1 2017 State Tournament Format/Rules Tournament Committee A State Recreational Tournament Committee shall be established each season. The CAHA VP and VP of Recreational shall co-chair the Committee. Committee membership shall be comprised of no less than three (3) Member Association Directors or representative. Member Associations shall submit their interest in serving on the Committee annually via to the CAHA VP no later than October 1st. The Tournament Committee members may refine the rules and regulations for the Tournament annually and submit their recommendations to the CAHA Executive Committee for approval no later than June 15 th each year. The rules and regulations for the Tournament shall be posted to the CAHA website annually no later than November 1st. Tournament Participant Eligibility Only teams properly registered in Colorado and conforming to all USA Hockey and CAHA Age Classification, Division, and Category are eligible to enter the CAHA State League affiliation is not required to be eligible to participate in the State All teams in good standing are eligible for State All CAHA Associations and Teams are encouraged to participate. No High School or Prep teams will be admitted into the A separate tournament may be established for this division. No Tournament Teams will be admitted into the Tournament Team : An extension of an in-house program. The team is made up of players from each team of the in-house program at a specific age level. For instance, combining the most advanced players from two 12U A teams within an association to form a single team. No All Star teams will be admitted into the All-Star Team : The team is made up of players from multiple teams in a league or region at a specific age level. For instance, combining the most advanced 12U A players from multiple associations in a league to form a single team. No Teams with designation or understood to be competing at the AAA level will be admitted into the A separate tournament may be established for this division. 2 All CAHA Recreational (Travel and House) 10U, 12U, 14U, 18U teams are eligible to participate in the Eligible Teams must complete 14 games prior to the start of the first round of the State Eligible Teams will consist of players having participated with their declared State Tournament Team for a minimum of 10 of the team s required 14 games. Skaters may be rostered on and participate on only one (1) State Tournament Team; no double rostering will be permitted for youth players however, double rostering on one girls team and one youth team will be permitted for girls only. Participation of players who have been rostered on and/or have participated on a Tier team during the current season will be at the discretion of the Tournament Committee. Permission for these players to participate in the State Tournament must be requested in writing to the Tournament Direction no later than January 15 th. For the purposes of the State Recreational Tournament, eligible players shall be required to practice regularly with their declared team. Out of state players who participate with their declared team in tournaments only, but do not regularly practice with their team shall not be permitted to participate in the State Tournament Girls Recreational Teams CAHA Girls Recreational (Travel and House) 12U, 14U, 16U, and 19U teams are eligible to participate in the (The Tournament Committee reserves the right to adjust this eligibility designation based on the Girls Recreational Teams declaring to participate.) Skaters may be rostered on and participate on multiple Recreational State Tournament Teams; double rostering on one girls team and one youth team will be permitted for girls only. Participation of players who have been rostered on and/or have participated on a Tier team during the current season will be at the discretion of the Tournament Committee. Permission for these players to participate in the State Tournament must be requested in writing to the Tournament Direction no later than January 15 th. For the purposes of the State Recreational Tournament eligible players shall be required to practice regularly with their declared team. Out of state players who participate with their declared team in tournaments only, but do not regularly practice with their team shall not be permitted to participate in the State Tournament REGISTRATION All Entry Fees, Rules and Dates of First, Quarter-Final, Semi-Final, and Final Rounds, will be published on the CAHA website no later than October 1. The Tournament Committee will be utilizing an online registration system for all teams. This registration system will allow each team to register, reserve hotel accommodations, upload the Official USA Hockey 1-T roster, pay entry fee, and improve the overall communication system between the Tournament Director(s) and the participants. Registration will open online no later than November 1 and will close on December 31. Entry Fees must be paid in full by December 31. Entry Fees are non-refundable after December 31. All teams having met this deadline shall be admitted into the

