1 Gratiot County 4-H Terms & Events Guide The purpose of this Terms and Events Guide is to give 4-H families an easy way to find quick answers to commonly asked questions. Topics are in alphabetical order and often include a suggestion where you can find more information. Additional information can always be found at the Gratiot County MSU Extension Office. Please do not hesitate to call with questions, comments or concerns. Suggestions for additional topics are always welcome! 2 Terms & Events Affirmative Action: without regard to race, color, national origin, gender, religion, age, disability, political beliefs, sexual orientation, marital status or family status. 4-H Age: refers to the age of a 4-H member on January 1 of the current year. To be an official 4-H member, a youth must have reached their ninth birthday and not have reached their 20 th birthday by Jan 1 of the current year. Clover Climbers must have reached their fifth birthday and not have reached their ninth birthday by Jan 1 of the current year. Awards Program: Everyone likes to be recognized for a job well done. Every October, Leaders Council sponsors the Fall Awards Program held at Ithaca High School. Members receiving awards will be mailed an invitation, though all members are encouraged to support their friends and club leaders. Leaders nominate club members for county project awards, achievement, citizenship, leadership, I Dare You, Most Deserving 4-H er, 4-H Key Club, Club Secretary, Club Treasurer, Green Clover Society 4-H Alumni Award, Friend of 4-H, Outstanding Supporter and Outstanding Volunteer. Youth can nominate an Outstanding Leader. Awards Nomination Packets are given at the Summer Leader Update and youth nomination forms can be found in the Clover Coverage. Award Nomination Packets: Packets consist of all nomination forms for the Awards Program. Each leader receives a nomination packet before the Gratiot County Fair for Youth at the Summer Leader Update. They are encouraged to nominate as many club members as possible. Youth have the chance to fill out a Youth Achievement Record, which states what projects have been completed and what the youth learned. The record helps leaders see what each member has done throughout the year and makes the nomination process easier on the leaders. By-Laws: A constitution and/or a set of by-laws are a good way to assure that everyone has the same understanding of the goals and rules of the club. Samples are available in the MSU EXTENSION Office. The constitution and by-laws should be written so as not to exclude anyone or have unrealistic attendance or participation rules. 4-H Calendar: In November, a county wide 4-H calendar is printed up for each family to receive at their regular club meetings. The calendar includes deadlines, workshop dates, etc. Suggestion: Write down when club meetings are and take the calendar with you to your meetings. 2
3 Camp (See Summer Camp, Project 4-H: Winter Camp & Clover Climber Camp): One of the best educational experiences offered to 4-H ers is camp. Gratiot County organizes three camps locally: Summer Camp, Project 4-H: Winter Camp & Clover Climber Camp. Each camp is age specific and features a variety of activities including crafts, organized games, swimming, sports, campfires, etc. Camps require a lot of help from volunteers. Adults are always welcome to chaperone, assist with classes, teach classes, serve as the camp nurse or lifeguard, provide transportation, donate food items and decorations, help with registration, etc. 4-H ers 14 and older can serve as camp counselors. Camp counselors: Must be at least 14 years old and attend trainings, set up the event and clean-up. Counselors are in charge of a smaller group of campers where they help the campers get acquainted to the surroundings, provide help during sessions and serve as role models. Counselors attend camps free and receive a t-shirt. Their spirit and enthusiasm really helps build the excitement before, during and after camp. Serving as a camp counselor provides young adults a chance to lead, supervise and work with younger youth. It looks great on an awards application, scholarship form or college admissions form. To sign up to be a camp counselor look for articles in the Clover Coverage. Citizenship Washington Focus (CWF): A national 4-H event held at the National 4-H Center in Chevy Chase, Maryland during June and July. This excellent week long event is open to high school age youth, not just 4-H members. Those attending CWF will increase their leadership skills, gain a much broader understanding of citizenship and learn a great deal about their nation s capitol and the federal government. To learn more about CWF visit 4-H Clover: The 4-H emblem is a green four-leaf clover with a stem and the letter "H" in white or gold on each leaf. Green, nature's common color, is emblematic of springtime, life and youth. White symbolizes high ideals. Congress passed a law to protect the use of the 4-H name and emblem. The law was slightly revised in Similar to a copyright, this protection means that the 4-H name and emblem cannot be used without being authorized