13 Compliance Safe Sport, Locker Rooms, Penalty Boxes, Injuries and Insurance

14 Safe Sport Training All organization members that have access to the players MUST be Safe Sport trained. This includes coaches, managers, organization management, penalty box volunteers, etc. Safe Sport training is an on-line seminar that takes about 90 minutes to complete and the completion certification is valid for two years. All coaches and managers that do not have a valid SafeSport certification CANNOT be added to a roster and CANNOT participate with the team in any way. All those not rostered are not covered by USA Hockey insurance and they also invalidate the coverage for all others with whom they share the ice. Safe Sport training can be accessed at

15 Locker Rooms, Penalty Boxes, Injuries and Insurance All organizations are required to have a locker room monitoring policy. All penalty boxes need adult supervision if the player cannot enter or exit the penalty box safely on his own. If the penalty box is immediately adjacent to the player bench, it must be supervised by a credentialed coach. If a major injury occurs, please notify the NJYHL Registrar and Risk Manager. USA Hockey Insurance provides secondary insurance coverage. Additional information can be found at UPDATE for Season - USA Hockey no longer requires each player to complete a Consent to Treat form.

17 USA Hockey Rules and Regulations HELMETS All ice hockey coaches and instructors of registered USA Hockey Youth 18 & Under and below, high school, girls /women s 19 & under and below, and disabled programs must properly wear an approved ice hockey helmet during all on-ice sessions, including practices, controlled scrimmages and all Coaching Education Program clinics and/or workshops. Penalty for not wearing a helmet is a minimum thirty (30) day suspension.

18 USA Hockey Rules and Regulations PROGRESSIVE SUSPENSIONS - PLAYERS USA Hockey Rule 411 states: Any player who receives their third major penalty during the same season for any combination of aggressive infractions shall receive an additional three game suspension. Any player who receives their fourth major penalty shall receive an additional five game suspension. Any player who receives their fifth major penalty shall be suspended until a hearing is conducted by the Affiliate. These suspensions are in addition to any others imposed through the official playing rules.

19 USA Hockey Rules and Regulations PROGRESSIVE SUSPENSIONS - COACHES USA Hockey Rule 411 states: Any team who receives three major penalties in the same game shall have its Head Coach suspended for the next game for that team. Any subsequent game where the team receives three or more major penalties in the same game the Head Coach shall serve a three game suspension. For the third game with three or more major penalties by the same team during the same season, the Head Coach shall be suspended indefinitely until a hearing has been conducted by the Atlantic Affiliate. These suspensions are in addition to any others imposed through the official playing rules.

22 NJYHL Rules and Regulations Season Changes The NJYHL Board of Directors voted on and approved a major update of the Guidebook at the 2017 Annual Meeting. All changes in the book are highlighted. We recommend you read the entire Guidebook to familiarize yourself with these changes. The Guidebook can be found on the NJYHL website, Some of the changes include:

23 NJYHL Rules and Regulations Season Changes 55. When a player, coach or other team official receives a game misconduct, or match penalty in a NJYHL game, that suspension must be served in the immediate subsequent League game(s). This is independent of any USA Hockey suspension incurred, although they may be served concurrently. Note: If the next scheduled game is non-league, the USA Hockey penalty must be served in that game with the League suspension being served in the next League game. If the penalty is assessed at the end of the playing season, the suspension shall follow the player, coach or other team official into the start of the next season. In the event the player, coach or other team official joins another NJYHL organization the following season, it is the new Organization and player, coach or other team official s responsibility to be transparent about serving this suspension. Rules regarding an ineligible player or coach participating in a game will apply if they participate in a game in the following season without properly serving the suspension assessed at the end of the last season.

24 NJYHL Rules and Regulations Season Changes 55C. Any coach using an ineligible player (one who is not rostered, over-aged or under suspension) in a game will result in the following additional penalties being assessed: Coach - ten (10) game suspension Player - five (5) game suspension The offending Organization will be fined $1,000 per game. The offending team will forfeit each game where the ineligible player participated. 55E. Any coach or team official who is ejected from a game or who is serving a suspension may not be in the area of the player s locker room or bench or in any way coach the team during a game while under the suspension or ejection.

