1 Dear 4-H Members, Parents, Instructors, 2018 New York State 4-H Shooting Sports Championship Wyoming County 4-H Shooting Sports Program CCE- Wyoming County Holly Harwood 4-H Educator Contact 36 Center Street Suite B, Warsaw, New York Volunteer Coordinator and Match Director Jill Paddock We look forward to hosting the 2018 New York State 4-H Shooting Sports Championship to be held from Friday, September 7 - Sunday, September 9 th. It is not required to be at the match for all 3 days. Important information and entry forms follow this letter. Please make copies and distribute to anyone interested! Please read the enclosed information carefully. Carefully review the General Rules for clarifications. If you have a preferred time, please get your prepaid application in early. Times will not be guaranteed, however we will do our best to accommodate request. All preferred times will go on a first come, first serve basis. Get your application in early! Review the General Rules and General Information first. If you still have questions, please see above contact names. Registration, acknowledgment of risk form, permission and medical release form, and the code of conduct form and fees, need to be received by September 1st. Please send hard copies with all required signatures to the address shown on the registration form.. Only those currently enrolled 4-H members who have actually successfully completed a 4-H shooting sports discipline should be participating in this competition. In other words, if you participated only in a 4-H Archery program, you should not be competing in the Shotgun or any of the Air Gun events, etc. Also, if you have only shot air rifle do not enter the smallbore (.22 rimfire) rifle events, and if you have only shot air pistol at your club, do not enter the smallbore pistol events. Behavior and Sportsmanship: All participants, instructors, and spectators are expected to demonstrate the highest level of sportsmanship, supporting the objectives and ideals promoted by the 4-H program in general and the 4-H Shooting Sports Programing in particular. All participants, instructors, and observers are expected to conform to the New York State 4-H code of conduct, not only to the letter, but to the intent. Knowledge of rules and procedures: Participants are responsible for knowing the rules of their event and staying within them. Learning the rules of the events (and the National Governing Body - NGBs rules) is part of the educational process for shooting sports participants. Questions are encouraged to clarify any areas of misunderstanding or lack of knowledge. For fairness and safety reasons, shooters may be disqualified if not following the NGB rules. Objective: The state shoot objective is to provide a fun safe environment where NYS 4-H members can demonstrate the skills that they have learned while getting to know 4-H members from around the state. Matches will be altered for younger participants to reflect age appropriate skill levels. Matches for the senior age levels will be closely aligned with the competitions at the National Invitational (with some exceptions). This will allow senior members to compare their results to the participants at the National Invitational. Non-competitive social events will occur on Friday and Saturday evenings to enhance this experience.

2 2018 New York State 4 4-H Shooting Sports Championship September 7 9th General Information about the Tournament: Locations: Camp Wyomoco, 2780 Buffalo Road, Varysburg, NY Wyoming Valley Rod and Gun Club, 686 Route 78, Java Village, NY (for shotgun events only) Note: Participants must be enrolled 4-H members for the current year to compete in this event. Participants: 4-H member s ages are based on their actual age (in the past it was as of January 1 st ). For archery 4-H member s must be 8-18 years old, air rifle 4-H member s must be 9-18 years old, and for the shotgun, muzzleloading, smallbore rifle, and air pistol 4-H member s must be years old. Smallbore Pistol member's must be years old. All competitors must be registered members of New York s 4-H Program to participate. (Note all of these disciplines may not be offered) The County 4-H Educator's Signature must be on the entry form. This signature certifies that the shooter is currently an enrolled 4-H member. Competitors who do not have the County 4-H Educator s signature will not be allowed to participate. The 4-H Shooting Sport s Instructor's Signature must be on the entry form. This signature certifies that the youth entered are knowledgeable and proficient in the safe use of the equipment and the fundamentals and rules associated with each discipline being registered for and has successfully completed the 4-H requirements for the discipline entered. Match and/or range officials may dismiss or disqualify a participant if he/she believes the participant does not demonstrate the basic proficiency and knowledge required to compete safely. Safety: Safety is the highest priority for range staff, participants, coaches, and spectators. Standard accepted safety rules will be followed at all times, special safety considerations will be announced at each venue. The Match Director, Range officers, or other event staff may dismiss anyone from the range for unsafe behavior. The score may be forfeited, participant disqualified, or spectators barred at the discretion of the New York State 4-H Shooting Sports State staff. Cell Phones: The use of cell phones or other electronic devises are not permitted during competitive events at the New York Invitational State Shoot by participants or coaches unless permission is requested and granted from the range officer. 4-H Individual Awards: Awards will be given in each event by the age group entered. Age groups as follows: Smallbore rifle, Muzzle loading, Air pistol, and Shotgun: years old (juniors), years old (seniors) Air Rifle: 9-11 years old (sub-junior), years old (junior), and (senior) Archery: 8-11 years old (sub-junior), years old (junior), and (senior) Smallbore pistol: will have senior category only Hunting: will have senior category only Sanctioning of 4-H Competition: Our competition is intended to provide a friendly learning atmosphere and to promote the 4-H spirit through fun, friendly, constructive experiences. The 4-H events are not officially sanctioned events by NRA, JOAD, ATA, NMLRA, IBO, etc. Such organizations offer their own highly competitive events. For more information on events sanctioned by these groups, please contact those organizations directly.