by the national organization. Clubs planning to use the clover or name on clothing, signs, banners, ect. should call the MSU EXTENSION Office before placing an order. Alley-T s in Ithaca has the proper logo. Clover Climbers: Designed for youth between the 4-H age of five (5) and eight (8). As a part of a Community Club, Clover Climbers should have their own hands-on activities separate from older members. A Clover Climber curriculum packet is available at the MSU EXTENSION Office. Throughout the year, events specifically designed for Clover Climbers are advertised in the Clover Coverage. Clover Climber Camp: This one-day camp is targeted specifically for Clover Climbers and is held a week prior to the Gratiot County Fair for Youth in July. Camp is located at the GCFFY fair grounds and is designed to familiarize the Clover Climbers with the fairgrounds as well as meet other Clover Climbers. Campers participate in craft projects, t-shirt designing, a fairgrounds scavenger hunt and water games. 3
4 Clover Coverage: 4-H families receive a county wide newsletter every other month. This is full of important 4-H information: deadlines, workshop announcements, registration forms, upcoming events, rule changes, fair information, etc. Make sure your entire family reads it thoroughly. Suggestion: Keep a folder at home just for Clover Coverage newsletters. Articles are due to the MSU EXTENSION Office by the 15 th of each month. Clover Patch: Leaders receive the Clover Patch newsletter every four months. It is filled with meeting tips, important information for leaders, upcoming events, etc. Club Folders: Each club has a folder in the MSU EXTENSION Office. It contains registration forms, re-enrollment forms, fundraiser intent forms, club minutes, a list of officers, etc. All clubs are encouraged to fax/ /mail their minutes and upcoming events to the MSU EXTENSION Office. Club Constitution: See By-Laws Club Officers: Most clubs elect a president, vice-president, secretary, treasurer and reporter. Other officers who may be elected or appointed can include: committee chairs, game leaders, parliamentarian and historian. Some clubs may also elect Junior Officers depending on the size of your group and age of club members. Officers usually serve for one year and run the meetings with the help of the Organizational Leader. Electing officers varies from club to club. For help or suggestions contact the MSU EXTENSION Office. 4-H Colors: The official 4-H colors are green and white. Green was selected because it is nature s most common color and stands for life and growth. White represents purity and high ideals. 4-H Community Club: A 4-H Community Club includes six or more members and two or more adults who live in the general area. These clubs do not have one main focus (livestock, horses, shooting sports, community service, etc.). They usually meet once a month in a public building such as a church, township hall, classroom, etc. Members work on a variety of projects, along with the help of club leaders. Club officers conduct the meetings. Cooperative Extension Service (CES): The Cooperative Extension Service ( became official in 1914 with the Smith/Lever Act. 4-H is one of CES s major programs along with Agriculture and Family and Consumer Science. Michigan State University Extension is part of the College of Agriculture and Natural Resources at MSU. Funding for MSU Extension and the Gratiot County 4-H Program is a cooperative effort from the United Stated Department of Agriculture (USDA), Michigan State University and Gratiot County. County Extension Director (CED): The County Extension Director is responsible for the overall County Extension program. Dan Rossman, CED, supervises and maintains the budget and facility, is the liaison with County Commissioners, organizes workshops and educational events and represents MSU EXTENSION at various events and functions. He also oversees daily office procedures and county extension educators. 4
5 County Awards/Medals: Pins, medals and/or certificates are used to recognize the outstanding accomplishments of 4-H ers, usually related to project work. Generally, pins are awarded to the 4-H er in a specific area based on leader nomination forms. Clubs may award achievement pins to their outstanding members at the club level. Pins are available in the 4-H Source Book. CSREES ( Cooperative States Research, Education and Extension Service): This is the USDA agency responsible for 4-H and Extension. CSREES/USDA is our federal partner. Call (202) to learn more about CSREES or visit Danish System: The method of judging most commonly used in 4-H. Each 4-H er or 4-H exhibit is judged against a standard, not against other 4-H ers. Ribbons are awarded on the scale of blue (A- Excellent), red (B-Good) and white (C-fair). Thus in a class of 10 drawings, there may be 10 blue ribbons or any combination of blue, red and white. Developmental Committees: The developmental committee is an action group of volunteers and youth who are committed to keeping 4-H programs both educational and entertaining. Developmental committees that are present in Gratiot