2 Constitution SSMHA Article 10 Amendments to Constitution or By-Laws: A) The Constitution shall not be amended except at an annual Meeting by a two-thirds (2/3) majority of cast votes. (Notice of the proposed amendment shall be given to the Secretary at least 21 days prior to the Annual Meeting.) B) The Bylaws of the Association may be amended, repealed, revised or added to at any meeting of the Management Committee upon two-thirds (2/3) majority vote. Subject to the approval of it at the next Annual Meeting. Should the Annual Meeting not approve the amendment, repeal, revision or addition, this shall not invalidate the action taken by the Management Committee under the interim amendment. C) Anyone proposing to amend, repeal, revise or add Constitutional or By-law changes should attend, or send a representative, to speak in support of those changes at the Annual Meeting. 3 GENERAL 1.1) The South Stormont Minor Hockey Association adopts and follows the rules of the Canadian Hockey Association (C.H.A) and the Ottawa District Minor Hockey Association (O.D.M.H.A.) and in the case of any variation or inconsistency between the Constitution of this Association and the aforementioned rules the ODMH and CHA shall take precedence. 1.2) Amendments to the rules herein may be recommended to the Management Committee by any Member, but any amendments, repeals, revisions, or additions to same shall be in accordance with Article 10 of this Constitution. 1.3) Any or all infractions of the By-Laws are subject to the Discipline Committee action. 1.4) C.H.A. playing rules shall apply to all hockey games of the Association unless otherwise stated by the S.S.M.H.A.. 1.5) Conduct detrimental to Minor Hockey by a participant, be he a parent, coach, manager, referee or player, will not be tolerated and is subject to discipline under the Discipline Committee. 1.6) Referees and Linesmen are to be respected by everyone and not to be baited harassed, abused or assaulted. Either before, during or after a game. No one other than a referee or Linesman is allowed to enter the referee room. Only Captains or Alternate Captains may make inquiries of the Referee or Linesmen. Referees will sign the game sheet immediately after the game. 1.7) Complaints by anyone with respect to refereeing are to be directed to the Referee-In-Chief only and are to be in writing. 1.8) Any protest of a game must be submitted within 24 hours of the game to the SSMHA. Any protest must be in writing with a complete explanation plus a $50.00 fee payable to the SSMHA. If the protest is upheld, money will be refunded, if denied it will be retained in the SSMHA fund. 1.9) All referees and Linesmen shall be appointed and assigned by the Referee-In-Chief and or scheduler and must hold the appropriate certification and be at lease 12 years of age. 1.10) Any suspension shall result in the person suspended being unable to participate in any activity of the Association, be it player, coach, manager, referee, trainer or Management Committee during the term of the suspension. 1.11) All fund raising ventures included soliciting donations, must be approved by the Management Committee in writing at least 24 hours prior to the event. This does not include operation budgets of Travel Teams. 3 P a g e

4 1.12) The president shall appoint a coach selection committee by June 1st of the current year. If a committee can not be formed the the Management Committee will interview candidates and provide a list with recommendations to the President. All Coaches, Assistant Coaches, Trainers, and Managers shall be approved by the Management Committee. All Coaches, Assistant Coaches Trainers and Managers must meet O.D.M.H.A. Requirements for coaching by November 30 th of the current hockey season i Coach Selection Committee Policy The chair of this committee will be a member of the SSMHA executive committee and shall be selected by the executive at the January meeting. The chair will have the following responsibilities. a. Put up a poster in the arena by the end of January asking for people to sign up to be a part of this committee. b. Put together a working committee of 9 members and bring to the April SSMHA executive meeting for approval. Executive members are not to be part of this coach selection committee. c. Ensure that there is a minimum of five management committee members at each interview. There shall be an odd number of members for each interview. The chair does not vote. d. Hold a meeting with the entire committee before interviewing candidates. Explain the process, questions and scoring system to be used. Ensure that all members are prepared to set down dates for interviews. e. Prepare a complete set of interview questions and a scoring system for the April meeting for approval by the executive. f. Receive all coach applications and their files and contact prospective coaches with interview dates and times. All applicants will be interviewed by the committee if deemed necessary. g. Ensure that the arena is available and open for the interviews. h. Prior to each coach interview the chair will determine if there is any conflict of interest for all involved on the committee. Those who declare a conflict will be excused for that interview. i. Prepare a report for the next executive meeting that will include all candidates and successful candidates selected by the committee. The chair will be prepared to present reasons for the decisions made by the committee. j. Contact all applicants to inform them of the executive decision. k. Coach applications will be accepted up to August 31 st each year only for the positions not yet filled. l. Interviews must be completed by the first full week of June each season. m. Coach evaluations forms will be available on the web site and parents will be encourage to fill them out at the end of each season. 1.13) After Try-out completion the respected Head-Coach of each team shall provide the executive in writing the names of individuals selected for: Assistant Coach: Trainer and Manager. Selected individual are subject to approval by the Coach-Selection Committee and/or SSMHA Executive as per SSMHA Constitution section 1.12 before completion of Team Rooster 1.14) The team colors allocated to SSMHA are the Dallas Stars colors for Competitive Teams. 4 P a g e

