1 DISTRICT 3 BELTLINE HOCKEY LEAGUE RULES AND REGULATIONS DISTRICT 3 BELTLINE HOCKEY LEAGUE RULES AND REGULATIONS The rules and regulations of District 3 are intended to provide a framework for how associations should conduct their hockey operations and business. All rules and regulations of USA Hockey and Minnesota Hockey take priority and precedence over District 3 unless the rules passed by District 3 offer more clarity and guidance.

2 1. REGISTRATION 1.1 ASSOCIATION AND TEAM Must be from within the District 3 boundaries as outlined by Minnesota Hockey District 3 Associations are to use Beltline Hockey Referee Association officials for any games played at their home rink (s). This includes tryout scrimmages, exhibition games (scrimmages), tournament games and league games. Exceptions allowed with the approval of the Beltline Hockey Referee Association President or District 3 Director Must pay officials fees as designated by the league Teams at all levels of play, must participate in District 3 league play and the District 3 End of Season Tournament. Failure to comply will result in sanctions, as determined by the District Director, against the team and/or the association Team Placement Formats a Pee Wee, Bantam: One Team A Team Two Teams A and B teams (either B1 or B2) or A and C teams Three Teams A, B (either B1 or B2) and C teams Four Teams A, B1, B2 and C teams Five Teams A, B1, B2, C, (5 th team s level at association discretion) Six Teams A, A, B1, B2, C (6 th team s level at association discretion) Seven Teams A, A, B1, B2, C, C (7 th team s level at association discretion) Eight Teams A, A, B1, B2, C, C (7 th and 8 th teams level at association discretion) Nine Teams A, A, B1, B2, C, C (7 th, 8 th, and 9 th teams level at association discretion) b - Girls - 12U, 15U. 19U One Team A Team Two Teams A and B teams Three Teams A, B, B or A, A, B Four Teams A, A, B, B c Squirts and 10U Team levels are up to the discretion of the associations; however, all levels are still subject to review and approval by the Competition Committee. At the Squirt and 10U Girls classifications, if an association is fielding more than one team at a level the teams must be balanced coming out of tryouts. All team levels are subject to the review and approval of the Competition Committee, which consists of the District Director, District President and three rotating D3 representatives. Team declarations shall be submitted to the Competition Committee for review and approval. 2 P a g e

3 Additional information or presentations maybe requested of associations and should be provided on a timely basis Before an association can participate in game scheduling, all teams being scheduled must provide their list of registered tournaments Teams cannot schedule any team events that their game availability prior to the league scheduling meeting, except for association assigned activities/events (ie., skill sessions, goalie training, off-ice training and tournaments). 1.2 PENALTIES The penalty for not registering players or not paying fees as outlined in the Minnesota Hockey Handbook will be FORFEITURE of all league games until registration and/or payment is complete The playing of a player not listed on the current roster shall be cause for FORFEITURE of all league games played including the game in which the violation occurred. Also see MN Hockey Handbook V Eligibility Provisions, A The penalty for having a coach, head or assistant, participate in any team event, on or off the ice, who has not fully fulfilled the registration and education requirements is a one-game suspension for the Head Coach The District Director and/or the District President may assess a $100 per day late payment fee when forms, payments, etc. are not delivered to the required person by the established deadline The District Director and/or the District President may assess a three (3) game suspension to any head coach who deliberately forfeits a league game. 2. GRIEVANCE COMMITTEE A Grievance Committee shall be established to hear protests, resolve disputes and suspensions, and conduct discipline hearings. The voting committee shall consist of a Grievance Committee Chairperson, nominated by the District President and confirmed by the Board; the District Administrator; and an Association Representative (rotating) to be selected for each hearing date. The District Director, League President, the Association Representative and President of the involved hockey association may attend Grievance Committee meetings, but they are not entitled to vote. The Supervisor of Officials, or designate, must also attend all Grievance Committee hearings and participate when playing rules of USA Hockey, Minnesota Hockey and District 3 are to be discussed, but he/she is not entitled to vote. 2.1 PROTESTS REGARDING TEAM OR PLAYER ELIGIBILITY Protests regarding team or player eligibility may be lodged at any time during the playing season. They must be in writing and be submitted to the League President. 3 P a g e

