She introduced the members of the PCAHA Executive Committee, PCAHA Life Members, and Shannon Bell (BC Hockey Officer-at-Large). A moment of silence was observed in memory of the friends of the game of hockey who had passed away during the past year, in particular Ken Burry, PCAHA Life Member, President of South Delta MHA from , PCAHA President from , and BC Hockey District Director from , who passed away on November 18, 2005; Louise Ferguson, Team Manager of the Ridge Meadows MHA Peewee C8 team, who passed away during her team s Spring Break Tournament; and Robert Costal, who played Minor Hockey for Sunshine Coast MHA and was killed while on active duty with the Canadian Armed Forces in Afghanistan. With the consent of the meeting, Doreen Tadey was appointed to act as recording secretary. President Parkyn reviewed the voting procedure. Rika Zick (Executive Director) confirmed that the By-Law quorum requirements had been met. There were 96 delegates representing 36 member Associations and Leagues carrying a total of 146 votes, 1 voting Life Member, 16 voting Executive members, and 5 non-voting Executive members present, for a total of 163 votes. 2. ADOPTION OF MINUTES: MOTION [Lochie Bell (Abbotsford MHA)/Len Cuthbert (Seafair MHA)]: That the Minutes of the 64th PCAHA Annual General Meeting, held Sunday, May 29, 2005, at the Best Western Richmond Hotel & Convention Centre, 7551 Westminster Highway, Richmond, B.C., be adopted as circulated. (AGM06.01) VOTE: CARRIED. MOTION [Terri Munro (PCAHA Past President)/Roy Weiss (Squamish MHA)]: That the Minutes of the 2005 PCAHA Semi-Annual General Meeting, held Sunday, September 18, 2005, at the PCAHA Office, # Henning Drive, Burnaby, B.C., be adopted as circulated. (AGM06.02) VOTE: CARRIED. MOTION [Rochelle Wallace (Vancouver MHA)/Tammy Mercier (North Vancouver MHA)]: That the Minutes of the PCAHA Extraordinary General Meeting, held Sunday, April 30, 2006, at the PCAHA Office, # Henning Drive, Burnaby, B.C., be adopted as circulated. (AGM06.03) VOTE: CARRIED. 3. ANNUAL REPORTS: (1) PCAHA President s Report - President Parkyn reported as follows: This season, my first as President, has been a learning experience. Two notable developments occurred during the past season. First, the on-line league data pilot project - PCAHA Teamlink - became active, thanks to the efforts of Munson McKinney. Second, the long-term debt on the PCAHA Office building was paid off. The Office is now 100% owned by you, the membership. Overall PCAHA registration declined 2.3% to 18,672, following three years of growth. It has - 3 -

4 been suggested that the pro hockey shut-down during was to blame for the decrease, and there may be some truth in this idea. Registration in Atom and above, which is made up mostly of returning players, stayed approximately the same, while Hockey 1-4 registration, which depends on new registrants, fell approximately 8%. We ll see if the return of pro hockey and coverage of the Torino Olympics helps attract larger numbers of new registrants for Female registration continued to grow, increasing by 4.5% this season after having more than doubled during the preceding five years. I would like to congratulate all the league winners, playoff champions, and recipients of the Team Achievement Awards at all levels. I would like to make particular mention of the PCAHA teams which won their respective BC Hockey Championship competition: Juvenile AAA - South Delta MHA A Midget B - Surrey MHA B1 Bantam AAA - Abbotsford MHA A Bantam AA - Seafair MHA A Bantam B - Burnaby Winter Club MHA B1 PeeWee AAA - North Shore Winter Club MHA A PeeWee AA - Hollyburn Country Club MHA A The Lower Mainland also had 8 teams place second at the provincials and 4 more finished third. The Abbotsford MHA Bantam A team went on to win the Western Canada Bantam Championship, the 4th time in the last 6 years that a PCAHA team has won the Western Canada Championship. In closing, I would like to thank the Association Presidents and the members of the PCAHA Executive for their work and support. (2) Report on Hockey Canada Annual Meeting - Shannon Bell (BC Hockey Officer-at- Large) reported on the recently completed Hockey Canada Annual General Meeting, May 19-23, at St. John s, Newfoundland and Labrador: There is an effort to standardize the enforcement of penalties, particularly obstruction and stick infractions. BC Hockey wanted implementation of the rules emphasis to be staggered, but it will apply at all levels during the coming season. The Hockey Canada Development Model will continue to apply for at least the next 2 years. Major Junior teams will be limited to four (4) 16 year olds, while Junior A and Junior B teams will be limited to two (2) 16 year olds. There were also changes to the regulations governing 16 year olds affiliated to Junior hockey. Changes were adopted to the location of the goal lines and blue lines. The Branch will be issuing information on this rule change within the next week. (3) BCH District Directors Report - Bonnie Cameron presented a report on behalf of herself, Howard LeTroy, and Marline Sandferd.: The District Directors attended the Coach/Managers meetings at the beginning of the past season and presented what was expected of the team officials. The District Directors attended special events throughout the year. There was a drop in Match/Gross Penalties in all divisions. The 5 BC Hockey Championships that were held in the Lower Mainland were very successful. Bonnie thanked and congratulated the host Associations. The District Directors thanked the PCAHA Executive Committee members for their assistance throughout the year. (4) Adoption of PCAHA Annual Reports - MOTION [Rich Baerg (Burnaby MHA)/Lochie Bell (Abbotsford MHA)]: That the Annual Reports of PCAHA Executive members and Committees for the season be adopted as presented. (AGM06.04) VOTE: CARRIED. 4. FINANCIAL REPORTS: (1) Audited Financial Statements - The Financial Statements and - 4 -

5 Auditor s Report had been previously circulated. President Parkyn reported that the PCAHA s Auditors, Smythe Ratcliffe, Chartered Accountants, were unable to be in attendance. MOTION [Len Cuthbert (Seafair MHA)/Lochie Bell (Abbotsford MHA)]: That the PCAHA audited Financial Statements for the fiscal year ended April 15, 2006, be approved. (AGM06.05) VOTE: CARRIED. (2) Operating Budget - MOTION [Lochie Bell (Abbotsford MHA)/Rich Baerg (Burnaby MHA)]: That the PCAHA Operating Budget for the season be approved. (AGM06.06) VOTE: CARRIED 5. APPOINTMENT OF AUDITOR: MOTION [Rob Kullar (Surrey MHA)/Roy Weiss (Squamish MHA)]: That Smythe Ratcliffe, Chartered Accountants, be re-appointed PCAHA Auditors for the fiscal year. (AGM06.07) VOTE: CARRIED. 6. OLD BUSINESS: None. 7. SPECIAL BUSINESS: (1) Endorsement of Candidates for BC Hockey District Director - President Parkyn noted that it is customary for the PCAHA membership to endorse candidates for the position of BC Hockey Lower Mainland District Director in advance of the BC Hockey Annual General Meeting. Election of the District Directors will occur at the BC Hockey AGM in Langley, June MOTION [Roy Weiss (Squamish MHA)/Len McNeely (Burnaby Winter Club MHA)]: That the membership of the PCAHA endorse and support Bonnie Cameron, Howard LeTroy, and Marline Sandferd for the positions of BC Hockey Lower Mainland District Director for the season. (AGM06.08) VOTE: CARRIED. (2) Hosts for 2007 BC Hockey Championships - According to BC Hockey s rotation of host Districts, the Lower Mainland District is scheduled to host the PeeWee AAA and Bantam B Championships during Spring Break, President Parkyn advised that PCAHA Bulletin #37 had requested bids to host these playoffs. Bids to host had been received from Abbotsford MHA and Cloverdale MHA for PeeWee AAA and from North Delta MHA for Bantam B. (i) PeeWee AAA - As there were two bids to host the PeeWee AAA Championships, both Associations were asked to make a brief presentation. Lochie Bell (President) spoke on behalf of Abbotsford MHA, stating that Abbotsford MHA had successfully hosted three "B" provincials consecutively. Gary Eaton (President) spoke on behalf of Cloverdale MHA, stating that the new Executive of Cloverdale is fully supportive of hosting the PeeWee AAA provincials. Gary gave a personal commitment and said that Cloverdale MHA has the experience and the necessary resources to host a successful championship. MOTION [Roy Weiss (Squamish MHA)/Len Cuthbert (Seafair MHA)]: That the decision on the host for the 2007 BC Hockey PeeWee AAA Championship be made by ballot. (AGM06.09) VOTE: CARRIED. The result of the ballot was that Cloverdale MHA was approved to host the 2007 PeeWee AAA Championships. MOTION [Rich Baerg (Burnaby MHA)/Lochie Bell (Abbotsford MHA)]: That the ballots be destroyed

