1 2018 Crew Test Results, Rule References, & Comments Grades: (12) (31) (43) (37) (10) (2) As you read through the rule references and comments, I trust that you will discover that many of these questions refer directly to a statement (rule) that is straight out of our Federation rule book. I will share my concern that this would suggest that we all need to do a better job of spending quality time with the rule book. I have been concerned recently with the number of phone calls, texts, and s that I receive to ask about a rule that is in fact a statement straight out of the book. I will always try to help any official understand a rule at any time. I just would like to feel confident that the official has tried to find the rule in the book to help him/her understand the situation. ***************************************************************************** T F 1. Team K executes a free kick from their own 40. At the ready for play, K10 is lined up on K s 33 and teammate K16 kicks the ball OR K10 kicks the ball when there are 7 teammates to his left and 3 to his right OR K10 executes a pop-up kick for an onside kick. Each of these situations results in an immediate whistle for a dead-ball foul. TRUE b, 6-1-4, and plus the penalty section directly address these situations. T F 2. Any loose ball that strikes a goal line pylon during the down results in an immediate dead ball and by rule the ball is in the end zone. TRUE and indicate that the pylon is out of bounds and in the end zone. T F 3. First touching of a kick must be an intentional act by the team K player. FALSE , explains first touching and 2-44 refers to any contact. T F 4. A scrimmage-kick formation at the snap is a requirement for team A to utilize the numbering exception on its line of scrimmage. TRUE b EXCEPTIONS explain that the scrimmage-kick formation is necessary.

2 T F 5. A simultaneous recovery of a live ball after it strikes the ground becomes dead and belongs to the team in possession at the snap. FALSE states that joint possession of a scrimmage kick belongs to R. T F 6. An entering substitute is still on his opponent s side of the neutral zone at the snap. This results in an illegal substitution foul and the foul becomes illegal participation if the player continues and participates during the down. TRUE addresses illegal substitution and the Note plus addresses illegal participation by a substitute. T F 7. Team K executes a kick try following a touchdown. The low kick strikes the helmet of K64 just to the right of the snapper on the line of scrimmage and caroms between the uprights and above the crossbar. This try is unsuccessful. FALSE explains ignoring the touching and plus b, c explains that the try is the same rule as a field goal attempt T F 8. A backward pass by the QB is muffed by A44 behind the line of scrimmage. The loose ball is grounded and then ends up beyond the line of scrimmage when an inadvertent whistle is sounded. The down must be replayed from the previous spot. There is no other option available to A. FALSE b deals with the options available to A following the inadvertent whistle. T F 9. A scrimmage kick may score a field goal following a fair catch or an awarded fair catch. TRUE allows for a scrimmage kick on any down and a addresses the field goal. T F 10. If team K is in a scrimmage-kick formation at the snap on a 3 rd down, there must be at least 4 offensive linemen numbered TRUE b EXCEPTION #1 states this information directly. T F 11. In an effort to stop the game clock to save time, any player at anytime may throw a backward pass out of bounds with no teammate in the area. TRUE 7-4-1, a addresses backward passes and indicates no eligibility rules for backward passes e stops the clock. T F 12. Team K attempts a kick try and the kick is blocked and remains behind the line of scrimmage. Team K may gain possession and throw a legal, forward pass for a successful try. FALSE b directly addresses this. T F 13. A NOCSAE approved face mask is required equipment for all players. TRUE a-1 lists the face mask as required equipment.