5 1.15) The official crest of the Association is approved by the management Committee and must be ` followed and used by all travel teams. 1.16) The SSMHA agrees to absorb the registration costs for coaching and/or training 1.17) clinics attended by Coaches and Assistants approved in writing by the Management Committee for the current year. An applicant must provide a written receipt and proof of successful completion of said course or clinic in order to be entitled to a reimbursement The SSMHA will absorb the cost of attending referee clinics for the Referee-In-Chief for the current year 1.19) Player development tryout activities that occur prior to registration and are open to all minor age children in South Stormont are acceptable, provided that those proposing these activities can provide written documentation of Insurance to cover the development session releasing South Stormont Minor Hockey Association and its agents from liability for injury or mishap Parent/child games are not sanctioned by SSMHA Non- resident player is required to play at the House C-Level for one consecutive season, to establish commitment. Non-Resident will not be allowed to participate at competitive try-outs at any level, before commitment is established. Enrollment at I.P. level is excluded from year(s) to establish commitment All SSMHA Management Committee Members and SSMHA Executive Members in addition to all coaches, assistant coaches, managers and trainers must sign their acceptance and acknowledgment of the then current SSMHA By-Laws presently in force before being given their assignments. This is to help eliminate misunderstanding of the rules, regulations and By-Laws and, in addition, the initials at the relevant places signify acknowledgment of these important issues, which have caused problems in the past. This process is proposed so the season will hopefully run smoother and all participants including parents, coaches, trainers, referees and most important, the children have FUN IN THE HOCKEY PROGRAM AT SOUTH STORMONT. 5 P a g e

6 2 House and Travel Teams House League Section It is the principle of our House League Division that all players receive equal ice time in each game played. All Coaches shall ensure that all players, regardless of ability are afforded the opportunity for equal playing time. 2.1) There shall be NO body contact at Novice and Atom and any C-level of in-house House League. 2.2) Once assigned to a team, players can not be moved or dropped without the consent and approval of the House League Convener and the Management Committee of SSMHA. 2.3) It is desirable for the players to play in their own age division. The House League Convener may recommend that a player may play in a higher or lower age division. Management Committee decision is final with respect to the child moving upward or downward. 2.4) Teams will be chosen by the House League draft and every effort will be made to equalize the teams. After selection has occurred if there is an imbalance in the teams in the opinion of the House League Convener then, at his/her discretion, changes to offset the imbalance may be made by the House League Convener and ratified by the Management Committee. The changes must be ratified by the Executive committee of SSMHA and the parents of the player. 2.5) `The Executive committee will decide how many players to be on each team based on registration. 2.6) Teams playing exhibition or tournament games must adhere to the ODMHA rules and the following; i) All teams playing outside of ODMHA for tournament or exhibition must obtain a Travel Permit signed by SSMHA President or designate and District 2 Chairperson or designate. ii) All games that are played outside of the ODMHA which result in any violations or suspensions will be reported to convener of that teams league and division so that proper action can be taken. A copy of the game sheet will be supplied to the convener and discipline chair of the league. iii) Ideally these outside games should not have a negative effect on the House League game schedule during the season. 2.7) Novice division shall consist of (2) or more 50 minute development sessions in lieu of games each month during regular season. 2.8) Atom division shall consist of (2) or more 50 minute development session in lieu of games each month during the regular season. 2.9) SSMHA teams shall be responsible for providing a timekeeper to run the clock under the guidance of the referee. 6 P a g e

7 2.10) In order for teams to function financially it may be necessary to request funds from parents above and beyond registration fees. Any monies requested shall be used to pay for practice ice or tournament fees only. Any money raised through fund raising can be used by the team at its discretion, but this will be done in consultation with the parents of the players. 2.11) House League team Coaches shall submit a written status report at the Post Season Coaches meeting. This meeting will be held within 2 weeks of the final games of the playoffs. The report will include the; Number of games played Win-loss record Tournaments entered Suspensions Problems encountered with League Other items of particular note or special interest to the Management Committee Travel Teams (Competitive) It is the objective of our Travel division to provide a competitive level of hockey for those players who establish their competence at that level. It is understood that equal ice time need not be afforded to all players depending on capabilities and circumstances. However, Coaches should not select players unless a reasonable opportunity to play will be afforded them. 2.12) Travel teams shall consist of a number of players as designated by the Management Committee. Teams will follow affiliation rules as laid out by the ODMHA and SSMHA. 2.13) Affiliation rules No affiliate is to pay for practice ice time. Affiliates can be asked for monies that apply to tournaments only. Affiliates may only attend practice with the team they are affiliated to. Affiliates are to be used for regular season games only to bring bench strength back to the level that was set out by the Executive committee at evaluation time. Affiliates may be added to the bench strength of a team for tournaments. 2.14) The association will hold tryout sessions for each division at which all players of that age division are welcome to attend. The selection of players for travel B Rep and B house teams at novice, atom, peewee and bantam levels will be done by a team selection committee. Team selection committee will evaluate players and rate them on a point system. The evaluation committee will rate the top players giving the coach a list of players equal to 5 more than required for the team by the executive committee. ie; B rep team is to carry 12 skaters, the evaluation committee will supply 17 players for the coach to choose from. Final 5 cuts would be left to coach. Coaches will choose Their goalies for these teams. The coaches of the Midget Rep teams will be responsible for selecting their teams. If more than one B or C House team is required than the coaches will work together to choose and equalize the teams as best as possible. 7 P a g e