3 Purpose of This Tournament: For the majority of shooters, this is a fun event to show the skills they have learned in their clubs and to meet 4-H members from around the state in a safe and fun atmosphere. Safe shooting and a good attitude is required, but do not feel you have to be a good marksman to compete. Additionally for those who want to continue to compete, this tournament will identify those 4-H members who could represent the New York State 4-H Shooting Sports program at the National 4-H Shooting Sports Invitational. Shooting Schedule See schedule for event times. Times are tentative and all times are subject to change. If needed to accommodate a larger than expected number of participants, shooting times may be added. ***** Events may be canceled if there are not 4 or more shooters***** Awards Ceremony will take place on Sunday afternoon. Please stay for the ceremony to recognize the hard work by the 4-H members. Check-in / Times Registration/Check-in tables will be open on Friday at 3:00 p.m. and Saturday at 8:00 a.m. On both Saturday and Sunday in the cafeteria. Shooters must check in at their range or meeting location at least one hour before their competition time. Shooters reporting to their positions late will not be allowed to fire. However, consideration will be given if a competitor is traveling between two ranges, and the range officer has been notified in advance of the start time. Equipment and Firearms Check in All firearms and archery equipment, including air guns, used in events must be checked prior to the start of official competition during or before this one-hour period. This includes binoculars for the 3-D archery and ammo where specific ammo is stated in the rules. Equipment certification will start during the check-in period, and stickers may be attached to verify that check in. Spot checks of equipment may take place on the ranges prior to or after any match. Spot checks prior to or following any competitive event are permitted and likely. Competitors whose equipment does not meet the event standards will be given an opportunity to adjust or to modify equipment to bring it into compliance prior to a second check. Equipment failing to meet specifications during on-range spot checks will result in disqualifications. Ask where to report when checking in. It is your final responsibility to know your shooting time and to have taken care of all registration procedures (checking times, firing points, equipment check, payment & picking up of targets) at least one hour before the actual competition. During check-ins, firearms must be brought to the check-in stations cased with an ECI (OBI, CBI) in place and the action open. Safe handling is imperative, particular with respect to muzzle control. A site for opening cases will be designated. If equipment is being shared, be sure not to schedule events at the same time for that equipment. Well prior to the match closely review the NGB regulations regarding the bow or firearm. Some matches (especially air rifle) have very stringent rules about the equipment used. If you have any questions ask prior to the shoot at the contact information above. We will be happy to help. If you wait until the match you are taking the risk of not being allowed to shoot. REASONABLE ACCOMODATIONS Participants with Physical Disabilities A participant who because of physical disability cannot fire from one or more of the prescribed shooting positions outlined in these rules, or who must use special equipment when firing, may petition for permission to assume a special position or to use modified equipment or both. This petition will be in the form of a written request from the individual participant to the Match Director outlining in detail the reasons why the special position must be assumed or the special equipment must be used. The petition will be accompanied by pictures of the participant in the position desiring approval and, if special equipment is required; the picture will show how this equipment is used. The petition and all pictures must be furnished in exact duplicate. The petition must be accompanied by a medical doctor s statement if the physical disability is not completely evident in the pictures submitted. Only a qualified individual with a disability is eligible for reasonable accommodation. An individual with a disability, for purposes of reasonable accommodation, is defined as a person who has a physical impairment that substantially limits one or more of the major life activities.

