This is your official invitation to every team part of the Compuware AAA Hockey Club & Youth League program.. We DO NOT need money at this time but a verbal commitment for every team you intent to potentially register and discuss this with. I will register the teams for you when you send me a list. This offer is only good until December 31st. We will need a deposit for each team by march 1st, OneHockey was recently ranked as the #1 youth ice hockey tournament GROUP in North America Check out this video **PLS NOTE** We will only take per state per level. Therefore, if a program signs 6 of their teams at a particular level, you will NOT be able to register at those levels. Prompt verbal commitment is a must. OneHockey is hosting a HISTORICAL WORLD GUINNESS tournament in Michigan next year, December 27-30, 2018 holiday week. This tournament will be held in Michigan (56 ices are being rented for this tournament). Michigan Hockey (MAHA) has partner with us for this event, which is something they have never done before. As of today we have signed european teams from Sweden, Moscow, Slovakia, Norway and Latvia. You can expect many more to join us for. The tournament will feature divisions for all age groups and levels of play. From AAA ELITE to single A and house players (boys and girls). Scroll down to review the levels who are being hosted for this HISTORICAL event. From North American and at the Elite AAA level we are currently speaking with programs such as Detroit Little Caesar, Detroit Compuware, Detroit Honeybaked, Chicago Young Americans, Arizona Bobcats, Boston Jr. Bruins, Los Angeles jr. Kings, Toronto Marlies, Toronto Jr. Canadiens, and so many more. Each division will only feature 12 and split into 2 divisions of 6 teams. Powers and Duties of the Officers of the Association The Officers of the Association shall be the President, Executive Vice-President, Vice-President for Youth, Vice-President for Adults, Vice President for Girls /Women s Hockey, Vice-President for Coaching, Vice-President for Officiating, Vice-President for Appeals, Treasurer, Secretary and Immediate Past President. These officers collectively shall be known as the Executive Committee. C. 6 Your board s size, structure, and processes can have positive and negative effects on collaboration. Break into small groups to discuss issues Larger boards may not be able to provide all members with an equal opportunity to engage in a meaningful, collaborative activity, which can result in apathy and loss of interest. Members of large boards also have a tendency to form cliques and core groups, thus deteriorating overall cohesion. Smaller boards allow for easier communication and interaction. Board members get to know each other as individuals, and every person s participation counts. If your board is large, consider using small groups during the deliberation process to directly involve every member. Small groups can more efficiently discuss various aspects of the same issue. The board can divide bigger issues into smaller increments and task the smaller groups with discussing the smaller aspects of the issue and then reporting back to the board with its ideas. Small groups provide more opportunities for collaboration and teamwork. Larger boards may want to consider downsizing if your members have lost their common connection due to sheer volume of peers whom they do not know, have no other duties but to come to meetings, and/or are not attending meetings due to not feeling their contributions are needed. Provide all members with an opportunity to be involved in committee work Committees provide board members with a way to collaborate and use their expertise that regular meetings do not. Committee assignments should be distributed evenly across the board so that every member has a chance to be involved in committee work. But, beware the executive committee Executive committees can foster and exacerbate an inner and outer class structure within the board. And, as nonprofit governance experts Richard Chait, Thomas P. Holland, and Barbara E. Taylor have said, Any device that creates an inner board and an outer board virtually ensures that the board, in toto, will not operate as an effective team. If your board confers authority to an executive committee, limit its powers and require that any decisions be subject to later ratification of the full board. Some boards have guidelines that say that any work done by the executive committee should always be brought to the full board in the form of at least two alternatives. This gives all board members the opportunity to participate and influence decisions. Have regularly scheduled executive sessions Executive sessions provide a venue for handling issues that are best discussed in private, for fostering robust discourse, and for strengthening trust and communication. Distinguished by their purpose and participants, executive sessions serve three core functions: (1) they assure confidentiality, (2) they create a mechanism for board independence and oversight, and (3) they enhance relationships among board members and with the chief executive full board approval.doc

