4 3 LOCAL GENERAL RULES IT IS THE INTENT OF THE DIVISION OF FAIRS AND EXPOSITIONS THAT THE QUALITY STANDARDS ESTABLISHED FOR MARKET ANIMALS BE MAINTAINED. THEREFORE, IFICATIONS WILL BE SUBJECT TO CHANGE IN THE EVENT THERE ARE CHANGES MADE IN FEDERAL GRADING. 1. All 2012 State Rules for California Fairs set forth by the California Department of Food & Agriculture, Division of Fairs and Expositions apply State rulebooks are available at: r_california_fairs.pdf. 2. ALL LIVESTOCK ENTRIES MUST BE COMPLETED ONLINE AT WITH ALL FEES PAID ONLINE, NO CHECKS ACCEPTED. ONCE ENTERED ONLINE, A CONFIRMATION RECEIPT MUST BE PRINTED, SIGNED, AND MAILED TO OC FAIR BY JUNE 8, SIGNED RECEIPTS CAN ALSO BE FAXED TO (714) POSTMARKS WILL NOT BE ACCEPTED. 3. All entries must remain on display at the OC Fair & Event Center as mandated by the dates set forth in the Livestock Competition Guide. Any entry removed prior to the release date & time, unless consent is granted by OC Fair Management due to extenuating circumstances, shall be disqualified from any and all competitions and premiums are therefore forfeited. 4. The OC Fair & Event Center cannot legally carry insurance covering exhibitors and their exhibits. 4-H and FFA Clubs and Chapters shall submit proof of insurance covering all members obtained through the 4-H office or through their school district. Proof of insurance must be on file with the Livestock Office prior to arrival on the fairgrounds. 5. Youth exhibitors can enter only project units in which they are currently enrolled. There is no limit on entries except as noted under the department headings. There is a limit of two cash awards per exhibitor per class. 6. Exhibitor s age as of July 13, 2012 (opening day of the OC Fair) must be specified on entry. 7. Breeding animals must be owned by the exhibitor 30 days prior to the opening day of the OC Fair (purchased by 6/13/12). 8. All large livestock exhibitors must supply their own feed plus feed and water receptacles. No pressurized water systems in any pens are allowed. 9. Straw and/or shavings may be purchased through the Livestock Office between 7 a.m. 8 a.m. each morning (Wednesday through Sunday only). Times vary for Mondays and Tuesdays. 10. The OC Fair Livestock Department will have exclusive jurisdiction as to how many animals to a pen and assignment of pens. 11. Exhibitors are required to maintain clean barn and stall areas. All areas must be ready for inspection by 8 a.m. each day. All exhibits not properly maintained may constitute cause for dismissal from the fairgrounds and forfeiture of premiums. All stalls MUST be cleaned upon departure. 12. Exhibitors are requested not to move animals unnecessarily, only to and from wash racks, tie rails and show ring. Exhibitors must clean up after themselves and their animals. No animal is allowed to leave the designated livestock area without permission of the Livestock Program Supervisor. Any flagrant disregard of this rule could result in being barred from showing and/or forfeiture of premiums. 13. Junior exhibitors (4-H/FFA/Youth) are expected to groom and care for their animal(s) when at the Fair. They shall refrain from accepting active assistance from adults and non-exhibiting youth unless the junior exhibitor is actively engaged, and the assistance is only for instruction. 14. Adults (non-exhibitor/leader/advisor/teacher/parents) are NOT allowed to assist in the fitting of animals for the OC Fair & Event Center s Market and Youth shows (Fitting livestock is defined as preparing animal for the show including, washing, brushing or trimming). Livestock leaders and advisors may assist with the feeding and watering of animals. For the safety of all exhibitors and the public, adults may assist exhibitors and their animals to the scale, wash racks, and show ring. 15. No filling or feeding by artificial means will be allowed including the use of tubes or drench guns. 16. Any alteration of appearance, physical change by removal or injection, including the use of paint, powder, dye, shoe polish, glue or artificial color is strictly prohibited.

