1 Gabilan Cutters Inc Class Rules: Terms: 1. Trainer: NCHA Standing Rule 51.a.3 will be followed. 2. Non-Pro: NCHA Standing Rule 51.a.1 will be followed. 3. Immediate Family Member: NCHA rule 51.a.4 will be followed. 1. ELIGIBILITY: To be eligible to show at a Gabilan Cutter s Inc. event, both the owner and the rider of a horse must be members. Memberships are due at first show entered of a given show season. 2. Open: Anyone may ride as many horses as desired ,000 Novice and Novice: Conforms to NCHA Rules. Horse not to have won over $15,000 and $5,000 respectively. Points and/or money go to the horse. 4. Non-Pro: Rider or their Immediate Family Member must own horse (except as defined for the Rookie Ranch Class (Class Rule 11(h)). Points and/or money go to the rider ,000 Novice/Non-Pro: Conforms to NCHA Rules. Horse not to have won over $25,000. Non- Pro or their Immediate Family Member must own the horse. Points and/or money go to the rider ,000 Non-Pro: Conforms to NCHA Rules. Rider not to have won over $35,000. Points and/or money go to the rider. 7. 2,000 Limited Any Horse Any Rider: Conforms to NCHA rules. Rider not to have won over $2,000. Any member s horse may be shown regardless of horse s earnings. Class Champions do not graduate until rider has won $2,000 NCHA or PCCHA earnings. Points and/or money go to the rider. 8. 1,000 Limited Non-Pro: Conforms to NCHA rules. Rider not to have won over $1,000. Points and/or money go to the rider Limited Non-Pro: Rider not to have won over $500. Points and or Money go to the rider. 10. Youth: Rider has not reached their 18th birthday at the time of the first show of the season. Rider may show any horse so long as the owner is a current member of the club. Two (2) or more riders may show the same horse. Youth Class charge will be $25 when cows are donated. Points and/or money go to the rider.

2 11. Ranch Division Special Class Rules (all standing rules apply except as defined here): a) Use of two hands is not penalized. Horse shall be ridden in an NCHA/NRCHA approved snaffle bit or hackamore. Use of romal reins is acceptable. b) Entries for all Ranch Cutting Division classes are drawn, worked and scored concurrently. Points are calculated based on scores within the Ranch Class entered. c) Horses MAY NOT have won NCHA or PCCHA earnings. NRCHA earnings are excluded. d) Class awards only, no season overall Ranch Division awards. e) Horses may not be shown by more than one rider in a single day. f) Open Ranch Class: Points go to the horse. Open riders may show any horse, provided that the horse is an unfinished cutting horse in training. An open rider may show multiple horses in this class. g) Non-Pro Ranch Class: Points go to the rider. h) Rookie Ranch Class: Points go to the rider. Rider may show a leased horse that has no NCHA or PCCHA earnings up to 8 times. Rider and horse eligibility is based on a statement of facts submitted by the rider using the GCI Ranch Cutting Division Rookie Class Declaration form to be submitted to the club secretary prior to the first entry. Points on a leased horse do not count toward season awards. Riders graduate from the class after two seasons. 12. Horse/Rider must show in any given class a minimum of 50% of the times the class is offered during the show season to qualify for Class and Division year end awards (e.g. 4 of 7 shows to qualify). 13. All Non-Pro Riders must show proof of ownership of horse by presenting a copy of registration papers to the club secretary by the second show entered in order to qualify for points in the Non-Pro Classes. Horses must be owned by the rider or an Immediate Family Member. In the event of a recent purchase, a copy of the Bill of Sale and/or Transfer Request will be accepted for one show, with a copy of the registration papers still required by the second show. For unregistered horses, a bill of sale or an affidavit is acceptable proof of ownership. If a copy of the registration papers is not received by the last show of the season, the rider will not be eligible for an award irrespective of points accumulated. 14. A Non-Pro rider may show more than one (1) horse in the Non-Pro Class. The RIDER must declare at the time of entry which horse is entered for year end points awards. 15. All horse and rider winnings will be verified through the NCHA and GCI. 16. Class Champion Horses may be shown again in the same class.

3 Show Rules: SECTION A (STANDING RULES) A-1: Horses are to be judged on performance only, regardless of conformation, age, sex, color, appearance, previous performance or breed. A-2: All GABILAN CUTTER S INC. (GCI) shows will be judged by both NCHA and GCI Rules. A judge may not score a spouse or minor child or family member living in the same household. A-3: Members of GCI may participate in any club function as long as their dues are current. A-4: Riders shall not enter the arena (includes the entire fenced area which may include the warm up area) at any time at any GCI cutting contest with any kind of device or gimmick of any nature. Exceptions to this rule are martingales on FUTURITY/DERBY and HELP horses (A-7). A-5: Arena includes the entire fenced area and the adjacent warm up area. A-6: The following provisions regarding conduct shall apply at any GCI approved or sponsored show: a. Training activities of any kind while on the show grounds, other than designated practice facilities are prohibited. 1. Official practice areas are required to post sign containing NCHA Standing Rule 35(b) and (g). b. Inhumane treatment or abuse of a horse in any manner in the show arena or on the show grounds is prohibited. The ZERO TOLERANCE POLICY will be enforced. ZERO TOLERANCE POLICY 1. Slapping or hitting a horse on the head, or any other part of the body, one time or more than one time, in any manner, either with the rider s hands, reins or any other object. 2. Using a bit in such a way that a horse is caused to bleed from its mouth or face. 3. Using any object held in the rider s hand to hit a horse; 4. Any act which the general public would perceive to be a violation of 35b. This includes such acts occurring not only in the show arena but also those occurring anywhere on the show grounds - the warm-up area, practice pen or any other location. A. If show management or judge at any GCI s approved or sponsored event discovers inhumane treatment or abuse of a horse, they may immediately bar the responsible party and horse from further competition in the event.