7 SUBJECT: Treasurer Responsibilities RULE NO. Bylaw 5, C.9 PAGE NO Treasurer a. Shall receive all funds due to the MAHA for deposit in a bank. b. Shall pay all rightful obligations of the MAHA.14 c. Shall sign or endorse checks payable by or payable to the MAHA. d. Shall present a budget for the upcoming fiscal year to the Executive Committee prior to the beginning of each fiscal year. This budget will be presented to the Board of Directors at the Winter meeting. e. Shall render a financial account at the end of each fiscal year and at any other time directed by the Executive Committee. f. Shall, in conjunction with the Audit Committee, arrange for an annual financial investigation, and the filing of required government informational returns, as approved by the Executive Committee. Candidates or all positions: (1) must have been a member in good standing of the MAHA for a three year period prior to nomination; (2) shall not have been involved in a skating facility as an arena manager or owner during that period; (3) shall not have been involved as an owner, officer or manager of a for-profit tournament or for-profit league during that period. (4) A person shall not be a candidate for a position as an Officer, Director or Director at Large for more than one MAHA position at a time nor hold more than one voting position within the MAHA. 1. Eligibility a. These are the people who are directly involved in the day to day operation of our associations and as a result are most familiar with the concerns that need to be addressed or not as the case may be. There are sufficient checks and balances that items (2) and (3) are not needed and this diminishes the pool of viable candidates. No other USA Hockey affiliate has these restrictions. 13 SUBJECT: District Director Elections RULE NO. Bylaw 5 I PAGE NO Directors a. District Directors (1) District Directors shall be elected by their constituent Head Coaches to serve three year terms. Terms shall commence at the conclusion of the Summer Meeting. (2) Each District Council shall appoint an individual to solicit and receive nominations for District Directors. The list of nominees shall be forwarded to the MAHA Secretary by February 1st. (3) Ballots will be mailed to the Head Coach of each team and must be returned to the MAHA Secretary by the date indicated on the ballot with both signed and printed name. The Secretary shall record the votes cast and submit the results to the MAHA Executive Board for certification. Each nominee for District Director shall be allowed to furnish a resume of their qualifications for office (electronic submission only) up to 250 words, which shall be posted on the MAHA web site. The ballots shall contain language directing voters to the web site for this information. For the purpose of this process, the Head Coach is the individual who is so designated on the USA Form 1-T Team Roster as the Head Coach. Each USA Hockey registered Head Coach of a team registered for the current playing season shall be entitled to submit one ballot. (4) In the event the number of nominees for District Directors does not exceed the number of Directors to be elected, the nominees shall become Directors-elect and the election process shall be discontinued. (5) Depending on the number of Directors allowed, the following will be applicable: (a) Highest vote getters in order of number of votes received will become District Directors to the extent of directorships available in the District. a. District Directors (1) District Directors shall be elected by their constituents to serve three year staggered terms. Terms shall commence at the conclusion of the Summer Meeting. (2) Each District Council shall appoint an individual to solicit and receive nominations for District Directors. The list of nominees shall be forwarded to the MAHA Secretary by February 1st. (3) All entities who have signed the MAHA Affiliate Agreement shall be entitled to vote. (a) The MAHA Credentials Committee is tasked to determine how many votes each entity having signed the MAHA Affiliate Agreement shall be entitled to. This determination shall be made on February 1 st by using the USA Hockey Registration numbers from the prior season. (b) Each Affiliate signor shall have one vote for every 10 USA Hockey members not to exceed 20% of the total for the district. (4) Ballots will be mailed to the Affiliate Agreement signor and must be returned to the MAHA Secretary by the date indicated on the ballot with both signed and printed name. Bylaw 5 I 3 PAGE NO. 15 (3) Ballots will be mailed to the Head Coach of each team and must be returned to the MAHA Secretary by the date indicated on the ballot with both signed and printed name. The Secretary shall record the votes cast and submit the results to the MAHA Executive Board for certification. Each nominee for District Director shall be allowed to furnish a resume of their qualifications for office (electronic submission only) up to 250 words, which shall be posted on the MAHA web site. The ballots shall contain language directing voters to the web site for this information. For the purpose of this process, the Head Coach is the individual who is so designated on the USA Form 1-T Team Roster as the Head Coach. Each USA Hockey registered Head Coach of a team registered