1 JUDICIARY GRADINGS AND CHARGES FOR THE 2018 TOOHEYS GROUP 2 RUGBY LEAGUE SEASON DEFINITIONS Dangerous Conduct - Conduct or contact that involves an unacceptable risk of injury to the opposing player. Careless Conduct Conduct that is an action caused by lack of attention Reckless Conduct - Conduct heedless of danger or the consequences of one's actions; rash or impetuous. Intentional Conduct - Conduct undertaken consciously and with intent. Injury - Requires treatment by a certified medical doctor, ambulance officer or League Safe FAO. ************************************************************************** CHARGES & GRADINGS SECTION GRADE 1 CARELESS LOW SECTION 15(a) Trips, kicks or strikes another player Strikes a player with a maxmun of one punch Strikes a player with a maximum of two punches Carelessly punches another player Unintentional or careless trips a player resulting in no injury Carelessly strikes a player with any part of his/her body GRADE 2 RECKLESS MODERATE Three or more punches to a player. No melee is involved. Spontaneously joins in a melee on the field of play and two or less punch(es) is/are thrown. Attempts to kick a player on the ground. No physical contact is made. Striking a player with any part of his body other that than arms, legs or shoulder. Includes the reckless use of an elbow GRADE 3 INTENTIONAL HIGH Moves or runs in excess of 10m to be involved in a fight or melee and punch(es) is/are thrown Three or more punches are used on an opponent and a melee is involved Kicks a player either standing or on the ground. Enters the field of (after temporary retirement) and a melee is involved Head butt resulting in no injury to a player GRADE 4 DANGEROUS & SERIOUS Injury to a player as a result of a kick, trip,, stomp or strike. This includes head butting, punching, use of elbow, any contact with the head or neck or use of knees. (600+) Head butt resulting in injury to a player (700+)

2 Careless contact whilst lashing out with a boot(s) whilst the player is on the ground or his feet Intentional Trip Careless use of an elbow resulting in no injury to a player. Carelessly kicks a player whilst the player is on the ground or standing. Attempted head butt SECTION 15(b) When effecting or attempting to effect a tackle makes contact with the head or neck of an opponent intentionally, recklessly or carelessly Careless head contact with an opponent Careless use of the arm or any other part of the body. i.e. No intent to injure or is accidental. No injury sustained to player. This action is commonly called a careless high tackle. Reckless use of the arm or any other part of the body. No serious injury occurred to an opponent. This action can/will include the use of a stiff arm. This action includes what is commonly called a reckless high tackle. Use of the arm or other part of the body with which could be perceived as an intent to injure or harm. However, his/her opponent was able to continue on in the game or did not need hospitalization or immediate medical treatment. This includes the deliberate use of a stiff arm. This action is referred to as a head high tackle. (500) Injury to a player as a result of contacting the neck or head of an opponent. (700+)

3 15(c) Drops knees first onto an opponent who is on the ground Use of the knees in effecting a tackle. Reckless use of the knees. No serious injury occurred to opponent. Intentional use of knees. No injury to player Injury to a player as a result of using the knees. (600+) SECTION 15(d) Dangerous Throw If, in any tackle of, or contact with, an opponent that player is so lifted that he is placed in a position where it is likely that the first part of his body to make contact with the ground will be his head or neck ( the dangerous position ), then that tackle or contact will be deemed to be a dangerous throw unless, with the exercise of reasonable care, the dangerous position could not have been avoided A careless dangerous throw. There is no injury to the player. That is the player could or has continue to play on in match. Lifting a player above the horizontal. The player is dropped but not spear tackled. No injury sustained to the player in the tackle. Assisting a player in a spear tackle or attempted spear tackle. Reckless use of any dangerous throw. Use of a spear tackle resulting in the player landing on his neck. The player is not injured. (500) Injury as a result of a dangerous throw or tackle (including a spear tackle) whether deliberate, reckless or careless and results in a player having to seek medical treatment. (Medical evidence must be provided to Judiciary Board.) (700+)

4 15(e) Deliberately and continuously breaks the Laws of The Game The player shall be issued with a caution by the Referee. Should the player be dismissed the remainder of the match shall be deemed sufficient penalty for the offence. Should four or more cautions been issued the referee may dismisses player for Misconduct Under Section 15 (e). The player will be charged with a Grade 2 offence

5 15(f) Uses offensive or obscene language NB This abuse excludes racial vilification which will be the player s responsibility to refer to the NSW Human Rights Commission A single sentence abuse by a player directed at a judge. A single sentence by a player that is intended to sledge a n opponent. Obscene language used on the field of play that can be heard by spectators either directed to them or otherwise Continued abuse directed at a judge. This shall consist of several sentences Obscene language used on the field of play directed at opposing players. This can consist of one or several sentences. Obscene language used on the field of play directed at any member of the public or match official. This can consist of one or several sentences. Continual sledging by a player. A single sentence abuse by a player directed at the judge whilst seated on a players bench or standing within the playing area. i.e. boundary fence. Continued abuse of the referee or touch judge after player has returned from the sin bin. Verbal abuse of the referee or touch judge immediately after a match, in public or in or near a referees room. Continued verbal abuse by a player of a spectator(s) club official(s) or match official(s) or members of the public either on or off the playing area. Continual abuse (more than a single sentence) directed at a judge whilst seated on a players bench or standing within the playing area. i.e. boundary fence.

