3 FEMALE COUNCIL REGIONAL DIRECTOR S ROLE 1 Female Council Regional Director - Powers & Duties Job Scope: To carry out the day to day functions of his/her region in conjunction with HNSFC Chair be the liaison between the Council and Minor Hockey Associations in his/her Region Duties: hold regular Regional Meetings, record minutes and bring forth any topics of discussion or correspondence from HNSMC meetings conduct Provincial Play downs and Provincial Championship Tournaments within their Region attend league meetings to offer assistance and some guidance for executives and coaches review and approve all players and team officials registered on the HC Registry for his/her Region review all travel permit, tournament permit and exhibition game permits requested on a timely fashion and if appropriate, approve all such permits classifying teams for Provincial play-offs assist with the play-off schedules for Provincial play receives applications from local associations applying to host Provincial Championship Tournaments assists local associations in solving issues among themselves shall ensure the boundaries for Associations within his/her Region are clearly defined by August 1 st of each year and permitting no change from that date until the end of the playing season attends any Minor Hockey Association meetings and AGM s when requested conduct investigations for discipline committee facilitate cooperation between MHAs to place female players on available teams.

4 FEMALE COUNCIL REGIONAL DIRECTOR S ROLE 2 Assistants: He/she may appoint assistants as the Directors feel are required provided prior approval is obtained from the HNS Executive Committee. Such assistants shall be recognized by the HNS Executive Committee when their name and address is filed by letter with HNS Executive Director. These letters will be authorized by and bear the Regional Director s signature. Assistants will have such powers as the Regional Director permits in his/her name but may not sit or vote on the Executive. Notes:

5 REGIONAL DIRECTOR S ROLE 3 August: President s Zone meeting Hold a President s Zone / Female Coordinators meeting to determine who is offering teams at any level of female hockey. Discuss other levels that the associations will be offering Discussion on certification requirements and deadlines as outlined on the Coach Certification form Bring forth any new items discussed during Female Council meetings Attend start up meetings of all Leagues to assist when needed and be the resource person for new items affecting the teams and leagues as discussed within Female Council Encourage all in attendance at these meetings to pass this info onto their team members and volunteers Notes:

6 REGIONAL DIRECTOR S ROLE 4 September: President s / Female Coordinators Zone meeting to discuss the following topics: MHA roles and responsibilities (Identify girls who need to be placed outside their MHA.) Player advancement New regulation changes Hockey Canada Registration System- registration teams-permits- e-hockey suspensions Risk management-crc-car-speak out- all mandatory Discuss any items brought forward at the Female Council meetings Hold a meeting with all rep coaches and rep coordinators to go over any new regulation changes and rules and answer questions for new coach s, explaining certification requirements and dates to be completed. Distribute development clinic schedules Assist in preparing game schedules for the various divisions and leagues (AA-A-B-C). Also sending out notice to the neighbouring zone if anyone would like to participate in these leagues. Encourage all in attendance at these meetings to pass this info onto their team members and volunteers Bring back to Female Council any items that the associations or leagues need clarification or responses on Encourage all in attendance at these meetings to pass this info onto their team members and volunteers Notes:

15 DEFINITIONS 13 Affiliate Player (AP) refers to those players from club teams, affiliated teams, or specially affiliated players when such player(s) are participating with a higher Division/Category team. Exhibition Game a game that is not part of the regular season, tournament, or play-off schedule Goaltender(s) / Goalkeeper(s) means all players other than skaters Meaningful Games In Minor Hockey Meaningful Games are regularly scheduled games, sanctioned tournament games and pre-approved exhibition games verified by the Regional Director. Games approved after a suspension has occurred will not count as meaningful games. Minor Hockey Player - A minor hockey player shall be a player whose date of birth falls within the age limits (for the various divisions of minor hockey) approved by Hockey Canada. Minor Hockey Bench Staff Minor Hockey Bench staff shall be defined as one (1) Head Coach, one (1) trainer and assistant coaches up to a maximum number of bench staff (5) permitted on the bench. Minor Hockey Season - HNS does not support and will not sanction any hockey activities between May 1 and August 31 of any year, unless Hockey Canada or its Branches sponsor these activities. The normal HNS season shall be interpreted to be from September 1 to April 30 of the calendar year, during which all Hockey Canada and HNS rules must be adhered to. Players means goaltenders and skaters

