1 2018 Rules & Regulations 4-H Market Steer, Dairy Beef, Veal Calves, Dairy Market Steers 1. 4-H exhibitors must be a member of a regularly organized Cambria County 4-H club and carrying an animal project (species specific) and be under the supervision of the 4-H club leaders and Cambria County Extension by APRIL 1 st. All 4-H members must attend four (4) club meetings prior to the fair, which will be recorded in the Secretary record. 4-H Project Book must be completed for each project year (see 4-H Project Book Requirements/Guidelines). All 4-H members MUST participate in an annual Quality Animal Management training. All 4-H members will follow the 4-H Code of Conduct. 2. Any 4-H member showing unacceptable behavior toward their or any other project animals will forfeit their awards/placing. Practices denied Unethical or In-Humane are not permitted and will result in disqualification and I ineligiblity to sell animal(s) at the Youth Livestock Sale. 3. All entry blanks/registration forms and fees requested by the Fair Secretary and the Extension Office must be completed neatly and returned by the due dates. Failure to do all of the above will prevent a 4-H member from showing his or her animal and taking part in the sale. A 4-H member cannot show the same animal in both 4-H and the Open Class divisions. 4. All STEERS, DAIRY BEEF & VEAL must have an Official PDA Metal ear tag. 5. Each exhibitor may enter 2 Steers, 2 Dairy Beef, 2 Veal Calves, and 2 Dairy Market Steers. All animals may be sold during the Youth Livestock Sale. Grand Champion and Reserve Grand Champion animals MUST be sold at the Youth Livestock Sale. 6. All Beef animals will be checked in/weighed in directly off the truck/trailer. Identification will be verified and health papers checked upon arrival at the fair. All animals will be inspected before entering the barn. Animals will then be permitted in the barn to be placed in their designated pen. All Beef animals are required to be on the grounds by 5:00 pm. on the Saturday prior to the fair. Every effort will be made to get the animals off the trucks/trailers in a swift manner, however, please be prepared to keep your animals comfortable if warm weather is a factor. 7. Animals will be weighed by a designated individual appointed by the American Legion County Fair. Animals will be weighed only once H empowers youth to learn from experience. Exhibitors are responsible for fitting/clipping their beef animals. Family members and/or leaders may assist however, it is strongly encouraged that the 4-H member takes part in this process. 9. Any questions concerning any 4-H ers eligibility to show during the fair must be expressed to the Barn Superintendent or an Extension Educator prior to fair or on Sunday of fair week. This is the only time you may question a 4-H ers eligibility to show in a livestock show during fair week. The question will be resolved promptly by examining the 4-H club s organizational sheets and/or the secretary s book H club members, or their substitute showman, must be present and have charge of their animals at the time of judging and the sale. 11. All animals MUST be identified with an exhibitor card. Farm signs are also permitted. 12. Show clothing should be neat and clean. Any clothing bearing farm names or advertising will not be acceptable in the show/sale ring. NO HATS will be permitted in the show/sale ring. 13. It is recommended that 4-H ers use a show stick and show halter with a chain during judging. 14. Show Stewards will be present during the 4-H Show. Show stewards will be assigned to both the barn area and ring to monitor actions and will notify the Barn Superintendents and judge of any infractions. Any exhibitor/family member/assistant failing to abide by the behavior standards will result in disqualification from the contest. The Barn Superintendents/Show Stewards will observe the handling of all animals, both in and out of the show ring, and will have the authority to disqualify any exhibitor for unethical practices. Unethical practices, including unnecessary drenching, will not be tolerated. Barn Superintendents/Show Stewards will determine what is considered unethical. In the case of an unruly animal, adult supervision may be provided at ringside for the exhibitor. In any case, the exhibitor must remain with the animal. If the animal poses to be a safety risk to any of the exhibitors or other animals, it will be removed from the ring at the discretion of the superintendent /show stewards. This, in turn, will forfeit any class placing, and the animal will be ineligible to be sold through the Youth Livestock Sale. 15. Any special needs exhibitor will be permitted assistance in the show/sale ring from a parent, 4-H er or 4-H Leader. The Barn Superintendent has the right to withdraw animals from the show/sale that are of unacceptable quality or are uncontrollable. 16. If rules/guidelines are violated; 4-H member will be disqualified, forfeit any Fair premiums, and if a market animal(s); the 4-H market animal(s) will be ineligible to be sold at the Youth Livestock Sale.

