3 SECTION 1 CONDUCT 1. MAWHA will adhere to the playing rules of USA HOCKEY INC., except where MAWHA rules and regulations supersede the playing rules of USA Hockey. 2. Players, parents and guardians of all players, coaches and team officials are required to annually attend a sportsmanship training session. 3. The home team is responsible for the safety of the Officials and the visiting teams. It is the responsibility of each Member Organization to make certain that the officials are not subjected to verbal or physical abuse. It is the responsibility of the home team to insure that spectators are not allowed in the vicinity of the players benches or penalty boxes. 4. Players and coaches are expected to act in a sportsmanlike manner. Verbal abuse of officials will not be tolerated, and any player or coach receiving a Game Misconduct for verbal abuse will be suspended for one (1) additional league game. Any second offense for this issue at any time in a player or coach s MAWHA career may result in as much as a full suspension which will be determined by the MAWHA Commissioner. 5. Any coach or player placing hands or otherwise aggressively contacting an official may be suspended for at least five (5) games for the first offense. Permanent suspension may result from any second offense in the course of a MAWHA career. 6. Fighting, verbal abuse, or harassment of an official before or after games anywhere on or near rink property will receive the same penalties as in game situations. 7. Any manager, player, coach or team official entering the official s dressing room without permission shall receive a minimum fine of $ In addition to the fine, which may be increased as the Commissioner feels necessary, the Commissioner is empowered to take all other disciplinary action deemed necessary 8. Coaches are expected to refrain from conduct that initiates or condones violent retaliatory actions during game play. Any coach determined by the Commissioner of encouraging violent actions on the part of their players will 3

4 be suspended from the league. The length of the suspension will be a minimum of thirty days and up to one year. The suspension will be determined and imposed by the MAWHA Commissioner. 9. After the post-game handshake, and at any other occurrence of the teams leaving the ice, the home team will hold their bench until the visiting team has gone to their locker room. 4

5 SECTION 2 GAME REGULATIONS 1. Tier 1 and Tier 2 division teams must wear matching uniforms, properly numbered, with the home team wearing white or light colored jerseys unless there is a prior mutual agreement for a change. Member teams must have home and away jerseys. House/Developmental division teams may use the same jersey for home and away games. The Commissioner must approve the selection of jersey colors for all three divisions. 2. To reduce the incidence of players from crossing center ice during the pregame warm up, all home teams will provide pucks for the visiting team. At the end of the warm up period, all pucks should be returned to the home team bench in a sportsmanlike manner. 3. Home teams must provide both a timekeeper and an official scorekeeper. 4. Each team will provide their own penalty box attendant. Only penalized players and one attendant are permitted in the penalty box. 5. Home teams must provide game officials. It is highly recommended that all officials be level 3 for 16U & 19U games. It is highly recommended that all referees should be at least three years older than the age classification they are officiating. In no case should level 1 official be scheduled for league games. a. Fee schedule for officials: 19U $77.00 per game 16U $77.00 per game 14U $65.00 per game 12U $50.00 per game 10U $35.00 per game 8U $30.00 per Half Ice game 6. All off ice officials are subject to the approval of the referee. Any decision by a referee to replace an off ice official must be coordinated by the offending team immediately, and without reservation. 7. It is the responsibility of the game officials to be available on time to start games at the scheduled time after the appropriate warm up session. It is 5

