3 Purpose: RENO RODEO EMERGENCY OPERATIONS and EVACUATION PLAN The Reno Rodeo Association continues to bring together the high quality participants to provide to the public a rodeo that is the richest rodeo in the western United States. This event brings spectators from all fifty states and countries around the world. The Rodeo Association has returned the support that the community has bestowed upon it by supporting local charitable organizations, members of our armed forces and civic organizations. The Reno Rodeo has and will continue to present an event that is wholesome and appealing to the entire family. Where spectators can feel safe in their surroundings and view an outstanding performance. During the time the Rodeo Association has possession of the Livestock Event Center, it is considered private property. This status places a responsibility on the Reno Rodeo Association to develop an Emergency Operations and Evacuation Plan that can be implemented if a situation were to take place requiring additional resources. As with any event involving a vast number of people, circumstances beyond the control or anticipation of the promoters can occur. In an effort to provide a safe environment this Emergency Operations and Evacuation Plan has been designed. It is not possible to address all of the conditions that could occur during one of the Reno Rodeo performances instead this Emergency Operations Plan serves only as a guideline. Table of Organization: The Reno Rodeo Association has an established Table of Organization as well as an emergency notification protocol (Annex2) that is utilized on a daily basis. If a major disaster/emergency were to occur, the emergency notification protocol would be initiated and the Table of Organization would be modified to permit those committee chairpersons with the expertise as first responders to assume command of the incident. The Officers of the Reno Rodeo Association would function in an advisory capacity to the Incident Command structure. The utilization of a table of organization and the emergency notification protocol will allow all for timely notifications of the officers of the Reno Rodeo of the disaster/emergency and let first responders know and understand the chain of command that will be followed. The Incident Command System (ICS) (Annex 3) will immediately be implemented utilizing a unified command structure. The chairpersons of the Security Committee and the Emergency Management Committee will function as a unified command with the Chairman of the Security Committee functioning as the Incident Commander (IC). The co-chairperson for the Security Committee will function as the Operations Section Chief. Other functions will be implemented if needed. The President of the Reno Rodeo Association or his designee will function as the Public Information Officer (PIO). 3

4 Pre Performance Activities: Prior to each performance of the Reno Rodeo the Security Committee Chairperson, Medical Committee Chairperson and the Homeland Security Chairperson will meet with the announcer and their staff. The purpose of this meeting will be to discuss security and medical measures that will be implemented if a major security event were to occur during the performance. A code word will be established at this meeting. This code word will be used by the security chairperson or the medical chairperson to announce the implementation of the Emergency Operation Plan. At this meeting a discussion of possible evacuation routes should be identified. The possible evacuation routes should be discussed with the Chairpersons of Ushers, both Parking Committees and Stalls Committee. A communications channel will be identified for use when the Emergency Operations Plan is implemented. (Annex 4) All personnel will be asked to utilize that specific channel. Radio discipline will be essential and coordination a primary element. The primary focus of this meeting will be to ensure that the announcer is aware of the duties that need to be performed to keep the public continually informed of evacuation routes, the location of emergency medical stations and any other pertinent information that will assist in reducing confusion and fear by those in attendance. Daily Security Responsibilities: When the Reno Rodeo Association assumes control of the Live Stock Events Center, the Reno Rodeo Security Committee is responsible for the security of the grounds and the event. The Live Stock Events Center has its own security personnel that are responsible for its office buildings. The grounds and other structures are the responsibility of the Reno Rodeo Association. The Chairperson of the Security Committee will have the services of a law enforcement agency and a private contract security firm to assist with these duties. Daily Medical Responsibilities: When the Reno Rodeo Association assumes control o the Live Stock Events Center the chairperson of the Medical Committee will be responsible for the initial response to any medical emergency on the grounds of the Livestock Events Center. If additional medical assistance is required the medical personnel on scene will request additional assistance through the normal communications network. If a Major Disaster/Emergency Occurs: The primary focus of Reno Rodeo personnel is the safety of those in attendance, participants, vendors and staff. Medical personnel will assist the injured and the security personnel will assist those in attendance with evacuation if that is deemed necessary by the incident commander. Security personnel will work closely with the announcers assuring that accurate information is supplied to those in attendance which evacuation routes should be used. 4