4 2.1.2 The Grievance Committee will provide proper notification to all affected parties within 24 hours The Grievance Committee will act and render a decision on the protest within ten (10) days from the filing of the protest. 2.2 PROTESTS REGARDING RULE INTERPRETATION Protests related to supplemental penalties assessed due to the severity of an infraction will not be considered The protesting coach must notify the game referees immediately of his intention to protest, at which time the referee will notify the timekeeper so that the actual time of protest can be noted on the records The protesting coach must call the League President immediately after the game and then submit a complete letter of fact within 24 hours after the game The Grievance Committee will provide proper notification to all affected parties within 24 hours The Grievance Committee shall, within ten (10) days, act and render a decision upon the protest. 3. BOUNDARIES Minnesota Hockey is a community-based program as outlined in Minnesota Hockey Youth, section IV Participation. District 3 Beltline Hockey League team and player eligibility will be determined by the applicable association s Minnesota Hockey s affiliate agreement. 3.1 Players may be waived to fill out rosters of other District 3 Associations. To be eligible, players must: Complete all tryout(s) with their home association Not be assigned to an A or B level team in their home association Receive mutual agreement of the two (2) participating associations and submit a waiver form to the District Director Not participate in any further tryouts. Player must automatically be assigned to a team Waiver will be for one (1) playing season only. There shall be no commitment for any future years or other siblings An Association President may petition the District Director extenuating circumstances regarding waivers. 3.2 Players residing within the boundaries of District 3 may not participate on a team within the boundaries of another Minnesota Hockey District. Exceptions may be granted but only after proper procedure has been followed. Respective Association Representatives must contact the District 3 Director prior to the initiating of a player transfer out of District 3. 4 P a g e

PLAYING RULES 4.1 USA Hockey rules, as amended by Minnesota Hockey and District 3 Beltline Hockey League, shall be used If a scrimmage game is played with a team from outside the home association (e.g. extended try-out scrimmage), the procedure for players assessed minor penalties may be adjusted to provide the maximum opportunity for the players to display their skills. Major, game misconduct or match penalty assessments must be served by the offending player in accordance with the provision of the USA Hockey rulebook. The offending player must serve the appropriate penalty time in the penalty box, but the player can be replaced to maintain the on-ice strength In the event a coach receives a game misconduct penalty, the referee will inform him/her that he/she has ten (10) seconds to vacate the players box. A coach s failure to leave the box will result in his/her team receiving a bench minor penalty. If the coach still has not left the players box, the referee will inform him/her that he/she has ten (10) seconds to leave. If the coach fails to leave after his/her second warning, his/her team shall forfeit the game If a fighting penalty is assessed by a referee during a league or district tournament game, the individual receiving the penalty will automatically be suspended for the next three (3) previously scheduled games on the first offense, the next five (5) previously scheduled games on the second offense and for the remainder of the season on the third offense. Other games will follow USA Hockey guidelines (one (1) game suspension). These suspensions are automatically subject to review by the District 3 Director. The exception will be Junior Gold, where the Minnesota Hockey/Metro League rules for fighting penalties and suspensions will apply All District 3 league games shall be played on indoor ice For all teams except Bantam AA and Pee Wee AA, any player who receives three (3) penalties in the same game shall be immediately removed (ejected) for the remainder of the game. An additional player from that team shall serve the penalty for the offending player. The offending player shall immediately leave the ice and will not be allowed to return to the team bench. The ejected player will not receive additional game suspensions. Bantam AA and Pee Wee AA will follow the USA Hockey rule of five penalties in one game which will result in a game misconduct Penalty times. 5 P a g e

6 A minor penalty for games Fourteen (14) minutes OR MORE shall be two (2) minutes A minor penalty for games LESS THAN Fourteen (14) minutes shall be one and one half (1 ½) minutes A minor penalty for District tournament games shall be two (2) minutes After all league games, the home team will go back to the bench after shaking hands, until the visiting team has left the ice No league team shall be allowed to play in another league outside the District 3 Beltline League without approval from the District Director. This does not include invitational tournaments, VFW play downs of VFW State Tournament or leagues jointly sponsored by District 3 Beltline and others All players of a team must have similar colored jerseys. The District 3 patch must be displayed on the left upper arm of the jersey. The home team shall wear their light-colored jerseys; the visiting team shall wear their dark colored jerseys. All players of a team must have similar colored socks, if available Each team will provide two workers for each game. The home team will provide the appropriate time keeping device, a timekeeper, and a horn or whistle to signal the end of the period. The visiting team shall provide a scorekeeper, score keeping forms and supplies. Each team shall provide one (1) penalty box attendant. The game shall not begin until the above-mentioned items have been provided All District 3 league games will be used to determine final league standings based on the Minnesota Hockey Youth Playing Rules Fair Play. Periods will be 12 minutes stop time, and there will be no resurfacing during the game One (1) hour and 15 minutes (75 minutes total) of ice time will be provided for Bantam-B1, Bantam-B2, Bantam-C,,15U-B Girls, Pee Wee-AA, Pee Wee A and 12U-A. Periods will be 15-minute stop time and there will be no resurface during the game One and one half (1 ½) hours of ice time will be provided for all league games for Bantam AA, Bantam A, 15U-A Girls. Periods will be fifteen (15) minutes stop time. Ice will be resurfaced after either the first or second period or a minimum of every two (2) periods for consecutive games The game shall be considered over when the provided three periods have been played or when the specified ice time has expired on the designated hour clock. Provided a digital or electronic clock is available, that will be considered the hour clock. Any other clock being used shall be established prior to the start of the game by the referee and communicated to both team coaches and timekeeper. 8 P a g e