2 17. Any animal entered in the livestock show or sale shall not receive any treatment with drugs or biologics within the withdrawal time prior to slaughter. Withdrawal times for drugs and biologics are all stated on the directions for use. Label directions must be followed at all times. If upon slaughter, a recent treatment with drugs or biologics is found to have been administered prior to the sale and the treatment is the cause of condemnation of a carcass, the loss of the carcass will be borne by the exhibitor. 18. No Pronged Show Halters or Collars will be permitted for any specie. Animals should be trained prior to the fair. There will be NO WARNING FOR THIS RULE ANY VIOLATORS WILL BE DISQUALIFIED AND NOT BE ELIGIBLE TO SELL ANIMAL(s) AT THE LIVESTOCK SALE. 19. Immediately following the 4-H Show, members are required to inform the Barn Superintendent of animal(s) NOT to be cataloged for the sale. Failure to comply will result in the animal(s) being sold through the Livestock Auction. 4-H members cannot sell a market animal in more than one 4-H Market Sale. 20. Owner is responsible for the care of their animal(s) for the entire week. ALL EXHIBITORS ARE REQUIRED TO FEED, WATER AND CHANGE BEDDING BEFORE AND AFTER THE AUCTION AND UNTIL THEIR ANIMALS ARE REMOVED FROM BARN. Enforcement: Barn Superintendent(s) will notify the Exhibitor, 4-H Leader and the Fair Office. If the animal(s) is not tended to, Fair Premiums and/or Eligibility may be revoked if conditions continue. 21. On sale night, the 4-H member and a responsible adult MUST BE PRESENT IN THE BARN TO HELP BRING THE ANIMAL(S) TO THE ARENA, to the catch pen or to the on deck pen while the previous animal is being sold or their animal will be scratched from the Youth Livestock Sale and taken back to the barn. 22. All animals MUST be product free before leaving fair grounds. (All fitting products MUST be washed out.) 23. Exhibitors will be charged a commission of 5% gross sales per head for animals sold through the sale and $1 per head for the PA Beef Council. 24. Animals may only be resold ONE time. Resale money Will NOT go to the 4-H er. The money must be donated to their 4-H club or charity of their choice. 25. Recommendation 4-H members are strongly urged to send thank you notes to trophy sponsors, banner sponsors and livestock buyers. Your cooperation will enable the 4-H program to retain those individuals and businesses that support our contests and sale. The Substitute Showman Rule is: The purpose of the Cambria County 4-H livestock shows held during the American Legion County Fair is to enable youth to have a satisfactory experience in the show ring. Therefore it is the responsibility of the 4-H exhibitor to show his/her own animal. The only exceptions that will be allowed are: If sickness or physical injury after arriving at the show prevents the exhibitor from showing his/her own animal. In the case of a previous injury or illness prohibiting an exhibitor from showing, a doctor s excuse will be required. If the exhibitor has two or more animals in the same class or owns different species of animal that is being shown at the same time. If the exhibitor finds it impossible to attend due to medical, direct participation in scholastic/school activities or military commitments, verification of this activity must be confirmed in writing to the Cambria County Extension Office. If there is conflict of interest, please notify the Extension Office at least one week prior to the fair. Request for a Substitute Showman must be approved by the Cambria County Extension Educator. (This will be forwarded to the Barn Superintendent) In the above instances, the exhibitor may request a substitute showman. The substitute showman must notify the ring manager when entering the ring that he/she is not the owner. The substitute showman must be another 4-H member. The substitute showman will not be considered for a Master Showman award. Any exhibitor that gets a Substitute Showman and is physically capable of showing will be disqualified Health Rules for the Fair 1. An accredited veterinarian MUST examine all 4-H project animals and issue a Certificate of Veterinary Inspection (CVI) within 30 days of arrival/check in at the Fairgrounds. The CVI must identify each animal and include the examination date. All animals must be accompanied by an approved Health Certificate (CVI) and bear unique identification. 2. Ear tag identification will be verified and health papers checked upon arrival at the fair. Health Certificates must be available at all times as additional inspections of Health Certificates will be made.