5 In the event the major disaster/emergency is beyond the management of the medical or security personnel of the Reno Rodeo, and the incident occurs during those hours that the Washoe County Sheriff s Command Post is activated, assistance shall be requested from the Washoe County Sheriff personnel on the grounds. If the Washoe County Command Post is not activated, the Reno Police Department will be contacted and requested to respond. The Security Committee Chairperson or his/her designee will coordinate the additional response with the Incident Commander from the law enforcement agency. If the disaster/emergency is a medical incident the Medical Committee Chairperson will contact REMSA and request additional resource. The ICS unified command will be establish with both the Security and Medical Chairpersons as part of the unified command. The Incident Commander (IC) will notify the 911 operator of the names of the Reno Rodeo Administrative Team that will be responding to the Livestock Center in order to have law enforcement permit the Administrative Team to pass through police lines. In addition the Reno Rodeo Administrative Team will present Reno Rodeo identification stating their position to law enforcement in order to gain admission to the incident. The manager of all livestock will be responsible for ensuring that all livestock is moved to a safe location and properly cared for. If additional assistance is needed the IC will be notified and if available additional skilled personnel will be sent to assist the livestock manager. Triage: If the incident is of such a magnitude indicating a Mass Causality Incident has occurred, an initial triage site is to be established. The Chairperson of the Medical Committee or his designee shall select a triage site as close to the incident as possible to reduce the movement of the injured, access by ambulance, and if needed a landing site for helicopters. More than one triage site might be designated if the Chairperson or his designee of the Medical Committee deems it necessary to properly care for victims Reno Rodeo Security will respond to the triage site and secure the area as directed by the medical team. Evacuation: If an incident were of such a magnitude that it was deemed necessary to conduct a complete evacuation of the entire Live Stock Events Center or specific areas within the Live Stock Events Center, IE: the outdoor arena, ICS will be initiated immediately. The Security Committee Chairperson will contact the Washoe County Sheriffs Command Post, if activated, or if the Washoe County Sheriffs Command Post is not activated contact the Reno Police Department and request their assistance. Prior to starting the evacuation process the need/possibility of sheltering in place needs to be explored. Since the possibility that falling objects could create additional hazardous conditions 5

6 and could result in additional injuries, all avenues need to be explored before beginning evacuation. If it is decided that the best course of action is a physical evacuation, Reno Rodeo personnel assigned to the site of the incident using the prearranged evacuation routes will assist patrons by directing them to evacuations routes. Reno Rodeo personnel not assigned to the area affected by the evacuation shall proceed to a designated staging area and be prepared to be assigned to the evacuation process as directed by security personnel. Chairperson of the Parking Committees The Reno Rodeo has two parking committees, each chaired individually. If a major emergency/disaster were to occur, the two parking committee chair persons upon learning of an incident that could result in an evacuation of the property are to meet and agree upon a plan to move the vehicles out of the parking lots in an orderly manner. This plan, which will include which gates are open and the best and quickest way to evacuate the parking lots, will be provided to the Incident Commander. Gates should be opened immediately if an evacuation is ordered. Parking lot personnel will assist in getting attendees out of the parking lots in an orderly manner. Reno Rodeo volunteers should not attempt to direct traffic on public streets surrounding the Live Stock Events Center. That function should be left to law enforcement that is trained in traffic control. Unified Command The Reno Rodeo Incident Command staff will immediately establish a unified command with the law enforcement that will be assisting with the incident. A unified command, once established will consist of the senior member of law enforcement, Chairman of the Security Committee or designee, Chairperson of the Homeland Security Committee, Chairman of the Medical Committee or designee, and a representative from REMSA. The livestock contractor will be contacted who will be responsible for taking control of all livestock. If assistance is needed the livestock contractor will coordinate with the unified command. The medical branch will be established under the Operations Section Chief within the established unified command. The medical staff assigned to the rodeo performance will coordinate their activities through the medical branch. A member of the Security Committee designated by the Chairperson Security Committee will be responsible for conducting a meeting with all Committee Chairpersons or their designees. All Committee Chairpersons or their designee will report to a location designated by the Security Committee representative. The event will dictate where that site will be located and will be broadcasted on the Committee Chairpersons radio channel. Committee Chairpersons should be monitoring their radio for the location of the meeting. Committee Chairpersons or their designees will come to the meeting prepared to provide the following information: 6