for the current playing season shall be entitled to submit one ballot. If the Club or Independent Team Bylaws have not changed since the previous season, the Club or Independent Team need only submit an Affiliate Agreement completed and signed as well as a letter stating that their By Laws are the same as approved the previous season. Pargh C PAGE NO. 43 It shall be the obligation of each team/association that billets players to ensure that the billeting person(s) complete the background screening check for all adults living in the home and submit confirmation form(s) and a list of billeted players to the District Director in direct charge of their team(s). For regular season teams background screening confirmation form(s) must be submitted before November 30th. All post season teams and players added to a roster must have the confirmation forms on file with the District Director before being placed on a roster. It is recognized that some youth players do leave home to play hockey in a location away from their parents. In those circumstances, the organization or team typically arranges for the player to live with a host or billet family. Having youth players live outside their homes increases risk for abuse and misconduct to occur. It shall be the obligation of each team/association that arrange for players to live with billet families to have written policies and procedures in place to govern the arrangement. The team/organization must assign a billeting coordinator for each team that is billeting players. All non- Michigan billeted players must register with USA Hockey using their parent s home address. The billeting coordinator will be familiar and follow all rules set forth in the USA Hockey Billeting Policy located in the SafeSport Handbook. The billeting coordinator for each team will report directly to the District Director in direct charge of his team. No billeted player can be placed on a roster without the District director s approval. The District Director will provide a list of Billeted players to the MAHA Youth Council Vice President. There shall be no disclosure to any other person except the Chairman and his designees. The allegations shall be immediately forwarded to the applicable police department or other appropriate governmental authority and to the MAHA legal counsel. The chairman, upon receipt of the allegations, shall notify the accused in writing that he/she is immediately disqualified from all MAHA/USA Hockey participation of every nature. The Chairman shall appoint an investigator who is a member of the committee to investigate the allegations. The investigator shall notify the Chairman if there are sufficient legal grounds to require a hearing. The legal counsel shall appoint three members of the committee to act as a hearing panel. The hearing shall not be held until the appropriate police unit or department of government shall complete its processes, including, but not limited to, arrest, warrant and judicial determinations. If, within a reasonable time, the government unit fails to issue a warrant, the three member panel shall initiate its hearing. Failure to prosecute by the governmental unit shall not prevent the completion of the Abuse Committee processes. If the investigator advises the Chairman that there are not sufficient circumstances to support the necessity of a hearing, the Chairman shall reinstate the participant. G. It is also highly recommended that in addition to signing the Agreement, the parent/legal guardian also view the MAHA S.T.A.R. Hockey Program video. This recommendation is especially important regarding parents who are new to the sport of ice hockey. B. Executed copies of the MAHA S.T.A.R. Hockey Program Parent/Legal Guardian Code of Conduct Agreement shall be retained with all other team registration credentials. C. All Associations and Independent Teams should develop and submit to their District Council a disciplinary action procedure for parents found to be in non-compliance with the Program. D. Failure of the parent/legal guardian(s) of any registered player to comply with the MAHA S.T.A.R. Hockey Program Parent/Legal Guardian Code of Conduct Agreement shall become the disciplinary responsibility of the District Councils where the parent/legal guardian s player is registered. District Council may refer matters back to the Association level when they deem appropriate. Upon resolution, all findings and actions are to be reported to the MAHA S.T.A.R. All teams in Tier I non-national Bound categories for the current season (not post season), shall not begin tryouts until after 4pm on the third Monday of March iii. All teams in Tier II (a/aa) non-national Bound ctegories for the current season (not post season), shall not begin tryouts until after 4pm on the fouth Monday of March. A. If a Tier II non-national bound team has their State Tournament completed during the 1 st weekend in March, they are allowed to have tryouts while regular season teams are still active. This rule change sets dates that should not conflict with any team still participating in any potential League playoffs. Teams that want to participate in early Spring tournaments (April 1) may do so with an amended fall roster.