5 4 17. Health certificates, where required, must be presented upon arrival at the OC Fair. Please refer to the Animal Health Rules and State Rules. 18. After the close of entries, Fair management reserves the right to combine classes and or divisions if sufficient entries are not received. This combination will be made after papers are checked, in order to have an accurate number of entries. Fair management reserves the right to cancel any classes or divisions due to lack of entries. 19. The Livestock Department reserves the right to limit entries to facilities available, when necessary. All State Rules apply. 20. Vehicles may NOT be left unattended and must be removed from grounds after unloading. Violators will be ticketed and/or towed. 21. Livestock shall remain in the care, custody and control of the entrant. The entrant shall indemnify and hold harmless the OC Fair & Event Center and the OC Fair & Event Center Board, its employees, officers, agents or representatives for any injury, property damage and any real, incidental, or consequential damages resulting from the livestock or caused by the livestock. The OC Fair & Event Center will not be responsible for any loss or damage caused by or arising out of strikes, riots, lockouts or acts of God. 22. All Livestock entries are made with the distinct understanding that in no event will the OC Fair become responsible for any loss or damage that may occur to any livestock animal. Presentation of entry shall be deemed acceptance of this rule. 23. There will be NO REFUNDS OF ENTRY FEES, either for overpayment, not showing or failure to bring in the entry. 24. Premium checks will be made payable to either the owner or exhibitor as stated on the entry. Total premiums of $ or more to any individual will be paid only after a completed IRS Form W-9 has been received. 25. ALL EXHIBITORS are required to use only appliances that are properly grounded and they must meet UL specifications (i.e. clippers, blowers, heaters, vacuums, fans, etc.). 26. OPEN EXHIBITORS UNIFORM A clean white top, show whites or team uniform must be worn in the show ring. 27. No attendant or other person will be allowed in show ring unless neatly dressed in proper uniform. 28. SECURITY Exhibitors are cautioned to keep equipment stored where it will not be lost or stolen. The OC Fair & Event Center accepts no responsibility for such equipment. 29. This is an educational forum to teach the public about animals and agriculture and the high caliber of people who are associated with them. Educational displays are highly encouraged.

6 5 YOUTH DEPARTMENT The Youth department is for young people who want to enter exhibits at the OC Fair & Event Center. There are a number of organizations that want competition among members of their specific organization. The OC Fair & Event Center can do this by establishing divisions and classes for groups such as FFA, 4-H clubs, and others. The OC Fair & Event Center will provide the opportunity for young people to exhibit who are not members of an organization in several ways, such as: may compete in the appropriate class in direct competition with an organization member if there are very few independent youth, or may form separate classes for independent juniors if there are enough to form a class. In a livestock class, the independent must meet the same age requirements as the direct competition members of an organization. FFA MEMBERS may participate in classes when they enroll in high school vocational agriculture classes and may exhibit as members until the end of the next calendar year following graduation. 4-H / GRANGE MEMBERSHIP enrollment is open to all youth from kindergarten through 12 th grade through December 31 of the year in which they turn 19 years of age. 4-H PRIMARY members must be 5 years old or in kindergarten by January 1 of the program year. Primary members cannot enroll in large animal projects. Approved animal projects are dogs, rabbits, rats, cats, poultry, cavies, mice, embryology, entomology, marine science, pygmy goats and therapeutic animal projects. (Youth enrolling or turning 9 after January 1 must participate as a Primary Member until the end of the program year.) INDEPENDENT YOUTH EXHIBITORS not affiliated with any organization may enter appropriate FFA and 4-H classes if they meet the required age or grade level. Fair management may establish separate classes if there are sufficient entries. Independent youth exhibitors must not have been enrolled in a junior organization within 60 days (120 days for market