9 4.2.5 There will be a five (5) minute warm-up period prior to the start of the game, and a one (1) minute rest between all periods excluding resurfacing. After four minutes of warm up, the game horn will be sounded. At the sounding of the first horn, pucks will be picked up and all teams meeting will take place. Immediately following the end of the five-minute warm up, the scorekeeper shall put the appropriate period length on the clock and the game-starting face off shall take place immediately. For games where the ice is resurfaced, play will resume immediately after the teams return to the ice In the event there is a six (6) or more goal differential in the third period, running time will be implemented. If the goal differential becomes less than six (6) goals, stop time will resume No time outs will be allowed during league games There will be no overtime periods during regular season league play In circumstances where the ice time expires before all three (3) periods of a game are played, the game will be considered complete if a minimum of two (2) full periods of the game have been played. These circumstances include delays due to injuries or arena problems, and games suspended by the referees. Games which have not completed two (2) full periods will be rescheduled and played as a new game (starting with a 0 to 0 score). Both teams will share the cost of the new game For Squirt and 10U Girls, no team shall play more than one (1) league game, exhibition game or controlled scrimmage per day. Teams are allowed to play two (2) tournament games per day For Squirts and 10U Girls a shared practice will be allowed and not count against the 35 game if the following criteria are met: 1. The practice plan is sent 10 days prior to the scheduled practice to the District Director and 2. The teams scrimmage no more than ten (10) minutes at the end of the shared practice. If the criteria are not met, the shared practice will be considered a controlled scrimmage and count against the 35 game All players are to leave gloves on in the handshake line and do fist bump instead of shaking hands. This also includes players and coaches shaking hands of the referees The home team shall provide pucks to be used during pre-game on-ice warm ups In the event a D3 team (or teams) is playing in a joint league, the host league game time and period time rules will apply (or an agreed upon set of rules will be applicable). 4.3 REPORTING SCORES (A, B & C TEAMS) 9 P a g e