7 1. The exact number of the people working for them at the time of the incident. 2. The names of the people working at the time of the incident 3. The exact location where the staff is assigned, i.e. North Gate, South Gate etc. 4. Who have radios issued by the association and what channel are they functioning on. The Security representative will brief all Committee Chairpersons of the situation Committee Chairpersons will assist the security representatives as directed. No attempt will be made to enter the area of the emergency/disaster unless directed to do so by a member of the security representatives present.. Committee Chairpersons should remain off their radios allowing the radios to be used to manage the incident. Committee Chairpersons will take control of their areas of responsibilities, and the personnel assigned to their committees. Committee Chairpersons will brief their personnel of the event and pass on any instructions given by the Security representative. The Parking Committee Chairperson will be required to provide a suggested exit pattern to the Security representative The Security representative will provide the parking exit plan submitted by the Parking Chairperson to the Incident Commander. If this plan is accepted the Parking Chairperson will cause the plan to be implemented. If the Parking Chairperson needs additional personnel to properly implement the parking exit he/she will request addition personnel from the Operations Section Chief at the Incident Command Post (ICP) Vendors: In the event that a major incident occurs requiring the evacuation of the indoor arena, the exhibition hall or the area outdoors where vendors are located or in the food court where providers of food are located, a member(s) of the vendor committee and a member(s) of the concessions committee, if time permits, should approach each of the vendors and the concessioners and informed them of the need or possible need to evacuate. Each vendor and concessioner is to be instructed to take any monies that they have in their space. Reno Rodeo will not take possession of any money or product belonging to a vendor or concessioner. If time permits the vendor or concessioner will be allowed to secure the booth. The vendor or concessioner needs to be advised that security personnel will not be stationed in the area. With the approval of the IC private security can assist the Reno Rodeo volunteers in making these notifications. Once the notifications are made the Reno Rodeo staff and private security are to evacuate the affected area. Public Information Officer; The President or his designee will function as the Public Information Officer (PIO). The primary function of the PIO is to keep the public informed of the incident. It is imperative that the public be provided accurate and timely information. To accomplish this, the following is 7

8 The PIO will maintain continual contact with the Incident Command team. It is imperative that a single voice speaks for the incident. It is recommended that the single voice be the PIO designated by the Reno Rodeo Association. A Joint Information Center (JIC) will be established in the vicinity of but not at the incident Command Post. The JIC should consist of public information personnel from law enforcement, fire agencies, REMSA, hospitals and the Reno Rodeo Association. An agreed upon accurate statement will be created PIO and only one representative will speak to members of the media. Private Security: Private security will provide a representative at the Incident Command Post (ICP). The private security representative will ensure that all private security personnel are accounted for and remain at the posts assigned prior to the incident. No private security personnel will respond to the incident unless specifically assigned by the IC through the private security representative. Possible Incidents: During the course of ten days of the Rodeo the potential of an unusual event occurring is not out of the realm of possibility. Being prepared to handle unusual events is what makes the Reno Rodeo volunteers so special. In Annex 1 a description of possible unusual events is discussed. This list is not all inclusive and we need to be prepared through training and education to assist the public in the event an unusual event does occur. 8

