5 ARTICLE 1: POLICIES & PROCEDURES The Policies & Procedures are recognized as By Laws of the Corporation. The said By Laws may be altered or amended at any regular meetings of the Executive. ARTICLE 2: TEAMS SELECTION WITH NOHA The Corporation will endeavour to enter House League and Representative Teams for competition in the Northern Ontario Hockey Association (NOHA). ARTICLE 3: APPROVAL TO PLAY OUT OF PROVINCE All teams applying to participate in any tournaments or exhibition games out of the Province shall be reviewed by the Director of NOHA. ARTICLE 4: TROPHIES AND AWARDS Playoff trophies should be presented to playoff champions on the ice, immediately following the deciding game. Any awards, medallions, etc. should be presented to the winning teams and finalists for the Christmas Jamboree. During the banquet, team and individual trophies and awards shall be presented by a Director of the Executive, or designee. ARTICLE 5: CONTACTING CORPORATE SPONSORS Sponsors for the Corporation shall only be solicited and awarded by the Administrator. No persons other than the Administrator shall have the right to deal directly or indirectly with a Corporation sponsor. Corporate sponsors will receive a photograph of the team they sponsor. ARTICLE 6: PARTICIPANTS REGISTRATION Participating members cannot participate in hockey activities until they have been duly registered for that season. Proof of age and residency must be presented at time of initial registration. First time members shall provide such proof, in person, to the Administrator of the Corporation. ARTICLE 7: REGISTRATION PAYMENT The registration deadline shall be the 31 st of May of the registration year. Any registration received after the registration deadline shall be imposed a late fee in the sum of $50. The payment deadline shall be the 30 th of June of the registration year. Any payment received after the payment deadline shall be imposed a late fee in the sum of $50. SPWHL - BYLAWS doc 1

6 ARTICLE 8: UNPAID FEES Any member of the Corporation, having any outstanding fees, either Registration or Team Fees, shall not be allowed to register with the Corporation until such fees are paid in full, or satisfactory payment arrangements have been made. ARTICLE 9: PARTICIPATING IN OTHER ASSOCIATIONS Any participating member shall not be granted permission to participate in any other organized hockey association unless prior approval has been granted by the Executive. ARTICLE 10: NOHA - ROSTER All participating members shall comply with the registration requirements of the Corporation and the NOHA. All teams must submit completed team rosters and have NOHA approvals returned prior to participation in any league or tournament game. ARTICLE 11: TEAM APPARELS Any apparel shall include, but not be limited to, tracksuits, summer jackets, caps toques or hats, equipment bags, etc. All such approved apparel should also display the official approved logo of the Corporation. Team tracksuits shall not exceed the cost of $100 per suit. ARTICLE 12: VOICE OF THE CORPORATION The Executive shall be the official voice for the Corporation for all hockey and business matters. Any person acting on behalf of the Corporation, without approval of the Executive shall be suspended indefinitely. ARTICLE 13: PROPER AGE CATEGORY AND ADVANCING EXCEPTIONALS All participating members shall play in his/her proper age category. The proper age is defined, as the age of the participant will attain on or before December 31st in that playing year. A participating member may be advanced by approval of the Executive, only when that participant is deemed exceptional in skills and development. SPWHL - BYLAWS doc 2

7 ARTICLE 14: REQUIREMENT TO ADVANCE During the skill testing and the first try-out game, the coaches with the assistance of a committee shall identify any participating member in a Minor "A" division who are deemed exceptional in skill. The participating member deemed exceptional shall be granted an opportunity in the Major "A" division. The member shall be drafted in the first three (3) rounds of the Major "A" division to be selected for that level. ARTICLE 15: INTERFERENCE AT GAMES Any member, who interferes in any manner with the on-ice officials, the coaching staff, the participating members, or with the playing of the game, may be ejected from the arena facility for the balance of that game, and for an extended period prescribed by the Corporation. Any member found in contravention of the League Code of Conduct shall take the Respect-In-Sport online course. ARTICLE 16: EQUIPMENT OF THE CORPORATION All equipment purchased by the Corporation shall not be altered, customized, modified unless prior permission is granted for such change by the Director of Equipment Management. ARTICLE 17: EQUIPMENT All equipment owned by the Corporation shall be returned prior to the Annual General Meeting. ARTICLE 18: SEATING SOO PEE WEE ARENA Unless prior authorization has been granted, sitting behind the participant s penalty bench during any league sponsored game at the Soo Pee Wee Arena is strictly prohibited. ARTICLE 19: CORRESPONDENCE TO THE CORPORATION All correspondence of the Corporation shall be handled and distributed to the proper Director or Coordinator by the Administrator. ARTICLE 20: FAIR ICE TIME RULES All coaches shall adhere to the Fair Ice Time Rules of the Corporation as prescribed in the Procedures of the Corporation. Fair ice time rules apply for all league sponsored games, including exhibition games and tournaments. SPWHL - BYLAWS doc 3

