10 CATTLE CATTLE STALLING / ENTRIES A stall booking system for both Dairy and Beef cattle will again be in operation to enable exhibitors to decide on the cattle to be entered at a date nearer to the Show. Exhibitors must however book the number of stalls required by MONDAY 18 APRIL. Entry forms, one per stall booked, will be forwarded and must be returned, completed, to the Secretary by AM on MONDAY 23 MAY. Earlier return of forms, where possible, would greatly help the office staff as it is intended that the cattle entries will be printed in the main Show Catalogue and NOT in a separate publication. NON RETURN OF THE ENTRY FORM(S) BY 23 MAY WILL RESULT IN ALL FEES BEING FORFEIT AND NO ENTRY SUBSTITUTIONS WILL BE POSSIBLE AFTER THIS DATE. Entries for pairs / groups and Specials A632, A688, A695 & A697 MUST be made when stalls are booked, and entry forms will be forwarded as above. Relevant lactation certificates, or photocopies, to accompany the entry form for each animal and please note that NO alterations to entries for these special prizes will be possible after 23 May. PLEASE NOTE: No Exhibitor may book more than twelve stalls for any one breed and ONLY THREE ANIMALS MAY BE SHOWN BY AN EXHIBITOR IN ANY ONE CLASS. Separate stalls must be reserved, and paid for, for ALL CALVES AT FOOT OVER 3 MONTHS OF AGE. This also applies if a 2nd stall for large bulls etc. is required. A 50% refund on the stall fee will be made for cancellations received, in writing by MONDAY 16 MAY. The Association reserves the right to reduce the number of stalls booked if necessary. One entry fee is payable per pair/group, NOT one per animal. Entry Fees are NOT payable for Special. Exhibitors passes and other details will be forwarded prior to the Show, but cattle neck numbers must be collected from the Cattle Stewards Office. All Exhibitors must wear white coats when showing and parading cattle. As in 2015 only the Trophies for the Supreme Beef and Supreme Dairy Champion, plus the President s Trophy will be presented in the Main Ring during the second day Grand Parade. All other trophies will be presented at the time of the judging of the relevant class or special prize. Cattle, Sheep & Pigs may arrive between the following times; Tuesday, 7 June, from am until 9.00 pm (other than British Native & Traditional Rare Breed Sheep who may only arrive on Wednesday 8 June). Wednesday, 8 June from 8.00 am until 7.00 pm The above deadlines must be adhered to by all livestock exhibitors. If this is not the case Exhibitors run the risk of not being permitted to exhibit. All livestock must be on the Showground by 7.00 pm on Wednesday 8 June at the latest. Livestock are NOT permitted to arrive on the first morning of the show. The stock must remain until the Grand Parade of livestock has returned to the stock lines on Saturday 11 June. LICENSING & DOCUMENTATION:- Animals entering the showground must present the following documents on arrival; BCMS Passport. This applies to all cattle, including calves, for show or exhibition. The Royal Cornwall Agricultural Association will electronically record all movements onto and off the Showground. Barcode labels will be placed on the movement summary page. Passports to be collected between 10 am & 12 noon on Saturday 11 June from the Cattle Stewards Office. If not collected by 12 noon the remaining passports will be returned to the Secretary s Office for collection. Please note that new rules regulating the transport of livestock came into force in January Full details can be found on the Defra website as follows; Exhibitors are required to comply with current TB regulations. For those cattle coming from one and two year testing parishes please note it is a requirement that the animals at the show are tested within 60 days before this show. Compliance with pre-movement testing requirements is the responsibility of the owner/cattle keeper moving the animal(s). 29 SHEEP Arrangements for Maedi-Visna Accredited and Scrapie Monitored Sheep Maedi-Visna accredited and Scrapie Monitored accommodation will only be provided for sheep which have been signified as being of such status on the entry form. In order to be admitted to the accredited accommodation, all Maedi Visna accredited sheep must be accompanied by the appropriate SAC Form (green) within expiry date. Scrapie Monitored sheep will be accomodated and shown in unsegregated conditions. All female sheep, whether scrapie monitored or not, of all breeds except Dorset Horn, Polled Dorset and Finnish Landrace must, at the time of the show be a). non-pregnant (empty), b). have not lambed within 30 days prior to arrival at the show and c). not be subject to procedures which change the seasonal breeding pattern. All females of the Dorset Horn, Polled Dorset and Finnish Landrace breeds and animals subject to procedures which change the seasonal breeding pattern must be accompanied to the show by a declaration for each animal confirming that the sheep are a). non pregnant (empty) and b). have not lambed in the previous 30 days. A 6th Prize Card and Rosette in classes with over ten entries. Movement of pigs from a farm for breeding, exhibition, artificial insemination or veterinary treatment. The Pigs (Records, Identification and Movement) Order 1995 Exhibitors bringing pigs to the 2016 Royal Cornwall Show will need to complete a declaration relating to their movement in accordance with the above Order. On return, the pigs will have to be kept separate from all other pigs for a period of 20 days. The person in charge of such pigs must carry a copy of the declaration throughout the movement and also send a copy of the declaration to the Local Authority within 7 days and ensure that the conditions relating to such movement are adhered to. General Regulations The classes will be run in accordance with the Bye-Laws and Regulations of the Royal Cornwall Agricultural Association and all pigs must be shown in accordance with BPA