6 also their responsibility to resume play for the start of periods after the mandated rest period. Any breakdown in this procedure by the Officials should be reported to the Referee in Chief. 8. To receive credit for a game played, all players must legibly listed on the scoresheet. Illegible entrees are subject to review by the Commissioner. All decisions on game credit reside solely within the Commissioner s discretion and are not subject to appeal. Teams found in violation of this rule, will be fined $200.00, and the offending player may lose credit for all games played to prior to the infraction. In the event that a player has been listed on the score sheet, but is not in attendance at the start of the Third period, the official scorekeeper must scratch the player s name. 9. Only the players dressed for a game, and having been listed on the score sheet by the start of the third period may be given credit for playing in the game. No player may be given credit for the game after the start of the third period. a. Players may enter the game after the start of the third period, but will not receive credit for playing in the game. b. Teams found in violation of this rule, will be fined $200.00, and the offending player may lose credit for all games played to prior to the infraction. 10. No official is permitted at any time to downgrade a penalty once it has been properly recorded on the scoresheet. 11. League games times: a. For 16U and 19U divisions consist of a 5 minute running time warm up, followed by, three 17 minute stop time periods. A minimum of one and a half hours of ice time must be provided by the home team. b. For 14U divisions consist of a 5 minute running time warm up, followed by, three 16 minute stop time periods. A minimum of one and a half hours of ice time must be provided by the home team. c. For the 12U divisions consists of a 5 minute running time warm up, followed by, three 15 minute stop time periods. A minimum of one and a half hours of ice time must be provided by the home team d. For 10 U and lower age brackets consist of a 5 minute running time warmup, followed by, three 12 minute stop time periods. A minimum of one and a quarter hour of ice time must be provided by the home team. 6

7 e. In all divisions a two minute rest period between the game periods is mandatory. f. Starting games promptly is the responsibility of the game officials. All problems in this area should be reported to the Referee in Chief, along with any reports of missing or late officials. g. Unless previously arranged, the game ends when the ice time ends. At least two compete 15 minutes of stop time must be played. If insufficient time remains for completion of a full third period, the game clock may be shortened by dividing the remaining minutes left in the game slot by two and conducting an abbreviated third period. In no event may a running clock be used. 12. Penalty time used in 12U, 14U, 16U and 19U divisions is: a. Minor penalty two minutes b. Major penalty five minutes c. Misconduct ten minutes 13. Penalty time used in 10U, and lower divisions is: a. Minor penalty one and a half minutes b. Major penalty four minutes c. Misconduct seven and a half minutes 14. The following immediate automatic suspensions apply for players and coaches a. Game misconduct Next league game. b. Match penalty In accordance to USA Hockey rules. Immediate suspension from all practice and all games until reviewed by the MAWHA Commissioner and the appropriate USA Affiliate District Directors. 15. Suspensions earned in a league game, must be served in the next league game, in addition to any USA Hockey mandated requirements. Where a non league game is scheduled prior to the next league game, the suspended player must serve the suspension at the non league game to satisfy USA Hockey requirements, and also at the next league game to satisfy the league requirements. 16. Suspensions earned in non league games, carry over to a league game if the league game was the next game on the team s schedule at the time the penalty 7

8 was awarded. Non league games may not be scheduled after the infraction to satisfy USA Hockey requirements. For further information review USA Hockey rule 404c. 17. Suspensions carry over to league and/or district playoffs. 18. All suspensions must be reported to the MAWHA Commissioner within 24 hours of the infraction. It is the responsibility of the Member Organization of the offending player to report the suspension. a. Any additional games warranted by the Commissioner s review of the game officials report will be communicated by the Commissioner to the team of the offending individual. b. If the player or coach has already served the minimum suspension and has returned to participation status, they will serve any additional games mandated by the Commissioner immediately upon notification. c. The Commissioner has fourteen days from the notification date to make a determination. The notification date is date the Commissioner learns of an infraction, not the date the infraction occurred on. d. In the event that a Member organization does not report a suspension to the MAWHA Commissioner in a timely manner, the Commissioner at their discretion may sanction the Member Organization, including imposing fines and/or forfeits of league games. 19. Competition by league members in preseason, or post season contests and inseason exhibitions and tournaments, shall be subject to discipline as prescribed by the MAWHA By Laws and MAWHA Rules and Regulations. Any organization, coach, manager, or administrator failing to report to the League any game suspension penalties will be subject to further suspension and/or fine that will at the discretion of the Commissioner. 8

9 SECTION 3 TEAM MANAGEMENT REPORTING 1. Prior to June 1 st of the upcoming playing season, each Member Organization shall file the names, addresses, addresses and phone numbers of all persons associated with managing the Organization. In the case of corporations, the names and addresses of all directors and/or trustees associated with the corporation must be filled. In the case of the Member Organization not being incorporated, the names and addresses of all persons associated with the operation of the organization must be filed. For each team within the Organization the list of names should include, but not be limited to: the President, the Treasurer, designated MAWHA delegate, referee assignor, team coaches, team managers and game assignors. These names must be filled to the MAWHA President. a. Each member organization will immediately notify the MAWHA President in writing upon any changes made in their personnel during the course of the season. b. The names, addresses and phone numbers of the members of the organization will be distributed to member teams via a MAWHA contact list maintained by the MAWHA Secretary. The contact list will also be available on the MAWHA website. 9