8 ARTICLE 21: FAIR ICE TIME RULES TIME STUDIES All ice time studies will be conducted randomly or during a suspected contravention of the Fair Ice Time rule. ARTICLE 22: BOOKING ADMINISTRATION OFFICE Any team may use the Administration Office or shooting room for team meetings or as a resource center while accompanied by an Executive member. The room must be booked in advance through the Administrator. Any damage to the room will be the sole responsibility of the team occupying the room. Team parties are strictly prohibited. ARTICLE 23: TEAM FUNDS The team funds collected from parents shall be dispensed as prescribed in the Procedures of the Corporation. ARTICLE 24: TEAM TRUST ACCOUNT All team managers shall be responsible to conduct all financial administration of team funds through the aid of a trust account at a designated banking institution. Two team signing authorities are required with a Trust Account. ARTICLE 25: FINANCIAL STATEMENTS The team manager shall provide a financial statement to the Administrator and each parent as prescribed in the Procedures of the Corporation. The financial statement shall be presented in the Microsoft Excel template provided by the Corporation. ARTICLE 26: ADDITIONAL ICE TIMES In addition to regular ice time scheduled by the Corporation, all teams will be allowed a maximum of six (6) additional ice times per month. Each additional ice time will be defined as any ice time booked by the team manager or designate. ARTICLE 27: FUNDRAISERS All teams of the Corporation are permitted one (1) fundraiser per season, which must be approved in advance by the Administrator. One additional fundraiser may be granted upon approval of the Administrator. Funds raised through fundraising may be used for other purposes (i.e. bus costs) which must be identified to the parents in advance and specifically itemized in the financial statements of the disbursement of such funds. ARTICLE 28: CHUCK-A-PUCK / BELL CELEBRITY SKATE The Greyhound Chuck-A-Puck, and the Rotary Club of Sault Ste. Marie Bell Celebrity Skate are not considered fundraisers. SPWHL - BYLAWS doc 4

