Rules & Regulations 2016 Edition
P a g e 2 SECTION ONE THE FACILITY PROPERTY Any damage to facility property will be paid for by the individual(s) responsible, prior to participation in any further League games. Non- compliance constitutes automatic indefinite suspension from the League and possible legal action. If the individual(s) responsible for the damage cannot be identified, the Team will be removed from the League until the damages are paid in full. ALCOHOL, CONTAINERS & SMOKING POLICIES Alcoholic beverages and / or glass containers are prohibited in unlicensed areas of the facility. Failure to comply with this policy will result in disciplinary action against the offending individual(s), including possible suspension from the League. This rule applies to the dressing rooms, playing area, parking lot, grounds, and restaurant / bar area (alcoholic beverages are not allowed to be brought into the restaurant / bar area). Due to liability issues and the potential to jeopardize licenses with the Liquor Control Boards across Canada and the United States, consumption of alcoholic beverages in unlicensed dressing rooms will result in stricter control by Facility and League staff. In accordance with Provincial and State Laws, smoking is not permitted in any facility. Teams in violation of this alcohol and smoking policy will be given a written warning for the first offence, a $100 fine for the second offence and should a third offence occur, the Team will be immediately expelled from the League (no refunds will be issued). We remind all members that the consumption of alcohol in unlicensed locations is against the law and that serious liability issues may arise from this action. Teams are to be out of the dressing rooms after their games in the specified time period outlined by the facility. Players will be asked to voluntarily withdraw from any League game if any League Official suspects that a Player or Team is participating under the influence of alcohol or drugs (before or during a game). If a Player refuses to leave the playing surface, the game will be temporarily stopped until the Player in question withdraws from the game. Failure to comply may result in the offending Team forfeiting the game. Supplementary discipline may be levied against the Team and / or Player(s) involved. ILLICIT DRUG USE Illicit drug use in recreational facilities is strictly prohibited. Teams or individuals found in violation of this policy will be expelled from the League. No refund will be issued. PERSONAL PROPERTY The League accepts no responsibility for lost or stolen personal property. We strongly suggest that no valuables be taken into the facility. Locks are not provided for dressing room doors so it is the Team s responsibility to lock their dressing room before going on the playing surface. NOTICES All Players should check the League bulletin board and the Internet for any postings concerning game changes, standings and League news. ACCIDENTS All accidents and injuries must be reported to facility Management immediately. An incident report must be completed and forwarded to the League Manager. SECTION TWO LEAGUE ADMINISTRATION LEAGUE FEE POLICY Teams must leave a $500 nonrefundable deposit at time of registration, with the remaining balance due prior to the first League game. Balance is due before the first game. UNIFORMS Each Team is required to have a matching set of jerseys/t-shirts with numbers. Jerseys are not supplied by the League.
P a g e 3 In the event of a jersey conflict, the visiting Team will be asked to wear pinnies, provided by the League. ELIGIBLE PLAYERS Only Players registered within the League may participate. Before each game Players are required to legibly print and sign their own name on the official Game Roster. It is the responsibility of the Team Representative to ensure all Players have signed in legibly and accurately. Failure to do so may result in a default loss. To be permitted to play, a Player must sign the roster prior to the third period of the game. Entering a ball hockey game without signing the roster may result in a two minute delay of game penalty. Any Player arriving after the third period will not be permitted to play. The Official Game Roster sheets are collected each week and will determine a Player s eligibility in the playoffs. This is another reason why it is important for each Player to print legibly. If there is a discrepancy between the number of games a Player has played (online) and the number of Official Game Rosters signed by the Player, then the number of properly-signed Official Game Rosters will be used to determine eligibility. It is the Team Reps responsibly to confirm accuracy of online records and games played. Players must be 18 years of age or older. Any Players under the age of 18 must acquire the approval of League management and will need to submit written parental consent. PLAYER REGISTRATION Players are to register online at If a team is caught playing with a non-registered player the following will occur. a. If the game resulted in a tie or win, the game will be changed to a forfeit (loss) and the nonregistered player will be given a one game suspension. b. If the game resulted in a loss, the team rep and the unregistered player will be given a one game suspension. c. If the non-registered player is suspended during the game, the player in question will serve a minimum 5 game suspension and the team rep will serve a two game suspension. Additionally, all Players must carry government issued photo identification in the facility on their person and be prepared to produce it for League staff upon request. Checks for ID may be randomly conducted and failure to produce ID will prevent the Player from being permitted to play. GOVERNMENT ISSUED PHOTO ID S ARE MANDATORY FOR PARTICIPATION IN ALL PLAYOFF GAMES. PLAYOFF ELIGIBILITY For a Player to be eligible for playoffs, he/she must play a minimum of 33% of all regular season games. The only exception to this rule is severe Player injury, in which case the total number of games played will be reduced to reflect the number of games missed due to injury. League Management may request a doctor s note to confirm injury. If the Player has played 33% of games or more following adjustment, they will be deemed eligible. A Team found guilty of using an ineligible Player during playoffs will be assessed a default loss for that game. For a Goalie to be eligible for playoffs, he/she must play a minimum of 25% of all regular season games. If your Goalie is unavailable due to unforeseen circumstances or injury, the CBHL will attempt to provide a suitable replacement that is approved by League Management. A 24 hour grace period is preferred to ensure maximum time to find a suitable replacement. SUBSTITUTE GOALTENDERS REGULAR SEASON During the regular season Teams may use any consenting Goaltender registered with the League that is of the appropriate skill level. League Management reserves the right to approve substitute Goalies during the regular season. GOALTENDER INJURY/EJECTIONS If a Goalie is injured during game play, they will be allowed 10 minutes to recuperate. If it s determined that a replacement is necessary an additional 5 minutes will allowed, or the team may continue with skaters or default the game. During playoffs, time allotted for Goaltender replacement is at the discretion of League Management. If a Goalie is ejected from the game for misconduct or match penalty, the team will have 10 minutes to find a replacement of the game will be defaulted. ROSTER LIMITS Mississauga Sportsplex