6 (AGM06.10) VOTE: CARRIED. (ii) Bantam B - MOTION [Len Cuthbert (Seafair MHA)/Ben Mangone (Aldergrove MHA)]: That in accordance with BC Hockey Regulation 5.61, North Delta MHA be designated host for the BC Hockey Bantam B Championships. (AGM06.11) VOTE: CARRIED. President Parkyn noted that it was possible that other BC Hockey Championships may become available if the designated District is unable to host. This information will be known at the BC Hockey Annual General Meeting. [The meeting adjourned for coffee break from 10:17 AM to 10:32 AM during counting of the ballots for the PeeWee AAA championships]. 8. AMENDMENTS TO THE CONSTITUTION/BYLAWS: The chair passed to Terri Munro (Past President and Chair, PCAHA Rules Committee) for consideration of amendments to the PCAHA By-Laws, Rules and Regulations. Terri Munro informed the meeting that amendments to the By-Laws (Resolutions #1-3) required a 75% majority for approval, while amendments to the Rules and Regulations (Resolutions #4-18) required a simple majority (50% plus one) to pass. #1. By-Laws - Omnibus Housecleaning Resolution: MOTION [Rich Baerg (Burnaby MHA)/Lochie Bell (Abbotsford MHA)]: That the following changes be made to the By-Laws: (a) By-Law 1(1)(e), page 35, and elsewhere, BC Hockey [Housecleaning]: WHEREAS the British Columbia Amateur Hockey Association now refers to itself as BC Hockey, THEREFORE BE IT RESOLVED that By-Law 1(1)(e), which states as follows: BCAHA refers to the British Columbia Amateur Hockey Association; be amended to state [change underlined]: BC Hockey or BCAHA refers to the British Columbia Amateur Hockey Association; and BE IT FURTHER RESOLVED that all subsequent references to BCAHA, the BCAHA or the British Columbia Amateur Hockey Association in the By-Laws be changed to BC Hockey. (b) By-Law 6, PCAHA Team Membership, page 36 [Housecleaning]: WHEREAS BC Hockey has changed its membership year to commence on August 15th and end on August 14th of the following year (BCH para. 317), THEREFORE BE IT RESOLVED that in By-Law 6 the expiration date for team membership in the PCAHA be changed from August 31st to August 14th. This By-Law will then read as follows [change underlined]: Minor hockey teams which are affiliated with a Minor Hockey Association shall be composed only of players and team officials who are duly registered by the Minor Hockey Association in accordance with the rules and regulations of the PCAHA, BCAHA, and HC. Membership for such teams shall commence upon acceptance of the team s registration by the PCAHA Executive Director and shall expire as of the following August 14th or at the conclusion of the next PCAHA Semi-Annual general meeting, whichever date is later. (AGM06.12) VOTE (>75%): CARRIED

By-Law 62(1)(d), Managing Director, Female Hockey, page 46: MOTION [Gord Abercromby (Burnaby MHA)/Rob Kullar (Surrey MHA)]: Current wording: The Managing Director, Female Hockey, shall: (i) chair the Female Hockey Committee; (ii) be responsible for supervising Female Hockey activities within the PCAHA; (iii) assist the PCAHA s member Female Hockey Minor Hockey Associations and League(s) in the promotion and development of Female Hockey; (iv) perform such other duties as may from time to time be assigned by the President. WHEREAS duties the duties of the Managing Director, Female Hockey, are in general the same as other Managing Directors, and WHEREAS the duties identified in By-Law 62(1)(d) are explicitly or implicitly covered elsewhere, THEREFORE BE IT RESOLVED that By-Law 62(d)(i)-(iv) be deleted and that By- Law 62(d)(iii), which states: The six (6) Managing Directors appointed pursuant to By-Law 41(1) shall be assigned duties as Managing Directors in their prescribed C leagues. be amended to read [changes noted]: The six (6) Managing Directors appointed pursuant to By-Law 41(1) shall be assigned duties as Managing Directors in their prescribed C leagues, and the Managing Director, Female Hockey, appointed pursuant to By-Law 41(2), shall be responsible for Female Hockey activities within the PCAHA. (AGM06.13) VOTE (>75%): CARRIED. #3. By-Law 78(1), and elsewhere, Executive Members Attendance at BC Hockey AGM, page 53: MOTION [Kathy Bilko (Langley MHA)/Ken Crawford (Aldergrove MHA)]: WHEREAS PCAHA Risk Manager is not presently included in the list of Executive Committee members whose attendance the BC Hockey AGM may be paid by the PCAHA, and WHEREAS this omission is a result of the PCAHA Risk Manager being a relatively new Executive position (2003), and WHEREAS in any case the attendance of Executive Committee members at the BC Hockey AGM is subject to the annual budget amount approved by the membership at the Annual General Meeting, THEREFORE BE IT RESOLVED that By-Law 78(1) be amended to add PCAHA Risk Manager. This clause will then read as follows: The expenses of the Officers, Managing Directors, Referee Assigning Coordinator, Coaching Coordinator, Risk Manager, and Assistant Executive Director when attending the BCAHA annual general meeting shall be paid by the Society on the following basis: (a) Delegate registration fees as set by the host association. (b) Hotel expenses. (c) Total meal allowance: reasonable meal allowance to be determined by the Finance Committee. (d) Travel allowance: reasonable travel expenses to be determined by the Finance Committee. (AGM06.14) VOTE (>75%): CARRIED. 9. AMENDMENTS TO THE MINOR HOCKEY RULES AND REGULATIONS: The Chair noted that amendments to the Rules and Regulations required a simple majority (50% plus one) to pass. #4. Rules & Regulations, including Addenda, General: MOTION [Rich Baerg (Burnaby MHA)/Lochie Bell (Abbotsford MHA)]: WHEREAS the PCAHA Rules & Regulations, including Addenda, have been amended numerous times over the years, and - 7 -