General and Special Conditions. See page 59. Pigs to have been registered in a published volume or accepted for entry in a forthcoming volume of the British Pig Association s Herd Book. (It is not sufficient for an animal to be eligible for registration ). Animals registered in a Grading Register of a Herd Book are not eligible for entry in Agricultural Show classes. Litter Numbers For January Classes a range of litter numbers will be accepted. Pigs brought to the Show must be selected from this range and must be herd book registered before the start of the Show. 54 Bye-Laws and Regulations Risk and Responsibility 1. The entire risk and responsibility as regards all Exhibits both whilst at the Show and during transit and all consequential or other injury or loss arising therefrom must be wholly borne by the Exhibitor. Compensation 2. The Association will not be in any way liable or responsible to any Exhibitor, Purchaser, Stockperson, Attendant or Visitor for any claim or loss or injury or compensation occasioned by or arising out of the holding of their Shows or by reason of the act or default of any Exhibitor, Purchaser, Visitor, Stockperson, or other person in attendance or present thereat nor will the Association be liable or responsible to any such person if for any reason the Show in any particular year or years is abandoned or the period of its advertised duration curtailed. Accidents 3. The Association will not be responsible for any accident that may be occasioned by or occur from any Machinery or other Article belonging to any Exhibitor and it is a condition of entry that each Exhibitor shall hold the Association harmless and indemnified against any legal proceedings arising from any accident caused by his Machinery or other Exhibit or arising in any way from or out of the Exhibition of his property. Disclaimer of Liability 4. In this clause the term Exhibitor shall include persons taking part in any competition or display arranged by the Show Committee, and the owner of any animal, plant, machinery or other thing involved in any such competition or display or otherwise exhibited on the Showground. Save for death or personal injury caused by the negligence of the Committee, its servants or agents, the Committee will not be responsible for death, injury, disease, damage or loss caused to any exhibitor or to his or her stockperson or agent or to any animal, article, plant, machinery or thing of whatever nature brought onto the Showground by the said exhibitor from whatever cause death, injury, disease, damage or loss arises. (Save as aforesaid) the exhibitor shall indemnify the Committee against all claims, damages and expenses whatsoever in any way arising out of the presence of the exhibitor, his stockpersons, agents, exhibits, vehicles or equipment on the Showground and shall assume full responsibility therefore. Acceptance of the foregoing provisions shall be a condition of entry. Exhibitors are advised to insure against fire and other appropriate risk not only as regards their own property but also against any third party claim. Conditions of Admittance and Car Parking 5. Persons are admitted to the Showground at their own risk and whilst every endeavour is taken to ensure their safety, the Committee will not (save for death or personal injury caused by the negligence of the Committee, its servants or agents) be responsible for personal injury (whether fatal or otherwise) loss of or damage to property and any other loss, damage, costs and expenses howsoever caused. It is a condition of entry that the Association s Veterinary Officers may, on their own authority, give such emergency treatment as they may consider appropriate in the event that the owner or his/her representative cannot be found. Exhibitors will be liable to pay for all drugs/treatment used by the Association s Veterinary Officers in the treatment of their animals. Persons are admitted entry to the show car parks at their own risk and vehicles and their accessories and contents are admitted to and left in the show car parks at the owner s risk, and whilst every endeavour is taken to ensure the safety thereof, the Committee will not (save for death or personal injury caused by the negligence of the Committee, its servants or agents) be responsible for personal injury (whether fatal or otherwise) loss of or damage to property and any other loss, damage, costs and expenses howsoever caused. Ownership 6. Every Exhibit must be the bonafide property of the Exhibitor both at the time of entry (18 April for Horses, Donkeys, Sheep & Pigs), (3 May for Showjumping, if stabling required) (16 May for Showjumping if no stabling required), (23 May for Cattle) and on the first day of the Exhibition. A Farmer is to be defined as someone having an Agricultural Holding Number. Entry Forms and Entry Fees 7. Every Exhibitor or Competitor is requested to examine carefully the Prize Schedule and the General Laws and Bye-Laws. All exhibitors must ensure they have adequate Public Liability Insurance cover. Exhibitors bringing their caravan/tent to the Show must place it in the Caravan Park provided, at a fee of per night. Applications for passes should be made to the Secretary. No caravans, tents or motor homes may be parked/erected within the showground or lorry parking areas and if found in these areas are subject to instant removal. Horse Exhibitors requiring caravan parking will be in the General Caravan Park only. No Stock, Produce or other competing Entry will be admitted for exhibition unless the necessary Entry Form, properly filled in, complying in every respect with the regulations of the Prize Schedule, signed by the Exhibitor or his authorised Agent and accompanied by the necessary fees, shall have been delivered to the Secretary at his Office, on or before the date appointed for the closing of the entries. 54

