1 City of Newport News Department of Parks, Recreation and Tourism Youth and Adult Field Hockey Rules and Regulations Winter The Youth and Adult Field Hockey Leagues are sponsored by and under the authority of the Newport News Department of Parks, Recreation & Tourism. 2. The league will be played in accordance with the 2017 FIH Rules of Indoor Hockey (which can be found at with the applicable rule changes for 2017 that are in effect January 1, 2017 (attached following the amended rules) with the following exceptions: a. Age Eligibility: 6-8 Division All participants must be six (6) years old prior to January 1, 2018 and may not be nine (9) years old prior to January 1, ONLY eight (8) year olds may play up in the 9-11 division at the discretion of the parent. No five (5) year olds are permitted to play up into this age division Division All participants must be nine (9) years old prior to January 1, 2018 (or be eight (8) at the discretion of the coach) and may not be twelve (12) years old prior to January 1, ONLY eleven (11) year olds may play up in the division at the discretion of the parent Division All participants must be twelve (12) years old prior to January 1, 2018 (or be eleven (11) at the discretion of the coach) and may not be fifteen (15) years old prior to January 1, ONLY fourteen (14) year olds may play up in the division at the discretion of the parent Division All participants must either be fifteen (15) years old prior to January 1, 2018 (or be fourteen (14) at the discretion of the parent). No players may be eighteen (18) prior to January 1, Adult Division 18+- All participants must be eighteen (18) years old prior to January 1, Seventeen (17) year old players may participate in the adult league if they turn eighteen (18) during the game season but their parent must still register them if they are under 18 prior to January 1, b. Coaching Eligibility: All coaches must be 18 years of age by January 1, Every coach, assistant coach, and regular team volunteer must submit to a background check through Protect Youth Sports paid by the City of Newport News in order to be involved with any youth team. Any coach that does not submit to a background check and is found coaching a youth team will be removed from the league for the remainder of the season and possibly subsequent seasons. Every team must have a coach with them during all games. Background check link:

2 c. Playing Eligibility: 1. Participants must individually register with Parks, Recreation and Tourism to be placed on a team. After initial rosters are completed, only Athletic Staff may add additional players to a roster. All participants must re-register with Parks, Recreation and Tourism each season. 2. After a participant has been placed on a team, they may not change teams for any reason. A participant can request refunds up until the third (3) game. After the third (3) game, no refunds will be given for any reason. The participant may not play with their original team or any other team after the refund has been requested. 3. Any team(s) caught using an illegal player due to age or roster eligibility will forfeit all games in which that player participated. The illegal player may be removed from the league for the remainder of the season and subsequent seasons. In addition, if the illegal player s coach is found to have initiated, condoned or have any knowledge of the illegal player, the coach will be removed from the league for the remainder of the season and possibly subsequent seasons. 4. Each team will have a maximum roster of fourteen (14) players. Coaches may be able to request additional participants for their team if a waitlist has started. Participants will be taken off the waitlist in the order they registered. Players may be added to rosters through the Central Athletic Office until January The City of Newport News Department of Parks, Recreation and Tourism and Athletic Staff reserve the right to add additional participants to coach s original roster request, cap off and divide teams, change rosters, and deny participants to play up in older divisions due to roster sizes. 3. Game Procedures: a. The season will begin on January 5, Exact game locations will be indicated on the schedules but all games will take place at the Denbigh Community Center. Game schedules will be ed to coaches no later than Friday, December 15. Game schedules can also be found on the athletic website, No games will be scheduled after March 24, b. Games will consist of two (2) twenty (20) minute halves, running time (except for injuries and equipment malfunctions) and a five (5) minute half time; with one (1) time out per half permitted (one (1) minute each). All teams will play a minimum of eight (8) games. Games will be scheduled every 50 minutes to an hour. 2

