Ted Olson, seconded by Bob McCrum, moved to accept the minutes as written. The motion passed unanimously. * Treasurer's Report * Treasurer Trumble distributed the Financial Report for the period of April 20, 1991, through October 10, A balance of $3, was reported. The MaOA had receipts of $3, and disbursewents of. $1, during this reporting period. "Buzz" Olson moved to accept the Financial Report as presented. The motion was seconded by "Butch" Glesner and passed unanimously. * President's Report * 1. Hockey North America. Bill emphasized that the MHOA should ensure that its membership understand the ramifications of officiating non registered teams as outlined in the Mark Rudolph memo (copy attached) written on August 29, 1991, and sent to District Referees-In-Chief and Local Supervisors of Officials. 2. Referee System (2 Referees - 1 Linesman). Bill discussed a letter written on September 19, 1991, to Michael Reger from Mark Rudolph (copy attached), concerning the use of the 2 Referee - 1 Linesman officiating system. As stated in the letter, when a lawsuit arises due to injury of a player, several issues arise concerning the

2 (page 2 of 5) ~ President's Report * (continued) officiating. The standard of rule enforcement and the proper training of officials are the two commonly sited areas of contention. Because USA Hockey does not recognize or offer training in the 2 Referee - 1 Linesman system, the courts may view the officials as "improperly trained", regardless of their experience or ability. 3. Seminars. Bill emphasized that only USA Hockey material should be presented at the seminars. The seminars scheduled for all of the MAHA Districts must follow the agenda established by the MHOA Seminar Staff for Basic and Intermediate Seminars. 4. Coaching Achievement Program. Bill polled the Supervisors to see if they had been invited to speak at CAP Seminars. Brad Trumble, District 6, and Paul Moen, District 8, were the only Supervisors that had spoken at CAP seminars. 5~ Post Season Tournament Dates. The following dates have been established for the 1991/1992 season: March 6, 7 & 8, 1992 MAHA Region Tournaments March 11, 12, 13 & 14, 1992 State High School Tournament March 20, 21 & 22, 1992 MAHA State Tournaments March 27, 28 & 29, 1992 VFW State Tournament * Old Business * Officials Camp. There is much interest in a USA Hockey officials camp to be conducted in Northwestern Minnesota at a site such as Baudette. This camp could be held in conjunction with a hockey school. "Buzz" Olson will investigate the feasibility of this approach and report to President Leslie. Minnesota State High School League. Dick Haney was invited to sit in on a meeting_9f the Commission for Better Hockey. Dick's involvement centered on hockey officials training. The Commission recommended that the High School League contact representatives of USA Hockey to discuss officials training and to possibly utilize the USA Hockey training program. The MHOA has been looking for a way to become involved with the High School League and discussion followed concerning the best approach to take to open meaningful dialog between the organizations. President Leslie will work with Dick Haney to gather details of the Commission meeting and then President Leslie and Secretary Nybakke will draft a letter of introduction to be mailed to the High School League key people. * Metro Junior Gold League * MAHA Directors Sprague, Howat, Meisner and Green, addressed the formation of the Metro Junior Gold League. The league is expecting to have about 20 teams competing. The teams will represent 5 metro area HAHA Districts (#2, #3, #6, #8 and #10), with competition beginning in December The USA Hockey 3-man system will be used to officiate