55 The same exhibit may be entered in more than one class, when eligible, on payment of a separate entry fee for each class at the time of entry and only exhibits actually exhibited in their Class are eligible for any Special, if relevant. Exhibitors may only enter a maximum of three animals in any one class. Only Members of the Association are allowed to exhibit at Members Rate and the Membership Subscription for the current year as well as any arrears must be paid before entries can be accepted. Every Exhibitor or Competitor will be held responsible for the correctness of his entry. If, when called upon to prove its correctness, he fails to do so, the entry in question will not be accepted or if already accepted, may be cancelled or the exhibit may be disqualified and any Award made to it cancelled and furthermore all Awards made to such an Exhibitor or Competitor in any class may be cancelled. All persons entering, competing or exhibiting an animal of a class covered by a Breed Society either to which the Association is affiliated or which is affiliated to the Association shall be deemed to have consented to the jurisdiction of the relevant Breed Society and be subject to its constitution and rules (including disciplinary procedures) insofar as they are applicable to any event, competition or display promoted or arranged by the Association. The Association reserves the right to publish all names and addresses of all exhibitors in the official catalogue and share such information with breed societies and other similar bodies in connection with the staging of the equine and livestock sections. The Association accepts no responsibility if for any reason, any event or events, for which exhibitors qualify at the Royal Cornwall Show, are not staged. Entry fees shall not be returnable except in the following cases:- (a) they will be refunded in the event of cancellation of classes or a DEFRA Order prohibiting the exhibition of animals at the Royal Cornwall Show. (b) in the case of an animal incapacitated by accident, injury or illness. Any claim under this clause must be made in writing to the Secretary and must be accompanied by a certificate issued by a Veterinary Surgeon and to be received not later than 31 MAY 2016 together with all stickers and passes issued in respect of the entry/ies in question. ANY CLAIM RECEIVED AFTER 31 MAY 2016 WILL BE INVALID. The entry fee is not returnable to an Exhibitor who enters an Animal in a class for which it is ineligible or not registered. Closing of Entries 8. The last day on which entries can be accepted is 18 April, except for the Jumping Competitions, entries for which may be made up to and including 3 May if stabling required or 16 May if no stabling required. Exhibitors and Their Stockpersons 9. All Exhibitors and Their Stockpersons shall be subject to the Orders and Rules of the Council or Officials appointed by the Council. The Council reserves the right to ban from exhibiting, either in person or through a nominee or agent, any exhibitor (or their stockperson), who, in the opinion of the Council, contravenes or has contravened any of the Association s Bye-Laws, Regulations or anyone infringing the Regulations and Conditions of the Association and who behaves noisily or offensively to the Judges or Officials is liable to be disqualified and any award cancelled and, furthermore all awards made to such an Exhibitor or Competitor in any class may be cancelled, and such person shall thereupon be excluded from exhibiting in this Association during the pleasure of the Council. Such matters will be determined by a Committee as detailed in regulation 12. The Council reserves to itself the right to inform other Agricultural Associations or Breed or other Societies of any decision it may come to with respect to any exhibitor. Grooms / attendants appearing with animals in judging rings must be of smart appearance and dressed appropriately for the section being judged. It is the Exhibitors responsibility to ensure that the correct number is worn in the relevant class and the Association accepts no responsibility for errors caused by incorrect numbers being displayed. All Exhibitors must have the physical ability, relevant experience and be competent to handle the animal they are in charge of at all times. Handlers must be properly trained in safe work methods and be in good health. Judges / Stewards are empowered to ask an exhibitor to leave a ring or any other area on the grounds of safety if they feel that the exhibitor is incapable of safely handling / riding the exhibit in question. All stock handlers, and especially children, should only handle animals where they have the necessary experience and strength to cope with that animal. NO CHILD UNDER THE AGE OF 7 YEARS IS ALLOWED INTO THE CATTLE JUDGING RINGS. For the Main Ring Parade a child must be 10 years and over to lead a calf up to 3 months and be accompanied by an adult. For all other cattle children must be 16 years and over. A sheep handler must be capable of handling the animal, at the Stewards discretion. The administration of any pharmaceutical substance is prohibited except with the permission of one of the Association s Veterinary Officers. Animal Welfare The Royal Cornwall Agricultural Association expects all exhibitors to observe best practice at all times. Awards 10. Only the signed awards of the Judges are accepted by the Association as evidence that a prize has been awarded and the production of a prize card or rosette by an exhibitor will not entitle him to the Prize. All Cups and Trophies must be signed for prior to their collection. A Trophy that can be won outright i.e. after being won 3 times in succession or any 4 times etc., can only be so won if the exhibitors name or combination of names on the Entry Form is the same for each relevant year of entry. 55