3 c. There is no grace period in youth and adult field hockey. In order for a game to begin, each team must have the following players: 6-8 Division At least 4 players and no more than 6 players on the pitch at game time, in uniform, or the game will be declared a forfeit (no goalie). 9-11, 12-14, 15-17, & Adult Divisions: At least 4 players or no more than 6 players (none of which must be a goalie or a player with goalkeeper privileges) on the pitch at game time, in uniform, or the game will be declared a forfeit. Any team without a goalie is permitted to use a player with goalkeeper privileges in gear at game time. The goalie may enter the game at any time or the team may finish the game with a minimum of 4 players, a maximum of 6 players without a goalie and a max of 5 players on a pitch with a goalie or a player with goalkeeper privileges. Not having a goalie present does not constitute a forfeiture of the game. Teams that share goalie equipment must make sure their goalies are completely in gear at game time. No additional time will be allowed for changeovers. d. In the event of a stroke during a game, if the defending team has not designated a player as a goalkeeper, substitute goalkeeper, or a player with goalkeeper privileges, the designation cannot be made at the time of the stroke. If the player defending the goal is not a goal keeper or player with goal keeper privileges and is taking part in the game as a field player, they may only wear a face mask as protective equipment and may only use their stick to make a save. e. All youth players must play in at least one half per game, unless injury, illness or discipline problems arise. f. At no time can the number of males on the pitch outnumber the females during a game (goalies are neutral unless using a player with goalkeeping privileges). For example, if a team is playing with 6 field players there can be no more than 3 males on the pitch. g. The Peninsula Field Hockey Officials Association (PFHOA) is contracted by the City to provide officials for all scheduled games. There will be NO PROTESTS of judgment decisions made by referees allowed in NN Field Hockey. All decisions made by officials are final. Coach, referee, or player eligibility concerns may be made at any time and must be submitted, in writing, to the Athletic Staff. h. The referees are in complete charge of the game at all times. Referees may eject any player and/or coach from the game guilty of unsportsmanlike conduct or use of profane language. Any player and/or coach removed from a game will be suspended for a minimum of one (1) game. Suspensions may be extended or rescinded at the discretion of Athletic Staff. Coaches are responsible for the behavior of their players, coaches and spectators and can be warned or ejected by a referee for the unsportsmanlike conduct of any unruly person on their team. i. Referees at a forfeited game will offer a scrimmage or clinic opportunity for all players in attendance. The game will be counted as a forfeit and will be reported as such no matter what the outcome of the scrimmage. 3

4 j. If a team knows they do not have enough players to field a team for a particular game, they are encouraged to send those that can play so that a scrimmage or clinic can be done. The team they play must show up with the appropriate number of players at game to get the win. If they do not, it is considered a double forfeit. k. Teams are responsible for their own first aid kit, ice, drinks, etc. Injured players should have an accident report filled out by the coach/referee and submitted to the league coordinator. Teams are required to place accumulated trash in the provided receptacles. l. Any player who is bleeding or has an open wound on the pitch will be required to leave the game and stop the bleeding. Such bleed must be completely stopped and the wound must be covered before he/she is allowed to re-enter the game. If a substitute is available they may be inserted and the bleeding player may be put back at the next available opportunity after the bleeding is completely stopped. If no substitutes are available, teams may play down a player. Any uniform saturated with blood, including socks, must be changed. If no matching uniforms are available, any shirt may be worn. Only the referees and Athletic Staff have the authority to decide on the bleeding or open wound rule. m. Standings will be kept for indoor field hockey. Scores will be reported to Athletic Staff. Game schedules and standings can be found at The end of season standings will determine the seeding for the post season tournament. If two teams end the season tied in overall standings, tournament seeding will be determined in the following order: i. The outcome of the head to head game recorded in standings will serve as first tie breaker ii. In the event a tiebreaker cannot be determined by the head to head game, points against will be used to determine standings. If three or more teams end the season tied in overall standings, overall points against will be used to determine tournament seeding. Win = 3 points, Loss =0 points, Tie = 1 point. 4. Equipment: a. Each team must wear at least a uniform shirt. The body of the shirt must be a similar color. Team members not in uniform during game time shall not be allowed to take the field. This rule cannot be waived by the opposing teams coach or the referees. There will be a minimum requirement of a six inch (6 ) number on the back of each uniform. Duplicate numbers are illegal. These numbers MUST BE PERMANENT. No handwritten or tape created numbers. Coaches will be responsible for enforcing this rule or your game may be a forfeit at any point during the season. b. Each participant is REQUIRED to have his/her own mouthpiece, legal field hockey stick and shin guards. Shin guards are REQUIRED for youth participants and highly recommended for adult participants. 4