8 WHEREAS it possible that incorporation of these amendments into the text of the various clauses may have resulted in minor differences between the text of the resolutions and the text of the printed version of the Rules & Regulations, including Addenda, published in the PCAHA Rulebook, THEREFORE BE IT RESOLVED that the Pacific Coast Amateur Hockey Association Rules & Regulations, including Addenda, as printed in the PCAHA Rulebook be adopted in total. AMENDMENT [Rich Baerg (Burnaby MHA)/Cameron McLeod (North Delta MHA)]: That the wording of the resolution be changed to as printed the PCAHA Rulebook and corrected. DISCUSSION: Chairperson Munro thanked Cameron McLeod (North Delta MHA) for spotting the fact that an error in the printing of the Rulebook (table on page 110) was identified and corrected in Iris Parkyn s memo of October 30, (AGM06.15) (Amendment) VOTE: CARRIED. #5. Rules & Regulations - Omnibus Housecleaning Resolution: (AGM06.16) (Amended Motion) VOTE: CARRIED. MOTION [Dan Melanson (Burnaby Winter Club MHA)/Len Cuthbert (Seafair MHA)]: That the following changes be made to the Rules and Regulations: (a) Rules & Regulations, Section A(1), page 60 [Housecleaning]: BE IT RESOLVED that the first part of Section A(1), which states: These Rules and Regulations govern competition in Minor Hockey in the Lower Mainland district of the BCAHA in the following divisions (age limits as defined by the BCAHA/HC): be replaced with the following [changes underlined]: These Rules and Regulations govern competition in Minor Hockey within the PCAHA in the following divisions (age limits as defined by the BCAHA/HC): (b) Rules & Regulations, Section A(4)(b), p. 61, and elsewhere, BC Hockey [Housecleaning]: WHEREAS the British Columbia Amateur Hockey Association now refers to itself as BC Hockey, THEREFORE BE IT RESOLVED that Section A(4)(b), which states as follows: BCAHA - refers to the British Columbia Amateur Hockey Association. be amended to state as follows [changes underlined]: BC Hockey or BCAHA - refers to the British Columbia Amateur Hockey Association. and BE IT FURTHER RESOLVED that references to BCAHA or Branch in the Rules and Regulations be changed to refer to BC Hockey. (c) Rules & Regulations, Section A(4)(h), Hockey Canada Carded, page 61 [Housecleaning]: BE IT RESOLVED that Section A(4)(h), which states as follows: Hockey Canada Carded or HC-carded shall refer to teams, team officials, and players who are required to register on Hockey Canada player registration certificates or the equivalent. be amended to state [changes underlined]: Hockey Canada Carded or HC-carded shall refer to teams, team officials, and players who are required to register on Hockey Canada player registration certificates or the equivalent. (d) Rules & Regulations, Section A(4)(u), page 62, and Section C(8)(c), page 67, PCAHA Playing Season [Housecleaning]: WHEREAS BC Hockey has changed its membership year to commence on August 15th and end on August 14th of the following year (BCH para. 317), THEREFORE BE IT RESOLVED that Section A(4)(u), which states as follows: - 8 -

9 PCAHA Playing Season - shall be considered to begin on September 1st and end on the following August 31st. be amended to state [changes underlined]: PCAHA Playing Season - shall be considered to begin on August 15th and end on the following August 14th. and BE IT FURTHER RESOLVED that in Section C(8)(c), page 67, the reference to the conclusion of the PCAHA playing season, August 31st be changed to the conclusion of the PCAHA playing season, August 14th. (e) Rules & Regulations, Section B(1)(a), Hockey Canada Cards, page 63 [Housecleaning]: BE IT RESOLVED that in Section B(1)(a) the words HC A cards be replaced with HC A registration certificates. WHEREAS some non-carded Female teams have brought up affiliates when there have been sufficient players from the regular team roster, and WHEREAS it is not the intent of the affiliate rule to have the rostered players on the team receive less icetime