3 T F 14. An unsportsmanlike conduct foul never involves physical contact against an opponent. TRUE See the 9-5 and the 9-8 section titles. T F 15. K15 attempts an onside kick. The grounded kick is first touched by K18 at K s 48 and then rolls out of bounds untouched by R at R s 45. One option available to team R would result in a first down for R at K s 43. FALSE and 6-1-7addresses the first touching and b lists one of the options team R may choose only 1 option, not 2. T F 16. An attempt by any player to strike an opponent with both feet in a kicking manner is by rule a fighting foul and results in an ejection. TRUE 2-11 defines fighting to include legs/feet and the penalty addresses the ejection. T F 17. The team who will next put the ball in play following a touchback may choose to have the ball placed anywhere between the hash marks. TRUE f states this directly. T F 18. A64 catches a forward pass and is tackled in bounds beyond the line-togain. Following the enforcement of the penalty for the illegal touching foul, the clock will start on the snap. FALSE b-3 addresses starting the clock and f addresses stopping the clock only the foul stopped the clock. T F 19. No team K player may ever advance a scrimmage kick at any time if possession was gained while the kick was in kick status. FALSE allows for any K player to advance a scrimmage kick from behind the zone. T F 20. Team K punts on 4 th down and team R is first to touch the kicked ball beyond the expanded neutral zone. The kick is muffed and bounces back behind the line of scrimmage where the punter gains possession and throws an incomplete forward pass. It is now team R s ball at the previous spot. FALSE f addresses this directly and allows for the forward pass. T F 21. On 4 th down, team K prepares to punt. K12 muffs the deep snap and the ball is grounded behind the line of scrimmage where K12 kicks the grounded ball well downfield beyond the expanded neutral zone. Team R may gain possession of this illegal kick and advance. TRUE & 9 plus addresses the illegal kick and plus allows for the advancement. T F 22. On 3 rd and 4 from the 50, A35 runs to B s 43 and hands the ball forward to A45 who is tackled at B s 40. An accepted penalty will result in a 4 th and 2

4 from B s 48. TRUE plus the penalty addresses the illegal handing and and addresses the penalty enforcement. T F 23. A legal, forward pass may not be thrown following a legal, scrimmage kick during the down. FALSE allows the possession and allows the forward pass. T F 24. A live ball foul by team B/R during a successful field goal that ties the score during the last timed down of the 4 th period cannot carry over to overtime, but team A/K can enforce the penalty at the previous spot and replay the down. FALSE a & b addresses this directly. T F 25. If a loose-ball play occurs during a down, the loose-ball play must occur immediately following the legal snap or free kick. TRUE plus the NOTE explains this statement. T F 26. A live-ball foul by either team prior to an inadvertent whistle that is accepted negates the inadvertent whistle. TRUE d addresses this directly. T F 27. K10 is in position to hold for a field goal attempt. K10 may legally throw a backward pass only with a knee still in contact with the ground. FALSE a EXCEPTION #1 (he must rise to do anything other than hold) T F 28. On 2 nd and 6 from A s 40, QB A8 drops back to his 30 to throw a forward pass. A75 holds at his own 35 and A8 is tackled at his own 30. If the penalty is accepted, the enforcement spot will be from A s 35. FALSE , and plus 10-6 addresses the penalty enforcement details. T F 29. A tooth and mouth protector which has clearly been decorated with words or symbols is illegal. FALSE d-5 and c-3 addresses the mouth protector and illegal equipment. T F 30. A legal, forward pass is jointly possessed by opposing players and only one player is in contact with a sideline or an end line. This pass is by rule an incomplete pass. TRUE addresses this directly. T F 31. It is possible for a defensive player to legally block below the waist if he is inside the free blocking zone at the snap. TRUE and a addresses blocking below the waist.

5 T F 32. A period shall be extended for an untimed down if any illegal personal contact foul occurs by a player during a non-scoring down in which time expires and the foul is accepted. TRUE explains untimed downs. T F 33. Substitute A80 steps onto the field of play during a dead ball to replace A85. A80 remains just 2 steps from the sideline on A s line of scrimmage as a lineman. The ball is snapped and A80 participates in the next play resulting in an illegal participation foul. FALSE penalty explains this clearly. T F 34. Player A55 can throw a legal, forward pass but is not an eligible pass receiver at the snap when he is lined up as a fullback. TRUE allows for the forward pass and addresses the eligibility issue. T F 35. Team R has the option of taking the ball at any spot of first touching even if a scrimmage kick touches a goal line pylon after both teams have touched the ball while it was in kick status. TRUE allows for taking any spot of first touching if R chooses to do so. T F 36. The five offensive linemen who are numbered must occupy the five interior spots on their line of scrimmage at the snap. FALSE b says only that they must be on the line of scrimmage. T F 37. Roughing the passer can only occur against a player who has thrown a legal, forward pass that crosses the neutral zone. FALSE and address this and says nothing about the pass crossing the zone. T F 38. Both coaches and the referee may agree to shorten the mandatory 3- minute warm-up period following the half-time intermission. FALSE The 3-1 table indicates mandatory it cannot be changed. T F 39. On 4 th and 8 from the 50, K s punt is in flight downfield when R20 is guilty of a block in the back. The punt then rolls out of bounds at R s 25. The new 2018 rule allows K to enforce R s foul at the previous spot resulting in a first down for K. FALSE h details PSK enforcement and indicates the correct enforcement this is not a foul by K. T F 40. A full knee brace worn completely on the outside of the pant leg during the down is illegal equipment. TRUE b-3 T F 41. Team A throws a legal, forward pass into B s end zone. The pass is intercepted by B in their end zone and this results in an immediate dead ball. FALSE deals with a pass caught by B and deals with any dead ball.