6 15(g) Disputes the Decision of a Referee or Touch Judge Any player may ask the Referee the reason why a penalty kick has been given provided he does so respectfully Continually questioning or disputing a match official s decision(s). Intimidation of a judge in any manner. For example: 1) By continually questioning or disputing decisions. 2) Invading a match official s personal space whilst talking to that official

7 15(h) Re-enters the playing area without the permission of the Referee or Touch Judge Enters the fieldof play without the permission of the referee or touch judge. Enters the area of play or playing area (without the permission of the Touch Judge or Referee) from any position within or outside these areas & is involved in a melee & assault of a spectator, player or any official. Enters the area of play or playing area (without the permission of the Touch Judge or Referee) from any position within or outside these areas & is involved in a melee & assault of a spectator, player official. Physical injury to the person assaulted

8 15(i)(j) Contary & Detrimental Conduct Behaves in any way contrary to the true spirit of the game or detrimental to the image and welfare of CRL and its competitions FINES Failure of a player or his representative to attend Judiciary Hearing without reasonable notice or excuse. $100 Failure of a club/presenter to attend a Judiciary Hearing without reasonable notice or excuse. $100 Failure of a match official (Referee/Touch Judge) to attend a J u d i c i a ry Hearing without a r e a so n able excuse or notice $100 Minor touching of a match official Any non-physical action that brings the game into disrepute or is detrimental to the image of CRL. e.g. removal of clothing in a rude manner whilst on the field of play. Abusive or obscene language used in a Judiciary Hearing not directed at another player or non Judiciary Board Member. ($ fine). Abusive and insulting language by a player used in a judiciary hearing directed at Board Member(s). Abusive and insulting language used by player towards any member of the public. This may be either on or off the fieldof-play. Rude gesture(s) by a player directed towards spectators, judge. Intentional contact with a match official Threats made to physically harm a judge or damage their property. Behaves in a manner contrary to the true spirit or welfare of the game through Misconduct. A player fighting outside the playing boundary or playing area. Joining in a fight off the field-ofplay. I n t e n ti o n a l shouldering of a m a t c h official. Carelessly or recklessly spitting or attempting to spit on another player, touch judge, referee or spectator. Rude & obscene gesture(s)of a sexual nature by a player directed at spectators, a judge. Striking a match official (700+) A threat made to kill a player or any match official. This can be either on or off the field (700+) Behaves in a manner contrary to the true spirit of the game and brings Rugby League into serious disrepute. Spitting on a match official, another player or spectator. Any action directed towards a match official that is of a nature deemed to demean, be provocative or insulting to a match official. Eg Squirting of water over a match official.

9 Match officials deliberately touching a player, spectator or club official in an aggressive manner. ($200) Biting of an opponent. Wilful damage to a referee s or touch judge s property. Any action of a physical nature that has the potential to cause injury to an opponent. Any action by officials, match officials spectator that brings the game of Rugby League into Disrepute Any action(s) of a serious nature by a club, player, spectators or officials that breaches THE NATIONAL CODE OF CONDUCT as endorsed by the ARL, CRL & NRL. Any action(s) (deemed by the Judiciary Board) to be of a serious nature by any club, player, spectators or club official that brings the game of Rugby League into Disrepute

10 15(j) Deliberately obstructs an opponent not in possession A player carelessly obstructs an opponent. A player impedes an opponent by remaining in his path although he has had the opportunity to remove himself. A player intentionally obstructs an opponent in possession of the ball. SECTION 15(k) Uses a shoulder charge on an opponent Careless use of a shoulder charge. Reckless use of a shoulder charge. (350) Intentional use of a shoulder charge. (500) Intentional & dangerous use of a shoulder charge resulting in a player having to receive medical attention (700+)

11 15 (l)(m) Dangerous Contact Throwing of the ball at an opponent. No Contact made Use of any of the following tackles: 1) Chicken wing 2) Cannonball Tackle 3) Grapple Tackle 4) Twisting or torsion of any limbs 5) Crusher tackle 6) Head slams 7) Leading with forearm 8) Leading with the head which is deemed to be careless Throwing of the ball at an opponent. Contact made. May or may not include injury to player Any unnecessary contact with a kicker Any careless act that results in injury to a player s eye(s) Carelessly makes dangerous contact with an opponent with any part of his/her body Recklessly contacting a player s eye, eyelid or eye socket whether accidental or unintentional (500) Reckless use of any of the tackles mentioned in Grade 1 Column that was (in the Board s opinion) not intended to injure. (500) Gouging of a player s eye(s) with injury requiring any type of medical treatment (600+) Intentional & dangerous use of any of the tackles mentioned in Grade 1 Column resulting in injury PLEASE E Please note the SERIOUS Grade 4 will bring with it (if a player is found guilty) whatever the Judiciary Board decides is an appropriate suspension PLUS the additional suspension points mentioned in each particular grade s column. That is: The Grading serious (Grade 4) is a guide used by the Judiciary for determining extreme cases that have been referred directly to it with the prescribed penalty. Points indicate a minimum penalty for proven serious offences.
