Each participant must submit the Washington County Calf Scramble Entry Form (the Entry Form ) which is on page 4 of these Rules and Regulations. 2. Entry fee is $15 per participant. The entry fee is non-refundable. 3. A parent or legal guardian must sign the Consent for Minor to Participate portion of the Entry Form in the presence of a notary. This document must accompany the Entry Form. 4. Participant, parent and County Agent/ FFA Advisor must sign the Responsibilities section of the Entry Form. 5. Incomplete Entry Forms will not be accepted. 6. Completed Entry Form must be turned into the Fair Office no later than, NOON, Friday, September 16th. 7. Participation is open to Washington County 4-H, Brenham FFA and Burton FFA members in good standing. 8. Participants must remain in good standing with their 4-H or FFA Chapter throughout the Calf Scramble Program. 9. Participant may enter as many times as desired, but can win only one certificate to purchase a heifer. 10. Participants must have reached their 11th, but not their 18th birthday by or on September 1, 2016 and cannot exceed their junior year in high school. 11. The number of participants to scramble will be at the Calf Scramble Committee s discretion. 12. Eligible scrambler names will be posted at the Washington County Scramble Heifer Exhibit located in Livestock Barn #3 on Friday, September 16th by 8 p.m. 13. All scramble contestants and parents/legal guardians must attend MANDATORY meeting on Saturday, September 17th at 6:30 p.m. in the Sales Facility. 14. Scramble participants will go to the rodeo as a group. 15. After the calf scramble, winners will have pictures taken with their sponsors. The Scramble Committee reserves the authority to determine number of eligible participants, calves and awards. The Washington County Fair Association and the Calf Scramble Committee and Sponsors will not be responsible for any accident that may occur to any participant in the Calf Scramble Program before, during, or after the Washington County Fair. 1
2 RODEO ARENA RULES 1. Participants must wear a belt with a small buckle, long pants and running shoes. No jewelry or hats. 2. Participants will be using rope halters that are supplied by the Calf Scramble Committee. 3. A halter cannot be used as a lariat. 4. Halters must be placed on the head of the animal in the usual way. (It is suggested that the supervisors of all participants instruct them of the proper use of a rope halter and how to place it on the head of calf before coming to the show to participate in the scramble). 5. At no time will participants be permitted to tie the rope/halter to his/her body or belt. 6. Each participant will attempt to catch and halter one of the calves released without assistance. 7. Each participant who catches a calf is required to lead it across the finish line without assistance. 8. If a participant has control of a calf, no other participant may touch the calf unless it breaks away from the first participant. 9. If a participant catches the calf by the tail, he or she will be allowed a reasonable amount of time to work up to the calf s head; if the participant is unable to do so, a committee member will order the participant to let the calf go. 10. If two or more participants catch the same calf, the calf will be turned loose. 11. A participant who secures and properly halters a calf and leads it across the finish line will be declared a winner, when so indicated by the committee. Only a committee member can declare a winner. 12. Undue roughness will not be allowed. 13. Poor sportsmanship automatically disqualifies any scramble contestant. 14. All Washington County Calf Scramble winners will take pictures with their sponsor(s) and other winners immediately following Calf Scramble contest at a location to be announced. 2
3 PURCHASING RULES 1. The calf bought must be purebred and registered in the respective association records of one of the following breeds: Angus Chianina Polled Hereford Santa Gertrudis Beefmaster Grey Brahman Red Angus Shorthorn Brangus Hereford Red Brahman Simbrah Braunvieh Limousin Red Brangus Simmental Charolais Maine-Anjou Also the calf may be registered with any of the American Registered Breeds. To be eligible as an American Registered Breed, the calf must be at least 3/16ths Brahman and must be registered as one of the following: Beefmaster Advancer Star 5 Brangus Built (formerly Brangus Premium Gold) UltraBlack Certified Beefmaster E6 UltraRed Percentage Simbrah 2. Calf must have been born between January 1 and May 31, Winners must use Washington County Fair Calf Scramble Purchase Certificate to purchase heifer. Their date of sale must be from September 18 th through November 1, 2016 (although heifers may remain on their dams until December 31, 2016). 4. If the cost of the heifer purchased is more than the $ certificate, the additional cost of the purchase and any other expense will be the scramble winner s responsibility. 5. The original registration certificate will remain in a file of the Washington County Fair Association until the end of the 2017 Washington County Fair. The original registration certificate will be mailed to the winner upon successful completion of the Calf Scramble program. 6. A copy of the original registration papers and letter from Washington County Fair Association will be mailed to winners. This will allow winners to participate in other county and state heifer shows. 7. All obligations of the Calf Scramble winner will be verified by the Calf Scramble Committee. If the winner does not fulfill all of the obligations of the Calf Scramble Program, the winner will be required to return the $1, to the Washington County Fair Association. 3

