3 The Beginning National 4-H Shooting Sports History of the 4-H Shooting Sports Program Decades of success! Shooting has been a part of 4-H since the 1930 s when there was competition at local, district and state events. These programs were active because of the interest of some County Extension Agents and volunteer leaders. There was also shooting sports at some 4-H camps that had ranges. There was no organized training program, however, where leaders were taught how to teach youth how to shoot.
4 The Beginning National 4-H Shooting Sports History of the 4-H Shooting Sports Program Decades of success! In 1976, a request was made by Tom Davison (Texas 4-H), Don Steinbach and Milo Shult (Texas Extension Fisheries/Wildlife) to the State 4-H Program Leader that the current 4-H rifle project be expanded to include other shooting disciplines. Approval was given and 4-H shooting sports was born! These staff members realized that there needed to be a training program in place to teach volunteers how to teach all the shooting skills as well as to expand the existing rifle project.
5 National 4-H Shooting Sports History of the 4-H Shooting Sports Program Decades of success! The Beginning In 1977, two NRA/Texas 4-H pilot workshops were held for volunteer leaders and County Extension agents. Both were a success and it was determined that the program should be expanded to other states.

8 National 4-H Shooting Sports Committee General Goals of National 4-H Shooting Sports Committee Expose youth to a broad array of activities Encourage lasting participation Incorporate 4-H philosophy of lifetime skills Provide opportunities for competition, recreation and education Develop knowledge and skills in all shooting sports Demonstrate that shooting sports are acceptable lifelong activities

10 National 4-H Shooting Sports Objectives of the 4-H Shooting Sports Program The 4-H Shooting Sports Program strives to enable people, their parents and adult volunteers to become responsible, selfdirected and productive members of society. Agents, leaders, instructors and coaches must understand the goals and objectives of the program in order to manage or present it properly. These goals and objectives are consistent with the goals and objectives of the 4-H program. The program transfers knowledge, skills and attitudes to develop human capital, using the subject matter and resources of the landgrant universities.
11 National 4-H Shooting Sports: Minimum Standards For a Shooting Sports Program The National 4-H Shooting Sports Committee recognizes the diversity of the 4-H shooting sports programs within each state. However, the following National Minimum Standards have been established to create consistency across the country. Individual states may have more stringent requirements, but states are highly encouraged to adhere to the National Minimum Standards as a baseline for training and implementing their 4-H shooting sports programs. That all instructors accept and abide by the National 4-H Shooting Sports Code of Ethics (see following pages). That the 4-H Curriculum is the established and accepted curriculum for teaching youth the shooting sports within 4-H program; That it is in the best interests of adult leaders and 4-H youth that the recognized 4-H curriculum be utilized in conjunction with a written risk management plan;
12 National 4-H Shooting Sports: Minimum Standards For a Shooting Sports Program That the thrust of the 4-H shooting sports curriculum is to teach the child life skills, as opposed to teaching shooting skills to the child; That certifications by other national organizations are a welcome supplement to the 4-H shooting sports certification process; That the following minimum guidelines for instructor training at the state level are adhered to: All certified adult 4-H volunteers with supervisory responsibilities in the shooting sports program are a minimum of 21 years of age or older. All state level certification workshops must provide a minimum of twelve (12) hours of instruction; including a minimum of eight (8) hours instruction in each specific discipline taken and a minimum of four (4) hours instruction in teaching youth development, ages & stages and life skills. All instructors must teach at least once every three (3) years to remain certified.
13 4-H Shooting Sports Code of Ethics To reinforce the values of 4-H leadership, the follow Code of Ethics has been established and must be signed and adhered to by all 4-H shooting sports volunteers.
14 4-H Shooting Sports Code of Ethics A complete 4-H Shooting Sports program must convey life skills development and be presented in such a way that is safe, technically competent, and helps to instill 4-H values in participants through teaching and example. Certified shooting sports instructors and volunteers must be cognizant of their role as a moral and ethical mentor, as well as teacher, to youth and adults in their state and community.
