1 CENTENNIAL SUMMER HOCKEY LEAGUE RULES 2017 General League Rules 1. Official Hockey Canada Rules will apply where appropriate. 2. No body-checking is allowed. Minimal body contact is to be expected. Penalty calls regarding contact are left to the discretion of the referee. 3. Slap shots are permitted. 4. The game will consist of three (3) - 15-minute stop time periods. With five (5) minutes remaining on the permit, the clock will be dropped to two (2) minutes as required. A maximum 5-minute pregame warm-up will be allowed (For a 1-minute warning, timekeeper will sound the horn). 5. There is no overtime during regular season play. 6. No Player is allowed on the ice prior to the start of the 5-minute warm-up. A 10-minute misconduct will be assessed to any player(s) who goes onto the ice prior to the 5-minute warm-up. 7. Every team must come prepared with the same colored jerseys complete with numbers. A player with an illegal jersey will be classified as an ineligible player, and are unable to play until they have the appropriate jersey. An individual who plays with an illegal jersey any time after the warm-up will be assessed and serve a minor penalty, and be ineligible to play until they have the appropriate jersey. 8. Goaltenders may play with a practice jersey, so long as the primary color is one of the primary team colors. A goalie that plays with an illegal jersey after the first period can result in the game being protested by the opposing team and a game default. 9. Suspended players are not allowed on the bench. 10. The league reserves the right to adjust, add or delete league rules. 11. The league has an extra emphasis on slashing penalties such that the on-ice officials will penalize any player who swings their stick with two hands on the stick, in a slashing motion, parallel to the ice into the hands or body of an opposing, as deemed appropriate. 12. No time-outs are permitted in regular season games. 13. Faceoffs after penalties will take place in the offending team s attacking zone except when: (1) Penalties cancel such that no time is on the clock, in which case the faceoff is at the nearest dot (2) Whistle is blown for icing by the nonoffending team, in which case the faceoff is taken outside the non-offending team s blue line (3) Whistle is blown for offside by the nonoffending team, in which case the faceoff is taken as it would for offside, regardless of penalties (exception is offside pass, which the faceoff cannot be located in the nonpenalized team s defensive zone) Team Rules 1. Prior to the start of league play, teams must forward the team s roster to the League Administrator. Any changes to the roster after the league commences must be cleared with the League Administrator. 2. Each player prior to the start of their first game shall provide the timekeeper with their full name, date of birth and a piece of government issued photo ID. 3. Any player who does not provide the aboverequired information, and participates in the game after the drop of the puck shall be considered an ineligible player. The team will automatically be assessed a bench minor at the next stoppage in play. The ineligible player will not be allowed to play until they have produced the information as required by Team Rules item 2.

2 4. Teams are permitted to register a maximum of five, current or former, Jr. A (and below) players under the age of 26 years. Only three Jr. A players may be on the game sheet for any one game. Teams must identify any Jr. A players on the game sheet. In the event a team releases a Jr. A player, another may be added to bring the total to five registered players. 5. Players must be 18 years of age to participate in the league. A player can be added to the roster during the season once they have turned 18 provided it does not take the team over the maximum allowed players. 6. Any team official who gives a false statement on the game sheet regarding ineligible players shall result in the team receiving a default for any games involving ineligible players. 7. Each team may appoint one Captain and not more than three Alternate Captains. Only a Captain or Alternate Captain who is on the ice shall have the privilege of asking the Referee for his interpretation of any rule, during the progress of the game. Prior to the start of the game, the Manager or Coach of each team shall advise the Referee or Official Scorer of the names and numbers of the Captain or Alternate Captains. Defaulted Games and Mercy Rule 1. A team must have a minimum of five skaters and one goalie or six skaters to start the game. A team that does not have a legal registered goalie before the start of the second period will default the game. 2. Any time during the game, if a team, as a result of player ejections, does not have a minimum of 5 skaters and 1 goalie or six skaters (due to a goalie being ejected from the game) will result in the game being defaulted. 3. Any team receiving two defaults as a result of not meeting the minimum required number of players will be fined $ cash paid to the league before they will be eligible to play their next league game. 4. At any point during the game when the goal difference is 10 (i.e. 12 2) then scoring statistics will no longer be recorded. The game can continue if agreed to by both teams. Penalties and suspensions occurring after the mercy rule still apply. Suspensions 1. Suspensions due to major penalties or misconducts will be enforced even if a game is defaulted after the conclusion of an officiated game. 2. Players or coaches are not permitted on the player s bench while serving a suspension. Teams with suspended players or coaches on the bench will receive a bench minor penalty and may be subject to further suspension, upon review by the Centennial Summer Hockey League. 