County are: Large Animal Committee, Small Animal Committee, Still Exhibit Committee and Horse Developmental Committee. These committees meet at the MSU EXTENSION Office on a monthly basis unless otherwise stated. Dues: There are no required county, state or national 4-H dues, membership fees or enrollment fees. If a club decides to collect dues, the amount should not be so high as to make it difficult for members to pay, particularly when several members of the same family belong to the club. If dues are collected, all of the money stays within the 4-H club. 4-H Educator (Agent): The person employed by MSU EXTENSION to manage the 4- H Youth Development Program. Katie McCune is the current 4-H Educator. ES-237: The annual 4-H enrollment report that all counties are required to submit in September each year. County enrollments are combined into a state enrollment, which is then forwarded to USDA (CSREES) and Congress by October. EFNEP (Expanded Food and Nutrition Education Program): An educational program in food and nutrition offered by MSU EXTENSION. EFNEP Associates visit individual homes to conduct nutrition education as well as offer group programs including Project FRESH. Enrollment: All new 4-H members, volunteers and leaders must complete an enrollment form. Forms include general information, the last four digits of your social security number, project areas and parent information. The purpose of enrollment is to gather information for the 4-H database used to generate addresses for monthly newsletters and other mailings and to make sure the county and state receive credit for all members and volunteers enrolled. There is no charge to enroll or re-enroll. (Please be sure to read Re-Enrollment) 5
6 4-H Events: The possibilities are endless when talking about 4-H Events. A good way to learn what is currently available on the state and county level is to read the Clover Coverage or On-Line Newsletter. For national 4-H events visit the National 4-H council homepage or the National 4-H site New events are continually added while those no longer needed are dropped. You may also check at the MSU EXTENSION Office. Exploration Days: Imagine spending three days with your friends on MSU s campus exploring new ideas, techniques and projects. Over H members from across Michigan attend Explorations Days in June of each year. Registration booklets come out during the beginning of March and offer over 100 classes. You must be at least 11 years old as of Jan 1 of the current year. Scholarships are available and adult chaperones are encouraged to come. We are always looking for volunteers who would transport participants down and back. Gratiot County Fair for Youth (GCFFY): Held the third week in July and is an avenue for 4-H ers to display their projects. 4-H ers are not required, but are encouraged to participate. The annual event is held at the Alma Fair Grounds. GCFFY Fair Books: One of the most helpful resources to all fair regulations, descriptions of project areas, deadlines and entries regarding the GCFFY. Entry forms are found in the back and are due June 15 th each year. Books are available in the spring. It is very important they are thoroughly read. 4-H History: No one time or place can be identified with the birth of 4-H. It is generally accepted that 4-H grew out of early youth development work with rural young people. Farm boys were involved with corn clubs and farm girls with canning clubs. This work was being done in several places in the late 1890 s and early 1900 s is a date that is often identified with the beginning of what would eventually become known at 4- H. The program didn t become official until 1914 when the Cooperative Extension Service was created by the Smith-Lever Act. The program was known by different names in the early days when there were only 3 H s. After Health was added, someone came up with a quicker way of saying the Head, Heart, Hand and Health Program and the 4-H stuck. 4-H International Exchange: There are a number of International 4-H programs available including the LABO program where youth travel to Japan for one month and Japanese youth come to Michigan for one month. Michigan families that host can earn up to $800 towards the cost for their teen to travel to Japan. There are also exchange opportunities to Poland, Belize, Jamaica, Mexico and Australia. Call the MSU EXTENSION for more information on exchange programs and countries participating. Kettunen Center: Kettunen Center is operated by the Michigan 4-H Foundation. It is located in Tustin, Michigan. The Kettunen Center offers a wide variety of adult and teen leader training at a reduced price due to scholarships provided by the Michigan 4-H Foundation. Gratiot County Leaders Council provides scholarships for different camps and programs. Upcoming programs held at the Kettunen Center are in the Clover Coverage or you could check out their web site at 6