16 DEFINITIONS 14 Pre-Season that time period prior to October 15 of the current season when Minor Associate teams are permitted to play games without having received approval from their Regional Director. It is the responsibility of the MHA President to ensure all players are properly registered with their Association during the pre-season. This date to be November 15 for Initiation and Novice. Recreational (House) defined as a community oriented minor hockey program structured to provide development and competition at the recreational level. Recreational/Non-competitive teams are not eligible for Provincial Championships and players not eligible as affiliates. Regular Season The approved Regular Hockey Season is from September 1 to April 30. By October 15 annually ALL Minor/Female teams from Atom to Midget must register and receive approval from Regional Director prior to participation in regular season games. Representative Team Competitive teams registered and classified under regulations defined herein, eligible for Provincial Championships and players for affiliation. Skaters means all players other than goaltenders Tournament A schedule of games played among 3 or more teams, which follows an interlocking schedule and leads to an eventual win. New Coach Someone who is assisting on the ice and / or the bench that has not been registered with Hockey Canada at any time. Notes:

17 COMPETITION To be eligible for Provincial Championships and Conference play downs Female and Minor teams and players must play 10 League or scheduled Exhibition/Tournament games. All of the games to be considered eligible towards Provincial play downs will be at the discretion of the appropriate Regional Director In all divisions of Minor and Minor Female, (except for Major Bantam, Major Midget and where applicable in AAA who can play 20 minute stop time periods) the playing time of games shall not exceed 45 minutes normally divided into three 15 minute straight time or stop time periods unless approval is received from the appropriate council to change Timeouts are only allowed in Minor and Minor Female Regional, Inter-Regional and Provincial Championship Tournaments. Only one 30 second timeout, per team, per game is allowed Minor and Minor Female teams may dress a maximum of 19 players providing two are goalkeepers excluding Major Midget and Midget AAA [which may dress 20], if only one goalkeeper is dressed, the maximum number dressed is All Minor teams registering at the Non-Competitive level shall be non-checking. A team registering Non-Competitive can only play against other teams registering Non-Competitive Minor Hockey Associations that have a maximum of 23 players or less in a division (Minor/Female), may be granted permission by the appropriate Regional Director to register all 23 or less players (maximum 21 skaters and 2 goaltenders) to one roster in the A or B category. For any given game, a team may only dress 19 players including two goaltenders. Any teams eligible to play in Inter-Branch competition would not be permitted to exercise this regulation. No affiliations will be permitted.

18 COMPETITION Subsequent to Regulation 2.30, all AAA teams, within the initial two week try out period at the start of season, must sign a minimum of 11 players and one goaltender. Players and goaltender not signed as part of this 12 may be permitted to try out for another AAA team with permission from the Regional Director, to a maximum of two teams. 3.8 A Minor Hockey Association may register more than one team in the same classification within a division, however, only one of these teams may represent that Minor Hockey Association in Regional, Inter-regional and Provincial Playoffs Players may not be released to a lower classification team, except under Hockey Canada transfer rules, after December 1 of the playing year. 5.3 Players registered as goaltenders on Minor Hockey representative teams (AAA, AA, A or B) may play only goal. Goaltenders must be clearly identified on registration form/card. Exception Pee Wee and under. E - HOCKEY CANADA - NUMBER OF GAMES A PLAYER MAY PLAY IN HIGHER DIVI- SIONS OR CATEGORIES 35.a) A player of a team of a lower Division or category of the same club, or of an affiliated team, or a specially affiliated player, may play for a team or teams of higher Divisions and categories at any time, but if he plays more than five (5) league and/or play-off games after January 10 with a team or teams in any higher Divisions or categories, he shall not be allowed to compete any further in the Division or category for which he is registered in the same season. Should a player play more than five (5) games with a team or teams in still higher Divisions and categories, then he shall accordingly disqualify himself from playing any further in lower divisions and categories. For goaltender exceptions see B.42,E.36(b). M - HOCKEY CANADA - TOURNAMENT REGULATIONS 8.a) No team or player may compete in more than three (3) tournament games in one day. Where tournaments do require teams or players to play three (3) games in one day, such games shall not be longer than three (3) periods of fifteen (15) minutes, the first two (2) of which must be straight time.