due to affiliate use, THEREFORE BE IT RESOLVED that Section C(37), 3rd paragraph, be amended by addition of the following: The Affiliate Player rule shall only be applied in situations in which a team has (i) 12 or fewer skaters for a particular game or (ii) has no goaltender available for a particular game. Rules and Regulations, Section E, Supplemental Oxygen, pages [New]: Submitted by: Aldergrove MHA and Richmond MHA MOTION [Gerald Esau (Port Moody AHA)/Ben Mangone (Aldergrove MHA)]: Insert under Section E of the PCAHA Rules and Regulations: Supplemental oxygen and similar products, which are not medically prescribed, shall be prohibited at all PCAHA sanctioned games. The penalty for use of such shall be a three game suspension for the coaching staff in attendance and forfeiture of the competition at which the supplemental oxygen product is found to be in possession

11 DISCUSSION: Ken Crawford (Aldergrove MHA) said that the Hockey Canada rules have no effective consequence for the use of oxygen. He felt that there should be a stronger penalty than a warning. He also said that an oxygen product was discovered on the bench of a team during this year s Final 4 play downs. Cameron McLeod (North Delta MHA) expressed concern on how the rule would be enforced. Roy Crowe (North Vancouver MHA) felt that the resolution should address any performance enhancing product. Rich Baerg (Burnaby MHA) suggested that the wording could be simplified to "no supplemental oxygen, only water". MOTION [Rich Baerg (Burnaby MHA)/Jim Fisher (Tri Cities Female IHA)]: That Resolution #8 be tabled until after lunch break. (AGM06.20) (Motion to Table) VOTE: CARRIED. #9. Rules and Regulations, Section E, Strobe Light Ban, page [New]: MOTION [Roy Weiss (Squamish MHA)/Dan Melanson (Burnaby Winter Club MHA)]: Current wording: None. WHEREAS it is a long established medical fact that strobe lights can cause epileptic seizures. Fans and players should not be subjected to other fans who bring portable strobe lights to games and use them to celebrate their team s successes. THEREFORE BE IT RESOLVED that the following be added to Section E: The use of strobe light equipment by spectators and others shall be prohibited, as such use may have an undesirable medical side effect. Team officials shall ensure such equipment is not used before, during, and after any game. MOTION [Roy Weiss (Squamish MHA)/Michele Kraatz (Surrey MHA)]: WHEREAS this notice of motion affects all of Section Q and R. We will provide the proposed wording changes for the restructuring of Hockey 1-4. The intent of this motion is to bring the members of Pacific Coast Amateur Hockey Association more on line with the national program for 5 to 8 year old hockey players. Our current structure is not consistent with the program or resources our instructors/coaches are supplied with for the development of out 5 to 8 year old players. THEREFORE BE IT RESOLVED that Section Q and Section R be replaced with the following: SECTION Q - INTRODUCTION TO HOCKEY Initiation A & B as set out in the Canadian Hockey Initiation Program Manual: 1. Objective: The objective of Introduction to Hockey shall be to provide entry level Minor Hockey players aged instruction in the basic skills of the game of hockey in a positive atmosphere, utilizing the Hockey Canada Initiation Program. 2. Eligibility: (a) Players registering in Minor Hockey who are age 8 and under may be assigned to Introduction to Hockey. (b) The criteria for the assignment to either A or B shall be as set out in the Canadian Hockey Initiation Program manual. (c) (Strike out (c))

14 3. Administration: (Strike out Section 3 completely and see Section R for changes). SECTION R - INITIATION AND NOVICE HOCKEY: 1. Objectives: (a) To provide an introduction to hockey players aged 8 and under in a recreational structure. (b) To promote skill development and sportsmanship. Note: For Female Novice, refer to Section J(3). 2. Administration and Structure: (a) Inter-association play shall be governed by the regional C leagues. The PCAHA Vice- President in charge of each Conference shall be responsible for promoting inter- C -league communication and ensuring that Initiation and Novice hockey is conducted in accordance with this Section. (b) Initiation and Novice hockey shall be subdivided as follows: Initiation A & B shall follow the Introduction to hockey as set out in the Canadian Hockey Initiation Program manual. Novice hockey shall consist of 6, 7, and 8 year olds who are able to complete the skills as set out in the Canadian Hockey Initiation Program Manual. (c) An Association forming teams for house league