Rules & Regulations of the Duplin County Fair Horse Show for Exhibitors under the age of 18 require signature of parent or guardian. 2. The Show Management Committee reserves the right to postpone/reschedule the Show if for any reason they deem it advisable. At least 24 hour notices will be given to the exhibitors should this be necessary. In event of reschedule due to weather, Rain Date will be Refunds may be awarded by refund check no early than 10 days and no later than 30 days after original show date. 3. The Duplin County Horse Show Committee does not accept responsibility of injury, accidents or illness to the horse, grooms, riders, spectators or any other persons participating in this show. 4. AGE DIVISIONS as of January 1 st, 2015: Junior Rider: 8-11 years as of January 1 of the current calendar year. Intermediate Rider: years as of January 1 of the current calendar year. Senior Rider: years as of January 1 of the current calendar year. Open Rider: Open to any age 19 years and older. 5. Birth Certificates or sworn statements may be required for proof of age/family of exhibitors. 6. Height of a horse is 14.2 hh or more - measured at withers. Minis measure 36 or less. 7. Any discrepancies will be settled by The Show Management Committee as a whole, with reference to one General Rule Book.

2 8. There will be no entry fees refunded without a Vet Certificate. Certificate must be presented to the Show Committee no later than five days after the show. 100% of entry fees will be refunded. Administrative Fees are non-refundable. 9. Cross entering between English and Western classes will be permitted. Entries must be received by Wanda the Duplin County Extension Office # (910) no later than October 14 th, Entry fees must be paid before number will be issued. No post dated checks will be accepted for entries. Checks may be mailed or dropped at the Extension P.O. Box Kenansville NC To pay with Credit Card: for your privacy and protection, Credit Card Fees are paid by phone to Monique You must scan & or fax your completed registration to Wanda wanda_hargrove@ncsu.edu prior to paying with credit card. 10. Proper attire must be worn in all classes, including boots with a heel and long sleeve shirts. 11. All riders 18 years and under MUST wear a helmet at all times while mounted. (Loaner Helmets Will Be Provided if Rider Does Not Own Their Own.) 12. No entries will be accepted after 11:00 a.m. on Saturday, October 17th, Entry fees are $6.00 per class / $60 for Day prepaid or $8.00 per class or $80.00 for Day on the Day of Show. 14. Administrative Fees are $20.00 per family. Proof may be requested. 15. Class Fees for Class # s 39, 40, 41, 42 will be $1 each at the gate. 16. Ribbons will be awarded to sixth place in each class. 17. It will be the exhibitors responsibility to be ready when the class is called. 18. **Horse can only be shown once in each class.** 20. WALK/TROT 18 yrs & under with English or Western Tack. The rider must have control of horse or pony, with assistance. Attendants/handlers are permitted in the ring. Horse/pony to be shown at a walk, and trot/jog only. Riders may not show in any other classes except Costume Class and Trail. 21. LEAD LINE 18 yrs & under with English or Western Tack. The rider cannot show in any other classes except Showmanship, Costume Class & In-Hand Trail. 22. TRAIL HORSE Horse must complete posted course, Rider may only enter one division. 23. ONLY Novice Riders will be considered for walk/trot/jog gaits only. Regular riders will be expected to show 3 rd gait, canter or lope. Open riders may declare Novice but only in their first year of showing in that discipline. Novice determined by rider NOT horse. 23. Novice Riders may Must be in their First Year of showing in declared class. May declare only either Novice or Regular Division for end of day highpoint awards. Riders may compete for both English & Western Divisions as a Novice or Regular. Points will not count across divisions per rider. 24. Water spickets are available at the Livestock barn. Please remember to bring a water bucket and a muck bucket & fork to haul off your horse manure. Those who do not haul off manure will be fined $ Please use good sportsmanship practices. In the event that unsportsmanlike behavior is exhibited, one warning may be issued before exhibitor is excused from show. Depending upon severity of conduct and if safety of people or horses becomes an issue, warning may be bypassed and exhibitor may be escorted from the premises. In the event of being excused due to unsportsmanlike behavior, ALL fees and awards will be forfeited. 26. NO ALCOHOL IS PERMITTED ON THE PREMISES AT ANY TIME. Possession of alcoholic beverages will be considered a direct violation of competitor, horse & spectator safety and will be grounds for being excused from the fairgrounds by Security forces immediately. NO exceptions.

4 Duplin County Horse Show Association Horse Show POSITION ON ANIMAL WELFARE THE FOLLOWING RULES MUST BE ADHERED TO: 1. ANIMAL WELFARE (a) Every horse shall, at all times, be treated humanely and with dignity, respect and compassion. (b) The standard by which conduct or treatment will be measured is that which a reasonable person, informed and experienced in generally accepted equine care, training and exhibition procedures or veterinary standards, would determine to be cruel, abusive or inhumane. 2. SHOW MANAGEMENT COMMITTEE (a) The show management committee shall: (1) Upon a report or discovery of inhumane treatment, immediately investigate the incident. (2) Any verbal or written warning performed by the Show Management Committee at the show for inhumane treatment may also be reported in writing to NBSPCA, at the discretion of the Show Management Committee. 3. PROHIBITED CONDUCT (a) Unsportsmanlike Conduct. Unsportsmanlike conduct or any other form of misconduct that is irresponsible, illegal, indecent, profane, intimidating, threatening or abusive is prohibited. This provision applies to: (1) ALL competitors, trainers, owners, owner representatives, spectators and all other persons on the show grounds. (b) Show management may immediately expel individuals exhibiting unsportsmanlike conduct from show grounds and shall document the occurrence of the conduct in question. (c) Inhumane Treatment. Inhumane treatment of any horse (regardless of value) or any other animal on show grounds is strictly prohibited. Treatment of any horse will be considered inhumane if a person educated or experienced in accepted equine training techniques, would perceive the conduct of an individual to be inhumane. Inhumane treatment includes, but is not limited to: (1) placing an object in a horse s mouth so as to cause undue discomfort or distress; (2) tying a horse up or around in a stall/trailer in the manner as to cause undue discomfort or distress; (3) lounging or riding in a manner as to cause undue discomfort or distress; (4) tying or fastening any foreign object onto a horse, halter, bridle and/or saddle in order to de-sensitize the horse; (5) excessive spurring or whipping;

5 (6) excessive jerking of reins; (7) excessive fencing (running horse into fence intentionally); (8) excessive spinning (defined as no more than eight (8) consecutive turns in either direction); (9) use of prohibited equipment, including, but not limited to, saw tooth bits, hock hobbles, tack collars (10) use of any item or appliance that restricts movement or circulation of the tail; (11) exhibiting a horse which appears to be sullen, dull, lethargic, emaciated, drawn or overly tired (12) intentional or negligent treatment which results in any bleeding. This prohibition against inhumane treatment applies to all persons in attendance of this event. 4. DISCIPLINARY AND APPEAL PROCEDURE. Any violation of this rule may result in the individual(s) involved to be disqualified and/or expelled from show grounds for a period of one or more years. NO REFUNDS of FEES. Any persons expelled from this event have the right to appeal the decision. The appeal must be submitted in writing to the Show Management Committee, outlining the reasons why their showing privileges should be reinstated. The appeal will be reviewed during the next available meeting, and a majority vote will be required to reinstate privileges.