9 ARTICLE 29: PRACTICE TO GAME RATIO The practice to game ratio for all divisions of the Corporation shall be 1:1. When completing the Master Ice Schedule, the Administrator shall adhere to this. Circumstances may dictate a variance with the ratio, due to an odd number of teams in a specific division. Timbits Four Hockey, Timbits and Tyke are exempt from this rule. ARTICLE 30: TEAM JERSEYS All teams shall be supplied distinctive team jerseys for league-sponsored games, exhibition games and tournaments. These jerseys shall be worn only during games and tournaments. The coach or designate shall secure the jerseys after every game. From time-to-time, when attending an out-of-town tournament, the team manager may request to the Director of Equipment Management, a second set of jerseys if available, as prescribed by the hosting tournament. ARTICLE 31: FULL EQUIPMENT REQUIREMENT Any participating members who are not in full equipment, are not permitted on the bench during any league sponsored games. All team staff shall ensure that all participants adhere to this rule. ARTICLE 32: EQUIPMENT CSA APPROVED All participating members shall wear only CSA approved equipment. The mouth guard requirements shall comply with the NOHA guideline provided in the Policies of the Corporation. ARTICLE 33: NOHA AND HOCKEY CANADA RULES The Corporation shall operate under NOHA and Hockey Canada rules. The NOHA rules shall apply unless precluded by a rule established by the Corporation. ARTICLE 34: NOHA SUSPENSIONS Any protest or appeal resulting from a suspension or decision directly from the NOHA must be submitted to the NOHA in accordance with the NOHA regulations. Any suspensions from penalties assessed by a Referee can only be appealed through the NOHA Referee-in-Chief. ARTICLE 35: SERVING A SUSPENSION - NOHA Any suspensions incurred during a game outside of the league game (exhibition, tournament, etc.) the participating member shall serve the suspension as per NOHA rules (interlocking games are considered part of the league sponsored games). 10 ARTICLE 36: HONOURING NOHA SUSPENSIONS Suspensions to any participating member or coaching staff by the NOHA, shall be honoured by the Corporation. The Division Coordinator shall be responsible to notify the Administrator of any suspensions. ARTICLE 37: APPROVAL OF LEAGUE SUSPENSION All suspensions for the Corporation shall be approved by the 2 nd Vice President (Support) before it is communicated. ARTICLE 38: FILING OF SUSPENSIONS All Corporation or NOHA suspensions shall be documented and filed in the appropriate coaching file by the Administrator. ARTICLE 39: SUSPENSION NOTIFICATION Any suspension, to any member shall not to be communicated until 24 hours following the incident. The VP-Support shall communicate the suspension. ARTICLE 40: SERVING A SUSPENSION LEAGUE PLAY Any participant or coaching staff suspended during a league sponsored game, shall serve such suspension in accordance to the NOHA. ARTICLE 41: TOURNAMENTS HOSTED BY THE CORPORATION The Executive shall host two tournaments per hockey season; Steel Blades and Extravaganza. All teams shall register in both tournaments except Timbits Four Hockey and Timbits who shall not register in the Steel Blades Tournament. ARTICLE 42: TOURNAMNENTS OUT OF TOWN All teams are permitted to play in a maximum of one (1) optional out of town (i.e. overnight trip) tournaments or exhibition series of games with the exception of Timbits Four Hockey, Timbits and Tyke. These divisions shall not be allowed to travel out-oftown tournament. Teams are not permitted to enter tournaments during the playoffs (NOHA Tournament of Champions is excluded). ARTICLE 43: COMPLAINT FORM All complaints shall be submitted in person to the Administrator using the approved Complaint Form. The form shall be completed in its entirety including a legible signature of the person filing the complaint. SPWHL - BYLAWS doc 6

11 ARTICLE 44: MASTER ICE SCHEDULE The Master Ice Schedule shall be completed as soon as practicable, shortly after the numbers of teams have been determined for each division. The Administrator shall have control and report directly to the Executive with any scheduling issues. ARTICLE 45: DURATION OF LEAGUE GAMES The duration of playing times all league games shall be as follows: Pee Wee 45 minutes Atom to Tyke 30 minutes ARTICLE 46: DURATION OF LEAGUE PRACTICES The duration of all league practices shall be one hour. The allocation of such league division practices shall be as follows: Pee Wee one team per practice; Atom to Tyke two teams per practice; Timbits three teams per practice. ARTICLE 47: DIVISION PRACTICE REQUIREMENTS All participating members shall be required to attend all practices, whether scheduled by the Corporation or not. Failing to comply, without reasonable excuse, may result with the benching of the participating member. ARTICLE 48: BENCHING OF PARTICIPANTS The coach shall seek approval from the Division Coordinator prior to benching any participating member. The coach shall clearly articulate the reason and length of the disciplinary action. No participating member shall be benched for one complete game, unless prior approval of the VP-Support has been obtained. ARTICLE 49: MAXIMUM GOALS IN TYKES Exclusive to the Tyke division, a 3 goal maximum per participant rule is in effect for all games in this division. ARTICLE 50: DRAFT A complete league draft will be held in fair and equitable manner as determined by the Executive. Any changes to the draft will be communicated to the members, prior to holding such draft. SPWHL - BYLAWS doc 7