10 ANNEX 1 Types of Possible Incidents: Injury on the Grounds: The initial responsibility for the response to an injury on the grounds, including in the stands will be the mobile medical team. Once on the scene the mobile medical team will assess the incident and take those steps necessary to assist the injured person(s). The mobile medical team will maintain contact via radio with the Chairperson of the Medical Committee. The Chairperson of the Medical Committee will obtain any additional resources the mobile medical team requests including ambulance. Security personnel will respond to the incident to assist the mobile medical team if needed. Security personnel will direct additional resources to the incident. Private security should be informed of the incident but unless needed should be instructed to remain clear of the incident. Loose or Uncontrolled Livestock: The initial responsibility for an incident with livestock will be the owner of the livestock. If that individual is not readily available, the livestock contractor will be contacted and asked to assist in the recovery of the uncontrolled livestock. The mobile medical team will be available to assist in the event a medical incident occurs as a result of the uncontrolled livestock. Security personnel will respond to the incident to assist with crowd control. Private security should be informed of the incident but unless needed should be instructed to remain clear of the incident. Fire: If a fire were reported, the exact location is to be obtained and reported to security. A member of the supervisor staff of the security committee will respond to the scene of the fire along with security personnel. Security personnel will assist with crowd control. The security dispatcher will contact 911 and report the fire. The security dispatcher will suggest which gate the fire department should enter from. The security dispatcher will notify the Washoe County Sheriff s Command Post of the incident and request they respond. Private security should be informed of the incident but unless needed should be instructed to remain clear of the incident. 10

11 If a member of the private security firm is assigned to the gate where the fire department is recommended to enter, the private security firm is to be contacted allowing the private security officer to be aware of the arrival of an emergency vehicle. A member of the security committee will respond to the gate and assist the fire department getting to the location of the fire. Earthquake: Northern Nevada is the third most active earthquake state in the nation following California and Alaska. The vast majorities of the daily earthquakes experienced in the Reno area are at a rate of 1.5 to 2.0 on the rector scale and are never felt. In the event that an earthquake were of a larger magnitude and was felt by those in attendance at a performance it can be anticipated that the audience will become concerned. Depending on the magnitude of the earthquake assistance from first responders could be immediate or delayed considerably. In either situation the Reno Rodeo will be called upon to assist those in attendance with exiting the facility. Incident Command will immediately be established, an inspection for damage will be accomplished by security. The senior security volunteer present will ensure that Reno dispatch is contacted in an attempt to determine the extent of the earthquake, what roads are affected if known and what assistance can be expected. Law enforcement and fire might request that sheltering in place be initiated. If this occurs the public would be need to be informed in a calm manner. A medical station will be established by the Chair of the medical Committee and emergency communications will be established utilizing the emergency communication plan. The public is going to want to exit and we will need to assist them with good information. The extent of the earthquake will dictate the response taken by the Reno Rodeo staff with flexibility and the ability to change direction critical. Bomb Threat The receiving of a bomb threat can occur for no apparent reason. A bomb threat will normally be received telephonically. The individual receiving the bomb treat needs to remain calm, Attempt to solicit from the caller the type of bomb, Time set to go off, Location where the bomb is located, Why the caller placed the bomb at the location Ask the caller for his/her name. Write down the date and time of the call, If caller ID is being used, the caller s telephone number should be written down, The sound of the caller s voice is there an accent, any background noise. Attempt to keep the caller on the line. Engage the caller in conversation. While so doing, by writing down on a piece of paper, have another person call 911 if the Washoe County Sheriffs are not on scene. 11

12 If the Washoe County Sheriffs are on the property, contact the Chairman of the Security Committee or his designee telephonically. The Chairman of the Security Committee will contact the Washoe County Sheriffs and be guided by them. Do not use the radio and do not broadcast any information relating to a bomb threat. If a location is obtained where the bomb was placed the Chairman of the Security Committee or his designee will cause the area to be secured. Individuals in the vicinity need to be moved to an area safely away from the affected area. If law enforcement is present Reno Rodeo Security will be guided by them. If law enforcement is not present, Reno Rodeo security will establish a perimeter and stand by for law enforcement. Under no circumstances will anything be moved or touched. Gang Activity: If gang activity is evident a security supervisor will meet with the Washoe County Sheriffs supervisor. The Regional Gang Unit will be requested to handle the incident in accordance with their established procedures. Since it is not uncommon for gang personnel to have weapons in their possession, security personnel are instructed to remain away from the location where the gang members are located unless requested by law enforcement to assist. Private security should be informed of the incident but unless needed should be instructed to remain clear of the incident. Theft: The Reno Rodeo Association through the Vendor Committee and the Concession Committee allows vendors to purchase space to display their goods on the walk way leading from the north entrance gate, the indoor arena, the exhibit hall and the food court. Each of these vendors is encouraged to secure their space whenever they are not in attendance. Private security is employed to patrol these locations on a twenty-four (24) hour basis. The private security firm is not responsible for ensuring that the vendors have secured their property and will report to their supervisor any vendor site found to be unattended or unsecured The vast majorities of thefts that take place are minor in nature and can be handled by an initial investigation and a written report by the private security. The victims would then be referred to the Washoe County Sheriffs for a follow up report. If the value of the property or the volume of the items taken is valued at more than $100.00, the Chairperson of the Security Committee is to be contacted. Once notified the Chairperson of the Security Committee will evaluate the circumstances of the incident and if necessary conduct a separate investigation and notify the Washoe County Sheriff s Office. Indoor Arena: The Reno Rodeo Association provides a venue for several daytime events that are conducted in the indoor arena. These events are not directly related to the daily performances of the Reno Rodeo yet contribute to the success of the Reno Rodeo. Since these events are a day time activity the full security and medical staff are not available. 12