3. Major penalties occurring with 10 minutes or less remaining to play in the third period will result in an automatic suspension of a minimum one game. 4. Players who accumulate the following Penalty Totals will receive the additional league suspensions: 40 minutes = 1 league game suspension 50 minutes = 2 league games suspension 60 minutes = 3 league games suspension (1) Penalty totals do not include 10-minute misconducts but do include game misconducts, gross misconducts, and match penalties as 10 minutes each. (2) Penalty totals reset for playoffs, but suspensions carry into the playoffs. 5. Suspensions are as per league decision upon review of the incident with that game s officials. On larger, extreme incidents, team captains will also be involved. 6. Suspensions will be identified to the team s captain prior to the start of that team s next game via . Substitute Players 1. If needed (for regular season play only), teams may pick up a maximum of five (excluding a goaltender) legal and registered CSHL players. Teams can only pick up players to a total of 10 (plus 1 goalie). For

3 individuals who participate from other teams, these games will not count towards playoff eligibility and scoring statistics will not be recorded. However, penalties and suspensions will apply. 2. Substitute players must be indicated on the game sheet, indicated by a (s) notation, prior to the start of the game in order for players to be eligible. Equipment 1. A CSA approved helmet is mandatory for all players except for the following exception: a Cat Eye Mask for goaltenders is acceptable; however, we strongly encourage goaltenders to wear a CSA approved mask. 2. In conjunction to the league s CARHA insurance, please read page 2 of the Insurance 101 document for your coverage when it comes to full facial protection versus the wearing of the half-visor versus no facial protection. 3. If the League or competing teams decide that the teams jerseys are too similar in color, the teams will agree on who will change jerseys. Penalties 1. Minor penalties are two (2) minutes and major penalties are five (5) minutes. Coincidental penalties will not result in the teams playing shorthanded. (1) If team A player is assessed two roughing minor penalties and the team B player is assessed one roughing minor penalty, team B will have a two-minute power play as one minor from each player is cancelled. This requires team A to add a second player in the box to come out at the termination of the power play. (2) In the case where team A player is assessed a penalty that results in an automatic double minor, such as spearing or buttending, and team B player is assessed a minor penalty, team B will have a 5-on-4 advantage for the next 2 minutes or until a goal is scored, whichever occurs first. Improper implementation of this rule would be 4-on-4 for 2 minutes followed by a 5-on-4 advantage. 2. A player who is assessed Three Penalties in one game shall be ruled off the ice for the remainder of the game, being assessed a Game Ejection. It shall be necessary to place a substitute in the penalty box immediately to serve the third penalty. (Note 1): Any combination of minor, major penalties and 10-minute misconducts shall apply to the Three Penalty Rule. (1) Automatic double minor penalties (high sticking which results in blood, spearing, butt-ending) will count as one penalty against this rule, but in cases where two roughing minors or two different penalties are assessed to the same play on the same stoppage, each penalty will count against this rule. (2) No suspension shall apply in the case of a player being assessed a Game Ejection penalty under the Three Penalty rule. 3. Any player, except a goalkeeper, incurring a Misconduct Penalty shall be ruled off the ice for ten (10) minutes actual playing time. In the case where the goaltender is assessed a Misconduct penalty, no player is required to serve. 4. A Misconduct Penalty shall be assessed to any player or team official who: (1) Uses obscene, profane or abusive language to any person (2) Persists in disputing or shows disrespect for the ruling of any official (3) Shows disrespect to an opposing player or team in such a manner that is inappropriate at any time or situation. This includes excessive taunting of opponents. 5. Any player or team official who, after receiving a Misconduct penalty, persists in any of the actions of (1) and (2) above shall be assessed a Game Misconduct Penalty. 6. Any player who is assessed a second Misconduct penalty in the same game shall automatically be assessed a Game Misconduct penalty. 7. Any player who is assessed a 10-minute Misconduct penalty in the last 10 minutes of the third period shall be ordered to the dressing room for the remainder of the game and will

