Travelling Teams The principles of Fair Play, and The general and implied intent of the QDMHA Policy Manual. Discipline Guide For Parents and Spectators Parents and spectators at Quesnel Minor Hockey Association games and functions are responsible for their own conduct. They must endeavour to NOT exhibit any disorderly conduct before, during, or after any hockey game involving the Quesnel and District Minor Hockey Association, or at any of its functions. Parents or spectators may be ejected from any game by any on ice officials if they display the following conduct: Use of obscene, or profane language or abusive gesture to ANY person on or off the ice surface. Persistence in disrupting or showing repeated disrespect for any ruling of any official. Any parent or spectator who, after one warning by an off or on ice official, persists in abusive conduct, that person shall be ordered to leave the rink premises. The game shall be halted until such time as the parent or spectator has completely removed themselves from the building. Where a parent has been ejected from a game for abusive conduct, the on or off ice official shall report said incident to the Quesnel Minor Hockey Association Discipline Committee, who may then assess further penalties to the parent or spectator. Offences covering the abuse of on or off ice officials by any parent or spectator of a Quesnel Minor Hockey Association game may result in the following recommended penalties to that person or persons as recommended by the Discipline Committee. Step 1: Game ejection and removal from the arena with a report sent to the Discipline Committee. Discipline Committee shall rule on the incident. Minimum 1 game, Maximum 1/2 season ejection from all games involving Quesnel Minor Hockey teams. Step 2: Game ejection and prohibition from attending any Quesnel Minor Hockey game for a minimum of 1/2 season, maximum two years. First offence will not be erased from parent or spectator for a minimum of two (2) calendar years. The above rules and regulations do not preclude any rules or regulations as laid out by law, or by the City of Quesnel, but are meant to enhance the responsibility of all parents and spectators attending games.
6 6 5) Discipline Related To Major Penalties To Players and / or Team Officials Major Penalties To Be Reviewed Monthly: The Discipline Committee shall review all major penalties on a monthly basis. Authority of Referee All minor hockey falls within the jurisdiction of the CHA, and the BCAHA and as such penalties for rule infractions in a game are laid out by these, our parent organizations. Additionally QDMHA is a member of the Cariboo Minor Hockey Association. We compete within this association under the umbrella of the CHA/BCAHA rule structure. Cariboo Minor Hockey Association also has further rules to augment their operation, and QDMHA is subject to these regulations as well. A player registered with QDMHA then is subject to the rules and the penalties as called for by all the organizations that we are affiliated with. When a referee penalizes a player in a game, he/she does so with the full authority of CHA/BCAHA behind him/her. Our Association is bound by the rules and regulations of the senior organizations as interpreted by the game officials. QDMHA Authority To Add Supplemental Suspensions To BCAHA Suspensions: BCAHA suspensions are minimum suspensions that the QDMHA will use (i.e., 3 games or 10 days) and may be added to by the Discipline Committee as per the Discipline Guidelines in the QDMHA Policy and Procedure Manual; Quesnel Minor Hockey has the authority to add on further penalty assessments if a game situation warrants it. For example, in repeated suspension penalties or checking from behind penalties, the QDMHA can impose additional penalties if the Discipline Committee feels it is appropriate. These suspensions are over and above the game misconduct penalty assessed as stated in the CHA and BCAHA playing rules. It should be noted that the best discipline can be achieved through positive reinforcement. This guide should be used only when positive avenues have been exhausted. Discipline can be applied by any official through the coach; however, any suspension after one ice time must be applied by the Discipline Committee. 3 Major Penalties In One Season Any player that receives three (3) major penalties during the season will receive a one week suspension. A further three (3) major penalties (total of 6) will result in a two week suspension. A further 3 major penalties (total of 9) will result in a one month suspension. A further 3 major penalties (total of 12) will result in a suspension for the remainder of the season. Fighting Fighting on or off the playing surface may result in, but is not limited to, the following suspension above BCAHA guidelines: First Offence - 1 additional game Second Offence - 3 additional games Third Offence - 5 additional games 3 Penalty Rule (House League): Any player in House receiving three (3) penalties of any kind in one game, will be ejected from that game only, this applies in House tournaments also. For Disciplinary Procedures, please see the Policy & By-Law Manual of the Quesnel and District Minor Hockey Association.
7 7 7) HOCKEY CANADA INSURANCE: a. Hockey Canada Insurance provides assistance to injured players. The assistance provided is for expenses not provided by a Medical or Dental Plan of the player or his parents; b. QDMHA will register with Hockey Canada Insurance any coaching staff; c. QDMHA will pay for the ambulance expenses of any coach injured during Minor Hockey ice. 8) HOCKEY CANADA INSURANCE CLAIMS: a. players claiming assistance through Hockey Canada Insurance must do so on the appropriate form, available through the coach; b. the form is to be filled out with the coach or manager and sent with the player to the hospital or dentist; c. the form is to be filled out by the player s attending physician or dentist and mailed to the address on the form; d. it is the coach or manager s responsibility to provide the Registrar with injury information, and a copy of the completed form; e. any claims must be reported and filed with the BCAHA no later than 90 days from the date of injury; 9) CRIMINAL RECORD CHECK: All coaching staff and bench staff is required to submit to a legal check through the R.C.M.P. or online through the Justice Institute. The CRC must be submitted prior to going on the ice as a rostered team official. This is a BC Hockey policy Criminal record checks are required every 3 years and the President will keep a list of when someone is due.