The Animal Owner or Caretaker s Verification of Veterinarian-Client Patient Relationship(VCPR) statement is printed on each Entry Form for the animals being exhibited and Entry Forms must be signed. 4. All animals will be inspected before entering the barn. No animal showing evidence of contagious, infectious, or external parasitic disease shall be allowed entrance into the barn/show. 5. All 4-H market animals must bear a Cambria County 4-H ear tag (Market Steers, Dairy Beef, Veal, Dairy Market Steers, including 4-H Breeding Beef). 6. ALL CATTLE MUST HAVE AN OFFICIAL METAL EARTAG. PA CATTLE - No tuberculosis test is required. No Brucellosis test is required. 7. *** VACCINATION REQUIREMENTS for Dairy Beef include a health certificate, signed by an accredited veterinarian, that includes a statement that the animal(s) identified have been immunized against IBR, PI3, and BVD. Animals that have never been vaccinated against BVD or have not been vaccinated against BVD during the previous 12 months, must receive one dose of modified live virus vaccine given at least 21 days, and not more than 180 days before the show, or two doses of killed vaccine, two to four weeks apart, with the last dose given at least 15 days and not more than 180 days before the show. Animals that have been vaccinated against BVD within the previous 12 months must receive at least a single injection of modified live virus or killed vaccine given not less than 15 days and not more than 180 days before the show. IMPORTANT! The date of the last live virus vaccination, or the dates of the last two killed virus vaccinations must be recorded on the Health Certificate. Hyperimmune serum may not be used as a substitute for the above vaccination requirement. 8. If an animal is in question a vet will be called at the expense of the exhibitor. 9. Department superintendents have the final judgment in resolving any dispute. A. 4-H STEERS 2018 SPECIFIC SPECIES RULES tag). Registration forms complete with tag number and 2 leader signatures are due to the Extension Office by January 15 (4:00pm) preceding the fair. Late registrations will NOT be accepted. If you wish to show in the County Bred market class, you are required to have the signature of the breeder on your registration form, or a copy of a signed sales receipt attached to the registration form. *County Bred requirements are that the animal must be born from a female that is owned by a Cambria County resident that has taken the responsibility to breed the female and for that female to bear off spring while in their possession in Cambria County and that off spring be raised in Cambria County. Cambria County Breeder signature is Required. 2) Project animals must be born during the calendar year prior to the show/fair. 3) Animal must be dehorned and healed. 4) There is no minimum or maximum weight. Classes will be determined according to weight. Steers weights will be divided as evenly as possible. 5) A suitable 1/2 inch rope halter must be left on any steer sold through the sale until the animal is loaded out. 6) County Bred Class will be held following the regular show. 7) Owner is responsible for the care of their animal(s) for the entire week up to the loading of their animal(s). B. 4-H DAIRY BEEF tag). Registration forms complete with tag number and 2 leader signatures are due to the Extension Office by April 1 (4:00pm) preceding the fair. Late registrations will NOT be accepted. You are required to have the signature of the breeder on your registration form, or a copy of a signed sales receipt attached to the registration form. 2) The animal must be 100% Red & White or Black & White Holstein steer. SIGNATURE of Holstein Breeder is required on Registration form or ATTACH A SIGNED SALES RECEIPT WITH THIS INFORMATION to Registration form. 3) Dairy Beef must be a steer, no heifers. 4) Project animals must be born between January 1st and March 15th of the current year. 5) Animal must be castrated by June 1st. 6) Animal must be dehorned and healed.

4 7) The maximum weight for 4-H Dairy Beef project is 900 pounds, there is no minimum weight. 8) Classes will be determined according to weight. Dairy Beef weights will be divided as evenly as possible. 9) THE HEAD, TAIL, AND UNDERBELLY MUST BE CLIPPED. (It is recommended that this be done approximately 1 week before the fair.) 10) Please note # 7 in the Health Rules. 11) 4-H Dairy Beef exhibitors who do not sell their calf through the Youth Livestock Sale are eligible to use the same animal for a 4-H Dairy Market Steer project the following year. 12) The Grand Champion and Reserve Grand Champion MUST be sold at the Youth Livestock Sale. 13) Owner is responsible for the care of their animal(s) for the entire week up to the loading of their animal(s). C. 4-H VEAL CALVES tag). Registration forms complete with tag number and 2 leader signatures are due to the Extension Office by July 15 (4:00pm) preceding the fair. Late registrations will NOT be accepted. 2) Project animal must be born Between June 1 and July 15 of the current year. 3) All veal calves should be fed the special veal high fat milk replacer or whole milk *ONLY! NO GRASS, HAY OR GRAIN. 4) All veal calves must be of a dairy breed, not a beef-dairy cross. The minimum veal calf weight is 180 pounds. There is no maximum weight limit for veal calves. Any calf that is underweight is eligible to show in the showmanship class. They are not eligible for the Youth Livestock Sale. 5) Animals must be clean. 6) Owner is responsible for the care of their animal(s) for the entire week up to the loading of their animal(s). D. 4-H DAIRY MARKET STEERS tag). Registration forms complete with tag number and 2 leader signatures are due to the Extension Office by January 15 (4:00 pm) preceding the fair. Late registrations will NOT be accepted. 2) The animal must be 100% Red & White or Black & White Holstein steer.