PARTICIPATION RULES All Teams having completed online registration, paid entry fees, and been found to meet the eligibility requirements will participate in the First Round of the State All Teams participating in the State Tournament are required to participate in the First Round to be considered eligible to advance in the All Teams participating in the State Tournament must compete in their seeded level and division as decided by the Tournament Committee. All USA Hockey Playing Rules shall prevail unless otherwise indicated. In all State Tournaments held in Colorado, the number of Games played by any Team on one day shall not be more than two, with a minimum of four hours between the finish of the first Game and the start of the second. All Teams must be prepared to take the ice to start their game 30 minutes before the scheduled game start time. The Top Seeded team will be the home team. Home Team to provide electronic scoring system operator Each team to provide penalty box attendant for each game Uniforms The Home Team shall wear Light/White jerseys. The Visiting Team shall wear Dark/Colored jerseys in all Games. Any third jersey must be approved by the Associate Tournament Director or Tournament Director. All players on the same team shall have jerseys of the same color. All players shall have a number on their jersey per USA Hockey rules governing Uniforms. Forfeits A Team that has committed to enter the State Tournament and fails to participate in the Tournament shall have its Team, Team officials and players subject to suspension for a maximum of one year by the CAHA Disciplinary Committee. Any Team which fails to appear for a scheduled Game of the State Tournament shall be subject to the following: Forfeit all of tournament Games as determined by the Tournament Director. Pay for all expenses, including but not limited to Referee fees and ice costs for each forfeited Game. Denied entry or participation in any further State Tournaments. The CAHA Disciplinary Committee may impose additional disciplinary actions per CAHA P&P, Section 10 Disciplinary Actions, Hearings, and Appeals. FORMAT Seeding The Tournament Committee, with the intent of promoting parity within the tournament, at their discretion, will seed teams based on the team s game performance results posted on available electronic scoring systems during the season. The Tournament Committee may elect to hold conference calls to allow participants to declare at which level they feel their teams will be most competitive Seeding placement will be decided by the Tournament Committee
4 Seeding decisions will be announced no later than February 20. Participating Teams in each of the USA Hockey Divisions and Classifications (10U A, B, C, 12U AA, A, B, etc.), based on the decision of the Tournament Committee, will be divided into divisions to help ensure parity within the division. The Tournament Committee reserves the right to add or modify a division, at their discretion, based on the number of teams participating in each level and division. The Tournament Committee may elect to hold a Seeding Tournament, but is not be required to hold one, to help facilitate parity within the State Associations shall be required to volunteer to host Divisional Seeding Tournaments at their home rinks to assist in the facilitation of the The Seeding Tournament will be utilized for Seeding purposes only and all teams will advance to the State Tournament, regardless of their performance at the Seeding FIRST ROUND - Pool Play All games will be completed during the appointed weekend as established by the published dates. First round will consist of three games. Games will consist of three (3) periods. A five (5) goal differential at anytime in the third period will result in running time until the lead falls to less than five (5) goals. The time clock will stop for penalties and injuries. Each team will be allowed one 60 second time out per game. All penalties will be stop time. Game results will be posted utilizing the electronic scoring system. The Tournament Committee recognizes that, in our electronic age, human error can occur. Therefore, the Tournament Committee shall utilize all information available to them to ensure accurate data for all game results and team advancements. A point system will be utilized for advancing to next round or advancing to consolation game. Teams obtaining the highest number of points will move forward to the next round. Teams not moving forward may participate in a consolation game. Points will be awarded as follows: 2 points for a win 1 point for tie 0 points for a loss No Overtime will be played during the First Round/Pool Play. Ties that exist at the conclusion of the First Round/Pool Play will be broken using the following criteria (in order until the tie is broken): Most points (not goals) in all games played in the Tournament One point will be awarded for each period won in all games played in the Points will be added together and the team(s) with the most points acquired during the Tournament will advance. Least penalty minutes in all games played. Coin toss (Tournament Director(s) will try to have a rep from each team present but reserve the right to have tournament staff conduct the coin toss if representation is not possible). Quarter-Final and Semi-Final Rounds Play will be single elimination. No consolation game will be played if eliminated during this round.