56 Penalties 11. As the non-exhibition of Animals entered for the Show causes unnecessary preparation and expense and disarranges the Showground, any person entering Stock and failing to exhibit shall pay a penalty of 5.00 for each entry unless a certificate under the hand of the Exhibitor or his authorised Agent be lodged with the Secretary of the Association before the day of the Exhibition certifying that non-exhibition is caused by: (1) the death of the animal or animals (2) contagious or infectious diseases (confirmed by the explanatory certificate of a Veterinary Surgeon) or (3) by its becoming ineligible for the class in which it has been entered. Every exhibitor shall indemnify the Association against all actions, claims, proceedings and demands by any person, company or other representative body of whatsoever nature in respect of any matter, directly or indirectly connected with the bringing onto the Association s Showground of any animal which may have been suffering from any contagious or infectious disease or which develops such a disease whilst on the Showground and in addition the exhibitor shall pay all costs and expenses incurred by the Association in connection with any such claim. The Association s Veterinary Officers are authorised to refuse permission for any animal to be admitted to, or to have removed from, the Showground any animals affected with contagious or infectious disease or with disease which, in their opinion, was likely to prove dangerous to other animals. The owner or stockperson in charge of such animal may obtain, if desired, a certificate in writing from the Association s Veterinary Officer, stating the nature of such disease or infection. Concealment of disease will render the exhibitor liable to disqualification in accordance with regulation 9. The Stewards, on the recommendation of the Association s Veterinary Officers shall have the power to remove from the Showground any unruly, vicious, deformed or diseased animals, and also the stock, implements or miscellaneous articles belonging to any exhibitor who refuses to comply with the instructions given to them by the Stewards without any responsibility attaching to them or to the Association in consequence of such removal. Protests 12. All objections must be lodged, in writing, with the Secretary not later than five o clock in the afternoon of the day on which the award affected has been made. If, however the protest applies to fraudulent entry or description, it will be accepted if made within seven days of the closing day of the Show. The Objector must state the specific grounds on which the objection is made and at the same time deposit a sum of 30 with the Secretary. Protests involving measurement Certificates must be dealt with in accordance with the rules of Joint Measurements Scheme and the requisite deposit lodged at the same time. All objections will be considered by a Committee, normally chaired by the Honorary Show Director, and consisting of not less than three other members of Council, one of whom should, if possible, be a steward of the section affected. The Committee may require and receive such evidence as they think fit and in particular may require the objector or the exhibitor of any animal in respect of which such a protest was lodged to make a statutory declaration upon any question of fact concerning the matters of such objection. The decision of the Committee who determine the objection shall be final and binding and the objector shall, by lodging the objection, be taken to agree that such decisions shall be final and binding upon him or her and that no appeal therefrom shall lie upon any ground whatever. If the objection is determined against the objector his or her deposit shall be forfeited unless in the opinion of the Committee when determining the objection, when they may then order the return of the deposit. If the objection be determined against the objector he or she may also be liable to the Society for the amount of costs and expenses occasioned by the objection and the determination thereof, unless in the opinion of the Committee who determine the objection there existed good and reasonable ground for objection, when they may order to the contrary. Adjudication of 13. In awarding the to Cattle, Sheep and Pigs, the Judges are particularly instructed not to take into consideration the present value to the Butcher of the animal exhibited, but to decide according to their relative merit for the purpose of Breeding. They are also instructed to take into consideration the relative age of the different animals in each class. The Judges may withhold any prize where there is evident want of merit. Where there is only one Exhibit or pen of Exhibits shown in a Class the Judges may award the first, second or third prize according to the merit of the Exhibit or Exhibits exhibited. No Second will be awarded if there are not four entries in a class, unless the Judges shall recommend such Second or Third on the ground of Special Merit. The Judges are instructed to select a reserve exhibit in each class, provided there is sufficient merit, in case an exhibit to which a prize has been awarded shall be disqualified. No Exhibitor or other person, except the Stewards will be allowed to go near the Judges while making the awards. Arrival and Departure of Exhibitors and behaviour whilst at the Show 14. The Showground will be open for the reception of Cattle, Sheep and Pigs at the following times; Tuesday, 7 June, from am until 9.00 pm (other than British Native & Traditional Rare Breed Sheep who may only arrive on Wednesday 8 June, unless prior permission is given by the Secretary). Wednesday, 8 June from 8.00 am until 7.00 pm for Cattle, Sheep & Pigs The above deadlines must be adhered to by all livestock exhibitors. If this is not the case Exhibitors run the risk of not being permitted to exhibit. Livestock are NOT permitted to arrive on the first morning of the show. The Showground will be open for the reception of Horses / Ponies at the following times: From 8.00 am on Wednesday 8 June until 9.00 am on Thursday 9 June. See Special Rule re; Skewbald & Piebald and Mountain & Moorland Ridden Classes 56