beef cattle) to be eligible to participate. OTHER YOUTH EXHIBITORS may enter divisions and classes restricted to children 19 years of age and younger who are not under the FFA and 4-H Youth programs or other recognized junior farm organization programs. Each entry in these divisions must have been made or produced by the exhibitor. Entries shall be made on Youth Department entry forms provided by the Fair. The signature of the parent or guardian is required. State and local rules applying to all entries and scorecards in corresponding Senior and Junior Department classes shall be used unless otherwise provided in these divisions. Exhibitors who are enrolled in any junior organization for which classes are offered elsewhere are not eligible to enter these divisions. YOUTH DEPARTMENT UNIFORM STANDARDS UNIFORM: All Future Farmers of America and 4-H Club & Grange exhibitors must wear the official uniform of their organization while showing. FFA uniforms are to be worn by all FFA exhibitors and by helpers in individual and chapter groups while showing at the OC Fair & Event Center Livestock department shows. The official uniforms are as follows: FFA Uniform Boys - White pants, white shirt, FFA tie, and official FFA jacket (zipped to the top) or FFA patch attached to the white shirt. Girls - White pants, white blouse, FFA scarf, and official FFA jacket (zipped to the top) or FFA patch attached to the white blouse. 4-H Uniform Boys - White or off-white trousers, white collared shirt, green necktie, and the 4-H Club cap (4-H Jacket is optional). Girls - White dress or white collared blouse and skirt, green scarf and the 4-H Club cap, or the above mentioned uniform for boys with a scarf. Grange Uniform White collared button-down shirt, dark blue jeans, and red vest with Grange emblem on back. Independent Uniform White pants and white collared shirt.

7 6 INTERNATIONAL ASSOCIATION OF FAIRS AND EXPOSITIONS (IAFE) CODE OF SHOW RING ETHICS (Available on Exhibitors of animals at livestock shows shall at all times deport themselves with honesty and good sportsmanship. Their conduct in this competitive environment shall always reflect the highest standards of honor and dignity to promote the advancement of agricultural education. This code applies to junior as well as open class exhibitors who compete in structured classes of competition. This code applies to all livestock offered in any event at a livestock show. In addition to the IAFE Code of Show Ring Ethics, fairs and livestock shows may have rules and regulations which they impose on the local, county, state, provincial and national levels. All youth leaders working with junior exhibitors are under an affirmative responsibility to do more than avoid improper conduct or questionable acts. Their moral values must be so certain and positive that those younger and more pliable will be influenced by their fine example. Owners, exhibitors, fitters, trainers and absolutely responsible persons who violate the code of ethics will forfeit premiums, awards and auction proceeds and shall be prohibited from future exhibition in accordance with the rules adopted by the respective fairs and livestock shows. Exhibitors who violate this code of ethics demean the integrity of all livestock exhibitors and should be prohibited from competition at all livestock shows in the United States and Canada. The following is a list of guidelines for all exhibitors and all livestock in competitive events: 1) All exhibitors must present, upon request of fair and livestock show officials, proof of ownership, length of ownership, and age of all animals entered. Misrepresentation of ownership, age, or any facts relating thereto is prohibited. 2) Owners, exhibitors, fitters, trainers, or absolutely responsible persons shall provide animal health certificates from licensed veterinarians upon request by fair or livestock show officials. 3) Junior exhibitors are expected to care for and groom their animals while at fairs or livestock shows. 