play and/or inter-association play shall divide all players within each of Hockey Initiation A, B, and Novice into equally balanced teams prior to commencing inter-association play. Equally balanced teams shall mean teams which are balanced on the basis of the skill levels of the players and competitive strength. All players shall be rostered in accordance with Section C(17-22). (d) All-star, rep, or select teams of any kind are strictly prohibited. Any Association, team official, or other individual organizing all-star, rep, or select team competition for Initiation and/or Novice players shall be suspended. (e) Teams of one level shall not be allowed to move as a unit into a higher level. (f) Member Association may move exceptional Novice 8 year old players into the Atom Division to play at the level of their ability. Any Novice-aged player moved to Atom will no longer be eligible to play in the Novice Division, except that a written application to move such a player back to the Novice Division may be entertained by the Managing Director if filed prior to January 10th. Note: A player playing temporarily as an Affiliate Player under Section C(39)(c) is not considered to have been moved to the higher division. A maximum of 3 Novice-aged players may be registered with any one Atom team. 3. Games and Game Limitations: (a) Rostered teams are eligible to play exhibition games and participate in tournaments or jamborees, provided exhibition game number(s) and/or tournament permission is first obtained from the League Manager. These teams are also eligible to participate in scheduled league arrangements under the jurisdiction of the C League. (b) (i) No Initiation A team shall play more than a maximum of 20 games during the PCAHA playing season, which shall include a maximum of two (2) tournaments or jamborees. (ii) No Initiation B team shall play more than a maximum of 30 games during the PCAHA playing season, which shall include a maximum of two (2) tournaments or jamborees. (iii) No Novice team shall play more than a maximum of 40 games during the PCAHA playing season. (c) (i) In Initiation A there shall be no Inter-Association games played prior to October 30th except that teams from small Associations (those with 4 or fewer Initiation A teams) shall be permitted a limited number of inter-association exhibition games for balancing purposes against teams from other small Associations beginning October 15th. (ii) In Initiation B there shall be no Inter-Association games played prior to October 30th except that teams from small Associations (those with 4 or fewer Initiation B teams) shall be permitted a limited number of inter-association exhibition games for balancing

15 purposes against teams from other small Associations beginning October 15th. (iii) In Novice there shall be no Inter-Association games played prior to October 15th except that teams from small Associations (those with 4 or fewer Novice teams) shall be permitted a limited number of inter-association exhibition games for balancing purposes against teams from other small Associations beginning October 1st. (d) No tournaments/jamborees shall be sanctioned prior to November 1st. (e) (i) In Initiation A scheduled league arrangements under the jurisdiction of the C League shall consist of not more than 6 games per team and shall commence following the Christmas Break. (ii) In Initiation B scheduled league arrangements under the jurisdiction of the C League shall consist of not more than 13 games per team and shall commence not earlier than the weekend following Remembrance Day. (iii) In Novice scheduled league arrangements under the jurisdiction of the C League shall consist of not more than 13 games per team and shall commence not earlier than the weekend following Remembrance Day. (f) No standings shall be kept for any league arrangements, tournaments, or jamborees. (g) There shall be no playoffs of any kind. C Leagues wishing some form of wind-up Event may consider scheduling a tournament-type event with teams matched solely on the basis of a chance draw. (h) Initiation A and Initiation B teams shall not be eligible to participate in exhibition games or tournaments/jamborees outside the geographical area of the PCAHA (which shall include USA Hockey based members of the PCAHA), with the exception that Sunshine Coast MHA Initiation A and Initiation B teams shall be permitted to play games versus Powell River MHA. (i) C Leagues may adopt additional restrictions on numbers of games or game starting dates. 