6 T F 42. Kick-catch interference by K during the kick is an exception to the new 2018 rule dealing with team K fouls during a free or scrimmage kick. TRUE EXCEPTION clearly lists this specific exception. T F 43. On a free kick from K s 40, the game clock will start if the ball is touched by team K at R s 45 prior to any touching by team R. TRUE a and addresses starting the clock on a free kick. T F 44. With 1:15 remaining in the 2 nd period, A is guilty of a live ball foul and B is guilty of a dead ball foul. Each team is the offended team and if either team requests the clock to start on the snap, it will start on the snap. TRUE allows for the offended team to have the clock start on the snap. T F 45. The same team may not use 2 charged time-outs back-to-back during the same dead ball period. FALSE directly addresses this statement. T F 46. R25 gives a valid fair catch signal at his own 24 and then blocks K80 at his own 30 before the scrimmage kick bounces into R s end zone. The accepted penalty will result in a 1 st down for R at their own 12. FALSE addresses the foul and plus h details PSK enforcement. T F 47. A throws a second forward pass from it s own end zone out to their own 20 and the pass falls incomplete. The result of this play can only be a safety. There are no other options except to decline the penalty completely. TRUE c lists the illegal passes and c plus clearly indicates that declining the penalty still results in a safety (a unique situation). T F 48. At the snap, B only has 10 players on the field of play. B45 realizes he should be on the field and enters during the down to participate and is never on the wrong side of the neutral zone. This is a legal play since he was only the 11 th player. FALSE and a clearly indicates a foul. T F 49. On 3 rd and 5 from the 50, A25 runs wide and down the sideline to B s 20 and out of bounds. During his run, a team A coach standing on the sideline at B s 40 collides with the covering official. This accepted penalty results in a 3 rd and 10 from A s 45. FALSE The penalty calls for a non-player foul and c addresses the correct penalty enforcement. T F 50. Any offensive player on the end of his line on his line of scrimmage may legally shift regardless of his jersey number. TRUE c limits those players that are covered up.

7 T F 51. K quick kicks on 3 rd down and the kick is blocked and goes out of bounds behind the neutral zone. The ball belongs to R at the out of bounds spot. TRUE indicates that any scrimmage kick out of bounds belongs to R. T F 52. Offensive pass interference can occur completely away from the direction of a legal, forward pass thrown beyond the neutral zone. TRUE a, and c addresses pass interference only defensive pass interference cannot happen away from the direction of the pass. T F 53. On 4 th and 10 from their own 3, K12 is in position to punt. K12 steps on the end line as he jumps for a high snap, catches the snap and comes down with both feet in the end zone and punts the ball. This results in an immediate dead ball for stepping on the end line. FALSE addresses K stepping out of bounds and returning inbounds after to participate, but does not call for an immediate dead ball K12 did not step on the end line with the ball in his possession. T F 54. By Federation rule, targeting is a personal foul that results in an automatic disqualification. FALSE and m does not indicate an automatic ejection. T F 55. Physical contact by any player against an opponent becomes a personal foul if that opponent is a defenseless player. FALSE and addresses a defenseless player, but legal contact is always possible. T F 56. A dead ball foul occurs if B25 is replaced prior to a legal snap and immediately leaves the field across the end line at the back of B s end zone. TRUE Penalty T F 57. A scrimmage kick formation at the snap is a requirement to execute a legal scrimmage kick. FALSE addresses this directly. T F 58. K punts on 4 th down and the poorly kicked ball is caught by R two yards behind the previous spot following a valid fair catch signal by R. This is not a fair catch, but the ball is dead at that point. TRUE and clearly addresses this situation. T F 59. The ready for play whistle is sounded and snapper has his hand(s) on the ball. He begins the snap and the ball is contacted by the nose guard causing a loose ball. This creates a dead ball foul for encroachment. TRUE c states this exact situation.