4 automatically be penalized for the first 10 minutes of the next league game (regular season or playoffs). The player must serve the entire penalty in the penalty box. The player will not be allowed to play in that game until the full ten minutes is served in the box. 8. A player incurring a Game Misconduct penalty shall be ordered to the dressing room for the remainder of the game and he shall be reported to the League for further action. 9. Any player, including a goalkeeper, assessed a Major penalty and Game Misconduct shall place a substitute player on the Penalty Bench to serve five (5) minutes actual playing time. A Game Misconduct accompanies all major penalties automatically. Player Conduct 1. Any player who is assessed a Fighting Major and Game Misconduct will be suspended for a minimum of three (3) games, second offence six (6) games, and third offence results in expulsion from the league. After a players first fighting major, a $50 fine will accompany the 3-game suspension and a $100 fine will accompany the 6-game suspension. These fines must be paid by the captain to the league prior to said player being allowed to return to play. 2. Any player assessed a Match Penalty or Gross Misconduct Penalty will automatically be suspended for a minimum of the next five league games, second offence is expulsion from the league. 3. When a goalkeeper leaves his crease during a fight, he shall be assessed a Minor penalty. This applies regardless if the goalkeeper leaves his crease to act as a peacemaker, an observer, or take part in another fight, during the same stoppage of play, plus any other penalties he may incur. 4. Team officials shall be responsible for their conduct and that of the players at all times. They must endeavor to prevent disorderly conduct before, during, or after the game, on or off the ice, and any place inside and outside the rink. The Referee may assess penalties to any of the above officials for failure to do so and shall report full details to the League. 5. The league reserves the right to take disciplinary action against player(s) involved in a fight or behavior deemed inappropriate by the league. 6. CSHL reserves the right to investigate any infraction and impose additional disciplinary measures, as it deems appropriate. This may be against a player, a team official or an entire team. Any player removed from a season of play will not be entitled to a refund of any fees paid. Any suspensions will include regular season play and play- offs. 7. Any player or team official who threatens or attempts to strike an On- or Off-ice Official before, during or after a game shall be assessed a Match penalty and shall be reported to CSHL by the 8. Play-off Format Playoff format will be discussed prior to the start of the season. Playoff Eligibility 1. In order to be eligible for playoffs, players must have participated in seven (7) regular season games, be registered and in good standing with the league. In order for goalies to be eligible for playoffs, they must comply with any of the following: (1) Be signed with the team from the beginning of the season

5 (2) Be signed during the season and play a minimum of 3 regular season games (3) If the team has an injured goalie prior to the playoffs or during the playoffs, teams can use any goalie provided the team captain notifies CSHL prior to game start and this goalie is not playoff registered with another CSHL team 2. Any team official who gives a false statement on the game sheet with regard to ineligible players shall result in the disqualification of the offending team from playoffs. The timekeeper, upon consulting with both captains and on-ice officials, has the authority to request photo ID prior to any potentially ineligible player partaking in the game. 3. Prior to each team s first playoff game each season, players are to provide their photo ID s to the timekeepers to verify rosters and eligibility. 4. If a team defaults a game during playoffs the team will be disqualified from further playoff games and no prize money will be awarded. Regular and Playoff Season Point Structure Teams receive two (2) points for a win, one (1) point for a tie, and zero (0) points for a loss. Team Standings Teams will be ranked according to the number of points after round robin play. The team with the highest number of points will be ranked first, the team with the second highest number of points will be ranked second, etc. Breaking of Ties in Regular Season Team Standings When two or more teams have an equal number of points after round robin play, the teams will be ranked according to the following rules: 1. The team with the most wins will be declared the highest position 2. If still tied, the team with the most wins between each other the will be declared the highest position. 3. The team with the least penalty minutes shall be ranked highest, the team with the second least penalty minutes shall be next, etc. 4. If still tied, teams shall be ranked according to the difference between goals for and against in all games played. The team with the highest positive difference shall be ranked highest; the team with the second highest positive difference shall be ranked next, ext. 5. If still tied, teams shall be ranked according to the highest ratio of goals for divided by the sum of goals for and against for the highest ratio shall be ranked highest, the team with the second highest ratio shall be ranked next, etc. 6. If still tied, teams shall be ranked by decision of the league. Playoff Rules 1. Regular Season Rules will apply 2. Each team is allowed one (1) 30-second time-out per playoff game. If one team wants to take a timeout during the same stoppage as the other team, the second team must call for the timeout prior to the end of the first timeout. Breaking of Ties for Playoff Games 1. In the event of a tie during playoff games, except where identified otherwise, a 5-minute, 3-on-3 sudden death stop-time period will be played. In the event no team has scored, a shoot-out will decide the winner. 2. Shoot-out rules: Three players from each team will take one penalty shot each using alternating format. If the teams are still tied after three shots, the teams will go to a sudden death shoot out. After the first three shooters, shooters may be reused as desired. The higher ranked team from the regular season standings shall have the option to shoot first or second.