4) Animals shall be presented to show events where they will enter the food chain free of violative drug residues. The act of entering an animal in a livestock show is the giving of, consent by the owner, exhibitor, fitter, trainer and/or absolutely responsible person for show management to obtain any specimens of urine, saliva, blood, or other substances from the animal to be used in testing. Animals not entered in an event which culminates with the animal entering the food chain shall not be administered drugs other than in accordance with applicable federal, state and provincial statutes, regulations and rules. Livestock shall not be exhibited if the drugs administered in accordance with federal, state and provincial statutes, regulations and rules affect the animal s performance or appearance at the event. If the laboratory report on the analysis of saliva, urine, blood, or other sample taken from livestock indicates the presence of forbidden drugs or medication, this shall be prima facie evidence such substance has been administered to the animal either internally or externally. It is presumed that the sample of urine, saliva, blood, or other substance tested by the laboratory, to which it is sent, is the one taken from the animal in question, its integrity is preserved and all procedures of said collection and preservation, transfer to the laboratory and analysis of the sample are correct and accurate and the report received from the laboratory pertains to the sample taken from the animal in question and correctly reflects the condition of the animal at the time the sample was taken, with the burden on the owner, exhibitor, fitter, trainer, or absolutely responsible person to prove otherwise. At any time after an animal arrives on the fair or livestock show premises, all treatments involving the use of drugs and/or medications for the sole purpose of protecting the health of the animal shall be administered by a licensed veterinarian. 5) Any surgical procedure or injection of any foreign substance or drug or the external application of any substance (irritant, counterirritant, or similar substance) which could affect the animal s performance or alter its natural contour, confirmation, or appearance, except external applications of substances to the hoofs or horns of animals which affect appearance only and except for surgical procedures performed by a duly licensed veterinarian for the sole purpose of protecting the health of the animal, is prohibited. 6) The use of showing and/or handling practices or devices such as striking animals to cause swelling, using electrical contrivance, or other similar practices are not acceptable and are prohibited. 7) Direct criticism or interference with the judge, fair or livestock show management, other exhibitors, breed representatives, or show officials before, during, or after the competitive event is prohibited. In the furtherance of their official duty, all judges, fair and livestock show management, or other show officials shall be treated with courtesy, cooperation and respect and no person shall direct abusive or threatening conduct toward them. 8) No owner, exhibitor, fitter, trainer, or absolutely responsible person shall conspire with another person or persons to intentionally violate this code of ethics or knowingly contribute or cooperate with another person or persons either by affirmative action or inaction to violate this code of ethics. Violation of this rule shall subject such individual to disciplinary action. 9) The application of this code of ethics provides for absolute responsibility for an animal s condition by an owner, exhibitor, fitter, trainer, or participant whether or not he or she was actually instrumental in or had actual knowledge of the treatment of the animal in contravention of this code of ethics. 10) The act of entering an animal is the giving of consent by the owner, exhibitor, fitter, trainer, or absolutely responsible person to have disciplinary action taken by the fair or livestock show for violation of this Code of Show Ring Ethics and any other rules of competition of the fair or livestock show without recourse against the fair or livestock show. The act of entering an animal is the giving of consent that any proceedings or disciplinary action taken by the fair or livestock show may be published with the name of the violator or violators in any publication of the International Association of Fairs and Expositions, including Fairs and Expos and any special notices to members. 11) The act of entering of an animal in a fair or livestock show is the giving of verification by the owner, exhibitor, fitter, trainer, or absolutely responsible person that he or she has read the IAFE Code of Show Ring Ethics and understands the consequences of and penalties provided for actions prohibited by the code. It is further a consent that any action which contravenes these rules and is also in violation of federal, state, or provincial statutes, regulations, or rules may be released to appropriate law enforcement authorities with jurisdiction over such infractions.