8 T F 60. Kick-catch interference cannot occur during a scrimmage kick if no fair catch signal is given and there is no physical contact by K. FALSE addresses how kick-catch interference can occur. T F 61. Due to a recent Federation rule change, it is now legal to spike the ball forward to stop the game clock from the shotgun formation 4 yards behind the line of scrimmage. FALSE e EXCEPTION has not changed. T F 62. On 2 nd and 10 from A s own 2, A83 receives a handoff 2 yards inside his own end zone and is pulled down by his face mask behind the goal line causing a fumble which goes out of bounds at A s 5. The accepted penalty will result in a 1 st down for A at their own 17. TRUE c defines a loose-ball play and b addresses the previous spot penalty enforcement. T F 63. During a legal, scrimmage kick down, any action that occurs prior to the ball being kicked is part of the loose-ball play. TRUE The NOTE that follows is the key to this statement. T F 64. On 3 rd and 8 from the 50, flanker A81 goes in motion from A s 48 back toward the formation and receives a forward handoff from his QB at A s 48. A81 may run wide and then throw a legal forward pass. TRUE & b addresses the handoff and allows the forward pass. T F 65. There is a perfectly legal method to execute a blindside block against an opponent during the down. TRUE & n supports this. T F 66. On 4 th and 8 from R s 29, K s field goal attempt is missed badly and goes out of bounds at R s 2. Team R may choose to have the ball returned to the previous spot for a 1 st down for R at their own 29. FALSE addresses this situation directly. T F 67. A 4 th down punt is blocked by R at K s 4 clearly changing the direction of the kick. By rule, R is therefore responsible for the force of the ball into and out of K s end zone. FALSE a indicates that this is not a new force. T F 68. No K player may ever advance a free kick at any time if possession is gained while the kick is in kick status. TRUE is quite clear. T F 69. A nonplayer foul, unsportsmanlike conduct, or flagrant foul may occur during the down, but will be enforced as a dead ball foul is accepted. FALSE a and do not include a flagrant foul.

9 T F 70. When a new series of downs is awarded, the accepted penalties for any foul by either team that occurred prior to the next ready for play whistle must be enforced before the chains are set. TRUE is quite clear. T F 71. An ineligible receiver is the first to touch a legal, forward pass by his muff, a bat, or a catch. That foul is a live ball foul enforced from the spot of the illegal touching. FALSE b, b and 10-6 addresses this penalty enforcement (loose ball play enforced at the previous spot). T F 72. On 2 nd and 8 from A s 45, A42 receives a handoff and runs to B s 28. A42 is pulled down by the face mask at B s 28 causing a fumble that goes out of bounds at B s 24. This accepted penalty results in a 1 st down for A at B s 12. FALSE , , and 10-6 addresses this penalty enforcement. T F 73. By Federation rule, an illegal blindside block outside of the free-blocking zone results in a player disqualification. FALSE n penalty does not include an ejection. T F 74. During a down in an overtime period, any change of possession results in an immediate dead ball. TRUE Overtime rules (pages 84, 85) T F 75. A second illegal personal contact foul charged to the same player does not result in a disqualification. TRUE 9-4 penalties do not include ejection for a second personal foul (different story is Flagrant). T F 76. On 4 th and 10 from K s 25, K10 is in position to punt and a bad snap goes over his head and K10 bats the grounded snap into and out of K s end zone from K s 4. If R accepts the loss-of-down foul for intentionally batting the ball, it will be R s ball with a 1 st down at K s 2. FALSE penalty does not include a loss of down for illegal batting. T F 77. A loose ball that strikes an official in the field of play retains the same status of the ball that existed prior to the contact with the official. TRUE 2-44 addresses this clearly. T F 78. The NOCSAE approved helmet is required equipment and it must include at least 4 attachment points for the chin strap. TRUE a-2 T F 79. A legal, forward pass is thrown beyond the neutral zone down to B s 5 where eligible receiver A88 jumps and clearly bats the pass forward into B s end zone where teammate A85 catches the pass. This results in a foul for illegal batting. FALSE allows any eligible receiver to bat a forward pass in flight.