7 Land Grant College and Universities: In 1862, large tracts of the largely undeveloped mid and southwest were assigned to each state. The proceeds from the sale of this land were to be used to establish colleges in each state to teach agriculture and mechanical sciences (engineering). A second Land Grant Act was passed in 1890 to better serve minority students. Leaders Council: A group of active adults and youth whose goal is to provide guidance, leadership, direction and assistance in developing and conducting our county 4-H youth program. The Leaders Council is also responsible for putting on the annual awards banquet in October. Their fundraiser is the pancake breakfast. The money raised supports registrations for 4-H workshops, conferences, and conventions. Leader Update: Held three times a year for educational and recreational activities to keep leaders up to date on current issues and information. Master Gardeners: An organization of volunteers trained and supported by Michigan State University Extension in each county. Michigan 4-H Foundation: A private foundation with a volunteer board that raises money to support 4-H programs and activities. The Michigan 4-H Foundation supports the 4-H Children s Gardens at MSU and provides scholarships for leader training at the Kettunen Center. Visit the Michigan 4-H Foundation at Mission Statement: Michigan 4-H Youth Programs is a youth development program that involves volunteers in providing positive, experiential and educational opportunities for and with youth. Our mission is to create environments, through collaboration, that build strong, healthy youth who are proactive in a complex and changing world. Motto: To Make the Best Better. The motto suggests that boys and girls who are 4-H members represent the best young people in the nation and that 4-H will make them even better citizens. MSU Extension Office: The County Extension Office (also sometimes known by 4- H ers as the 4-H Office) is located in Ithaca. The building is owned and maintained by the county. Many 4-H materials and resources are available at the Extension Office. Meeting space for 4-H clubs, volunteer groups, etc. is available free of charge. National 4-H Center: This modern conference center is operated by National 4-H Council and located at 7100 Connecticut Avenue in Chevy Chase, MD., just a few blocks away from Washington DC. A wide variety of 4-H educational programs and activities are offered at the 4-H Center, including National 4-H Conference, Citizenship Washington Focus and Wonders of Washington. 4-H clubs and families are welcome to stay at the 4-H Center on a space available basis. The National 4-H Center is one of the safest places to stay in the city and its rates are among the most affordable. Call the National 4-H Center at (301) for more information. 7
8 National 4-H Conference: The National 4-H Conference is a working conference in which youth and adults--at the invitation of the Secretary of Agriculture--assist in the development of recommendations to help guide 4-H Youth Development Programs nationally and in their communities. This event brings together youth, volunteer leaders, state, and county Extension staff members from across the United States, its territories, and the Canadian Provinces. National 4-H Council: Council is one of two of 4-H s national partners, the other being USDA. Among the Council s responsibilities is raising funds to support a wide variety of programs and activities. Council operates the National 4-H Center in Chevy Chase, MD, the 4-H Source Book (a.k.a. 4-H Catalog/ 4-H Supply Service) and conducts a large number of educational programs including Citizenship Washington Focus and National 4-H Conference, both held at the National 4-H Center. Council also provides leadership for marketing 4-H including the Youth Voices and Action campaign with the National Advertising Council. Visit National 4-H Council ( on the web or call (301) National 4-H Week: The first full week in October, over 6 million 4-H ers Nationwide celebrate with special activities including window displays, community projects, field trips, outings and more. National 4-H Council provides a packet of ideas for celebrating National 4-H Week that includes sample news releases, radio spots, clip art and more. Visit your 4-H Office and ask to see the 4-H week packet that usually arrives in early summer. Organizational Leader: This person is responsible for the leadership of the community club and organization of the individual project groups. He or she will maintain communication between the 4-H Youth Educator, project leaders and club members. He/she also handles registration in the fall and notifies the staff of enrollment changes throughout the year. The organizational leader receives notice of all special county activities from 4-H staff and is responsible for getting that information to club members. 4-H Pledge: I pledge my head to clearer thinking, my heart to greater loyalty, my hands to larger service and my health to better living for my club, my community, my country and my world. To make the pledge, 4-H ers stand and place the right hand to the head, followed by the right hand over the heart, then both hands with palms up held out at waist level and lastly with hands at the sides. The 4-H pledge is used at the beginning of every 4-H meeting and most 4-H activities. The original pledge was adopted in The words, and my world were added in the mid 1950 s. Project 4-H (Winter Camp): Long Michigan winters getting you down? Winter camp is an excellent way to brighten your day. This countywide over night camp is held for 9-12 year olds to explore new project areas. 4-H ers participate in hands-on sessions and meet new 4-H ers from Gratiot County. Project Leader: Teens and adults who have skills or knowledge in particular project areas such as food, photography, woodworking, sewing, animals, ect. Project leaders work primarily with those members enrolled in projects in which they are experts. 8
