1 PAHL PRESEASON MITE COORDINATOR MEETING SEASON

2 PAHL RED, WHITE AND BLUE HOCKEY Association responsibility to structure their 8U programs aligned with USAH ADM principles and requirements to best develop and advance their Mite age players. PAHL responsibility to monitor Associations activities and provide a league Jamboree game structure for Association Mite Units to participate in. Each Association has on board a Mite Coordinator who is the primary contact for their Mite program, and who oversees the Association s Mite programming.

3 ASSOCIATION TEAM UNIT FORMATION unit size: range of 9-13 (small associations may vary based on needs) units must be classified by the association as Red, White, or Blue. The Red division being the top skill level, the White the intermediate skill level, and the Blue the entry skill level. Each team within those division classifications should be fielded as evenly as possible, not from top to bottom. Players may be moved from one team unit to another as the association sees fit through the season. The Mid Am rule permitting players to play up one birth year is not applicable in the PAHL to mite age players.

4 PAHL JAMBOREE SCHEDULING Mite Jamboree Scheduling October 29, 2016 Ice Castle Limit of 10 Jamborees per Unit May schedule less as desired Focus on limiting geographic travel as much as possible Host may schedule 2 or 3 cross ice games to be played simultaneously Weekend Jamborees only No preseason no playoffs PAHL Mite Medals to be presented to all participating players at the end of the season

5 JAMBOREE GAME PLAY Goalies required Intermediate Nets EMT required Referee for each cross ice game May play 3x3 or 4x4 12 min game with buzzer every 90 sec for shift change Recommended slot of 70 to 90 min for 5 to 6 cross ice games Limit of 3 coaches Cross ice game play only (no half ice) Players to be rotated evenly After goal retreat to center Penalties player sits remainder of shift Play dead at buzzer No score sheets or scoring on score board

6 GAME DAY REMINDERS Communicate to opponents 3 days before the Jamboree to confirm dates/times and Jamboree format. Make sure that players are properly equipped including mouth guards and neck guards, and that all helmets are snapped and snug. Have volunteers ready to get equipment on the ice dividers / boards. Have volunteers ready to staff the time clock. Check with rink to make sure that locker room assignment is set up Jamborees are logistic challenges for locker rooms and rink space. Verify Referee and EMT scheduling.

7 S A M P L E Jamboree Rules: 5 Minute Warm-up. Five - 12 min. games w/ 90 second shifts. Continual play after goals scored / change of shifts. Penalties result in player sitting out for the remainder of shift. After goal scored, retreat to half ice. 3 on 3 play and goalie in net. 8 ZERO TOLERANCE RULES FOR PARENTS / SPECTATORS First reported incident to be investigated by and appropriate discipline assigned by association, subject to PAHL oversight. Second reported incident involving same party will follow the same process. If party is determined guilty again, a fine of $250 will be assessed. Third reported incident involving same party will require a PAHL hearing. A guilty resolution may lead to suspensions and fines.

9 SUPPLEMENTAL DISCIPLINE PROCESS Supplemental discipline may be assessed by the PAHL Discipline Committee under USAH Rule 410 for any incident before, during, or after the game that is not penalized by the on ice officials. Supplemental discipline may be assessed by the PAHL Discipline Committee or the PAHL Rules Committee for issues that are contrary to or a detriment to the fair and equitable competition and the appropriate game experience for all involved. This may include excessive penalties by a team, player, or team official over the course of the season, specific detrimental behavior exhibited outside of the game environment (parking lot, social media, etc), or behavior or activities that are contrary or threatening to PAHL s USAH affiliate status. Proper review and investigation must occur, with a hearing if necessary, before supplemental discipline is determined.

14 USAH REGISTRATION / IMR... Participants (players, coaches, and volunteers) must register with USAH to obtain their individual membership registration number. Cost to volunteer remains at $45.00 This number is also necessary to enter the SafeSport Module training system.

16 SAFESPORT MODULE... It is the policy of USA Hockey that those participants who (1) have regular, routine or frequent access to or supervision over minor participants (e.g., coaches, team managers, chaperones, etc.), (2) are responsible for enforcing child abuse and misconduct policies, (3) are in managerial or supervisory roles of a USA Hockey Member Program, and (4) are new and current employees and/or volunteers of a USA Hockey Member Program, shall complete appropriate training about child physical and sexual abuse and other types of misconduct. SafeSport training is good for 2 seasons. All new volunteers must complete the full training module. Volunteers whose training is dated before April 1, 2015, are expired now and must complete the renewal training module before stepping on the ice with players. Seasons for SafeSport are now 4/1/15 through 3/31/16 and 4/1/16 through 3/31/17.

