1 2011 NCAA Ice Hockey Rules Exam Most Missed Questions and Supporting Clarifications Submitted by NCAA Secretary-Rules Editor Steve Piotrowski (November 17, 2011) Listed below are the results of the 2011 NCAA Ice Hockey Rules test identifying the ten most missed questions with some additional clarifications. We hope these interpretations and clarifications will assist officials with an understanding of the corresponding rules. Question 1: This question deals with facewashing and was the most missed question. Applicable Rule: Face Masks Rule 6-14-b SECTION 14. a. A player shall not intentionally place or push with the open hand on the face mask. The inadvertent or accidental placement of an open hand on the face mask shall not be ruled a penalty. PENALTY Minor. b. A player shall not grasp, push with an open hand or move an open hand back and forth (e.g., facewashing) on the face mask of an opponent. PENALTY Major. c. A player shall not grasp and pull or twist an opponent s facemask. PENALTY Disqualification for excessive roughness. Guidance: Since the player in this situation is pushing the facemask of the opponent (e.g. facewashing), under the rule a major penalty must be assessed. 1

2 Question 2: This question deals with the application of Contact to the Head. Applicable Rule: Contact to the Head - Rule 6-8 Targeting. In some cases, it was misunderstood that targeting the head and neck was only to be reserved for a player who intentionally delivered contact in this area. That is not the case. Targeting and directly contacting the head and neck area should clearly be a major penalty and at least a game misconduct. But targeting is not a requirement for this rule to be enforced. In fact, this concept was not included in this rule because it is nearly impossible for an official to judge intent. Rule 6-8 Question 3: This deals with a faceoff after a misconduct penalty is assessed. Applicable Rule: Rule 4-9-a. Guidance: In an even-strength situation, an end zone faceoff is set up in Team A s attacking zone. Before the puck is dropped, a misconduct penalty is assessed to player A9. Where is the faceoff? Ruling: The faceoff will be at the neutral zone spot outside Team A s attacking zone. Question 4: This question deals with a goalkeeper delaying the game. 2

3 Applicable Rule: Goalkeeper s Penalties Rule 4-7-e. A minor penalty shall be assessed to a goalkeeper who, when located entirely outside the boundaries of the crease area (except to prevent a goal), deliberately falls on or gathers the puck into the body or who holds or places the puck against any part of the goal or against the boards (see 6-19-b-2). Question 5: The question deals with hand passes. Applicable Rule: Handling the Puck Rule 6-19-a A player shall be permitted to stop or bat a puck in the air with the open hand, or push it along the ice with the hand, and a teammate may take control of the puck, unless each of the items below have occurred: 1. The puck was deliberately directed to a teammate; 2. This action allowed the offending team to gain an advantage; and 3. A teammate gains possession and control of the puck, either directly or when deflected off of any player or official. When the puck is handled in violation of this rule by the attacking team directly to the goalkeeper, there shall be an immediate whistle. A player shall be permitted to catch the puck out of the air but must immediately place it or knock it down to the ice. A player shall not catch the puck and skate with it, either to avoid a check or to gain a territorial advantage over an opponent. FACEOFF At one of the end-zone faceoff spots adjacent to the goal of the team causing the stoppage of play. Guidance: As part of the committee s directive to eliminate unneeded whistles that kill the flow of the game, officials are instructed to pay particular attention to the three ingredients needed for a player to be in violation of this rule. 3

4 Question 6: This deals with play along the boards and legal tactics. Applicable Reference: Rules 6-24 and 6-29-a. Interference Rule 6-29-a SECTION 29. a. A player shall not interfere with or impede the progress of an opponent who is not in possession of the puck, deliberately knock a stick out of an opponent s hand, prevent a player who has dropped the stick, or any other piece of equipment, from regaining possession of it or knock or shoot any abandoned or broken stick or illegal puck or other debris toward an opposing puck carrier in a manner that could cause the player to be distracted. PENALTY Minor. Guidance: In some cases, typical cycle plays along the boards may require additional attention. This is not a mandate to penalize defensive play; however, players using a free hand to negate a legally gained advantage or position on the ice must be penalized appropriately. The effect on the integrity of the play must be considered and impeding is a critical ingredient when determining these types of restraining fouls. Players are allowed to press and release along the boards, and use the free hand to initially guide an opponent. However, the defensive player must release in order to allow the opposing player a reasonable opportunity to pursue the puck. A player that holds or impedes in any manner must be called for obstruction, but the initial press and release is a legal play. 4

5 Question 7: This question deals with the goal briefly coming off its pegs, but immediately returning to its proper position. Applicable Rules: Goals and Assists - Rule 6-18-c-12. Guidance: The goal should be allowed. As long as the goal cage is in its proper position (flat on the ice) prior to the puck entering the net and completely crossing the goal line. Question 8: This is a question about faceoff locations when an offside occurs. Applicable Rule: Faceoffs Rule Once the linesman determines the location of where the pass originated from, the ensuing faceoff will take place at the nearest faceoff spot that does not create a territorial advantage for the offending team. In this situation, the center ice faceoff spot. As a rule of thumb for determining faceoff locations, linesmen should review in their mind how and where the stoppage occurred and then go back (not forward) to the nearest faceoff spot to where the pass or shot occurred. Again, so a territorial advantage is not created for the offending team. 5

6 Question 9: This is a question about the committee s point of emphasis for diving/embellishment. Applicable Rule: Diving/Embellishment - Rule-6-11-b. A player who has been fouled shall not exaggerate the impact of the foul. An embellishment penalty is called in conjunction with an opponent s penalty. PENALTY Minor for embellishment. Guidance: An embellishment penalty, by definition, exaggerates a foul by the opposing team so there MUST be a corresponding penalty. Officials are strongly encouraged to continue strong enforcement of impeding fouls, however, so players do not feel that embellishment is needed to draw a call. Question 10: This question deals with grasping, pulling or twisting an opponent s facemask. Applicable Rule: Face Mask - Rule 6-14-c. A player shall not grasp and pull or twist an opponent s facemask. PENALTY Disqualification for excessive roughness. Guidance: This penalty can be assessed as a standalone penalty. The point here is that the committee believes this type of action has no place in NCAA play and student-athletes who use such tactics must be removed and suspended. 6