5 RULES AND RESPONSIBILITIES FOR ALL CALF SCRAMBLE WINNERS 1. Meetings; Home Visits. You and your heifer (as applicable) must attend the mandatory meetings set by the Calf Scramble Committee and must participate in the home visits by the Committee. The Mandatory Meeting schedule is as follows: Thursday, September 22 at 6:00 p.m. first mandatory meeting at the Sales Facility at the Fairgrounds Thursday, January 5, 2017 at 6:00 p.m. - second mandatory meeting at the Fairgrounds with your heifer The Sunday before the first day of school at 5:45p.m. last mandatory meeting with your heifer. This is our Hamburger Social with your sponsors and your family. During the year you will receive a home visit from the Committee. Bring a Thank You letter and envelope stamped and addressed to your sponsor/sponsors along with a copy of the letter for the Calf Scramble Committee to the first meeting on September 22. If you have a conflict with a mandatory meeting date, you must notify one of the members of the Committee prior to the meeting. The Committee, in its discretion, will determine what action, if any, is to be taken as a result of the failure of any participant to attend a mandatory meeting. 2. Monthly Reports. You must submit monthly reports each month to the Committee, Sponsor and County Extension Agent or Ag-Science Instructor. Monthly reports for each month must be delivered no later than the 10 th of the next month. That is, the report for September is due no later than October 10. You must send a picture of you and your heifer at least three (3) times a year, along with your Monthly Report, for the months of November, March & August. 3. Essay, Scrapbook, Sign. You must complete and submit the following to the Calf Scramble Committee for judging for the 2017 Washington County Fair Calf Scramble Awards: A 500 word essay about your experience in the Calf Scramble Program A scrapbook of Calf Scramble Project An Exhibitor Sign/Display this must be self-supporting and 36 wide; it may be, any height NO GLASS IS ALLOWED, However, Plexiglas will be accepted. The bottom of the sign must be at least 48 inches above the ground. The sign must include your name, your heifer s name, breed, name of breeder, heifer s date of birth, and sponsors name. The essays and scrapbooks must be delivered to Fair Office by 4:00p.m. Monday, September 11, The Signs/Displays must be delivered by 5:00p.m. Monday, September 18, Heifers in Washington County. Heifers must at all times reside in Washington County at the location stated in your scramble application. Your heifer may leave Washington County for periods which do not exceed one week for shows or similar activities. If your heifer is going to be outside Washington County for more than one week, you must obtain permission from a Committee member prior to removing the heifer from Washington County. 5
6 5. Parade. Scramble winners are encouraged to participate in the Washington County Fair Parade on September 16, Heifers Must Show. You must exhibit your heifer at the 2017 Washington County Fair Scramble Show unless circumstances approved or directed by the Scramble Committee (which approval or direction shall be at the sole discretion of the Scramble Committee) make this impractical. 7. Heifer Arrival for Fair. Heifers must be in place at the fairgrounds on Tuesday, September 19, Remember you must have health papers to show and check in. 8. Abide by Rules. Participants must abide by these rules and responsibilities and any other rules set by the Calf Scramble Committee or the Washington County Fair. 9. Maintain Good Moral Character. From the time of your application until you complete the Calf Scramble Program at the next year s Fair, you must at all times maintain and exhibit good moral character and comply with all applicable laws and regulations. 10. Other Rules. All scramble heifers are subject to the rules and regulations of the Washington County Fair Association and the Junior Beef Heifer Show. 11. Eligibility. Your heifer will be eligible for both Open and Junior Beef Shows. We will need to contact you by and by phone. Please provide the information below. These may include addresses and phone numbers of your parents. We need the addresses and phone number that you and your parents are most likely to see quickly. 7 WASHINGTON COUNTY FAIR CALF SCRAMBLE ENTRY FORM CONSENT FOR MINOR TO PARTICIPATE For the purpose of enabling, a minor of the age of to participate in the Washington County Fair Calf Scramble and in the Calf Scramble Program throughout the following year, I,, do hereby agree and consent that the aforesaid minor child may participate in the Washington County Fair Calf Scramble competition held during the annual Washington County Fair in Brenham, Washington County, Texas and in the Calf Scramble Program throughout the following year. I further warrant that I am the natural parent of, or the legal guardian of the aforesaid minor child, and that this consent and waiver is freely and voluntarily given by me, and with knowledge of the facts. For myself and for the aforesaid child, I hereby release, waive, discharge and indemnify, and forever hold harmless the Washington County Fair Association, Inc., its directors and officers, Washington County Fair Calf Scramble Committee, its members, Washington County and Washington County Fairgrounds Management, each and all (herein sometimes collectively called the Organizers ) from any and all liabilities and/or damages, however caused and whatever nature, to us and/or to the aforesaid minor child resulting from his or her participation in the Calf Scramble Competition during the Washington County Fair or in the Calf Scramble Program throughout the following year. I further agree that in all suits and actions which may hereafter be instituted by said minor in connection with participating in the Calf Scramble Competition or in the Calf Scramble Program throughout the following year, this consent shall constitute and be a complete and total bar to any recovery by us (whether acting on behalf of ourselves personally or as next friend, etc. of the aforesaid minor child), by such minor child and by me; and that the Organizers (either alone or together) may claim and take advantage of, in bar to any recovery by us (acting in any capacity), by such minor child or by me, all and singular the defense which might be urged and taken advantage of by them (either alone or together) in bar to recovery by said minor in any suit instituted on account of such injuries, for the benefit of said minor alone (including the defense of this consent).