8 2.15) The Association will assist in purchasing a banner for all teams(s) winning their division championship in their respective league. The cost to the association will not exceed $ ) All Travel Team Coaches shall submit a written report for the AGM. Number of games played Win-loss record Tournaments entered Suspensions Problems encountered with League Other items of particular note or special interest to the Management Committee Competitive Try-out The formation of Rep and / or B-House team(s) at any level is determined by team declaration. Team Declaration is reported by the Management committee, based on current registered number of players in each division each year and every year a) SSMHA will schedule and hold separate try-out sessions for B-rep and B-House teams for each division. b) All scheduled dates for Try-Outs are mandatory at all divisions. c) Player is given the option, and may choose to either try-out for Rep Team or B-House Team at all divisions. d) Player(s) who are not selected for the Rep-Team, will be provided with next scheduled date for B-House Try-out. e) Only players from South Stormont will be selected for any B-Rep or B-House team.* f) The SSMHA Executive will be informed of any players on ice from out side South Stormont Boundaries. * Under certain circumstances, the Management committee may allow exceptions under this rule. Non- resident player shown a minimum of one (1) year of commitment to SSMHA,with Approved Transfer Release. 8 P a g e

9 Team Selection Policy This Policy is to be applied by Management committee as Operation Procedures for season Try-Outs. Rules and Regulations are defined herein. Changes to operations can be changed at any management committee meeting, by voting procedures Rules & Regulations of Team Selection Policy; a) Team Selection Policy for division within SSMHA. b) Categories evaluated. c) Evaluation Process. d) Evaluation Committee. e) Evaluation Coordinator's responsibilities f) Evaluator responsibilities. g) Head-coach responsibilities. h) Allotted Ice-Time for Try-out. i) Players release during Try-Out. j) Try-Out date scheduling Player Release Release of player during B-Rep & B-House try-outs. Allowing coaches to release players after 2 nd scheduled try-out date at all divisions. Ensuring effective and accurate rating. Number of players on ice for last scheduled try-out, equals team allotted number of players (X) plus (five) Player- Team Notification. After last try-out completion. Players will be sent home, at all divisions. Players competing will be notified by phone from the head-coach. ( 24 hours window allowance ) after try-out completion. During the 24 hour window. Management committee is to review and approve head coach Player-Selection List. Upon approval of Player-Team Selection. The head coach is to contact all players competing at his/ hers last scheduled try-out. Informing each player with the appropriated information. The head coach is to inform players who are not selected for the team, with player's next scheduled ( try-out / ice time.) 3.0) The Coaches for all SSMHA teams will keep Selects Hockey Sweaters `n separate garment bags all together or separately. Sweaters will not be left in a players hockey bags. This will allow the sweaters to last longer. 9 P a g e

10 4.0) Only sweaters sanctioned by the SSMHA Executive Board will be purchased. The use of the SSMHA logo and name will not be used without the written approval of the Executive Board SSMHA tender-form the official document, to be used in obtaining quotes for approved SSMHA Jersey Purchases. 5.0) The following guidelines are for the establishment and running of a SSMHA Clothing Store. 5.a) 5.b) 5.c) 5.d) All clothing that uses a SSMHA logo will be purchased through the SSMHA clothing store. If a team or person wishes to purchase a product that is not on the clothing store list they shall present the request to the Executive Board and the Clothing Store committee will try to acquire the item at the best price possible if the product is considered to meet SSMHA standards. The prices for all items in the clothing store will allow for an administrative fee. The fee will be used to offset the cost of running the store and to assist in the financial proceeds of the SSMHA. Anyone not following these rules and regulations will be disciplined at the discretion of the discipline committee. 1 0 P a g e

11 All the above is to fulfill the following objectives: Article 2 SSMHA CONSTITUTION 2.1) To promote and sponsor organized hockey for all youth in South Stormont up to the age of 21 years. 2.2) To promote and foster a spirit of fair play, courteousness, honesty, integrity and sportsmanship among players, coaches, managers, referees and spectators. 2.3) To accommodate each and every youth in the Township of South Stormont who wishes to play hockey. Each youth shall be granted an equal opportunity to participate and learn. Developing our youth mentally and physically with the hope that they will contribute in a positive way to society. 2.4) To promote a sense of community spirit. I acknowledge having received and read the above and agree to abide by all of the By-Laws contained herein should I work as a Coach, Assistant Coach, Trainer or Manager of any team in the SSMHA.