9 Re-Enrollment: Each year 4-H members are required to fill out a re-enrollment sheet before November 1 st. This enables the MSU EXTENSION Office to keep up to date records on all of the active 4-H members and their projects of interest. Re-enrollment sheets are given to organizational leaders and it is their responsibility that all members receive and properly fill out their re-enrollment sheet. Slogan: Learn By Doing. The best way to really learn a new skill is by doing it, not reading about it, hearing about it or watching someone else do it. We now call this Experiential Learning which is just a fancy way of saying what 4-H folks have known for over 90 years - learn by doing. Smith-Lever Act: Passed in 1914, created the Cooperative Extension Service. The word cooperative in the agency s name is well chosen, as CES is a somewhat unique organization with funding cooperatively provided by federal, state and local partners. Authors of the act were Congressmen A. Frank Smith of South Carolina and Senator Hoke Smith of Georgia. 4-H Source Book: Formally called the National 4-H Catalog, which is a product of the National 4-H Supply Service, a division of the National 4-H Council. The 4-H Source Book offers hundreds of products including a wide range of 4-H clothing, jewelry, paper products, pens and pencils, awards, project materials and just about anything else you can thing of all with the 4-H logo. The Source Book can be used like any other catalog including placing orders by phone and credit cards are accepted. The Source Book is an excellent source of holiday and birthday gifts for active 4-H members and volunteers. Call (301) to request your free 4-H Source Book or visit them online at hmall.org. Summer Camp: Have a blast at Coldwater Lake. This three-day camp gives 4-H ers ages 9-13 a chance to meet other members from Gratiot and Isabella Counties, participate in fun games, and be creative with different crafts. All of this is done in the traditional camp setting: with bunk bed rooms, camp fires, mess hall meals, and of course plenty of time to swim. This camp usually takes place during the first part of July. Superintendent: A 4-H leader/volunteer that oversees one specific project area for the whole county. They are in charge of project guidelines, project training meetings for leaders and members and fair activities related to their project area. If you have any questions regarding a specific project area, the 4-H Superintendent is the best person to contact. For names and phone numbers call the MSU EXTENSION Office or refer to the current fair book. Tax-Exempt Status: 4-H clubs are not required to pay income tax and do not have to file a tax statement unless an income of $25,000 or more is normally received in a given year. However, sales tax may be assessed. Tax law is complicated and cannot be thoroughly covered here. Please contact the MSU EXTENSION for more information regarding this topic. 9
10 Teen Exchange Club: This club holds a state exchange for two years. One year the club travels to the participating state and stays with 4-H host families for about a week. Then the following year the club members host the 4-H ers they stayed with during last year s exchange. The Teen Exchange Club works on fundraisers as a group, which covers most of the cost. Prior Gratiot County exchanges have been done with Minnesota and Texas. Teen Leaders: Teens who work in conjunction with a leader in a project or activity. 4-H Value Set: We believe in these values: youth development; partnerships; volunteerism and diversity. 4-H Vision: 4-H is a world leader in developing youth to become productive citizens and catalysts for positive change to meet the needs of a diverse and changing society. Volunteer Selection Process (VSP): This must be completed by anyone who wants to become a 4-H leader or 4-H volunteer working with youth. It consists of a criminal history check, reference checks, an interview and an orientation session. Wonders of Washington (WOW): A one week educational experience in our nation s capitol. This trip is usually done during August and is open to youth ages 12 to 14 who want to learn more and visit historical sites and monuments that are important to our nation. Youth Achievement Record: Form found in the Clover Coverage that youth are encouraged to fill out and return to their leaders by the first of September. This form helps leaders nominate deserving youth for awards in project and leadership areas. 10