P a g e 4 Teams are permitted to register a maximum of 16 Players. SIGNING OF GAME ROSTER Due to insurance and eligibility requirements, Official Game Rosters must be signed by each Player prior to every game. ALL PLAYERS MUST LEGIBLY PRINT AND SIGN THEIR OWN NAMES ON EACH OFFICIAL ROSTER. Any person behind the bench must also sign the Official Game Roster for insurance purposes. STANDINGS Placement in standings is determined by winning percentage within own division. If Teams switch divisions throughout the season their winning percentage will only reflect wins/loses within new division Wins/losses do not carry over into new division. TIES IN STANDINGS If Teams are tied (same winning percentage) at the end of regular season play, the following steps will break the tie: A) Best record in head-to-head games amongst the tied Teams B) Most Wins C) Largest Goal Differential (goals for minus goals against) D) Least goals against E) Least penalty minutes F) Coin toss NOTE: if there are still Teams tied after step A, you move to B. Only the tied Teams from that step move on to the next step of the procedure. SUSPENSIONS All infractions occurring before, during and after any scheduled game are subject to review by League Management. League Management has the authority to levy suspensions in accordance with the minimum standards and, at their discretion, increase or decrease suspensions due to extenuating circumstances. If a Player is suspended and plays on multiple Teams, they are subsequently suspended from all CBHL play. Example, a Player is playing for Team A and Team B. The Player receives a 3 game suspension while playing for team A. That Player must sit out for three 3 of Team A s games before he/she is eligible to play again for Team A or Team B. This subsequently means he/she could miss an additional 2-3 games for Team B. Any player that knowingly participates in a game while under suspension, will automatically have their suspension doubled or may be expelled from the league. There is zero tolerance for players who participate while under suspension. SECTION THREE PROTECTIVE EQUIPMENT & STICKS STICKS DOM Cup, Pro, Vision or Elite Sticks Only SECTION FOUR PLAYING RULES FORMAT Mississauga Sportsplex 4 on 4, plus Goalies. 1 Female on the court at all times. GAME LENGTH Games will be two 25 minute run-time periods, with a two minute intermission. STARTING OF A GAME The game will start at your scheduled game time. A team has 10 minutes to show up after their scheduled start time before a forfeiting the game. ICING and OFFSIDE There is no icing or off sides in this league HANDLING THE BALL
P a g e 5 A Player is legally allowed to knock down the ball with their hand, as long as they do not gain an advantage. If a Player closes their hand on the ball and makes a maneuver/pivot, the play will be blown down and the other team will gain possession An attacking Player may not bat the ball into the defending Teams net, even if it bounces off another Player (defending or attacking). LIFTING THE STICK No player is permitted to lift the opposing stick while receiving a pass or in possession of the ball. If this foul occurs, the opposing team gains possession of the ball. HIGH STICKING Sticks need to be at waist level at all times. This includes shooting or passing. NO slapshots are permitted. If a high stick infraction occurs, the play is stopped and the opposing team gains possession of the ball. SCORING A goal is scored when the ball completely crosses the goal line. Following all goals a face off will occur at the center ice dot. KICKING THE BALL Players are permitted to kick the ball in all zones of the court. If an attacking Player kicks the ball into the net, no goal will be awarded and the ensuing faceoff will take place outside the defending zone. BALL IN MOTION Players must make every attempt to keep the ball in motion. This means Players must advance the ball when they have possession, even if the other Team is not attacking. At the Referees discretion a delay of game penalty may be called if they feel a Player is intentionally trying to stall play. BALL GOES OUT OF PLAY If the ball goes outside of the playing area or hits an obstacle above the playing surface, play will be stopped and a faceoff will occur at the nearest faceoff dot. The only exception to this rule, is if the ball leaves the playing surface at the Players bench this will not be a penalty and will result in a face off. PLAYER INJURY BLOOD DRAWN If a Player is cut during a game and blood is drawn, the Player must leave the playing surface to clean and bandage the wound prior to being allowed to return. SECTION FIVE PENALTIES In the League, the following infractions are assessed as 1 minute penalty. Boarding Roughing Cross-Checking Slashing Hooking Body Checking Tripping High Sticking (a player) 5.17 UNSPORTSMANLIKE CONDUCT A minor penalty shall be assessed to any Player or Team Official who challenges or disputes the rulings of any Official during the game or who displays unsportsmanlike conduct. If a Player persists, he shall be assessed a Misconduct penalty and any further disputes will result in a Game Misconduct penalty being assessed to the offending Player. A Misconduct penalty shall be assessed on any Player who: a) Uses obscene, profane or abusive language or gestures to any person b) Persists in disputing or shows disrespect for the ruling of an Official c) Intentionally knocks or shoots the puck out of reach of an Official who is retrieving it. Note: if the Referee is unable to identify the person(s) responsible for the use of obscene, profane or abusive language, a Bench Minor shall be assessed to the offending Team.