19 IMPORTANT DATES 17 Associations offering AAA and Bantam AA, and request this in writing prior to September 15 th. All bench staff must complete screening process and submit all documentation for CRC & CAR checks within 30 days of involvement Registration completion dates for team coaches-assistants -trainers-managers of October 15 th AAA & Bantam AA players must be registered on rosters and approved by RD prior to participating in any game prior to October 15 th All other divisions/teams excluding Novice & Initiation is October 31 st Association first payment due October 31 st Registration deadlines of November 15 th for Novice and Initiation Novice player advancement letter from parent s deadline date November 15 th Associations to verify that all bench staff are properly certified by November 30 th Final date to register a team to be eligible for Minor Provincials is December 1 st 3.11 Players may not be released to a lower classification team, except under Hockey Canada transfer rules, after December 1 of the playing year. Provincial Hosting Application Due by December 1 st Screening policy to be completed by December 15 th The deadline for certification is December 31st Association final payment due January 31 st Final date to register a player February 10 th

20 QUESTIONS & CONCERNS ABOUT ON ICE OFFICIALS 18 Team staff members or parents who have rule interpretation questions or concerns related to game incidents involving minor hockey on-ice officials must do so in writing. A 24-hour cool off period is always encouraged. The following process should be followed: 1. Submit letter to your MHA President, who can then pass it along to the MHA Referee-in- Chief where the game took place. 2. MHA Referee-in-Chief investigates the situation and reports back to the President of origin. 3. If the problem is not resolved then the concern should be directed to the Zone Coordinator of officials for that area. 4. If the problem is still not resolved then the concern should be directed to the HNS Minor Hockey Referee-in-Chief. 5. If the problem is still not resolved then the concern should be directed to the HNS Referee -in-chief. It is imperative these steps are followed in the prescribed sequence. All correspondence MUST go through the MHA President. Notes:

21 7 Mellor Avenue, Unit 17, Dartmouth, NS B3B 0E8 Phone: Fax: Website: (902) (902) Meeting to be Chaired by HNS Representative (Reg 23.13) A meeting of tournament officials, coaches and managers, the referee assignor, and a representative of the HNSFC, shall be held at least one and a half-hours before the start of the tournament to familiarize all parties with the rules and regulations. All teams must have a representative at this meeting. Members in attendance. Chair: Host Team: Seed #2: Seed #3: Seed #4: Seed #5: Tournament Chair: Referee in Chief: Others: Team Rosters (Reg 23.8) Pass out approved team rosters from Hockey Canada Registry (HCR) Have Team representative review the roster for accuracy and sign and date same. (Note Reg 23.8) Hockey Canada player cards or HNS Team Registration sheets, and affiliate player certification must be available and presented upon request. Each team shall designate in writing a maximum of 19 eligible players, regular, affiliated or any combination there of who will participate in the championships. This shall be done at the officials meeting and there will be no changes to the list for any reason after the championships begin. Make sure that Affiliate Players (AP s) are on the roster prior to it being signed and dated. {Reg 6.6 (6)} A maximum of three (3) affiliates may be used by one team within one game.