8 EDUCATIONAL DISPLAYS The purpose of this category is to encourage exhibitors to include with their live exhibit, a brief educational display for the fairgoers. The most effective way to educate the public is for the exhibitor to inform the public. It is our belief that this division will invite and encourage questions creating an interest and understanding of what they are viewing in the livestock area. 1. Display should be geared towards educating the general public about a specific animal exhibited at the Fair and should enhance public knowledge about the animal. 2. Youth classes, one entry per species (class)/per club/chapter, limited to 4 entries maximum per division. All displays must be started and completed during the school year. Enter under club or chapter NO INDIVIDUAL ENTRIES 3. The display must be 22 x 28 (exact size). Must be complete by Fair opening or on indicated day and set-up by Noon. Display must be of quality to last outdoors for length of show. If they do not meet the requirements and/or are not of judging quality, they may be disqualified at check-in and/or not judged. 4. *NEW Displays MUST have the following information in the top right hand corner on the FRONT of the display: Club/Chapter name, class, and date. 5. Displays will be judged once at judge s convenience and can be judged at an unspecified time between setup date and departure date. Entrants must have name clearly visible. 2. Displays will be judged at multiple, unspecified times between setup date and departure date. 3. Total points will be averaged for final score (refer to Herdsman Contest score card on page 36). 4. The educational portion of your Herdsman entry will need to fit within the space provided for your animal pens. We are not able to provide a separate animal pen for the Herdsman entry. 5. A committee appointed by the Livestock Supervisor will make multiple inspections daily during the duration of the show to determine those, who, in the committee s judgment, make the best record for the period of the show. Division 2001 Herdsman Contest Entry Fee: $5.00 per entry Participants who reach the Blue Ribbon standard of points will receive $50. Class 01 Open Dairy Goats...July 25 (set-up by Noon) 02 Open Angora Goats...July 25 (set-up by Noon) 03 Open Pygmy Goats...August 1 (set-up by Noon) BARNYARD FASHION PARADE Thursday, July 26, 6 p.m. No pre-entry required, sign-up the day of Parade No Entry Fee Premiums offered: Ribbons to ALL participants First placed winner in each category receives $5 Sweepstakes winner: Chosen from 1 st place winners - $20 1. Open to the public, including, but not limited to, OC Fair breeding animal exhibitors. All barnyard animals are eligible. 2. Register your entry at the Livestock Office prior to parade until 3 p.m. the day of parade. 3. Owners dress up and parade the animals a short distance down the main street and back to the Livestock arena for a fashion review and judging. 4. Contestants must provide a written description of the costume to be announced by commentator while judging takes place. If you have a special request, you may bring a CD for background music. Some costume sources/suggestions are a tie, hat, scarf, etc. CATEGORIES: Most Creative, Funniest, Best Dressed, Fun-on-the-Farm, and Best Theme: Home Sweet Home

Box 5667, Bloomington, IL, Dues $12.00/yr, $30/3 years. 1. Rules, definitions, and judging procedures as prescribed in the current Guide Book and Standard of the ARBA, Inc., shall apply to all district and county fair rabbit shows, provided they do not conflict with any of the rules and regulations prescribed by the Dept. of Food and Agriculture. 2. All animals must be identified by a LEGIBLE, permanent ear marking in the left ear conforming to the entry form on arrival at the show. Any duplication of ear markings by one exhibitor in the same division must be eliminated and changes must be recorded on the judging sheet before judging. 3. Animals will be shown and judged in the proper division and class for breed, variety, age, and sex only. If no division is offered, no awards may be made. 4. Entries shall be limited to facilities available (no more than 220 entries total). Entries will be accepted on a first-come, first-served basis. Entry forms and fees shall be returned when capacity of department has been reached. 5. All Other Standard Divisions of Heavy Weight and Light Weight Breeds will apply to all standard breeds as prescribed by the current ARBA Standard Book. There are no crossbred classes. 6. Rabbit working breeds NOT recognized by ARBA as of July 1, 2012, will be evaluated by the judge providing the exhibitor supplies the working standard. Working breeds entered are NOT eligible for premiums and/or Best of Show. Variety of working breed must be specified on entry form. 7. A youth exhibitor may show in either the youth division or the open division. Exhibitors cannot show in both. 8. The selling of animals is NOT permitted. 9. Showmanship sign-ups will be collected at Noon on Wed., July 25, starting with the Primary class. 10. Sanctioned shows are Flemish Giant, Holland Lop Rabbit Specialty Club Inc., and National Mini Rex. 8 Rabbits are entered both by age and weight Please weigh your rabbit and enter in the proper division. Overweight and underweight rabbits will be disqualified from exhibition. See weight requirements in the ARBA Standard Book. List the breed, color, variety, ear number, division number, and class number of each rabbit on entry form. Underweight Seniors may not be entered in Junior classes. Overweight Juniors may be entered in Senior classes. Rabbits below 3 months of age will be disqualified.