10 SECTION 4 -- TEAM REGULATIONS 1. A signed USA Hockey roster from each team must be on file with the MAWHA Commissioner prior to the first league game. All youth hockey teams must submit a roster to the appropriate USA Hockey registrar in accordance with USA Hockey rules. A registrar signed copy of the signed final roster must be filed with the MAWHA Commissioner no later than January 15 of the playing year. 2. Roster changes may be made after December 31 st, however players added to the roster after December 31 st are not eligible for District playoffs or MAWHA league games and playoffs. a. Player movement i. No player will be allowed to play in a Mawha league game unless rostered with AAHA USA Hockey Registrar and Mawha league rosters for the team and confirmed by the appropriate Vice President (or Commissioner). ii. Until December 31 st players within a club can move (with appropriate notification and confirmation) within an age division and/or between age divisions, as long as age appropriate (goalies exempt). iii. A player who has played in 3 (goalies; 5) or more Mawha Tier I league games during the current season may not move to Tier II or lower without Executive Board approval. iv. Notification of the move must be made (by telephone or ) to the appropriate Vice President (or Commissioner if the appropriate Vice President is not available) no later than noon the immediate Friday before the Mawha league game. Age groups 8U, 10U and 12U Vice President Age group 14U, 16U and 19U Executive Vice President v. Once a player move is confirmed, they cannot be moved back to, or to another Mawha team for the weekend. If the player is to be moved back to, or to another team the next weekend, this player movement procedure must be followed for the next weekend. vi. Required information in notification to the appropriate Vice President; 12

The appropriate Vice President will confirmation of the player move to the club official that requested the move. Failure to follow the above notification process may cause the player to be declared ineligible, the club fined and/or the game forfeited by the Commissioner. 3. The USA Hockey roster program has a birth verification built into the registration process, players birthdates are verified by the Registrar one time and from that point forward the player's birth year is recorded as verified. Team Managers are responsible to submit the players birth record to the Atlantic District Registrar for verification for any player that is not recorded as "verified" on their approved USA Hockey Roster. 4. Player Movement All AAHA players are free to move at the end of each season to any Member Club at the conclusion of the USA Hockey National Championship. All players are required to fulfill all financial obligations with their current Club. Any Member Club may impose a Player Movement Restriction against a player who has not fulfilled their financial obligation. Written notification to the AAHA Office is required when placing a player on the Restricted List. a. There will be no in-season player movement. In-season Player Movement is defined as player who has already committed in writing, to play for one AAHA Member Team and is seeking a release to play for a different AAHA member within the same season. Exception Tier II players who receive a release from the club they are registered with b. Once a player has made his/her commitment to an AAHA Member Club, for the purposes of playing on an AAHA Team; the player will be deemed ineligible to participate with any other AAHA Member Club for that season. 13

12 c. AAHA Member Clubs may issue a written release in-season to any player for purposes of indicating that the player (and Parents) has met all financial obligations with the AAHA Member Club. However, this release does not authorize the player to participate with other AAHA Members for the duration of that season. d. For the purposes of this policy, the season will commence at the start of the AAHA Member Club s initial tryout period and run through the conclusion of the following USA Hockey National Championship. e. The AAHA Vice President of Suspensions and Appeals is empowered to review extenuating circumstances, such as family relocation, as a possible reason to exempt a player from this policy. f. During the season, the player agrees to play ice hockey exclusively for the club, with the exception that the player may participate in playing hockey for his scholastic, non-tournament teams, independent travel teams, recognized house league, any affiliate sponsored teams, and girls playing on boy s teams in another organization. 5. Tier I USAH registered teams will be limited to no more than two (2), players per roster, per season, playing up in age classification. Any player playing up a classification may only do so in the second year of eligibility of their current applicable age appropriate classification. Tier II USAH registered teams will be not be subject to restrictions on the number of players playing up in age classification. 6. Organizations which field a House/Developmental Division team(s), may at their discretion dual roster a total maximum of three players from their own Tier 2 Division team(s). All dual rostered players must be reported to and approved by the Executive Board prior to participating in the House/Developmental Division. At the 12u level and below (i.e., teams not eligible for Districts or Nationals), for organizations that have a House/Developmental (A) team and a Tier 2 Division (AA) team, the organization must lock eight (8) players on the AA roster for the entire season. The organization may otherwise allow all other rostered players to play in games at either the AA or A levels. 14