4 B. Inhumane treatment is the exhibition of a crippled or injured horse, or a horse with any other health abnormality, which could thereby result in the horse s undue discomfort or distress. The decision of show management or judge as to inhumane treatment should be based upon consultation with a veterinarian. If show management or judge determines, in the sole discretion of either, that the welfare of the horse requires immediate action, and a veterinarian is not available, show management or judge may implement any action allowed by this rule. C. Abuse includes excessive jerking, spurring, whipping, slapping, use of lip wire or similar device, or any other act intended to cause trauma or injury to a horse. Any act of abuse, or intent to abuse a horse, in the show arena or on the show grounds which could also potentially endanger the safety of other persons or animals will be dealt with in the strongest possible manner as provided by subsection g. of this Standing Rule. D. Administration of injected or oral medications while in the show arena, practice arenas, alleys leading into the arenas or any other public areas of the show grounds is strictly prohibited unless administered in a life-saving situation which should be done based on consultation with a veterinarian. Show management shall disqualify and/or refuse entry to any contestant and/or owner for violation of this rule. 5. Unsportsmanlike conduct in the show arena or show grounds is prohibited. 6. A contestant or other person shall make no comment, either positive or negative, within a judge s hearing regarding any exhibition of a cutting horse during a cutting event. 7. A violation of sub-subsections (a), (b), (c), or (d) of this rule will call for a minimum of one show (the next show in the series or if at the end of the show year, the first show of the following year) probation or suspension or both; for an infraction of each of the above stated subsections. Any violation of sub-section (b) involving use of any device in a horse s mouth including without limitation, lip wire or other similar device, other than a bit authorized by NCHA Rules, will be punished by immediate removal from the show and forfeiture of points earned at that event on the horse involved plus a two (2) show suspension. A-7: Martingales may be used on FUTURITY/DERBY and HELP horses. A-8: At GCI shows, all riders are required to wear a western hat and appropriate long sleeved, snap or button down shirt. For safety a rider can wear a safety helmet/hat. No pullovers allowed. No tennis shoes allowed while riding at any GCI function. Hat rule may be waived due to weather conditions. A-9: A show representative will be appointed by the Board of Directors prior to a cutting that will be responsible to settle any problems that may occur at any time. This program has been set up to provide a person to work as a representative of the cutters. The rep will present all grievances or concerns to the show management. A-10: In the event the show representative has to leave the show for any reason, he/she shall appoint a

5 Board-approved representative in his/her place for the duration of the show. An announcement will be made of the change and the updated information will be posted at the show office (trailer). A-11: A cattle representative, appointed by the Board of Directors, will be announced prior to the cutting. He/she will represent the cattle supplier on any grievance(s) and bring complaint(s) to the board. The name of the Rep will be posted at the show office (trailer). A-12: The Board of Directors will instruct the show representative on the time allowed a contestant, from when they are called, until they start in the herd (usually not over one minute). A-13: The show committee shall be responsible for (a) cattle, (b) judge, (c) set-up (d) tear down, and for establishing rules for procuring cattle, judges and show sites. A-14: The show management, without exception, has the right to disqualify or refuse entry to any contestant for any act of misconduct, harassing of the judge, show management or employees. A-15: A judge shall present in writing, any grievance that he/she may have against contestants or shows, to an Officer, Board of Director, Show Secretary or representative of GCI at the time of the grievance and the case will be reviewed by the Board of Directors. The Board may enforce any such penalty as they see fit for the infraction of the rules. A-16: GRIEVANCE TIME LIMITED: Any complaint must be in writing to GCI and FILED WITHIN ONE WEEK of the closing date of the show. File with the Club Secretary. Such complaints or protests will be heard before the Board of Directors and a decision will be rendered. No filing fee will be charged. A-17 Once horses are in the draw, any horse that is scratched from a class will have to pay a Cattle charge. A-18: After the whistle is blown by the judge, a rider shall quit immediately. When the buzzer goes off rider will quit, at the earliest opportunity. A-19: Both owner and rider of each horse must be a member. Dues must be paid and the rider officially entered before he/she can show. A-20: Proof of ownership (Proof) is required for all horses entered in any and all classes at GCI shows. Proof is required by the second show in which said horse is shown. Registration papers are required for registered horses (in the event of a recent purchase, a copy of the Bill of Sale and/or Transfer Request will be accepted for one show, with a copy of the registration papers still required by the second show the horse is shown). For unregistered horses, A Bill of Sale or an Affidavit is acceptable proof of ownership. If no proof is received by the second show in which said horse is shown, no future points will be awarded to said horse. Upon receipt of proof as described above, points earned in shows entered after receipt of proof will be applied and will include any points earned in the first