10 4.3.1 It is the responsibility of the visiting team to submit a copy of the scoresheet of a league game to the District 3 Scorekeeper within one (1) business day of the completion of the game A Minnesota Hockey/District 3 approved score sheet must be used for all league games, including regular season league games and District tournament games. For all other games, another district s or MN Hockey scoresheet is acceptable. 5. SCHEDULED CHANGES 5.1 Failure to appear for an officially scheduled league game, without the approval of the League President, shall constitute forfeiture of that game. A ten (10) minute grace period, which includes the five (5) minute warm-up period, shall be allowed from the official starting time before the officials call the game. Per rule 1.2.5, the District Director and/or District President may assess a three (3) game suspension to any head coach who deliberately forfeits a game. 5.2 A scheduled league game shall not begin until at least two (2) officials are on the ice. A ten (10) minute grace period shall be allowed for the officials to appear. After the grace period, the game shall be rescheduled. The home team shall be responsible for rescheduling the game. 5.3 A mutually agreed postponed game must be rescheduled fourteen (14) days prior to the original scheduled date. Games cannot be rescheduled in order for a team to play an exhibition/scrimmage game or to enter a tournament after the final District 3 league schedules have been posted. The Referee Scheduler must be notified, using the rescheduling format located on the District 3 web page. A $ fee, checks payable to Beltline Referee Association, must be paid to the Beltline Hockey Referee Association prior to rescheduling of the game by the team requesting the change, before the game will be officially changed. 5.3.a Games postponed with less than 48 hour notice prior to scheduled time will be fined an additional $ Monies collected will be designated to a special fund by the District President. 5.4 In the event the weather is such that it might be hazardous to the health of the participants, the game may be officially postponed. The coach wishing to postpone the game must contact the opposing coach. Each coach must contact the District President at least one and one half (1 ½) hours prior to game time. The District President will make the final decision and notify each coach. No appeal will be allowed. If the game is postponed, the District President will notify the referee scheduler. Both teams will share ice time cost equally. 5.5 A scheduled game, canceled for reasons beyond control of the teams involved (no officials, arena ice cancellation, etc.) must reschedule within nine (9) days. 11 5.6 A team may not reschedule more than two (2) games per season. 5.7 All league games for the teams participating in the District 3 tournament must be completed by the last day of the season. In the event the entire league schedule is not completed prior to District 3 playoffs, the District Director and District President will determine the tournament participants. This action will only be taken when the incomplete games affect the final league standings, which in turn affect the tournament participants. 5.8 All rescheduled games must comply with stated playing rules. 5.9 LEAGUE STANDINGS All District 3 league games will be used to determine final league standings based on the Minnesota Hockey Youth Playing Rules Fair Play In case of a tie for any position in the final league standings, district seeding will be determined by applying the following criteria in order of definition: 5.9.2a Head to head competition among the tied teams, determined by points (2 for a win, 1 for a tie, 1 Fair Play point). The position of each team is determined in order of highest total point count, regardless of the number of times the tied teams met in league play b Most wins in League play c Fewest losses in League play d Most Fair Play points earned in League play e Largest goal differential among tied teams. (six goal max per game) f Greatest quotient; goals for divided by goals against among the tied teams g Largest goal differential for all league play. (six goal max per game) h Greatest quotient, goals for divided by goals against for all league play i 5.9.2j Flip of a coin done by league official in the presence of the District Director. In the event of a three-way tie, using tie-breaker rules beginning with will be used to determine the #3 seed amongst the tied teams. The #3 seed is then eliminated. The remaining two teams will start over beginning with tie-breaking rules in to determine final seeding k In the event of a four-way tie, the same process will be used to eliminate the lowest remaining seed. When a position has been determined by the criteria in a-i, and there are at least two teams remaining in a tied condition, then the tie breaking criteria will be reinitiated among the remaining teams. 12 be the number one seed in district playoffs as determined above. The League Runner-up will be the number two seed as determined above Teams that are tied at the end of regulation time each receive one point. If a sudden death overtime period is played, the team scoring first will receive one additional point. 6. INVITATIONAL TOURNAMENTS 6.1 A Tournament Coordinator shall be appointed by the League President to review and approve tournament application and forward to the Minnesota Hockey Tournaments Vice President. 6.2 All invitational tournaments and sanctioned Jamborees conducted in District 3 shall be registered with and sanctioned by Minnesota Hockey and USA Hockey. 6.3 A mandatory tournament director s meeting will be held each year in September. Failure to attend will result in forfeiture of tournament sanctioning for that season. 6.4 A $100 fine, payable to the Beltline Referee Hockey Association, will be assessed to any association that alters an invitational tournament bracket with less than twenty- one (21) days notification. 6.5 District 3 or Regional tournaments take precedence over D3 league games. No District 3 Sanctioned/Invitational Tournaments or Jamborees will be played during year end district tournaments or regional tournaments unless there is adequate ice, officials and volunteers available to host both events. Prior approval by the District Director is required. 7. DISTRICT AND REGIONAL TOURNAMENT ENTRIES 7.1 DISTRICT 3 TOURNAMENTS Teams advancing to a Minnesota Hockey Regional or State Tournament will participate in an end-of-season tournament Teams not advancing to a Minnesota Hockey Regional or State Tournament will participate in a District 3 end-of-season tournament In District 3 End-of-Season Tournaments: Pee Wee, Bantam, 12UGirls, 15U-Girls, 10U Youth & 10U Girls, the Home Team, throughout the tournament, will be the team that finished highest in the league standings. Home team will wear light colored jerseys. 7.2 When District 3 seeds one (1) team to a Regional Tournament It shall be the District 3 Tournament Champion 7.3 When District 3 seeds two (2) teams to a Regional Tournament. 12 P a g e

13 7.3.1 The first seed shall be the District 3 Tournament Champion The second seed shall be the District 3 Tournament Consolation Champion. 7.4 When District 3 seeds three (3) teams to a Regional Tournament The first seed shall be the District 3 Tournament Champion The second seed shall be the District 3 Tournament second place team The third seed shall be the District 3 Tournament Consolation Champion. 8. DISCIPLINE POLICY 8.1 GAME MISCONDUCT PENALTIES When a game misconduct penalty is assessed, the player or team official is removed from the current game and is suspended for the NEXT previously scheduled game. All game misconduct penalties/match penalties must be reported by the Head Coach within 24 hours to the Supervisor of Officials, and in writing, either by fax or , within 48 hours. Failure to comply will result in an additional one (1) game suspension for the Head Coach. 8.2 MATCH PENALTIES Per USA Hockey rules, Rule 405 (c): A player or team official incurring a match penalty shall be immediately suspended from the current game and all future games and team activities (practice, off-ice training, skills, team building, etc.,) until the case has been heard by the Grievance Committee or 30 days have passed a. All match penalties will be reported by the Head Coach within 24 hours to the Supervisor of Officials and in writing, either by fax or , within 48 hours. Failure to comply will result in a one (1) game suspension for the Head Coach The Supervisor of Officials shall notify the Grievance Committee Administrator of the match penalty. The match penalty hearing will be held at the next scheduled hearing date. The next available date shall allow the District Administrator ample time to collect and disseminate information. The Administrator shall notify all participants of the hearing a The following individuals shall be notified of the hearing: Grievance Committee Chair, Association Representative (revolving member), District President, District Director, Supervisor of Officials (who is then responsible for contacting the officials involved in the infraction), player and family, related Association Representative and Association President The player/team official assessed with the penalty shall within three 13 P a g e