5 c. The wearing of protective eyewear which meets the ASTM F standard for field hockey will be optional for youth and adult participants for indoor field hockey. d. Goalies shall be in compliance with FIH rules governing what they wear. The following is required: Contrasting jersey; helmet covering the entire head; mouth guard (required for youth participants, recommended for adult participants) goalie pads; kickers; chest protector; a wraparound throat protector is required for youth participants, recommended for adult participants; field hockey goalie gloves or foam hand protectors; and anything optional that they prefer such as padded pants or shoulder pads. Any questions on this should be directed to the league coordinator. e. Players with goalkeeper privileges are permitted and must be in compliance with FIH rules governing what they wear and how they operate and must have a wraparound throat protector for youth participants, recommended for adult participants. f. Shoes must be worn at all times. Rubber non marking soled sneakers are legal. No cleats of any kind. g. NO jewelry may be worn during games at any time for youth and recommended for adults. This includes, but is not limited to, hair beads, starter earrings, necklaces, bracelets, belly button jewelry, nose jewelry or any other item worn anywhere on the body. Coaches are advised to follow this policy in practices as well. Using athletic tape, bandaids, or similar material to cover jewelry is not allowed for any reason. Athletic wristbands and headbands made of cloth material may be worn at any time. Medical alert necklaces or bracelets may be worn provided they are taped to the body. h. Casts or splints made of a hard substance in its final form such as leather, rubber, plastic, plaster or fiberglass will NOT be allowed except for a manufactured knee brace that has not been altered. Newport News Field Hockey does not allow casts, soft or hard, on any part of the body to be worn during games. There will be no exceptions to this rule. i. Balls will be supplied by the Parks, Recreation and Tourism Department. 5. Inclement Weather: a. In case of inclement weather, please check or facebook.com/nnprtathletics for information. Postponed games will normally be rescheduled the next available playing date. No games will be scheduled after March 24, The league coordinator may cancel games due to inclement weather up to 5:00pm on Fridays and 8:00am on Saturdays. Decisions will generally not be made before 4pm on Fridays. 6. Conduct: a. The Newport News Field Hockey League is a recreational program that places good sportsmanship, team work and the development of the youth field hockey player above winning and losing. Unsportsmanlike 5

6 behavior by coaches, players or spectators will not be tolerated. Coaches are responsible for the behavior of all players on their team and for ensuring that all players have an understanding of the governing and amended rules. Referees and Athletic Staff are instructed to remove any unruly persons from the pitch. Repeated violations may result in suspension or permanent expulsion from participation. b. The City of Newport News prohibits the use of alcohol, tobacco or tobacco related products on school or recreational facility grounds, including athletic fields, parking lots and surrounding areas within one hundred (100) yards of any of the above locations. 7. Stick Covering: Below are examples of how participant s OUTDOOR field hockey sticks MUST be covered and taped for games and practices in any indoor facility in Newport News. ALL OUTDOOR sticks must be socked and taped with athletic tape only. Tape must be applied at the neck, and the bottom of the stick. Indoor field hockey sticks do not need to be taped or covered with a sock. 6

8 Policy and Procedure on Concussion and Head Injury PURPOSE: The following policy and procedures are being implemented by the City of Newport News Department of Parks, Recreation and Tourism with the intent to reduce the potentially serious health risks associated with sports related concussions and head injuries. POLICY: It is policy of the City of Newport News Department of Parks, Recreation and Tourism to educate coaches, volunteers, referees, staff, parents and participants of the signs, symptoms or behaviors consistent with sports induced concussions and the City s requirement that participants, under the age of 18, suspected of a concussion or head injury are required to be removed from the activity, must seek medical attention and then follow the proper procedures for return to play. DEFINITION: A concussion is a type of traumatic brain injury that is caused by a blow to the head or body that jars or shakes the brain inside the skull. It is important to note than an athlete does not have to lose consciousness to have suffered a concussion. SIGNS OBSERVED BY OTHERS Appears dazed or stunned Is confused about assignment Forgets plays Is unsure of game, score, or opponent Moves clumsily Answers questions slowly Loses consciousness Shows behavior or personality changes Cannot recall events prior to hit Cannot recall events after hit SYMPTOMS REPORTED BY ATHLETE Headache Nausea Balance problems or dizziness Double or fuzzy vision Sensitivity to light or noise Feeling sluggish Feeling foggy or groggy Concentration or memory problems Confusion PROCEDURE: 1. Distribution of Policy 1. Coaches, assistant coaches, volunteers, referees, staff, parents and participants associated with the sport activity should become familiar with and have access to a copy of the Concussion and Head Injury Policy. 2. Coaches, assistant coaches, volunteers, referees, parents and participants are strongly encouraged to view the Heads Up: Concussion in Youth Sports online course from the Center for Disease Control or the National Federation of State High School Associations (NFHS) online coach education program Concussion in Sports What You Need to Know. 8

9 These online courses can be found at and 2. Suspected Concussion Procedures 1. Any participant exhibiting the signs, symptoms or behaviors associated with a concussion or head injury: (1) must be immediately removed from the activity and (2) may not again participate in any activity until cleared by an appropriate health care professional. REMEMBER WHEN IN DOUBT SIT THEM OUT! 2. The injured participant may not be cleared for practice or competition the same day that the sign, symptom or behavior associated with a concussion or head injury was observed. 3. The injured participants parent or guardian should be immediately notified of the suspected concussion or head injury so that they can be evaluated by an appropriate health-care professional. 4. An accident/ injury report form must be completed and submitted to the City of Newport News Department of Parks, Recreation and Tourism s Central Athletic Office within 24 hours or on the next business day following the incident. The parent or guardian of a participant who is suspected of a concussion or head injury must submit written medical clearance from an appropriate health-care professional to the City of Newport News Department of Parks, Recreation and Tourism s Central Athletic Office prior to returning to any activity. Players will not be allowed to participate until this document is produced. 9