25 NJYHL Rules and Regulations Season Changes 75. Spectators at all League games are expected to act with decorum and show good sportsmanship. While crowd control is the responsibility of the home team, if an official feels that the actions of the spectators are having a disruptive influence on the progress of the game, he shall advise the home team to warn the spectators involved to discontinue their disruptive behavior or they will be cleared from the rink. If, in the judgment of the game officials, the spectators have not responded positively to the warning, the officials may then order the rink cleared of any fans they so designate. The official is required to record the name of any spectator on the score sheet. The official will not continue the game until the spectator has been identified by the offending team s coach. The Commissioner will assess a $100 fine to the offending team for each spectator ejection. The Commissioner also has the right to suspend the related player for a parent/guardian ejection.

26 NJYHL Rules and Regulations Season Changes 12. Each Organization must submit to the League Registrar a copy of each team s approved USA Hockey roster before each team s first League game. If the Organization fails to submit a copy of the team s approved USA Hockey roster to the League Registrar, each game played by that team will be declared a forfeit until such roster is received by the League Registrar. In addition, there shall be a fine of $1,000 assessed for each game forfeited. Any changes to the approved USA Hockey roster must also be submitted to the League Registrar which includes any roster moves/adds/drops. No changes to the approved USA Hockey roster can be made after December 31.

27 NJYHL Rules and Regulations Season Changes If two or more teams have an equal number of points, their position in the standings shall be determined by the following tie breaking format. If one tie-breaker establishes a position for one or more teams, each team is placed in the applicable position. Once a team or teams are placed, the remaining tied teams shall start the tie breaking process again at step A. (If all tied teams have not played each other, then proceed to step B). Note: A team may go into the tie breaking process having defeated another of the tied teams and still not advance. The tie-breaker formulas are as follows: A. The results of the head-to-head games played between the tied teams in the following order: 1) Standings Most points. 2) Most total wins (whether in regulation, overtime and shootout). 3) Differential Subtracting goals scored against from goals scored in these games, the positions being determined in order of the greatest surplus. 4) Quotient Dividing the goals scored in these games by the goals scored against, the positions being determined in order of the greatest quotient. A quotient involving dividing by zero (0) has higher standing than a quotient from dividing by any number other than zero. Where two or more teams have no goals against and the quotient tie breaker is required, the teams shall be ranked high to low in descending order of goals for. 5) Most periods won In the games played by each tied team, points will be awarded for each regulation period won (2 points) and for each regulation period tied (1 point). Positions shall be in the order of highest point total.

If after applying the formulas of A 1,2,3,4,5 or the tie still exists, the results of all the games played by the teams tied in the following order. 1) Most total wins (whether in regulation, overtime and shootout). 2) Differential Subtracting goals scored against from goals scored in these games, the positions being determined in order of the greatest surplus. 3) Quotient Dividing the goals scored in these games by the goals scored against, the positions being determined in order of the greatest quotient. A quotient involving dividing by zero (0) has higher standing than a quotient from dividing by any number other than zero. Where two or more teams have no goals against and the quotient tiebreaker is required, the teams shall be ranked high to low in descending order of goals for. 4) Most periods won In the games played by each tied team, points will be awarded for each 34 regulation period won (2 points) and for each regulation period tied (1 point). Positions shall be in the order of highest point total. 5) Quickest first goal The team that scored the quickest goal in their preliminary round games shall be ranked highest. If the above procedure does not break the tie, the teams shall use a shootout procedure as previously described. Note: If a team forfeits any of its games, and becomes involved in any tie breaking formula to determine its eligibility to advance to the next level of play, the team forfeits all games in the round robin play and the games are recorded as 1-0 victories for the non offending team.