4. Playing Rules: (a) In each game, equal ice time shall be given to all players regardless of playing ability. (b) The 2-min. buzzer rule shall be mandatory for Initiation A and B teams. For Novice teams, utilization of the 2-minute buzzer rule shall be determined by the C league responsible. Two Minute Buzzer Rule: (i) A shift shall be two minutes stop time, commencing at the time the puck is dropped following the end of the previous shift. At the expiration of the 2-minute shift, the timekeeper shall sound the horn or buzzer to signal the end of the shift. Play shall be stopped immediately, the players shall change, and the face-off for the successive shift shall be at centre ice. (ii) No substitution of players shall be permitted during the two minute shift with exception of (a) a situation in which a player is injured and cannot continue, and (b) those situations in which the HC playing rules require a team to substitute a player from the bench to maintain the correct number of players on the ice (e.g., coincidental minor penalties). (iii) When a player s penalty overlaps the beginning of a shift, the penalized player must remain in the penalty box for the full penalty time. The penalized team will be allowed to substitute a player from the bench for the penalized player at the end of the shift in which the penalty occurred. The penalized player will be allowed to return to the players bench during a stoppage of play after serving his/her full penalty time. If a power play goal is scored by the opposing team before the end of the shift while the player s team is playing short-handed as a result of a 2-minute penalty, the penalized player shall return to the ice as permitted by the HC playing rules. (iv) Recommended period times under the 2-minute buzzer rule shall be as follows: Icetime Duration Warm-up First Second Third 1 hour (or ½ of time left) 1¼ hour (or ½ of time left) (c) It is recommended that strong lines play against strong lines, but coaches may choose to equalize all lines as mutually agreed prior to the start of the game. However, a strict rota

16 tional system of line changes shall be used. (d) If a team plays with less than 2 full lines, the double shifts shall be rotated equally to all team players. (e) The official PCAHA four-page game report shall be used for all games, except that no record of scoring shall be kept in Initiation A or B. (f) (i) In Initiation A or Initiation B the score shall not be posted on the scoreboard, nor recorded in any manner. (ii) In Novice the score may be recorded and posted, but if the goal spread exceeds 5 goals no more than a 5 goal spread may be posted on the scoreboard. (g) Penalties should be assessed and explained according to HC and PCAHA rules. These penalties should be treated as instruction procedure for teaching purposes. (h) Coaches shall be directly responsible to ensure that hockey is played for the purpose of Instruction on a strictly informal, fun basis. AND BE IT FURTHER RESOLVED that we believe that this motion of resolution in its entirety is for the betterment and consistency of our 5 to 8 year old players, playing hockey in PCAHA. DISCUSSION: Michele Kraatz (Surrey MHA) stated that Fraser Valley West had issues with the rules and terminology governing Hockey 1-4. She stated that the PCAHA is the only Association in Canada not following Hockey Canada's organization for players up to 8 years of age. Chuck Campbell (New Westminster MHA) responded that Hockey Canada s 2-year age divisions are largely irrelevant as hockey at age 8 and below is entirely regional/local and that interpretations of Hockey Canada s divisions in other areas of Canada are no better than the one currently in place within the PCAHA. He said nothing presented in the resolution suggests the change would be in the best interests of players from age 5-8 and the proposed program would be more difficult to administer. Michele Kraatz (Surrey MHA) said that the resolution is not addressing the structure of these divisions from an administrative viewpoint but from a consistent and developmental program for the players and their teams. Chuck Campbell (New Westminster MHA) said that there are overage procedures already in place which can be used to determine movement from each level. The present Hockey 1-4 structure is intended to provide the best opportunity for players to develop their skills as well as to have fun. Gary Eaton (Cloverdale MHA) asked for the history behind the program now in place. Andrew Mustard (PCAHA Assistant Executive Director) gave an explanation. (AGM06.29) VOTE: DEFEATED. Terri Munro apologized on President Parkyn s and her behalf for the outburst of a PCAHA Executive member after the result of the vote was announced. #16.