12 ARTICLE 51: TRANSFER OF PARTICIPANTS - DRAFT No participant shall be transferred after the draft. ARTICLE 52: TRANSFER OF PARTICIPANTS LEAGUE SPONSORED GAMES For league sponsored games, no participant shall be allowed to play on any other team without the prior approval of the Division Coordinators and communication with the coaches involved. All participant pickups will follow the NOHA affiliation chart. No participant in a non-contact division shall be allowed to participate in a contact division. ARTICLE 53: PROTEST OR APPEALS All protest and appeals must be in writing, forwarded to the Administrator within 24- hours of the event. The protest and appeals process shall be prescribed in the Procedures of the Corporation. ARTICLE 54: MEETINGS 54.1 The Executive shall meet every 2 nd Tuesday of every month. Any additional meetings can be scheduled as required by the Executive. i. At the discretion of the Executive, a standing committee can be requested to attend an Executive meeting The Hockey Operation Committee shall meet every 1st Thursday of every month. Additional meetings shall be at the discretion of the committee The Development Committee shall meet during the months of June and July. Additional meetings shall be at the discretion of the committee The On-Ice Officials Committee shall meet monthly during the hockey season. Additional meetings shall be at the discretion of the committee. First meeting will be August The Tournament Committee shall meet at their discretion during the hockey season The Finance Committee shall meet quarterly during the calendar year. Additional meetings shall be at the discretion of the committee The Constitution Review Committee shall meet once in February and March during the hockey season. SPWHL - BYLAWS doc 8

13 54.8 The Coaching Selection Committee shall meet in June, following the registration of the Corporation. Additional meetings shall be at the discretion of the committee. The committee shall meet in May and June The Registration Committee shall meet at the discretion of the Committee The Nomination Committee shall meet in March during the hockey season. Additional meetings shall be at the discretion of the committee. ARTICLE 55: PARTICIPANT POSITIONS Any participating member, registered with the Corporation, is not guaranteed the preferred position, as listed in the registration form. The goalies are the only guaranteed position in A of the Atom and Pee Wee divisions. When a goalie is drafted in the above noted division, the participating member shall play as a goalie for the entire season. ARTICLE 56: OVER AGE PARTICIPANT 56.1 A participating member may submit a request to participate in a lower age division for league sponsored games only. The requests shall not be considered past the League s first draft game of the hockey season The intent of this request is to allow participants to play with other members that are close to their skill level. It is not intended to create a loop-hole to allow stacked teams. When a participant is moved down, it is done to allow the participant to develop their skills in a positive, safe, and fun environment. This will provide the participant an opportunity to develop their skill level to their appropriate age group The participant will be permitted to play in a lower age division under the following conditions: The Executive must vote in favour of the participating member playing in the lower age division. This is only permitted for a participating member to drop down to house league. The participating member is only permitted to move down one age division (e.g. participant is Pee Wee age, therefore, the participant can only move down to the Atom age division). The participating member must not be considered a strong participant on the team that he/she is going to be playing with. The participating members are not permitted to move down a category so that it provides enough participants to create a team. Participant SPWHL - BYLAWS doc 9

14 movement is only permitted if it provides a benefit to the participating member. The name and participant number of over age participants must be distributed to all teams participating in the division. ARTICLE 57: FALSIFYING AGE Any person proven guilty of falsifying a birth certificate, or the evidence in lieu thereof, or of having had knowledge that same had been falsified, or of playing on other than his/her own birth certificate, HCR record or forging and playing under an assumed name, shall be automatically suspended from playing hockey with any team in the Corporation or its affiliates for a period of not less than one (1) and not more than three (3) years from the date of his/her suspension. This penalty shall be final and there shall be no appeal. ARTICLE 58: TEAM CARDING-NOHA 58.1 All teams in the A division of the Corporation shall be carded Representative (REP) Teams with the NOHA All teams in the Major & Minor divisions of the Corporation shall be carded House League Teams with the NOHA. ARTICLE 59: BODY CHECKING All teams within the Corporation shall not be allowed to play body checking during any league sponsored game. ARTICLE 60: HEAD INJURY POLICY Participants leaving a game or practice due to a head injury shall require: i. the coaching staff to advise forthwith the division coordinator; and ii. the participant to acquire a medical certificate from a medical professional indicating they are fit to return. Any medical expenses shall be incurred by the participant. ARTICLE 61: STANDINGS 61.1 From Novice to Pee Wee divisions team standings will appear on the Website. The team standing for the Tyke division shall not be posted on the website All original game sheets are the property of the Corporation and shall be returned to the Administrator to calculate the team standing No individual statistics shall be distributed or posted on any website Exhibition games shall not be included in team standings. 15 ARTICLE 62: TEAM RESPONSIBLITY All teams shall be responsible for any willful damage to any property or equipment of any arena or rink, and shall pay the costs for repairs. In the event that two teams are involved and the fault is debatable, both teams shall be assessed equally. ARTICLE 63: REPORTING FOR GAMES 63.1 All teams shall be ready to play and game officials shall be ready to officiate 15 minutes before the scheduled starting time All games, including playoffs, shall commence at the scheduled starting time; however, in the event the ice is ready, the game officials may, at their discretion, start the game up to 15 minutes before the scheduled starting time. Game officials shall notify both teams of the earlier starting time, allowing five (5) minutes before the game is actually started When a game is started at the scheduled starting time or when game officials start a game before the scheduled starting time, and i. if one team is not ready to commence play, that team shall be assessed a delay of game penalty; or ii. if one team is not ready to commence play after a five (5)minute delay, that team shall forfeit the game If both teams are not ready to commence play within five (5) minutes after the scheduled starting time, the game shall be canceled and shall not be rescheduled. The On-Ice Official shall report the incident to the appropriate Division Coordinator who in turn shall consult with the 2 nd Vice President (Support) concerned as to what disciplinary action shall be taken Any team failing to report for a scheduled game shall result in the automatic suspension of coaching staffs from further competition until dealt with by the Disciplinary Committee In order to commence play of a game, a team shall have a minimum of: i. Nine (9) eligible participants in uniform (not necessarily a goaltender); and ii. One (1) NOHA certified coach whose name must be legibly printed on the Official Game Report or the game shall be forfeited Before the start of all games the coaching staff in charge of a team shall, print the names of all participants and coaching staffs on the Official Game Report SPWHL - BYLAWS doc 11