30 Penalties And Suspensions 15 or more penalties in one game = 1 game suspension for coach. If this happens 3 times in the same season, it is an additional 3 game suspension for the coach. Uses language that is offensive, hateful or discriminatory in nature anywhere in the rink before, during or after the game is an automatic 3 game suspension and will be reviewed by the Commissioner for further action. Match penalty is a minimum automatic 3 game suspension and the Commissioner must be contacted immediately to determine the overall length of the suspension. A coach leaving the bench for any reason except to tend to an injured player shall be ejected and receive a 3 game suspension. A coach encouraging players to violent action or condoning such action shall be ejected and suspended for a minimum of 5 games. Placing hands on or otherwise touching an official is a minimum 5 game suspension for the first infraction and expulsion if it happens a second time.

31 Serving Suspensions When a Game Misconduct or Match Penalty is received in an NJYHL game, the suspension is served in the immediate subsequent NJYHL game. If the immediate next game is a non-league game, the suspension is served in that game (to satisfy USA Hockey requirement) and then also in the next NJYHL game on the schedule (potential for 2 games missed). The Commissioner must be contacted immediately when a fighting major penalty or match penalty is assessed. The offending team is responsible to initiate the contact. Penalties requiring suspension in non-league games must be sent to the Commissioner. Any player serving a suspension must not be in the playing area (bench, penalty box or scorekeeper area) Any coach serving a suspension may not be near the player bench or be coaching in any way.

32 Serving Suspensions Any coach using a player under suspension incurs additional suspension and fine (covered earlier under rule changes) Officials do not assess suspensions they assess penalties. The written penalty attaches a suspension. Officials do not have the authority to comment on the length of a suspension nor can they lessen (or increase) a suspension The NJYHL Commissioner is the only one that can reduce or increase a suspension at his discretion. There is a right of appeal for any suspension involving more than three games.

34 Team Registration and Rostering USA Hockey Rosters must be submitted to NJYHL Registrar before the first NJYHL game is played. 20 players maximum; 10 players minimum. 8 player movements between teams through 12/31 (excluding goalies). A player cannot be rostered on more than one NJYHL team. A player cannot compete in the NJYHL if he/she is also rostered on a Tier I youth team or a Junior team. 16U/18U players may roster with a Tier I or Junior team at the conclusion of the NJYHL team s season but will be ineligible for post-season participation with their NJYHL team once released. Players must be rostered to participate.

35 Standings, Playoffs, Methods of Determining a Winner 14U, 16U, 18U PLAYER PLAYOFF ELIGIBILITY RULE 90 Each player must participate in a minimum of 50% of the League games scheduled for the team. Any player rostered after the end of league play is ineligible for post season play. In the event of an injury or other extraordinary circumstances, the Board reserves the right to waive this rule. It is the responsibility for the individual teams to insure that all their players are eligible. If a team uses an ineligible player in a playoff game, that game will be declared a forfeit and a fine of $1,000 will be assessed.

40 League Schedule Requirements All games are scheduled (or re-scheduled) by the Master Scheduler and must be entered into Scorekeeper before the start of the season (rosters too) Any game changes once the schedules are final need Admin VP approval and concurrence of both clubs All games MUST be played no FORFEITS there are fines All midget short season teams cannot black out any weekends between September 1 and October 22

41 Inclement Weather The Administrative Vice President is responsible for the league schedule. She will determine whether weather cancellations are appropriate. All weather cancellations must be rescheduled within seven calendar days and the Administrative VP must be notified of the change.

43 Game Responsibilities - Communication Establish communication with opposing team manager before the game be a gracious host Communicate respectfully with officials, players, opponents and parents Know the rules Big brother is watching

44 Game Responsibilities Rosters and Statistics Confirm player/coach roster reflects bench attendance. The coach is responsible for reviewing the score sheet at the end of the game before it is signed. Once it is signed, changes cannot be made. Remind your families that website statistics will not be corrected unless it impacts the outcome of the game. Remind your families that all contact with the NJYHL must come through your organization s NJYHL Delegate.

45 Game Responsibilities Off Ice Officials The score keeper and time keeper are considered off ice officials. They should know the rules of the game and also know how to operate the clock. They should not be coaching from the scorekeeper s box. They should not be cheerleading from the scorekeeper s box. If the score keeper or time keeper are not sure of the direction received from the official, they should ask for clarification immediately.