18 MID AM SCREENING... For the 1617 season Mid Am is using the EBI system again. Cost to volunteer remains at $25.00 EBI is not directly synced with the registration portal so the Screening Confirmation Letters must be obtained from volunteers and provided to your association registrar in order to add you to a roster. Results from previous volunteers who screened in the NCSI system will remain in the registration portal records and are good until they expire. Screening is good for 2 seasons. Volunteers whose training is dated before April 1, 2015, are expired now and must rescreen and have results complete before stepping on the ice with players. Seasons for Screening are now 4/1/15 through 3/31/16 and 4/1/16 through 3/31/17.

20 COACHING EDUCATION... CEP Coaching Education Program All coaches begin by attending a Level 1 clinic and then progress through the levels year by year. Coaches at the 8U level do not have to continue past Level 1 until they move to 10U. Age Specific Modules Online modules specific to each division must be completed to coach in that division. Once completed the modules do not have to be repeated. Coaching Education Program and Age Specific Module completion syncs with the registration portal and shows up on the roster with expiration dates.

22 PA ACT 153 SCREENING... The process and tracking for screening under the PA State laws are the responsibility of the member association, not the PAHL or USAH. All member associations must create a secure file to maintain the screening documents. Screenings good for 36 months. Frequently asked questions answered at: Child Abuse Screening Screening done through the PA Child Welfare Portal Free for volunteers; $8 for paid staff PA Criminal Record Check Screening done through the PA State Police Free for volunteers; $8 for paid staff FBI Fingerprinting and Criminal Check Screening done through third party Cogent Company. Cost is $28; cost can be waived if volunteer has been PA resident for prior 10 consecutive years (requires notarized affidavit)

27 COACHES AND REFEREES Mutual Respect Both parties have a job to do on game day Respect and treat the other as you would want to be treated Communication Introductions to start off Civil dialogues no threatening or condescending comments are necessary Discuss scoring or penalty corrections after the game but before the score sheet is separated and have changes initialed it is important to have the correct players with points or with penalty minutes Evaluation Officials evaluate coaches as the game is played and reflect that evaluation in the penalties that are called on the players and coaches Coaches evaluate the officials post game with written comments that are followed up by PAHL and Referee Supervisors Consistent patterns of behavior put up red flags to be addressed

28 REFEREE MENTOR PROGRAM WHY? Identified Problems Seasoned officials do not want to do Mite cross ice games, either due to low pay or type of competition. New officials do not have enough experience to effectively officiate Mite cross ice games. They are easily intimidated by coaches and spectators. They are unsure about penalties and so end up not calling them. This results in Mite age players forming bad habits and in potentially unsafe conditions to play. New officials need training to do a better job at the Mite level, and to prepare for the older divisions. Solutions / Results Provide mentoring / training / coaching by scheduling a senior official to supervise and work with the new officials in each PAHL Jamboree. The senior official can help the new officials with positioning, recognizing game actions that require a penalty to be called, face offs, signals, and the handling of coaches and spectators. Knowing that the senior official is on the ice to support and assist should make the new official feel more confident and should cause a better effort all around. Having the senior official on the ice will create a better perception of control, and should create better control in reality, which will in turn decrease intimidation from the coaches and spectators.

29 REFEREE MENTOR PROGRAM IMPLEMENTATION Cross Ice Mentor Program Specifics Referee Schedulers will schedule a senior official in the Mentor role for every PAHL Jamboree scheduled. The Scheduler will select a senior official from their area that is seasoned, has a quality performance background, and has a genuine interest in developing our new officials. The PAHL will pay the cost of this Mentor official back to the host association. The Mentor will skate the game with the new officials, and will spend time with each new official during the ice slot, instructing, coaching, and assisting if needed. The Mentor will provide feedback specifics to the new officials, and an evaluation to the scheduler. Schedulers will be required to disclose to the league who was scheduled for the Jamboree mentoring for reimbursement of costs to the association.