6 show in which horse was entered. A-21: There will be no alcoholic beverages allowed in the arena at any time. A-22: Fees for classes will be established by the Board of Directors. A-23: No person may ride at any GCI function while intoxicated. A violation of this rule will result in immediate disqualification of both rider and horse from the event, plus a one show (the next show in the show year in question or the first show in the following show year) suspension for the rider. A repeat violation of this rule may result in a one year suspension from any GCI s sponsored events. A-24: Futurity/Derby works are to be four (4) minutes at an appropriate cost when time permits and cattle are available. A-25: Futurity/Derby works shall be for futurity/derby prospects only (age 2 to 4) and shall not be used as practice works for horses being shown the same day. A-26: Memberships are due at the first show entered of a given show season. A-27: In the event that a check used to pay entry fees is returned for insufficient funds, the following action will be taken: a. Any monies, prizes or points accumulated in the show for which the check was written will be held until good funds are received. b. Member will not be allowed to enter a GCI sponsored event until good funds are received and all outstanding obligations are met. c. Full restitution must be made within fifteen (15) days of notification of returned check by a representative of GCI. Failure to do so will result in all points for annual awards, prizes or monies won to be cancelled from the date of the offense until the date full restitution is received by GCI. d. Upon the implementation of Rule A-28, any payment made to GCI during the next twelve (12) months must be made in the form of a cashier s check, money order or cash. SECTION B (POINT AND AWARD RULES) B-1: POINTS FOR THE YEAR END AWARDS ARE COMPUTED AS FOLLOWS: TOTAL NUMBER OF ENTRIES IN A CLASS DETERMINES THE NUMBER OF POINTS AWARDED TO THE CLASS WINNER. FIRST PLACE RECEIVES THE TOTAL NUMBER OF ENTRIES PLUS ONE (1) ADDITIONAL POINT SECOND PLACE ON DOWN GETS TWO (2) POINTS LESS THAN FIRST. TIES POINTS ARE ADD TOGETHER AND DIVIDED BY THE NUMBER OF TIES. ALL RIDERS/HORSES IN CLASS WILL RECEIVE A LEAST 1 POINT FOR SHOWING. NO POINTS ARE RECEIVED IF THE JUDGE ISSUES A 0 FOR THE RIDER/ HORSE. THE POINT AWARDING FORMAT IS FOR ALL CLASSES.

A copy of the registration papers for all horses shown in the Open, 25,000 Novice and the 5,000 Novice must be provided to the Show Secretary prior to the second show of each year. Any trainer or owner may show a horse in the Open, 15,000 Novice and 5,000 Novice Class. However, any person showing a horse in these classes who does not own the horse will be considered a trainer and may not show in any Non-Pro classes. B-3: In the Non-Pro, 35,000 Non-Pro, and the 25,000 Novice Non-Pro classes, points and/or monies go to the rider. NCHA eligibility rules apply with respect to money earned. B-4: In the 2,000 Limited Any Horse Any Rider, the 1000 Limited Non-Pro, points and/or monies go to the rider. NCHA eligibility rules apply with respect to money earned. B-5: In the Youth, points in go to the rider. B-6: Non-Pro riders or their Immediate Family Member must own any horse shown by them with the exception of the 2,000 Limit Any Horse and Rookie Ranch Classes as noted in the GCI Class Rules. B-7: Horses graduated from any class in the NCHA are also graduated in the corresponding GCI Class. It is the rider s responsibility to place his/her horse in the proper class. B-8: Professional trainers may not show below the 5000 Novice Class with the exception of the Open Ranch Class. B-9: The Most Improved Rider season award can be won only once by any rider. B-10. Class Declarations for Season Awards: a) For each Division, Open, Non Pro and Limited Non Pro, each rider much chose which two of the three classes they want their point to count toward year end awards. The choices must be made prior to the first show in which they participate. b) Open Class choices are Open, 25K Novice Horse and 5K Novice Horse. Non Pro Class choices are, Non Pro 35K Non Pro, and 25K Novice Non Pro. Limited Non Pro Class Choices are 500 Limited 2K Any Horse and Rider and 1K Limited. Each rider must select two classes. c) Selection of classes can be made by downloading the form from the website (see below )or use the form that will be available in the show office. A Season Award Class Election Form must be

9 completed and turned in to the Show Secretary before showing in the first class entered. d) No changes in Class selections can be made after the show season begins for each rider. e) Points earned before a Season Award Class Election Form is completed will accumulate by class only, not division. f) Members entering more than two classes in a Division are eligible for season awards in each class.