57 Friday 10June until 9.00 am Saturday 11 June until 9.00 am Horse exhibitors please note that the above timings relate to parking within the Showground Itself (when space permits). There are no arrival or departure time restrictions for exhibitors parked within overflow parking areas although no horses / ponies should arrive before 8.00 am on Wednesday 8 June. All Cattle, Sheep and Pigs are to remain on the Showground until after the Grand Parade in the afternoon of the last day of the Show and shall under no circumstances be taken out of their places in the interval without the special permission of the Showground Director or Secretary. Horses will be allowed to leave after 12 noon each day if not required to parade. During the time the Show is open to the public no Rug or Cloth shall be hung so as to conceal any Animal except with the special permission of the Steward of the Department. No person shall be allowed to fix any Card or Placard in the Showground without the written permission of the Secretary. Stockpersons in charge of Stock at night must, if they leave the Showground, return before midnight or they will not be admitted. All persons in charge of exhibits will be subject to the orders of the Stewards and will be required to parade or exhibit the animals in their charge at such times as may be directed by the Stewards. Stewards have the right to exclude from the Judging Rings and/or the Showground any animal which is vicious or unruly. Stockpersons must be in attendance each day during the Show at least a quarter of an hour before the time appointed for exhibiting the Animals under their charge in the Show Rings. Stockpersons in charge of Animals must see that the Boxes or Stalls are kept clean. No cooking stove or barbecue of any description may be lighted in the Boxes or Stalls within and adjacent to the Cattle Halls. The Cattle Halls and Sheep Marquees will be NO SMOKING Areas, anyone offending in this respect will be dealt with in such a manner as shall be determined by the Council. Owners of the Animals exhibited will be held responsible for the behaviour of their Stockpersons and for the consequences of any misconduct of such Stockpersons. Exhibitor numbers will be forwarded by the Secretary to every Horse, Sheep and Pig Exhibitor. Cattle neck Numbers should be collected from the Cattle Stewards Office as directed. No Exhibitor or their stockperson must in any way inappropriately interfere with exhibits other than their own. Tampering and Malpractice 15. Any artificial contrivance or device of any description found on or proved to have been used on an animal at any time whilst that animal is in the Showground, either for preventing the flow of milk or for any other improper purpose, will disqualify that animal from being awarded a prize, and any prize awarded prior to discovery will be forfeited. The Instigator or The Owner of the said animal may be prohibited from again entering Stock for any of the Association s Shows, for such period as the Council may see fit. For the purpose of this Regulation, the term improper practice shall be held to include setting of teats, and generally any other practice including tampering of their own or any other animal by the exhibitor or any other person which results in the animals being shown other than in a natural state, and the Association reserves the right to have all animals inspected by the Association s Veterinary Officers, either prior to, during, or after judging. The overstocking of udders is to be strongly discouraged and exhibitors are liable to inspection by the Association s Veterinary Officers. The Association will not tolerate the administration to show exhibits (entered either for competition or sale/demonstration) of tranquillisers or other drugs which may in any way affect the performance of the animal in question to have the effect of making it behave in the show ring in a manner which is not natural. The Association reserves the right to take any necessary samples. Any Person or Exhibitor (or his representative) who is found to have administered or permitted the administration of any such tranquilliser or drugs to any Show exhibit will be reported to the Committee, and dealt with at their discretion. In addition the matter will be referred to the appropriate Breed Society or Organisation. Any Exhibitor wishing to lodge an objection, having reference to Livestock exhibited at this Show, must make the same in accordance with the objection requirements (Rule 12) of the Association. If, on investigation, the objection is not sustained to the satisfaction of the Committee, the sum thus deposited shall, at the discretion of the Committee, be forfeited to the funds of the Association. All objections must be lodged on the same day as the alleged incident occurred in accordance with the objection regulations, and no objection will be SUBSEQUENTLY received, unless a reason, satisfactory to the Committee be assigned for the delay. Regulations Applying to Certain Classes The Organisers of this show have taken reasonable precautions to ensure the health and safety of everyone present. For these measures to be effective, everyone must take all reasonable precautions to avoid and prevent accidents occurring and must obey the instructions of the Organisers and all the Officials and Stewards. HORSES 16. All Horses entered in Classes with conditions as to height may be measured before being judged, with their Shoes on and no subsequent alteration of Shoes will be permitted. The decision to ride Horses in any Ridden Class is solely at the discretion of the Judge. No horse may be exercised other than in a collecting ring or the designated exercise area within the lorry park. No horse should be left unattended other than when securely contained within a horse vehicle or stable. Animals winning offered by the Hunters Improvement and Sport Horse Breeding of Great Britain, must undergo veterinary examination if required. All Horses will be allowed to leave the Showground from 12 noon onwards on the first day, unless they are required to parade or to stay on the Showground for judging on the Second Day. Exhibitors wishing to be supplied with horse boxes must apply on or before 18 April, paying the additional fees for each box, i.e., per night to include straw. The proviso is that if boxes are oversubscribed the Association reserves the right to restrict the booking of stables for those exhibitors only showing on one day. Please note: Stabling will only be available on the night before / day of showing. Anyone riding a horse must wear a hard hat (see special note below for Morgan classes). A skull cap or a hat and safety 57