13 SECTION 5 SCHEDULING 1. The schedule will be published by Mid September and teams may make any necessary amendments up until September 30th. After September 30th, any change other than weather emergencies will result in a $ fine to the team requesting the change. The rescheduled game must also be reported to the League prior to it being played; otherwise it will become a forfeit loss for the team making the change. The requesting team will pay the $ fine to the MAWHA Treasurer upon demand. 2. In the event a Member drops out of a particular division after the schedule has been published, the League will make every attempt to reschedule games to maintain a full season subject to a formula set up by the Commissioner. The Commissioner will determine and administer fines and/or other sanctions against the offending member organization. a. No team will be admitted to League play after October 15th of the playing season. b. If a team must change a scheduled game, the following procedure must be followed: i. Obtain permission from the opposing team. ii. Immediately inform the Referee in Chief and/or the local Assignor, preferably in writing and also by phone. iii. Notify the League in writing. a. In addition, with regard to scheduled games: b. All game times must be at reasonable hours of the day, subject to the approval of the Commissioner. c. Any team withdrawing from MAWHA after agreeing to participate and after the season starts shall immediately forfeit its escrow money. d. Any team dropping out of MAWHA during the season shall forfeit the escrow money and be responsible for all fees that would have been owed during that season less any officials' fees for unplayed games. (There shall no credit for forfeited games) e. In the event regularly scheduled MAWHA league games are forfeited and not rescheduled, the Commissioner will impose a $500 fine plus all ice costs and officials fees on the forfeiting Member Organization for each forfeited game. 15

14 3. All MAWHA organizations must provide Tier 1 and Tier 2 Division team rosters, and verify player agreements for each player named on each roster, prior to July 1 of the upcoming season. No MAWHA organization will be eligible to schedule league games for any team with another member organization unless said team has at least 10 committed players. The MAWHA commissioner shall announce and publish a list of all teams eligible to engage in scheduling prior to MAWHA s first scheduler s meeting 4. House/Developmental Division games: Games between MAWHA House/Developmental Division teams may be scheduled up until Oct. 1 of the hockey season. Games between MAWHA House/Developmental Division teams are subject to MAWHA rules regarding schedule changes and fines listed in this section. The Commissioner will determine and administer fines and/or other sanctions as necessary. 16

15 SECTION 6 -- PLAYER DEVELOPMENT 1. All MAWHA member organizations must file an annual report with the league commissioner and president detailing efforts to grow girls hockey at its home rink. This report must be filed at the time of the MAWHA annual membership meeting. 2. As part of the application process, teams that apply for entry to MAWHA are required to present a player development plan to the league, stating clearly how the new member intends to grow girls hockey at its home rink. All new member organizations must show a good faith effort to muster developmental or House/Developmental Division teams, within two years of league entry or risk losing membership status 13