22 20 Goalie Affiliation To be discussed at the meeting and unanimously agreed upon by team representative. Option #1 - Host team to provide a goalie that all teams would have access to should their goalie become sick, injured suspended or have to leave the tournament. Option #2 - Team can name one of their affiliates players as a goalie. This player would not be permitted to dress unless the rostered goalie becomes sick, injured, suspended or has to leave the tournament. If a goalie becomes unavailable during a game that team if they do not have a second rostered goalie will have 15 minutes to dress a player for the remained for that game. The affiliate goalie would be allowed tom play in subsequent games. Protests Protests will be heard at the time. The game will be stopped at the protest rules on. There will be no protest on judgment calls made by officials. (Reg 23.12) The Chairman of the HNSMC shall appoint an officer of the Council to hear and rule without delay on any protests or disputes arising during a Provincial Championship tournament. The requirement for a protest fee is waived. However, should a participant wish to appeal a ruling of the appointed officer, the provisions of Regulation 6 must be met. ALL suspensions imposed by Officials during the tournament are to be written up immediately following the game and turned over to the HNS representative with the original game sheet.

23 21 Review Round Robin Play (Reg 23.5) Games shall consist of three (3) 15-minute stop time periods, with ice resurfacing between the second and third periods. (Reg 23.6) For round robin play, If a game is tied at the end of regulation time, teams shall have a 5-minute rest without leaving the ice, not change ends, and commence a one 5- minute stop clock, sudden victory period. If teams remain tied after the Overtime period, each team will receive one (1) point. Championship Game (Reg 23.7) For the Championship Game, if the game is tied at the end of regulation time, the teams shall have a five (5) minute rest without leaving the ice, not change ends, and commence a fifteen (15) minute stop clock, sudden victory period. At the end of the first overtime period, and every two subsequent periods, the ice shall be re-surfaced. Tie - Breaking Formula (Reg 23.11) Two Teams Tied If two or more teams are tied at the conclusion of a round robin series, then the following procedure will be used to determine the final ranking before the semi-final and final games are played. In the event that teams are tied for a playoff position, the following procedure will apply: If two teams are tied: The winner of the round robin game between the two tied teams gains the higher position. b. The team with the most wins in the round robin gains the higher position. c. If the two teams are still tied after 1) a. and 1) b. have been applied, then the team with the best goal average gains the higher position. The goal average of a team is to be determined in the following manner: Total number of goals for divided by the total number of goals for and against.

24 22 Example; i. Team A = 1 seed - Advances Team B = 3 seed Does not advance Team C = 2 seed Advances ii. Team A = 1 seed Advances Team B = Still tied with team C go to next step 2) c. Team C-.500 = Still tied with team B go to next step 2) c. 62 iii. Team A. 650 = Still tied with team B go to next step 2) c. Team B = Still tied with team A go to next step 2) c. Team C = Does not advance c. If teams are still tied after 2) a., and 2) b., the team with the fewest goals against (all round robin games played) will gain the highest position. d. If teams are still tied after 2) a., 2) b. and 2) c., the team with the most goals for (all round robin games played) will gain the highest position. e. If teams are still tied after 2) a., 2) b., 2) c., and 2) d., have been applied, the team to qualify would be the team that received the least number of minutes in penalties throughout all the round robin games. f. If teams are still tied after 2) a., 2) b., 2) c., 2) d., and 2) e., have been applied, a coin toss shall determine the winner. In a 3 team coin toss, the odd team gains the highest position. 30 Second time out permitted (1 per game) (Reg ) Awards Awards will be presented by HNS Representative for 1st, 2nd and 3rd place in the form of Gold, Silver and Bronze Medallions, A Championship Banner and Plaque and Fair Play Banner (Reg 23.14) Exchange of Gifts (Pins) Check to see if ALL teams have pins, if not do this through coaches Team WILL shake hands at the end of each game as a show of sportsmanship.

25 23 Tournament Awards Committee Each team permitted to have representation. The identified person must be at ALL games. (Reg 23.16) An awards selection committee shall be appointed by the host Minor Hockey Association. Representatives of it shall be at all games to make their selection on ability displayed during the tournament. All teams involved may have representation on the awards selection committee if they request same when forwarding their team information to the organizers.