13 The necessity to implement steps to assure that the public, vendors and performers are secure and are in a safe environment is still the responsibility of the Reno Rodeo Association. To accomplish this, the following procedures will be implemented: 1. Each day the Reno Rodeo office and rodeo announcer will be provided a radio that will allow him or her to contact the on-site Reno Rodeo security staff. The senior Reno Rodeo security official will coordinate response and additional resources. 2. If an injury occurs inside the indoor arena the announcer or designee will contact Reno Rodeo security and notify them of the injury the location and if possible what resources are required. 3. Reno Rodeo security will determine what entrance to the grounds is recommended for the first responders and what entrance should be use to enter the Indoor Arena. 4. Reno Rodeo security or office staff will contact the Security Officers for the Livestock Events Center and advise them of the situation and request their assistance with escorting responding emergency units to the scene of the incident. 5. If the situation is of such a magnitude that the specific site needs to be evacuated the following procedures will take place: A. Reno Rodeo Security Supervisor in charge will notify the announcer of the need to evacuate the arena. The Security Supervisor will contact the 911 dispatcher and advise them of the incident and request their assistance. If possible indicate a staging area for the first responders. B. A specific evacuation route will be identified and the public will be notified by using the public address system. C. Reno Rodeo Security Supervisor will coordinate the duties of the contract security company, assigning them to specific duties. D. Reno Rodeo Security personnel and contract security staff will assist the spectators to exit the site in an orderly manner. E. Reno Rodeo Security Supervisor will coordinate with all first responders to ensure that all entities are working towards the same goal. F. Reno Rodeo Security Committee Chairperson will coordinate with the Parking Committee Chairman or designee to ensure that traffic in the parking lots is moving smoothly G. Stand by to assist the medical team when they arrive. H. The medical team will, if needed, request additional medical assistance. Civil Disturbance: If a civil disturbance were to take place requiring security personnel: A. The volunteer observing the disturbance will contact Reno Rodeo Security on the radio and report the disturbance. Be prepared to provide the section where the disturbance is taking place. Under no circumstances are non-security personnel to attempt to break up the disturbance. B. Reno Rodeo Security Supervisor receiving the notification of a civil disturbance will contact the Washoe County Sheriff s Command Post if activated, if not activated the Reno Police Department is to be notified and requested to respond. 13