16 SECTION 7 GENERAL LEAGUE REGULATIONS 1. During the normal playing season the Commissioner's interpretations and rulings will stand, unless a Member Organization asks for a review within 24 hours of learning of the Commissioners ruling. All requests for review of the Commissioners ruling will be accompanied by a $ check which must be made payable to MAWHA and overnight mailed to the league office. Upon receipt of the check or of mailing, the review will be conducted by a telephone conference between the Commissioner, and at least two elected officers of the League. With in 24 hours of the conference call, the elected officials must make a determination to: a. Let stand the Commissioner s ruling or b. Refer the matter to the Executive Board for review. In this case the Executive Board by simple majority will render a final determination with in seven days of the referral. c. In the case that the Commissioners ruling is overturned, the check will be returned to the Member organization. 2. The regular season game deadline is moved up to the last weekend prior to the MAWHA playoffs. 3. It is the responsibility of the home team to make certain that game sheets properly recorded. The accurately completed score sheets must be recorded in the league s website within 24 hours of the game completion. A minimum fine of $25.00 per occurrence and/or sanctions may be imposed by the Commissioner for failure to report information by the League deadlines. 4. Each team may be evaluated during the course of the season by the Team Evaluation Committee. The purpose of this Committee to advise the Commissioner of the competitive level of the team, and to insure that each team is properly slotted within the division structure of the league. a. The Team Evaluation Committee The Team Evaluation Committee (TEC) will be comprised of three members of the Board of Directors who will be appointed by the MAWHA President. The TEC will report directly to the Commissioner. 15

17 b. This committee is granted the authority by the Executive Committee to identify League Members that are not competitive within their division during the current season. c. Teams will be categorized during the review phase as too weak in the Tier 1 division, too weak or too strong in the Tier 2 division and too strong in the House/Developmental division. d. The TEC must notify each organization it intends to evaluate in writing. If a member is notified of a pending evaluation by the TEC, that member may not publicize any future offerings related to participation in MAWHA until it s competitive status is approved by the Commissioner. e. All changes in the division status of a team will occur in the following season. 5. For teams in the Atlantic District, the Commissioner will determine and announce the first MAWHA sanctioned date and time for team tryouts for each new season. No tryouts, player evaluations, team sponsored clinics, or other on ice recruiting events shall be employed by member clubs, their volunteers or their coaching staff prior to first announced date of tryouts. Teams found in violation of this regulation may have their Atlantic District tournament/playoff eligibility revoked and/or their membership in MAWHA terminated. a. The date and time determined by the Commissioner is 6:00 pm. on the first Tuesday after the close of the USA Hockey Girls National Tier 1 and Tier 2 Championships. 16

18 SECTION 8 MAWHA CHAMPIONSHIP PLAYOFFS 1. The rule to determine home ice option in playoffs is: home ice advantage goes to the team with the higher number of total points gained during league play in the course of the regular season. If teams play an unequal number of league games, the home ice advantage will be based on the team gaining the highest percentage of points gained divided by maximum points obtainable based on the number of league games played. 2. The Commissioner is authorized to approve the scheduling and determine the seeding of MAWHA playoff games. 3. Whenever possible, the playoffs will be held over two consecutive days, with semi final games on the first day, and finals on the second day. 4. MAWHA Divisional Playoffs seeding and game schedule will be determined by January 31st of the playing season and announced by the Executive Board on the MAWHA website: a. Top 4 teams eligible and able to participate: i. Playoffs will be single elimination series. The top seed (home) will face the fourth seed (away), and the second seed (home) will face the third seed (away). Game winners will move to the Championship game. The highest remaining seeded team will be the home team. b. Top 3 teams eligible and able to participate: i. Playoffs will be single elimination series. The second seed (home) will face the third seed (away). Game winner (away) will face the top seed (home) in the Championship game. b. Top 2 teams eligible and able to play i. Playoffs will be single elimination series. The top seed (home) will face the second seed (away) in the Championship game. 5. Game format for MAWHA playoffs will follow the USA Hockey District and National Championship Tournament Guidebook - Preliminary-Round Games 18