15 National 4-H Shooting Sports Code of Ethics As a 4-H Shooting Sports instructor or volunteer: I will respect the participants, volunteers and property associated with the 4-H Shooting Sports program. I will set a good example as a mentor and role model for 4-H Shooting Sports youth and volunteer leaders. I will conduct myself and my 4-H Shooting Sports program in a professional and ethical manner.
16 National 4-H Shooting Sports Code of Ethics I will strive to be knowledgeable of the life skills embodied in the 4-H Shooting Sports program and aid positively in the development of youth through adherence to those principles. I will strive to be technically competent in the subject matter I teach and adhere to the National 4-H Shooting Sports guidelines and curriculum.
17 National 4-H Shooting Sports Code of Ethics I will respect the dignity of each participant in the 4-H Shooting Sports program regardless of gender, origin, ability, achievement or conviction.
18 Becoming a Trainer of 4-H Shooting Sports Leaders Most states could use a few more instructors qualified to train adult volunteers who will, in turn, lead a 4-H shooting sports program in their home county. Anyone interested becoming a statewide 4-H instructor must meet the following requirements and attend a National 4-H Shooting Sports workshop.
19 Becoming a Trainer of 4-H Shooting Sports Leaders National 4-H Shooting Sports Pre-requisites for Attending Regional/National Workshop In order for a participant to attend a regional/national 4-H shooting sports workshop, he/she must meet the following guidelines: Have state level certification in the discipline in which they are enrolling or in an equivalent discipline. Have a minimum level of experience in the discipline to be determined by each discipline instructors. Have interest in 4-H and youth development. Endorse the train-the trainer concept in basic shooting skills. A participant may only attend two (2) workshops within a five (5) year period with the exception that a participant may attend a third workshop in the coordinators class.
20 Disciplines Within the 4-H Shooting Sports Program There are six major project areas, or disciplines, within the 4-H shooting sports program. Youth may find an interest in more than one discipline or enroll in only one throughout their time in 4-H. Regardless, the variety allows youth to explore their options. Shooting Sports project areas include: Archery Pistol/Handgun Hunting Rifle Muzzle Loading/Black Powder Shooting Shotgun
21 Archery The 4-H Archery Project teaches proper archery techniques regardless of bow type. Members may shoot a recurve or compound bow and further divisions include the additions of sights and other equipment. The county 4-H leader and County Extension Educator will assist youth in the type of equipment that is appropriate for the age and stature of the 4-H member.
22 Hunting The 4-H Hunting Project includes sections focused on firearm and bow safety, but also teaches 4-H members conservation, wildlife habitat requirements, tracking, stalking skills, orientation, outdoor survival, and much more. This project can be expanding into almost any aspect of wildlife management and can be very valuable to anyone spending time in the outdoors.
23 Muzzleloading/Black Powder The 4-H Muzzle Loading Project will teach the differences in use between black powder or black powder substitutes and smokeless powder. Members will not only improve in marksmanship skills, but will also learn the proper handling techniques necessary for the safe use of muzzle loading firearms. Most projects also include inline muzzle loaders as well as traditional muzzle loaders.
24 Pistol/Handgun In this project, youth will learn safety and marksmanship skills when using a pistol. Sight alignment and sight picture will be stressed as will trigger control, proper stance, and consistent shooting. Shooting is done off a rest and continues into offhand as skills improve.
25 Rifle Members of this project may use bb guns, pellet rifles, or.22 rifles depending on the programs offered in their county. Regardless of equipment, the fundamentals of rifle shooting remain the shape: sight alignment, sight picture, trigger control, breathing, and proper stance.
26 Shotgun Members of this project will learn basic through advanced skills in trap, skeet, and sporting clay shooting depending on the facilities available in their county. As with all 4-H shooting sports projects, safety is a primary emphasis as is self-improvement. Members will also learn the types shot, gauges, shooting techniques, and the rules of competition.
