1 APHC BOARD OF DIRECTORS Rules Committee SEPTEMBER 2014 Show Committee Recommendation : The Show Committee recommends that the ApHC Board of Directors adopt the following: Beginning in 2015, horses shown in open western pleasure classes (2-year-old, 3-year-old, junior, senior) may not be cross entered and shown in men s or ladies western pleasure. ADVANCEMENT FROM TENTATIVE TO PERMANENT A. This registration program is no longer in effect. There are were three ways an animal originally registered in the Tentative category can be could have been advanced to the Permanent Registry. 1. When the sire and dam of a horse registered in the Tentative category have both been Permanent, the owners should have then send sent the Tentative Certificate of Registration, current colored photographs including both sides, a direct face and rear view and the advance to Permanent fee to the office with a properly completed advancement form. 2. Horses can could have also be been advanced to Permanent by meeting a production requirement. When a stallion has had sired 12 Regular registered foals, or a mare has had produced three Regular registered foals, it is was eligible for advancement to Permanent. The owner would then complete have completed an application for advancement to Permanent and send sent it to the ApHC with four current colored photographs meeting the registration requirements, the Tentative Certificate of Registration and the advance to Permanent fee. Foals registered under the Breeding Stock provision prior to January 1, 1983, except those with an N preceding the registration number, count counted toward the production requirements and are were eligible to pass to Permanent. Breeding Stock or non-characteristic horses that have had an N preceding the registration number must remain have remained Tentative registered. If a stallion or mare is was still required. Deceased horses which were formerly legible for Permanent can be could have been advanced to Permanent by posthumously. Send the Certificate of Registration and appropriate fee. 3. Stallions that are were Tentative registered and later gelded will be would have been transferred to Permanent only if the requirements are were met for Regular registration. 2 the office with a statement that the animal has had been altered, the month, day and year of the operation, and four current colored photographs including both sides, a direct face and rear view. A new Permanent Certificate of Registration will be would have been issued. In the case of a Breeding Stock registered stallion s change to gelding, if the photographs submitted do did not show the gelding to be recognizable as an Appaloosa, the gelding will would receive a non-characteristic Certificate of Registration. Rule Change Proposal to add Rule 713.E HALTER CLASSES E. HUNTER IN HAND 8. Champion of Champions- The first and second placing horses under a given judge in the open division for each sex shall return for the Champion of Champions competition (all sexes combined). Each horse will rerun the entire class as stipulated in 713.E.3. The judge shall evaluate the class the current performance without regard to their prior performance. The judge shall award the top scoring horse the Champion of Champions title and the next highest scoring the Reserve Champion of Champions title. The Champion of Champions winner will receive one or more point than the highest point earning class, and the Reserve Champion of Champions horse shall receive a half point more than the highest point earning class. Rule Change Proposal to Rule HERITAGE CLASS A. To be judged on authenticity appropriateness of trappings and equipment, attire of exhibitor, markings and colorful qualities of the horse the overall picture including the exhibitor s verbal presentation description is to be considered. The trappings, equipment, attire of exhibitor should be appropriate to the time era of their description. September 2014 Rules Committee Page 2

3 1. Narration Description of the costume by the exhibitor is limited to no more than 90 seconds. Exhibitors may turn in a written description of their outfit describing the era and attire, limited to 200 words, so the audience may also know what is being displayed. Use of the word or phrasing authenticity is discouraged as this cannot be verified due to the limited time frame of the class. The description is to be a description of the trappings, equipment, attire, and markings- not a story. C. Since the Appaloosa is rich in history, this class is designed to vividly portray some of this history. The heritage class will be divided in the following two three classes: Men s Heritage class (Warriors) and Ladies Heritage and open Heritage class. All three or any of these classes may be offered at regional shows. Men s and Ladies Heritage may be combined at regional shows and become the Open Heritage class if this class is not offered at that show and at the discretion of show management only with the unanimous