NNPRT uses Protect Youth Sport Paperless Screening Systems as our background check source. Protect Youth Sports provides screening for all of the following: SSN Verification & Address History Trace National Criminal Database Search (with Re-Verification of positive records) National Sex Offender Registry Search (National Search of all Alias names included) Virginia State County Court Search The following is the web address coaches will need to visit in order to complete the online background check: All coaches will also be ed this link to complete the online form. If you are unable to complete the online form by the deadline given, you will be unable to coach for this season. Internet access will be available at the Warwick Recreation Center in the event that you are unable to access the form from a personal computer. 11 ATHLETICS PARENT CODE OF CONDUCT 1. I will remember that children participate to have fun and that the game is for youth, not adults. 2. I will inform the coach of any physical disability or ailment that may affect the safety of my child or the safety of others. 3. I will be familiar with the rules of the game and the policies of the league. 4. I (and my guests) will be a positive role model for my child and encourage sportsmanship by showing respect and courtesy, and by demonstrating positive support for all players, coaches, officials and spectators at every game, practice or other sporting event. 5. I (and my guests) will not engage in any kind of unsportsmanlike conduct with any official, coach, player, or parent such as booing and taunting; refusing to shake hands; or using profane language or gestures. 6. I will not encourage any behaviors or practices that would endanger the health and well-being of the participants. 7. I will teach my child to play by the rules and to resolve conflicts without resorting to hostility or violence. 8. I will demand that my child treat other players, coaches, officials and spectators with respect regardless of race, creed, color, sex or ability. 9. I will never publicly ridicule or yell at my child or other participant for making a mistake or losing a competition. 10. I will promote the emotional and physical well-being of the participants ahead of any personal desire I may have for my child to win. 11. I will respect the officials and coaches and their authority during games and will not question, discuss, or confront officials or coaches at the game field. If there is a problem I will take time to speak with coaches at an agreed upon time and place. 12. I will expect a safe environment for my child that is free from drugs, tobacco, and alcohol and I will refrain from their use at all events. 13. I will refrain from coaching my child or other players during games and practices unless I am one of the official coaches of the team. I am aware that volunteer opportunities are available if I am interested in coaching my child. 12 ATHLETICS RECREATION PLAYER CODE OF CONDUCT AS AN ADULT FIELD HOCKEY PARTICIPANT I WILL: Play within the league rules and guidelines. Display good sportsmanship and fair play. Be supportive after the games, win or lose. Recognize good effort, teamwork, and sportsmanship. Control the emotions, egos, frustrations and displays of anger of myself and my teammates. Respect my coach/manager, teammates, the other team, officials, spectators, and league organizers. Not physically or verbally abuse a coach/manager, official, player, spectator or league organizers while participating in or attending any event/game. Not argue with an official s judgment decision. I will let the team captain dispute calls that involve interpretation of the rules. Respect the decision of the game officials and league organizers. Leave the field/gym in the same condition as I found it. Arrive at games on time with all the necessary equipment and protective gear. Not use alcohol, tobacco or drug related products while actively involved in NNPRT activities or on city property at any time. Remember that I am setting an example for youth participants and should not act in any way that would be deemed inappropriate. 13 ATHLETICS RECREATION COACHES CODE OF CONDUCT AS A VOLUNTEER COACH I WILL: Consider it a privilege to coach children. Remember I am a youth coach and that the game is for children and not adults. Use positive coaching methods to make the experience enjoyable, increase self-esteem, and develop an appreciation for the sport. Place the emotional and physical wellbeing of my players ahead of any personal desire to win. Direct only constructive comments and/or criticism relative to players game performance. Remember to treat each player as an individual and not place blame for overall team performance on any one participant. Provide a safe playing situation for all players on the team I coach. Ensure I know the rules of each sport I coach and teach these rules to my players. Lead by example in demonstrating fair play and sportsmanship to all my players and parents. Promote sportsmanship and follow the sport s rules with no violation of them in an effort to win. Not abuse, threaten, or demean (physically, verbally or mentally) any player, parent, coach or official. Not use foul and abusive language at any time. Control the emotions, egos, frustrations and displays of anger of myself and my players. Not use alcohol, tobacco or drug related products while actively involved in NNPRT activities or on city property at any time. Make sure every team parent has read and understands the NNPRT Codes of Conduct.
