Utah had a large delega on of cowboys and cowgirls that a ended. We discussed many cri cal issues to the industry, which included everything from public land issues to dairy buyout issues, and had great representa on. We also have a strong voice in the Beef Checkoff. While traveling home we got wondering about when the Na onal Ca leman s Conven ons and the State Conven ons first started. This caused us to do some searching and we would like to share with you what we found out. In 1884 Western ca lemen controlled enough capital to have re red the na onal debt. To give this concentra on of power a unified voice, Colonel Robert D. Hunter, a transplanted Scot, organized and promoted the Na onal Conven on of Ca lemen in St. Louis. It was an impressive affair, a rac ng more than 1,300 delegates from 34 states and territories. ording to a contemporary account, the ladies, the talent, the wit and the beauty of St. Louis decked their halls and parlors to greet and make welcome the bronzed ranchmen of the plains. But to the ca lemen, conven on business was at least as compelling as drawingroom socializing. In six days of debate the delegates created a permanent organiza on; the Na onal Ca le and President s Message Horse Growers Associa on of the United States. They also fired off to Washington the first of many resolu ons, urging the government to prevent Indians from stealing their stock, finance a Na onal Ca le Trail for ca le drives out of Texas and offer long-term grazing leases on lands owned by the government. There are several county livestock associa ons opera ng, some of which have been organized for more than one hundred years. The granddaddy of all livestock organiza ons is the Utah Ca leman s Associa on, which was first organized in The first president of this pres gious organiza on was Howard Egan. The importance of Utah as a livestock center was recognized very early in her history. The first ca lemen s conven on was held in Ogden, Utah, on April 29, Fi een states and territories were represented at the conven on. The Fourth Annual Conven on of the Na onal Livestock Associa on was held in Salt Lake City in A follow-up newsle er on the conven on indicated that some 7,000 delegates a ended the conven on. The ar cle also pointed out what a great host the city had been to the stockmen and their families. The Mormon Church gave the use of its church buildings to the conven on, and the houses of the leading ci zens were thrown open to the entertainment of visitors. The ar cle stated, The great Tabernacle Choir gave one of its world-famous concerts, and it was a revela on to see this wonderful building crowded with stockmen listening Message Continues on Page 4

2 2 THE UTAH CATTLEMAN MARCH 2009 This letter pertains to the implementation of the mandatory Country of Origin Labeling (COOL) Final Rule (74 FR 2658). Regulations implementing the COOL legislation contained in the 2008 Farm Bill are important to providing consumers with additional information about the source of food products and to helping producers differentiate their products. Though it is important for the COOL Final Rule to go into effect in a timely manner and for the rule to proceed with the March 16, 2009, implementation date, there are certain components of the Final Rule promulgated by the previous Administration that raise legitimate concerns. In particular, I am concerned about the regulation s treatment of product from multiple countries, exemptions provided to processed food and time allowances provided to manufacturers for labeling ground meat products. In light of these concerns, I am suggesting, after the effective date of the final rule, that the industry voluntarily adopt the following practices to ensure that consumers are adequately informed about the source of food products: Labeling of Product From Multiple Countries of Origin In order to provide consumers with sufficient information about the origin of products, processors should voluntarily include information about what production step occurred in each country when multiple countries appear on the label. For example, animals born and raised in Country X and slaughtered in Country Y might be labeled as Born in Country X and slaughtered in Country Y. Processed Foods The definition of processed foods contained in the Final Rule may be too broadly drafted. Even if products are subject to curing, smoking, broiling, grilling or steaming, voluntary labeling would be appropriate. Inventory Allowance The language in the Final Rule allows a label for ground meat product to bear the name of a country, even if product from that country was not present in a processor s inventory, for up to 60 days. This provision allows for labels to be used in a way that does not clearly indicate the product s country of origin. Reducing the time allowance to ten days would limit the amount of product with these labels and would enhance the credibility of the label. The Department of Agriculture will be closely reviewing industry compliance with the regulation and its performance in relation to these suggestions for voluntary action. Depending on this performance, I will carefully consider whether modifications to the rule will be necessary to achieve the intent of Congress. Yet it was no ced that the applause was spontaneous and intelligent. Beef Checkoff Report Utahns can be proud of their ranching and cowboy tradi ons which have been in the making for over 200 years. The ranchers and cowboys currently working the vast rangelands of Utah will con nue to keep the cowboy heritage of the state alive. It is the land itself, however, that will assure the cowboy heritage of Utah being a living en ty. A er all, it was the land itself which, in a sense, gave birth to the American cowboy. As you can see the issues and problems of the Ca lemen in the late 1800 s are very similar to the ones we dealt with in Phoenix. The whole system s ll works the same now as it did then. We s ll send a delega on to Washington to lobby our issues. We hope you can understand the importance of how we all have a voice through our state and na onal organiza ons. Associated Food Stores, Adam s Hometown Markets and The Kroger Company were named for their commitment to outstanding beef marketing and merchandising programs. Presentations were made at the 2009 Cattle Industry Annual Convention & Trade Show in Phoenix, Ariz., on January 31, The Retail Beef Backer Awards Program is one way beef producers can show their appreciation to retailers for the exceptional work they do to increase beef demand, said Jim Henger, executive director of channel marketing for the National Cattlemen s Beef Association (NCBA), which contracts to manage retail programs for the beef checkoff. We are excited to award this year s winners for their hard work and continual effort to keep beef on the plates of their customers. Associated Food Stores is the winner of the 2008 Retail Beef Backer Award in the Chain Category. Based in Salt Lake City, Utah, Associated Food Stores has 480 stores in eight western states. The meat department at Associated did an outstanding job of marketing beef throughout their stores, participating in several beef checkoff-funded programs such as Easy Fresh Cooking and Beef Value Cuts, as well as implementing their own programs independent of the beef checkoff. Associated s Meat Category Masters Series is a year-round educational meat guide for the entire department. The company had four major seminars in 2008 to train personnel on new beef cuts, new ways to merchandise them and customer service. Associated also carries a wide variety of beef cuts, under nine different brands, to meet all of their customers needs. Their Ultimate Ground Beef program is their branding campaign for ground beef. This program was designed to highlight the fresh grinding that happens in their stores every day, and ensure their customers of the safety of their ground beef products. Retail Beef Backer Award winners are selected based on their excellent merchandising of beef at the meat case. A third-party judging panel also took into consideration the retailers tie-ins with beef checkoff-funded programs such as Easy Fresh Cooking labels, Beef Training Camp, Summer Grilling promotions, the Beef Value Cuts program, on-pack nutrition labeling and Hispanic Marketing. Applicants are also judged on beef promotions independent of the beef checkoff that focus on increasing beef demand among their customers. Such programs include outstanding beef promotions, co-marketing promotions and customer education programs.