58 harness according to the current approved BSI or European Standard must be worn by ALL competitors in all Ridden Classes. Such headgear must be worn with the chin strap securely and correctly fastened at all times. Skull caps must have a navy blue or black cover. Any variation to this ruling is solely at the exhibitors risk. Morgan Exhibitors are advised by their Society to wear approved hats (PAS 015 at least) but if they wish to wear straw hats during the judging of their classes it is at their own risk. It is recommended that all horses and ponies should be correctly vaccinated against Equine Influenza before the Show. The Association s Veterinary Officers and the Stewards, at their discretion, are empowered to require any horse or pony or donkey showing clinical signs of Equine Influenza to be immediately removed from the Showground. In the event of a serious outbreak prior to the Show, the Association reserves the right to require Vaccination Certificates to be produced prior to admitting animals to the Showground. No Exhibitor or their groom may ride one horse and lead another or if on foot lead more than one horse. The bringing of companion horses/ponies is strongly discouraged but if such animals are present their behaviour and all matters relating to safety are the sole responsibility of the exhibitor bringing such animals to the show. Anyone exhibiting a stallion must take adequate precautions to ensure the safety of other people and animals. EXHIBITORS MAY ONLY ENTER A MAXIMUM OF THREE ANIMALS IN ANY ONE CLASS. Measuring of Horses Entries in Classes with height conditions must be measured by the Association s Veterinary Surgeons in the Measuring Box in the Stabling Area. Horses/ponies which have been issued with an Official Height Certificate by the Joint Measuring Scheme should be brought by the Owner or Exhibitor to the measuring box with the appropriate certificate. Half an inch to be allowed for normal shoes, no allowances for tips, plates or Charlier shoes. No subsequent alterations to shoes permitted. SHOW JUMPING All competitors must wear uniform or hunting costume or appropriate hats and coats. Failure to comply may involve elimination. All competitors must wear a protective helmet manufactured to the current approved BSI or European Standard. Such headgear must be worn with the chin strap correctly and securely fastened at all times. Any variation to this ruling is solely at the exhibitors risk. The use of helmet mounted cameras at British Showjumping Events is not allowed. No horse may be exercised other than in a collecting ring or the designated exercise area within the lorry park. No horse should be left unattended other than when securely contained within a horse vehicle or stable. No member shall allow a stallion for which he/she is responsible as owner, lessee, authorised agent or rider to compete or be prepared to compete, in any show jumping competition without taking adequate precautions to ensure other members of the public are not put at risk of injury. The Association reserves the right to restrict the number of entries in any class. During Jumping Competitions, three Competitors must always be ready to enter the Ring. If a Competitor does not respond when his Order Number is called, he loses his turn and the Horse bearing the Number called may be eliminated. There will be a time limit for all Jumping Competitions. The time limit for each competition will be announced before the competition starts. Automatic timing apparatus will be in operation. Exhibitors wishing to be supplied with horse boxes must apply on or before 3 May, paying the additional fees for each box, i.e., per night to include straw. The proviso is that if boxes are oversubscribed the Association reserves the right to restrict the booking of stables for those exhibitors only showing on one day. Boxes will include drop hessian fronts. Stables will not be refunded if late withdrawal of horses. Please note: Stabling will only be available on the night before / day of showing. CATTLE 17. At the date of entry cattle must be from herds which are free from restrictions imposed under (a) The Tuberculosis Order 1984; and (b) The Brucellosis Orders. In addition the entered animals must not themselves be under individual restrictions. An animal accepted for entry must not be consigned to the Royal Cornwall Show if, after entry, either it or the herd to which it belongs becomes subject to movement restrictions. The Association reserves the right to take blood samples from any animal exhibited. Any animal which shows evidence of ringworm should not be sent to the Show. Any animal found to be affected will, on the Certificate of the Association s Veterinary Officers, be disqualified from competition and must be removed from the Showground. The exhibitor of such animals will be subject to a fine not exceeding 25 per affected animal. All cattle must be from Herds which are Officially Brucellosis Free. (NB from 1 October 1985 all herds were re-designated to be OBF Status). The Warble Fly (England and Wales) Order 1982, as amended. Any Cattle which are affected with warble fly larvae are subject to movement