4 Filing a Petition for Accommodations: (a) Each petition will be reviewed by the Match Director. The Match Director may require additional or supplementary statements or pictures. After review the Match Director will issue special authorization to individuals who submit petitions and pictures which have been approved. Such certificates will have necessary pictures attached. (b) Participants who have received special authorization will be required to carry them when competing and to present the certificate when requested by officials of the match. In the case of a protest involving the position or the equipment used by such a participant, the range officials will compare the questioned position or equipment with the certificate and photographs presented by the participant. Holders of current NRA authorizations will be honored as valid authorizations but the Match Director must be informed at earliest date possible and not later than at the time of entry. Fees & Registration Forms $2 per 4-H Participant plus $10.00 per event. For example Joe registers to shoot 3P air rifle, air rifle standing, and 3D archery the cost would be $34. Do not register for more than 3 events in one day. Scheduling can be very difficult, and we must hear from you before then in order to accommodate your needs for your weekend travel to and from the match. Please understand we honor pre-paid entry forms on a FIRST-COME, FIRST SERVE BASIS. CONDUCT - The New York Invitational State Shoot is a youth event, as such the use of tobacco (including vaping) and alcoholic beverages, during an event or on the grounds of the sponsoring clubs is not permitted. Violation of this policy by a participant is grounds for dismissal from the New York Invitational State Shoot. Non-participant violators may be asked to leave. Dress Code - Participants are expected to dress appropriately for the events in which they will participate. Team uniforms or shirts are encouraged, but not required. Both young people and adults should wear attire appropriate for the weather while remaining modest and socially acceptable. All clothing must be 4-H appropriate and follow the 4-H dress code. No open toe shoes. Range officials have the final word concerning the dress code and may announce or address specific cases. All participants and coaches should remember that they may be having photographs taken or be asked to interview for the media. Remember that you represent all of 4-H Shooting Sports. Make it a positive image! Behavior and Sportsmanship - All participants, coaches, and spectators are expected to demonstrate the highest level of sportsmanship, supporting the objectives and ideals promoted by the 4-H program in general and the 4-H Shooting Sports Program in particular. Participants or coaches will render aid and/or testimony if asked to do so by any match official. All participants, coaches, and observers are expected to conform to appropriate state 4-H Code of Conduct expectations or volunteer agreements, and the National 4-H Shooting Sports Program Code of Conduct, not only to the letter, but to the intent. If you experience a problem please advise your 4-H educator and have them bring it to our attention. Knowledge of Rules and Procedures Where possible, each of the events have been associated with a National Governing Body (NGB). An exception to any NGB rule is noted in the General Rules". It is the responsibility of each participant and coach to read the NGB rulebook, understand the procedures used in each event, and comply with the rules and standards of the events. Questions are encouraged to clarify any areas of misunderstanding or lack of knowledge. Ignorance of the rules in any event does not obviate their existence. Participants are responsible for knowing the rules of their event and staying within them. Learning the rules of the events is part of the educational process for shooting sports participants. Event Coaching/Scorers - As a general rule, limited coaching at the event site is permitted. However, coaching must never disturb other participants. Each county is limited to 1 coach per shooter. The coach may remain the same for all events or the coach may change with the event. A coaching line will be established on each range - behind the participant s area and firing line and separate from the spectator area. Except during preparation time, coaches are to stay behind the firing line and in the coaching area. Coaches may assist the participant during prep time only. Once shooting for record begins, no coaching is permitted unless the participant asks permission from the range officer. The participant will put down their equipment, make it safe, leave the line, and then go talk to their coach. Coaches may ask the line officer to have their youth

5 member come back to talk, but may not initiate contact with the participant. Coaches may not handle firearms or equipment after the match begins nor advance to the firing line unless authorized by the range officer. A coach may set up his/her own spotting equipment to observe shot placement. Please note that specific coaching instructions may be issued at the range for each event. An official scorer, from another team or an event officer may be assigned as an official scorer. Coaches may be asked to spot and score for other counties as needed. Match directors will provide instruction as needed for scorers. Muzzle Control: Shooters must maintain control of their muzzles at all times. Firearms must be carried in the muzzle up position whenever uncased on the range unless the action is hinged and broken open. Regardless of condition, muzzles may not be pointed toward or rested upon any part of the body of the shooter or another person. This includes the use of toe pads in the shotgun games. Violation of this rule may result in a warning, disqualification from a round, or disqualification from a match. RANGE PROTOCOLS Note: In this section, firearm is broadly defined to include all rifles, pistols, shotguns and muzzles loading arms regardless of type or action, including air guns. Range safety protocols will be strictly and vigorously enforced. 1. Firearms will be the last piece of equipment brought to the range by the competitors and the first piece of equipment to be removed from the range at the end of the event. When moving among positions, e.g. to different firing points, the action must be open, CBI / ECI in place, and the muzzle pointed in a safe direction. In shotgun events, a visibly open action is sufficient. 2. All firearms will remain cased until the competitor prepares to take the range and the range officer has declared the range ready. CBI / ECIs will be in place until the shooter is on the firing line and will be replaced in the action prior to leaving the firing line. This does not apply to shotguns where the open actions permit visual observation by range staff. 3. Muzzle loading rifles will have a marked ramrod in the barrel except while loading or firing. Loading will take place at the loading line. 4. No direct loading from bulk containers, cans, bottles, powder horns, etc. is permitted. A. Charges shall be transferred from speed loader or easy loader to the muzzle. B. Capping or charging will take place on the firing line. C. Upon a cease fire, any muzzle loading rifle shooter with a loaded rifle shall kept the rifle pointed down range and raise a hand to signal that he/she has a loaded firearm. The range officer shall issue the command, Dump it in the hill, and the shooter shall fire into the berm to clear the rifle. 5. Except while actually measuring a powder charge, no powder container shall be left open.. Any open container will be confiscated by range staff. 6. Break action shotguns must be opened immediately upon being uncased with the muzzle(s) pointed in a safe direction until they are placed in the racks on the range. Shotguns must be carried from station to station with the action open and the muzzle(s) pointed in a safe direction. 7. No competitor shall rest the muzzle(s) of the shotgun or any other firearm on a shoe, toe pad or similar device such that the muzzle points in any part of an individual s body. 8. Bows may be drawn only on approved ranges with the permission of the range staff. Under no circumstance is sky-drawing permitted. 9. Deliberate shooting or attempting to shoot any living animal while on competitive ranged is grounds for ejection from the event or from the match. Range officials have the right to check all firearms and equipment prior to its use in competition and during competition to determine that it meets qualifications and/or that it is safe. Unsafe equipment will not be allowed on the range. Spot checks of equipment may take place on the ranges prior to or after any match. Spot checks prior to or following any competitive event are permitted and likely. Competitors whose equipment does not meet the event standards will be given an opportunity to adjust or to modify equipment to bring it into compliance prior to a second check. Equipment failing to meet specifications during on-range spot checks will result in disqualifications. Audio headphones, cell phones, or ear pieces are not permitted on the firing line or the field. Once an individual or team is called to compete, ear pieces or headphones must be removed and remain off during the competition.