5 Winning team will advance to the next round. All games will be completed during the appointed weekend as established by the published rules. Games will consist of three (3) periods. Teams switch ends. 2 nd Overtime Period Teams will play a 5 Minute Period 4v4 Sudden Death. Teams switch ends. If teams are still tied after the overtime period, a 5 person shootout will be used. The higher seeded team will determine which team will shoot first. Coaches will submit 5 different players for the shootout. Any player serving a penalty will not be allowed. If teams are tied after the original five players, the shootout will continue until a winner is determined. Players that have already participated in the shootout may not shoot again until the team s entire roster has been used (excluding goalies and any players in the penalty box) Championship Game Final Round games will be completed on the weekend following Semi-Final Round. Final game may be hosted at the Pepsi Center. Members of each team will be introduced prior to the start of Championship Game. Winning team must be decided at the conclusion of the Final Round. Ties that exist at the conclusion of regulation play will be broken using the following criteria: At the completion of the third period, teams will receive a (3) three- minute rest period (no resurface). 1 st OverTime Period - Teams will play a 5 Minute Period 5v5 Sudden Death. Teams switch ends. Additional Overtime Periods will continue 5 Minute 4v4, teams switching ends each additional overtime until a winner is decided. 6 SUBSTITUTE GOAL KEEPERS A Team may pick up a substitute goalie from within its own Association if it does not already have a spare goalie registered. The substitute goalie must be registered in the current season on a Team of equal or lower age classification and equal or lower Team classification. A substitute goalie, under such circumstances, may be used only in case of injury to the regular goalie. If a Team elects this method for a substitute goalie, the Team may have only 19 players registered at any time so as not to exceed the maximum number of players allowed. PROTESTS Protests on all matters other than playing rules and/or referees judgment must be filed with the State Tournament Director in writing no later than one hour after completion of the Game involved. Written protests must contain all the facts and must be accompanied by a protest fee of $100.00, which will be returned if the protest is upheld. Officials must be notified at the time of protest so that it may be announced to all officials and the public. (The fee will be forfeited if protest is turned down.) OFFICIALS All Tournament Games must be officiated, by registered officials in good standing with CAHA. The Colorado Supervisor of Officials shall recommend and the CAHA Executive Committee shall approve all officials scheduled for State Tournaments. DISCIPLINE The CAHA Executive Committee may, at its discretion, direct the CAHA Disciplinary Committee to hold an Emergency Disciplinary Hearing during the State Tournament to handle any disciplinary issues including, but not limited to game suspensions. AUTHORITY OF CAHA TOURNAMENT DIRECTORS and GAME OFFICIALS In all State Tournament the qualified and designated game officials shall have sole authority of and responsibility for the enforcement and interpretation of the playing rules on the ice except as provided herein. The CAHA shall have authority and responsibility for all off ice rules and regulations enforcement. The State Tournament Director shall have the authority, with the advice of the referee, to terminate play, determine resurfacing as set forth in these rules, and to decide if a Game must be replayed and the manner of replay. HOST ASSOCIATIONS All Associations are invited to apply to the Tournament Committee to host the State Tournament Games. Application to host may be submitted via to the Tournament Director(s) by November 1. The Executive Committee will approve host locations. The Host Association shall appoint an Associate Director of the Tournament, reporting to the Tournament Director, to facilitate all activities associated with the Tournament being hosted at their location. The Host Association may be required to provide Security/Supervision for the State Tournament as directed by the Tournament Committee. RESURFACING
7 The ice shall be resurfaced before the start of each Game. Overtime ice-makes shall be at the discretion of the Tournament Director. ENTRY FEE All participants are required to pay an entry fee to be determined by the CAHA Executive Committee. Entry Fees are non-refundable after December 31. AWARDS The CAHA will provide State Champion and Runner-up Banners for each division playing as determined by the Tournament Committee. No State Championship and/or Runner-up Banners shall be made/displayed without the consent of the CAHA Executive Committee. VENDORS Only approved vendors will be allowed within the ice facilities for all State Tournament Activities. This includes but not limited to: apparel, photographs, video and food. Any person(s) or business that is found to be performing sales or promoting any items without a contract or permission from the CAHA Executive Committee will be ejected from the tournament and the building for the duration of the tournament.