14 (3) days of the incident submit to the Grievance Committee Administrator a written account of the incident as a requirement of being reinstated Prior to the hearing, the Administrator shall perform due diligence in gathering information related to the incident and forward the information to the Grievance Committee Members and others notified of the meeting Players, coaches and others may be required to attend disciplinary hearings and will be notified in writing within 3 (three) days of any incident that requires a hearing Appeals of suspensions may be made to the District 3 Director as provided in Minnesota Hockey By-Laws, Article HIGH PERFORMANCE BOYS HIGH PERFORMANCE COACH SELECTION coach selection policies are pending and will be updated upon approval at the District 3 board meeting in November District 3 High Performance 15 Coaches shall be selected from the active season District 3 Bantam AA and A Coaches The High Performance 15 Head Coach shall be the head coach of the league- winning Bantam AA team The High Performance 15 Assistant Coaches will be the head coaches of the league runner-up Bantam AA team and the league third place Bantam AA team In the event one of the before mentioned coaches is unable to participate, the position shall be offered to the next league finishing head coach PLAYER NOMINATION Players shall be nominated by their Bantam AA or A Head Coach from current District 3 15-year-old players High school eligible players shall be nominated by their Varsity High School Head Coach and participation shall be at the discretion of the District 3 Director Associations who do not field a Bantam A team may nominate players from their Bantam B1 team. Participation shall be at the discretion of the District Director The number of players nominated from a team shall be based on the final league team positions, i.e. league winners shall nominate 5 or 6 players, league runner-up shall nominate 4 or 5 players, etc. No Bantam AA/A team shall be allowed fewer than 3 nominations. 14 P a g e

15 The District Director may invite any District 3 age eligible player to tryout at his/her discretion TEAM TRY-OUTS A minimum of 3 nights of tryouts shall be held Tryout evaluators shall be the current District 3 Bantam AA and A Head Coaches. In the event a Head Coach is unavailable, he may delegate a replacement from among his current coaching staff. 9.2 GIRLS HIGH PERFORMANCE COACH SELECTION District 3 High Performance 15 Coaches shall be selected from the active season District 3 14 & Under A Coaches and/or Girls High School Hockey Coaches from District 3 area High Schools In the event one of the before mentioned coaches is unable to participate, the position may be offered to another hockey coach PLAYER NOMINATION Players shall be nominated by their 14 & Under A coach from the current District 3 15-year-old players High school eligible players shall be nominated by their Varsity High School Head Coach and participation shall be at the discretion of the District 3 Director Associations who do not field a 14 & Under A team may nominate players from their 14 & Under B team. Participation shall be at the discretion of the District Director The District Director may invite any District 3 age eligible player to tryout at his/her discretion TEAM TRY-OUTS A minimum 3 nights of try outs shall be held Try out evaluators shall be the current District 3 14 & Under A Head Coaches, High School Varsity Coaches or Junior Varsity Coaches. In the event a Head Coach is unavailable, he/she may delegate a replacement from among his/her current coaching staff. 10. TIER ONE PROGRAMS Program established in the spring of 2016 to support a single District team advancing to national level tournaments conducted by USA Hockey. Minnesota Hockey will send teams at the Bantam, 15U Youth, 14U Girls Teams shall be determined by a try out process. 15 P a g e

16 coach selection policies are pending and will be updated upon approval at the District 3 board meeting in November Try outs shall be open to all interested parties who meet the age and district requirements. 11. LOCKER ROOM MONITORS Locker Room Monitors are required to complete SafeSport training and a volunteer background check prior to assuming their duties as a locker room monitor. Each District 3 Association must submit to D3 a written association policy regarding locker room monitors that is consistent with USA and MN Hockey rules. Team managers shall be responsible for monitoring. 16 P a g e