6 Eye and Ear Protection Requirement For all firearm events, eye and ear protection is required. All participants and other persons on or in the immediate vicinity of the firing line, including coaches, range officials and any spectators must wear adequate eye protection (glasses or goggles) and ear protection. The equipment must protect both eyes. For air events, only eye protection is required. Challenges and Protests 1. Challenges participants only may review their targets and challenge scoring. Once targets have been scored, they will be made available for review by the shooters firing on those targets for a period of sixty (60) minutes, unless otherwise posted. Upon completion of that time period, the right of challenge expires and scores will be deemed correct as posted. 2. Challenge Fees see event description. Serial challenges (following one challenge with another) are permitted but only the shooter had reviewed and either challenged or accepted their scores, the right of review terminates. A jury (not including the original scorer) will review each challenge and render judgment to the challenger. An upheld challenge will result in changing the score to reflect the proper scoring and return of the challenge fee. Challenges sustained, i.e. scoring determined to be correct, will result in forfeiture of the fees. No fee is required to point out mathematical errors or similar mechanical problems. Shots already plugged cannot be challenged. 3. Protests and Protest Fees Youth participants only ( no coaches, parents or other adults) may protest: a. injustices they feel has been done them individually b. conditions under which another competitor was permitted to fire, or c. Equipment not meeting standards another competitor was permitted to use. 4. Steps to Filling an Official Protest: Protests: If a participant or coach does not agree with a decision made by the range officer, they may file a protest. A $20 protest fee will be charged and the decision will be reviewed by the 4H educator in charge. If the range officer decision is overturned, the $20 fee will be returned. If the range officer decision is upheld, the $20 will be given to NYS 4H shooting sports. This protest policy supersedes any guidelines or rules listed in the governing body (ex: NRA, NMLRA, CMP...) Accommodations: Cabins are available at Camp Wyomoco for families to stay in and bath houses are on site. Each individual county is responsible for maintaining proper levels of supervision per CCE policy and cleaning their cabin prior to departure. Refreshments: There will be a concession stand to purchase food and drinks. Personal Care: Lavatory facilities are available on the grounds. Entries: Online entries and payment are preferred. They must be followed up by hard copies of forms with appropriate signatures. Mail all hard copy entry forms to the address shown below. Phone calls for entry will not be ACCEPTED and we will not officially schedule competitors without a prepaid written entry form. Competitors who wait until they arrive in Wyoming County to sign up for an event will not be turned away, but will be accepted ONLY if there is an open position sometime during the entire event. In regards to the Statewide event code of conduct form Line #7 regarding firearms no youth will possess a firearm without being under the direct supervision of an adult while attending the NYS Invitational. Weapons are defined as anything used to cause harm to another which is never allowable. County 4-H Educator's Signature This signature certifies the above shooter is currently an enrolled 4-H member and has all appropriate forms (Code of conduct, health form, and media release) on file with your office. 4-H Shooting Sports Instructor's Signature 4-H Shooting Sports Instructor certifies the above shooter is a safe shooter, has successfully completed the 4-H requirements for the above discipline(s) registered for and understands the rules associated with each for each discipline being registered. Further I have reviewed the NGB equipment regulations and that the equipment being used meets the standards required. 4-H Participant s Signature The participant has knowledge of the event rules and understands the behavior/sportsmanship expectation, has read and signed a state code of conduct form for the NY State Invitational.