restrictions. Such affected cattle may only be lawfully moved if accompanied by a declaration of treatment (Form C Yellow). Affected animals, not accompanied by a declaration of treatment (Form C) detected in the Showground will be licensed home. The Exhibitors of Bulls, Cows and Heifers shall certify as to the purity of Breeds and eligibility for the respective Herd Books. All cows shall have had a fully developed Calf within six months of the Exhibition or shall be in-calf at the time of the Exhibition and in the case of both Cows and Heifers exhibited as being in-calf, the prizes will not be paid to the Exhibitor of any in-calf Cow or Heifer not in-milk, until such time as the animal has been certified to have produced a fully developed calf. Animals which calve or show evidence of calving whilst at the Showground must be placed in the isolation accommodation pending their possible early removal from the Showground. Where an animal calves at full term, and the owner arranges for a blood sample and vaginal swab to be taken and examined at an approved laboratory, and Rose Bengal Plate Test (RBPT) and a microscopial examination of a smear made from the vaginal swab are negative, the animal may return to the Show lines at the discretion of the Show Secretary. 58

59 Where an animal calves prematurely or aborts the DVO must be informed immediately. The animal must be returned home TOGETHER WITH ALL OTHER SHOW ANIMALS FROM THE SAME REGISTERED PREMISES after a full range of samples has been taken. The suspect animal must be isolated during transit. If, whilst in the Showground a cow calves either at full term or prematurely or aborts or show signs of aborting and the Exhibitor or his Stockpersons fails to inform the Associations Veterinary Surgeons, that Exhibitor, if proved to have infringed this regulation will be liable, at the discretion of the Council of the Association to a LIFE-TIME BAN from exhibiting at any future shows held by the Royal Cornwall Agricultural Association. All Cattle must be properly secured to the satisfaction of the Officials of the Association on being brought to the entrance of the Showground or they may not be admitted. Whilst stalled at the show it is suggested that all cattle are double tied. Livestock must be under the control of a competent handler at all times and they must use approved restraints which are safe and fit for purpose. Movements on the showground include areas used by the public and also when going from the Exhibition Halls to the judging rings and handlers must ensure adequate safeguards are in place to prevent an animal from escaping. All Bulls over 10 months old must have a ring or clamp attached to the nose and must be provided with a strong chain or rope and be led with a proper staff. Use of the bulldog can be used if felt appropriate. The Dams of All Bulls (Dairy Breeds) entered for the Inspection Classes must be qualified in accordance with the requirements of the respective Breed Society. Tampering and Malpractice see Rule 15. The exercising of cattle within the cattle judging rings prior to the start of judging on the first day is prohibited. Pressure Hoses:- Only low pressure hoses can be used for washing of cattle. Pressure above 30psi will not be permitted. The use of power hoses producing water above 30psi is banned. Electrical safety:- The correct maintenance and safe use of any electrical equipment brought to the show is the sole responsibility of the exhibitor, both for their own safety and of any third party. It is highly recommended that electrical equipment is regularly PAT tested. EXHIBITORS MAY ONLY ENTER A MAXIMUM OF THREE ANIMALS IN ANY ONE CLASS. NO EXHIBITOR MAY BE PERMITTED TO EXHIBIT MORE THAN TWO ANIMALS PER CLASS WHICH WERE THE RESULT OF AN EMBRYO TRANSFER FROM THE SAME PARENTAGE. Within the Any Other Pure Breed Sections, If over 12 entries are received for any one breed and from at least 3 different Exhibitors, Breed Classes will be formed and a Specialist Judge appointed for the 2016 Show. If 10 or more entries are forward at the Show, Breed Classes will automatically be staged for If less than 10 entries are forward, the Breed will revert back to the Any Other Pure Breed Section for Within the Breed Sections, if less than 10 entries are forward, the Association is likely to discontinue the classes for the following year and entries would only then be eligible for the Any Other Pure Breed Section. SHEEP 18. Each pen of Ewes must be of the same Flock. All lambs must be born on or after 1 December 2015 unless otherwise stated, or individual Breed Society Rules state differently. All ewes, 2 shear or over, to have reared a lamb(s) in the year of the Show. All sheep being shown must be on halters, if applicable, but must be on halters to be paraded. All sheep brought into the Showground must have been dipped and moved in accordance with any Ministry Regulations in force at that time. Current legislation (the Mutilation (Permitted Procedures) (England) Regulations 2007 Schedule 5.5 requires that sheep must have sufficient tail retained to cover the vulva of the female sheep and the anus of the male sheep. Sheep entered for the 2016 Royal Cornwall Show are liable to be inspected in the lines by the Association s Veterinary Officers or other appropriate official bodies. Any sheep which do not comply with the aforementioned regulation will not be eligible to be shown. The spraying of sheep with any substances is forbidden within the Sheep Marquee. Electrical safety:- The correct maintenance and safe use of any electrical equipment brought to the show is the sole responsibility of the exhibitor, both for their own safety and of any third party. It is highly recommended that electrical equipment is regularly PAT tested. PIGS Maedi-Visna accredited and Scrapie Monitored accommodation will only be provided for sheep which have been signified as being of such status on the entry form. In order to be admitted