consent of all exhibitors involved in the classes in question. Costumes other than Native American costumes may be used. The costumes may depict the various stages of Appaloosa history such as Chinese emperors, kings, nobles, Spanish conquistadores, fur trappers, buffalo hunters, missionaries or other depictions of Appaloosa history. E. The class shall be worked at a walk and job only, on the rail, both directions of the ring. The judge will then go through the line evaluating each entry and judging authenticity historical appropriateness of the entries. G. If exhibitors choose to wear Native American Personal appointments: Men and boys shall dress as American Indian (Native American) men being chiefs or warriors braves only. Youth boys should be dressed according to their age. Women and girls shall dress as American Indian (Native American) women and/or girls or princesses only should be dressed according to their age. H. Tack Appointments: Horses are to be shown in authentic historically appropriate period (to their descriptions) trappings and equipment with a bridle, hackamore, mouth rope or other suitable head stall which will enable the exhibitor to have full control of the horse. Reference to hackamore in this class shall mean that the hose will be ridden only with a rawhide braided or leather braided or rope bosal. No wire curbs, regardless of how padded or taped, or no chin strap narrower than one-half inch will be permitted. Curb chains are permissible, but must be at least one-half inch in width, lying flat against the jaw of the horse. J. Paintings and markings of American Indian (Native American) significance shall be permitted on the horse in the Men s Heritage class if the exhibitor so desires. 4 L. Open Heritage, Ladies Heritage, and Men s Heritage are individually eligible for their own ROM s, Superior and Year End High Point Awards. Points earned in Open, Ladies, or Men s Heritage will not be combined for any of these awards. M. World Show qualification- if the horse exhibited earns two (2) national points in Open or Ladies, or Men s Heritage this shall qualify the horse for both Ladies or Men s Heritage at the World Show. Open Heritage will not be offered at the World Show. Trail Committee Recommendation : The Trail Committee recommends that the ApHC Board of Directors adopt the following: 459. TRAIL RIDE CLASSIFICATIONS The following guidelines define aspects of the ApHC-approved trail-riding program. See Rule 460 for program guidelines. A. National Trail Rides 1. Sponsored and conducted by the ApHC. Examples include the currently held Chief Joseph, Apache Land, Land of Liberty and Sheltowee annual trail rides. 2. All aspects of trail ride managed by ApHC or their designated representative. 3. Participants may or may not be required to ride ApHC-registered Appaloosas, but in order for riders to be eligible for annual or lifetime ApHC awards (if any), they: a. Must ride an ApHC-registered Appaloosa; and b. Must enroll in the ApHC Distance Program; and c. Must be a current-year ApHC member when mileage credit is earned. 4. On the Chief Joseph Trail Ride, participants are required to ride ApHCregistered Appaloosas or a horse with visible ApHC color. a. Ride application for non-registered horse must include two (2) color photographs of horse (right and left side view). b. Non-registered horses are not eligible for any ride/ program awards. c. Participation of non-registered colored horses limited to a total of 50 per year. September 2014 Rules Committee Page 4

5 d. Ride fee for non-registered horses will be $50 over the current year s ride fee. Intent: To increase ride participation numbers by allowing a limited amount of nonregistered Appaloosa colored animals a chance to participate. By not allowing these horses to be eligible for ride awards it will encourage those interested in these type of perks to purchase an ApHC registered horse or hardship their current animal. Motion made by Dena Raggio, seconded by Valeria Showalter. Motion passed unanimously. Recommendations submitted by ApHC Performance Supervisor, Keri LeForce: Recommendation 1: FDP Halter points currently are only towards ROM. Should these points be eligible to be used toward other lifetime award categories including a superior event horse award for FDP halter. Recommendation 2: Change Show approval rules as follows: a. To allow for shows to be approved within 100 days of the first day of the show at a higher approval fee. i. Shows submitted 100+ days prior - $25/ judge (member) $75/ judge (non-member) ii. Shows submitted days prior - $50/ judge (member) $ 150/ judge (non-member) iii. Shows submitted days prior - $100/ judge (member) $300/ judge (non-member) iv. Shows shall not be approved if approval is not submitted at least 25 days prior to the first day of the show. b. To allow for shows to add classes within 30 days of the first day of the show i. Class changes/ additions made 31 + days prior to the first day fo the show- no charge ii.