19 6. MAWHA serves as one of the determining channels for participation to all Atlantic District Girls/Women s playoffs for the USA Hockey National Championships. 7. To compete in the Playoffs, an Organization and all their teams must be in good standing with MAWHA. 8. The team roster submitted to the Organizations home district register and to MAWHA prior to December 31 st of the playing year is the roster of eligible players for that Organizations team. No player rostered after December 31 st of the playing year is eligible for the MAWHA playoffs. Players not registered by December 31 st of the playing year are not eligible to play in any league games. 9. Tiebreakers for purposes of the MAWHA Playoffs only. Tiebreakers are applied to all teams tied in league points at the close of the season. a. Head to head record between the teams. This is direct head to head league games only b. Head to head goal differential, again the results only from head to head games. c. Penalty Minutes head to head games d. Goals against head to head games e. Total penalty minutes of all league games f. Total goals against of all league games g. Coin Toss or play in game as decided by the Commissioner. Once a criterion firmly establishes the position of any tied team, that team will be placed in that position, and the remaining teams will start the tie breaking process from the beginning (Tiebreaker 1) to determine the order of finish for the remaining teams. In the case of three tied teams, at the point one team holds the same tiebreaker against the other remaining teams, that team is advanced. If necessary the remaining teams begin the tie breaking process from the beginning. This process will also be used when there are more than three tied teams. In the case of three tied teams, at the point that two teams hold the same tiebreaker over the remaining team, the third team is eliminated, and the remaining two teams start the tiebreaking process from the beginning. This process will also be used with there are more than three tied teams. 19

20 SECTION 9 CONDUCT DETRIMENTAL TO MAWHA 1. In the event a Member or any person associated with a Member shall make any statement detrimental to MAWHA, including statements made to USA HOCKEY representatives or representatives of USA HOCKEY affiliates, the Member shall be deemed by the Commissioner to have committed an offense. The Member shall be subject to censure, fine and/or termination. 2. It shall be within the absolute discretion of the Commissioner as to whether statements or conduct are detrimental to MAWHA and as to whether such statements were made or performed by a Member or any person associated with a Member. To make such determination, the Commissioner shall make such inquiry as deemed necessary. 22

21 SECTION 10 CODE OF ETHICS 1. The following ethical principles relate to the conduct and actions of all officers and individuals associated with MAWHA and its Members. It shall be the responsibility of the Member's representative to enforce these principles. All violations of these principles will be dealt with in a manner prescribed by the Commissioner. a. All individuals associated with MAWHA or one of its Members shall deport themselves with honesty and sportsmanship at all times, so that the sport of ice hockey, and they as individuals, will represent the honor and dignity of fair play and the generally recognized high standards associated with wholesome competitive sports. b. All officers and individuals associated with MAWHA including one if its Members shall not, directly or by implication, use the MAWHA S name or their affiliation with MAWHA in the endorsement of products or services without prior Executive Committee approval. c. All officers and individuals associated with MAWHA or one of its Members shall respect the integrity and role of all other Members, and shall not perform any activity that would demean or be injurious to another Member or Member team. 23

22 SECTION 11 LEAGUE FEES AND OTHER FINANCIAL COMMITMENTS 1. All Members must provide 15 home ice dates for each team, which is due prior to the MAWHA scheduling meeting. 2. The MAWHA Fees will be based on an annual expense budget, and will be determined by the Treasurer, and approved by the MAWHA Executive Committee. Any increments in the fee schedule will be determined by the by the Treasurer. 3. MAWHA Expenses: The administrative expenses will be divided and assessed equally among the Members and any other participating organizations. MAWHA operating expenses will be divided equally among the teams operating in a particular division. 4. Schedule of MAWHA Fee Payments: a. 50% due by September 30 th b. 50% due by November 15 th c. Failure to make prompt payment of any League fees will result in fines and suspension of the organization. 5. In addition to the annual MAWHA fee payments, each organization or club will provide MAWHA an escrow deposit balance of $ by September 30 th of each year. This escrow will be held by MAWHA in bank account separate from the operating account of MAWHA. Upon assessment of fines to an organization or club the Treasurer will disburse the available escrow balance of said organization or club to the operating account. If the organization or club does not have sufficient funds available in the escrow deposit account for the fine the Treasurer will request the net balance of the fine due from the organization or club. Such payment of the outstanding fine and/or payment to replenish the escrow deposit to $100 shall be received by the Treasurer within ten days. If payment is not received within ten days the Treasurer will notify the Commissioner. If an organization or club is no longer a member of MAWHA their respective escrow deposit balance will be refunded upon their payment of all amounts owed to MAWHA. Organizations or clubs will not be entitled to the interest earned on their escrow deposit. The escrow balance will be carried over to each successive year, and must be maintained at the level set by the Executive Board prior to the start of each season. 26