to the accredited accommodation, all Maedi Visna accredited sheep must be accompanied by the appropriate SAC Form (green) within expiry date. Scrapie Monitored sheep will be accommodated and shown in unsegregated conditions. All female sheep, whether scrapie monitored or not, of all breeds except Dorset Horn, Polled Dorset and Finnish Landrace must, at the time of the show be a). non-pregnant (empty), b). have not lambed within 30 days prior to arrival at the show and c). not be subject to procedures which change the seasonal breeding pattern. All females of the Dorset Horn, Polled Dorset and Finnish Landrace breeds and animals subject to procedures which change the seasonal breeding pattern must be accompanied to the show by a declaration for each animal confirming that the sheep are a). non pregnant (empty) and b). have not lambed in the previous 30 days. EXHIBITORS MAY ONLY ENTER A MAXIMUM OF THREE ANIMALS IN ANY ONE CLASS. 19. Pigs to have been registered in a published volume or accepted for entry in a forthcoming volume of the British Pig Association s Herd Book. (It is not sufficient for an animal to be eligible for registration ). Animals registered in a Grading Register of a Herd Book are not eligible for entry in Agricultural Show Classes. Litter Numbers For January classes a range of litter numbers will be accepted. Pigs brought to the Show must be selected from this range and must be herdbook registered before the start of the show. The ear number, registered name, Herd Book number and date of birth of each pig, also the name and Herd Book number 59

60 of sire and dam, must be supplied for printing in the catalogue together with the name of the breeder in cases where the exhibitor is not also the breeder. At all shows in 2016 female pigs (all breeds) born before 1 January 2015 shall be eligible to compete only if in the six calendar months prior to the show they have farrowed, suckled and reared to four weeks of age a litter of pigs. The farrowing date must be stated on the entry form. Female pigs born on or after 1 January 2015 and before 1 July 2015 (BERKSHIRE, GLOUCESTERSHIRE OLD SPOTS, HAMPSHIRE, LANDRACE, LARGE WHITE, MIDDLE WHITE, OXFORD SANDY & BLACK and PIETRAIN breeds ONLY) shall have either produced and reared a litter of pigs within six months prior to the show or produced a LIVE litter within 12 weeks of the first day of the Show. Female pigs of the BRITISH SADDLEBACK, DUROC and LARGE BLACK breeds born on or after 1 January 2015 and before 1 March 2015 shall have farrowed and suckled a litter of pigs prior to the Show. Females born on or after 1 March and before 1 July 2015 shall farrow within twelve weeks of the first day of the Show. Female pigs of the TAMWORTH breed only born on or after 1 January 2015 and before 1 July 2015 shall either have farrowed, suckled and reared a litter prior to the Show or produce a live litter within six weeks of 1 July Female pigs of the WELSH breed born on or after 1 January 2015 and before 1 March 2015 shall have farrowed and suckled a litter of pigs prior to the Show. Females born on or after 1 March and before 1 July 2015 shall farrow before, or within eight weeks after the first day of the Show. Boars of two years of age and over (all breeds) are to be certified as having sired at least three live litters within the twelve months preceeding the date on which entries for the Show close. The pigs comprising such litters are to have been litter notified in the British Pig Association s Herd Book or proof of their birth must have been given to the Association. Boars aged twelve months or more at the time of the exhibition, must have their tusks cut prior to the Show. All boars must be shown by two competent adult handlers who are equipped with protective boards. The use of artificial colouring, whitening and/or powder on pigs as well as the removal or addition of spots by artificial means is prohibited (white woodflour is permitted). EXHIBITORS MAY ONLY ENTER A MAXIMUM OF THREE ANIMALS IN ANY ONE CLASS. The Association will provide pens and straw for all exhibits. The provision of feeding stuffs, drinking utensils etc, will be the responsibility of the exhibitor. General Fodder 20. Straw and, if possible, green food will be served out in suitable quantities to the Stockpersons of Exhibitors of Animals free of expense. In view of the possible scarcity of green fodder exhibitors are advised to bring as much green fodder as possible. Herd / Flock advertising 21. Exhibitors are permitted to erect signs advertising their herd or flock to a maximum size of 92 cm (3 ) wide x 61 cm (2 ) high per stall or pen. In the case of flock signs no sign may be erected to stand higher than 61 cm (2 ) above the pen hurdle height. Separate regulations apply for breed society promotion pens within the sheep section. The Association reserves the right to remove any sign, should it be deemed to be inappropriate. Herdsmen s Cubicles 22. A maximum of one herdsmans cubicle can be booked per Exhibitor unless after the closing date of entries spares exist. Cubicles may only be booked for a minimum of three nights and are limited and only available on a first come, first served basis. Dogs 23. Well behaved dogs are allowed but must be kept on a lead at all times. Interpretation of Regulations The Association and Council reserves to itself the sole and absolute right to interpret these or any other prescribed Regulations, Conditions or Prize Lists, and arbitrarily to settle and determine all or any matters, questions or differences, in regard thereto, or otherwise arising out of or connected with or incidental to the Show. Also to substitute Judges for those announced in the prize lists, or make additional appointments as may be deemed necessary. All Exhibitors and other persons admitted to the Show Yard shall be subject to the Rules, Orders, Conditions and Regulations of the Council of the Royal Cornwall Agricultural Association. 60