14 C. Reno Rodeo Security Supervisor receiving the notification of the disturbance will take control of the Reno Rodeo Security personnel and the contract security company and ensure that the response to the disturbance is coordinated with law enforcement. Carnival Area: The carnival is an important element of the Reno Rodeo. It provides entertainment to the public and revenue for the Reno Rodeo Association. This venue as with all of the venues is the responsibility of the Reno Rodeo Association. The public expects and deserves a safe environment when attending any portion of the Reno Rodeo. It is agreed that the Washoe County Sheriff s Office will be the primary provider of uniformed security in the carnival area. The contract security company employed by the Reno Rodeo Association will assist the Washoe County Sheriff s Office only when requested. The Reno Rodeo Medical Team will be the primary medical provider in the carnival area until relieved by either the Reno Fire Department or REMSA. Activities in the carnival area will continue after the daily performance of the Reno Rodeo. The Washoe County Sheriff s Office will have personnel on site until the carnival is closed. If a civil disturbance occurs in the carnival area the initial response will be made by the Washoe County Sheriff s Office. Reno Rodeo security personnel will respond to assist law enforcement and be under the direction of law enforcement. If requested, contract security will respond to the incident and be directed by Reno Rodeo security. Active Shooter In the past year (2013) the occasions where an individual has began firing a weapon for no apparent reason into a crowd of people has increased on a nationwide three fold over the These random shootings have occurred at schools, large shopping centers, special events, grocery stores and at medical facilities. In examining these events there is no pattern, no specific type of weapon and in most instances no reason. In the active shooters events that have taken place in the past year, law enforcement was not able to intercede since the shooting event, which lasts approximately 45 seconds, are over well before law enforcement can respond. The vast majority of these events have resulted in the individuals doing the shooting taking their own life. Reno Rodeo volunteers are continually confronted with new situations and incidents that can and will be a challenge. A situation involving an active shooter will create a situation where our volunteers and spectators can be placed in harm s way. 14

15 Reno Rodeo volunteers need to be prepared for just such an event, however, to move aggressively towards the person doing the shooting is not a recommended tactic. Reno Rodeo volunteers are NOT armed and regardless of background, position or experience, being unarmed can create a situation where the volunteer becomes part of the problem and not part of the solution. If present at an active shooter event and conditions permit and you have a radio, contact security who in turn will contact 911. If you do not have a radio but you have a cell phone place the call to 911, notifying the 911 operator of the event, the location and a description of the subject. Reno Rodeo volunteers need to be good a witness. Look at the individual doing the shooting, observe his/her height, approximate weight, color of hair, clothing and type of weapon. The individual might be able to elude capture and this information will be helpful to law enforcement in their efforts to apprehend the individual. If the subject does take his/her own life those people that observed the incident can provide very helpful information to law enforcement as to a state of mind, words spoken, mannerisms and conduct possible before, during and after in incident. If an active shooter situation does occur the public that is in the general vicinity will very possibly flee the immediate area. Witnesses to the event will be a great help to law enforcement. Reno Rodeo volunteers can be of great assistance by identifying potential witnesses. These potential witnesses should be taken to a secured location that will be identified by the Chairman of the Security Committee or his designee. Reno Rodeo volunteers need to stay with the potential witnesses and attempt to ease their stress they just experience. Providing the potential witness with water or a soft drink can aid in this effort. Do not provide any form of alcoholic beverage. Individuals that are not a witness to the event need to be shown a safe exit. Reno Rodeo volunteers need to be calming element during an event of this nature. The volunteers need to assist in reducing the confusion and provide direction. Those volunteer with radios need to listen to directions being provided by the Chairman of the Security Committee and the Chairman of the Medical Committee. The Chairman of the Medical Committee will respond to the location of the incident and begin those medical procedures that he deems necessary. The Chairman of the Medical Committee will request those resources that he deems necessary from REMSA and provided information as to the gate these resources will be entering. Volunteers not directly involved in the incident will remain away from the scene unless directed to enter the site. This location is a crime scene and the least amount of traffic will assist in the evidence at the scene being undisturbed. Volunteers will be needed to assist in securing the perimeter of the scene until relived by law enforcement. If the Reno Rodeo volunteer is trained in first aid or is a certified first responder, emergency medical technician or paramedic the volunteer may start the medical process if the volunteer feels comfortable in performing that procedure. 15

16 The primary consideration that must be remembered is the safety of the volunteers and the public that has come to see a rodeo. Attempting to subdue the shooter could further complicate the event and result in addition injuries that could be avoided. 16

20 Annex 4 Communications Plan The Reno Rodeo Association utilizes the VHF (Very High Frequency) band system to maintain communication during the rodeo. These radios are equipped with sixteen (16) channels. Channel assignments are made by Chairman of the Security Committee who also is responsible for maintaining the radios and issuing the radios as needed. The Chairman of the security committee assigns each of the radio channels to a specific committee to be used on a daily basis to conduct the business of that specific committee. If a major incident occurs the daily use of the radio system will be interrupted and will be superseded by this communications plan.