46 Standings, Playoffs, Methods of Determining a Winner PLAYOFF FORMAT The NJYHL rules state the playoff format and seeding is released at the September Delegates meeting.

47 Tournaments Any tournament that your teams participate should be a USA Hockey sanctioned tournament. Sanctioned tournaments provide consistent Rules Penalty assessments Age categories Insurance coverage The AAHA Registrar keeps a list of the sanctioned tournaments in our Affiliate.

48 Score Sheets and Score Keeping Paper Score Sheets and Electronic Score Keeping

49 Paper Score Sheets The home team is responsible for providing and completing the paper score sheet. The score sheet is a 3-part form white, yellow and pink pages. The white page is mailed to the address on the back of the form immediately following the game. PLEASE APPLY APPROPRIATE POSTAGE. FOLD IN THIRDS (MAKES IT THE SIZE OF A LETTER SIZED ENVELOPE). FOLDING IN HALF INCREASES THE POSTAGE REQUIRED. The yellow page is the home team s copy. The pink page is the visiting team s copy. PLEASE PRINT CLEARLY AND APPLY SUFFICIENT PRESSURE TO MAKE ALL THREE COPIES LEGIBLE.

51 Score Keeper System - Rosters All roster changes need to be made PRIOR to a game being played. All information is date and time stamped electronically. If a roster change is made after a game has been played, the player will not be listed on the roster for that game. Should a roster change happen after a game is played, your master scheduler will need to e- mail Lori Tomasello asking to backdate the roster so that the game can be correctly scored. There is a fine for making this correction. All roster changes also have to be sent via to the Registrar (Al DiMauro) and the Commissioner (Bill Fox) as a matter of approval and record.

52 Score Keeper System Data Entered The information entered into the Score Keeper system should exactly match the paper score sheet. The NJYHL will not revise any game statistic entered unless it has an impact on the outcome of the game (final score or player/coach suspension). All games must be entered into the Score Keeper system within 24 hours or before the next NJYHL game is played (for both teams) whichever is sooner. Only the NJYHL can rule a game as a forfeit. It cannot be done by any coach, manager or official.

53 Score Keeper System - Penalties It is the home team s score keeper s responsibility to accurately record penalties as called by the officials. The score keeper MUST know the difference between a MISCONDUCT and a GAME MISCONDUCT. A GAME MISCONDUCT will result in a suspension for the player or coach. A second misconduct in a game is an automatic GAME MISCONDUCT and should be input as such. The score keeper must know how to record penalties on a score sheet to accurately reflect the number of penalties assessed (i.e. a double minor is listed as 2 separate minor penalties, one per line). A player that is serving a suspension will be red-lined in the system for the next game.

54 Illustration of Game Penalty Situations Player #11 received a penalty for an illegal mouth piece. Does this get recorded as a 2 and 10 or just a 10 minute misconduct? Just a misconduct penalty for the player - 10 minutes Player #88 received a 2 and 10 minute penalty for roughing and unsportsmanlike conduct. This was his second 2 and 10 in the game. Should this be entered as a game misconduct since it was the players 2 nd 2 and 10 infraction even though the 2 nd 10 min was recorded as unsportsmanlike and not misconduct? The 2 nd 10 minute penalty recorded as unsportsmanlike conduct is only a 2 minute penalty. This should be confirmed with the official BEFORE the score sheet is signed. If it was meant to be a 10 minute penalty then it should be recorded as a game misconduct as it is the player s second misconduct in the same game. Confirm the call with the official BEFORE the Score Sheet is signed. Coach received a bench minor for unsportsmanlike conduct followed by a game misconduct for the same infraction. Is this correct? The official s call is correct. A parent was ejected from the game by the officials, however, there was no name associated with the parent. How is this recorded on the score sheet? The officials should request the name of the parent from the coaches on both benches. Once this name is identified, it should be recorded on the score sheet where it can be clearly identified. The club will be fined for this parental ejection.