16 in the space provided. The use of team labels will not be permitted on official game sheets unless attached to all three (3) copies of game sheet Suspended participants shall be listed on the Official Game Report with the letter S beside their name Absent participants shall be listed on the Official Game Report with the letter A beside their name Affiliate participants shall be listed on the Official Game Report with the letter AP beside their name The participants shall be listed in numerical order, with the exception of the goaltenders who shall be listed in the first (starting) and last (alternate) positions The On-Ice Official shall have the authority to order the removal of all unregistered persons from the participants bench or from the timekeepers bench An Official Game Report shall be completed for exhibition or tournament games and submitted to the Administrator. ARTICLE 64: AIR HORNS All spectators shall not be permitted to use air horns or blow horns at any league sponsored events. ARTICLE 65: TIME OUT There will be Time Outs in any regular league or exhibition games. During playoffs and any league sponsored tournament, there will be one (1) 30 second time out allowed by each team in each game for the Novice, Atom, and Pee Wee divisions. ARTICLE 66: CANCELLATION OF GAME OR PRACTICE 66.1 The On-Ice Officials may cancel a game: i. when the ice surface is not in good condition at the start of the game; or ii. when insufficient lighting exists which in the opinion of the On-Ice Official would prove hazardous to play The On-Ice Official s decision regarding playing conditions shall be final. However, officials shall discuss the matter fully with both coaching staffs and use good judgment in the application of this rule. SPWHL - BYLAWS doc 12

17 66.3 The arena attendant may advise that a practice is cancelled when: i. when the ice surface is not in good condition at the start of the practice; or ii. when insufficient lighting exists which in the opinion of the attendant would prove hazardous to play The Arena Attendant decision regarding practice conditions shall be final. ARTICLE 68: USE OF PERSONAL VEHICHLE Refer to the current Canada Revenue Agency Automobile Allowance rates. ARTICLE 69: WEBSITE RESTRICTIONS Teams are prohibited from publishing pictures on the SPWHL website which portray anything not related to team activities and can be construed as inappropriate in youth sports, e.g. alcohol consumption or tobacco use. ARTICLE 70: VOLUNTEER REQUIREMENTS All volunteers with intent to participate in any League sponsored events during the current hockey season shall have a Criminal Reference Check and completed the Abuse and Harassment (Speak Out) clinic. 18 ARTICLE 71: REPEAL OF PRIOR CONSTITUTION AND BY LAWS 71.1 REPEAL All prior By Laws of the Corporation are hereby repealed PROVISON The repeal of the prior By Laws of the Association shall not impair in any way the validity of any act or thing done pursuant to any such repealed of By Laws EFFECTIVE DATE This By Laws shall come into force without further formality after approval by the Executive as hereinafter set out.