3 (page 3 ef 5) * Metro Junior Gold League * (continued) the games. The "home team" District will assign officials for that game. The length of games will be 1 hour, to be played with 3 periods of 11 minutes "stop" time each. Disciplinary matters will be handled by the League. The composition of any disciplinary board will be determined prior to League competition. President Leslie called for a meeting recess at 11:05 a.m. The meeting was called to order at 12:28 p.m. by President Leslie. * MinnKota District Referee-In-Chief Report * 1. An applicant taking the Levell test must answer all 100 questions. This is a change from previous years when only 50 questions were required to be answered. 2. All Level 4 applicants must have completed the registration process and passed the 100 question "open book" test prior to testing for Level Question #2 on the Level 4 "closed book" test was worded incorrectly and therefore either T or F will be accepted as a correct answer. 4. Dick said that he will strive to have a MinnKota District officials seminar in Brainerd or St. Cloud next year. 5. Dick talked about the local USA Hockey officials seminars and stressed that it is very important to present only USA Hockey material. The local seminars are open to all registered officials and cannot be tailored for a specific local audience. 6. The MHOA seminar staff "team" approach has good merit and should be continued, especially in the MHOA South where the majority of the seminars are held and the logistics of assembling a staff are easier. 7. The Coaching Achievement Program was supposed to invite the local Supervisor of Officials to speak for 15 to 20 minutes at each CAP Seminar. 8. The National Women's Hockey Tournament will be held in Duluth during early April Dick has talked to LYnn Olson and the preliminary plan is for the 3-man system to be used at the "A" level and 2-man system at the lower classifications. This is a large tournament with a possibility of 32 teams entered. Duluth may invite officials in to work some games. 9. The last item that Dick talked about was the increasing recognition that MHOA is receiving from MAHA. This change is great! We should continue to work toward increased visibility within MAHA.

4 (page 4 Qf 5) ~~---~ * New Business * MAHA Tournament Handbook. President Leslie distributed excerpts from a proposed MAHA Tournament Handbook. Bill had identified all references to referees and reporting of penalties. Be then asked for a critique of the content. The MBOA membership offered some minor revisions and additions. "Butch" Glesner, seconded by Bruce Carlson, moved to accept, with revisions, the excerpts to be included in the MAHA Tournament Handbook. The motion passed unanimously. Communication. Ted Olson told of situation last year when a District #3 team was playing in a tournament in the Range District. The coach from the District #3 team physically accosted an official. Parents of the District #3 team substantiated the actions of the coach, but no game report was sent to Ted, even after a phone conversation with Kris Walters. The membership generally agreed that communication between District Supervisors in the south is excellent, but that this same level of communication must exist state wide. Seminar Expenses. Discussion of expenses included seminar equipment needs, transportation (mileage) reimbursement, seminar ice rental, long distance phone charges and CAP Program speakers fee. "Butch" Glesner made a motion to pay cumulative total mileage for MBOA seminar instructors. The motion was seconded by "Buzz" Olson and passed unanimously. Additional discussion followed concerning the practices of some MABA Districts to pay expenses for Supervisors to attend MBOA meetings and other Districts do not reimburse any expenses. Ted Olson moved to pay all expenses for MABA Supervisors and MBOA Officers not reimbursed by their District while attending MHOA meetings. Brad Trumble seconded the motion. "Butch" Glesner moved to amend the motion by adding "pay mileage at $0.21 per mile and lodging expenses". Bruce Carlson seconded the motion. The amended motion is to: pay mileage at $0.21 per mile and lodging expenses for HAllA Supervisors and MBOA Officers not reimbursed by their District while attending MaOA meetings. The motion as amended passed unanimously. MaOA Logo. President Leslie suggested that MaOA should have a logo to better identify this organization. Dean Nybakke said that he had been working on an idea for a logo and briefly explained his concept. President Leslie directed Dean to develop the logo. MaOA Bylaws. "Butch" Glesner had talked to President Leslie about the possible need to update the organizations bylaws. President Leslie directed "Butch" to study the bylaws and make recommendation for change at the next meeting. \ /

5 (page 5 of 5) MHOA Meetings. Discussion to establish a set agenda for all MHOA meetings was brought before the membership. "Skip" Trumble moved to set an agenda of: Executive Officers to meet on Friday evening; North and South Vice Presidents and Supervisors to meet on Saturday morning; and MHOA General Heeting to be held Saturday afternoon. Bruce Carlson seconded the motion. The motion was unanimously defeated. Additional discussion about MHOA meetings followed with the opinion of the membership being that the MHOA President should be empowered to set an agenda for each of the scheduled meetings. There being no further business, Bruce Carlson, seconded by "Butch" Glesner, moved to adjourn.