10 T F 80. A second scrimmage kick during a down becomes an illegal kick if the first scrimmage kick crossed the expanded neutral zone. FALSE allows for another kick from behind the zone if the ball ends up there. T F 81. For the enforcement of a penalty, the basic spot associated with the foul is the spot of enforcement. FALSE and 10-6 clarifies this. T F 82. R22 is back to receive and return a scrimmage kick. R22 is standing a yard inside his own end zone where he muffs the kick and the ball then bounces back to R s 5 where K80 recovers the muff. The ball was already dead when it was recovered. TRUE a and d-1 are quite clear. T F 83. The same team is guilty a second time of unintentional contact with a game official in the restricted area during a live ball. This results in the disqualification of the head coach. TRUE plus the penalty section clearly calls for this ejection. T F 84. In the first overtime possession, K attempts a field goal on 4 th and 8. R blocks the kick behind the neutral zone resulting in an immediate dead ball. FALSE & plus the overtime rules (pages 84, 85) K can advance this blocked kick (6-2-3), but R cannot. T F 85. K attempts a field goal as K45 illegally blocks below the waist. R18 returns the kick out to the 50. During this return, R28 blocks an opponent in the back. R may choose to keep the ball by declining K45 s foul. TRUE a & b address this foul following a change of possession. T F 86. K executes an on-side kick from their 40. The grounded kick is at K s 48 when K55 and K45 initiate a double-team block at R s 48 above the waist on the R player in position to recover the kick. K recovers the kick and is down at R s 46. The illegal block foul by K results in a 1 st down for R at K s 44. FALSE addresses the foul by K, but the EXCEPTION states R must be the next team to put the ball in play they are not, so a and b addresses the correct enforcement. T F 87. On 2 nd and 8 from B s 35, QB A8 executes an option play and pitches the ball backward to A25. B85 clearly bats the pass at B s 37 out of bounds at B s 40. This foul during a loose ball play results in a 1 st down for A at B s 20. FALSE allows for a legal bat of the backward pass plus a. T F 88. Prior to the ready for play on a try, K has the ball placed on the left hash and the ready for play is sounded. Prior to the snap, K75 commits a false start

11 that is accepted by R. Following the penalty enforcement, K now wants the ball moved back to the center of the field. This request will be allowed. TRUE a and addresses this situation. T F 89. An official s time-out is called and a player is replaced for at least 1 down as a result of missing required equipment. Either team may use this time-out for an authorized conference in front of their team box. FALSE a-2 addresses the situations that allow for an authorized conference. T F 90. A is in an illegal formation at the snap and their QB throws a pass that is intercepted and returned for a touchdown. B must decline the illegal formation penalty to keep the score. If they accept the penalty, A keeps the ball and B loses their score. TRUE is the key to this play and a plus would apply if the penalty was accepted. T F 91. A scores a touchdown during the final play of regulation in the 4 th period (0:00). Their kick try is successful and ties the score, but B/R commits a live ball foul. If A/K accepts the result of the try, the foul does carry over to the overtime and does impact the opening play in overtime regardless of which team is on offense. TRUE b directly addresses this play. T F 92. A trails by 4 points with :06 left in the 4 th period. A throws a second, forward pass into B s end zone where it is caught by A83 as time expires. B accepts the penalty to negate the score and the penalty is enforced from the spot of the second pass followed by an untimed down. FALSE b-3 and addresses this play (no score and no untimed down). T F 93. A delay of game foul occurs when the ball is not legally snapped or free kicked within 25 seconds, OR when the ball is snapped or free kicked prior to the ready-for-play, OR when the snap is imminent and a player is discovered with illegal equipment. FALSE illegal equipment has been removed from this list. T F 94. The holder for a field goal attempt has to raise his knee(s) off of the ground to recover a poor snap. If he does recover the snap with his knee(s) off of the ground, he may return to his knee(s) to hold for the kick, but he cannot then rise again to run or pass. FALSE a EXCEPTION #2 does allow for the holder to return to his knee with all options still available. T F 95. A16 throws a forward pass and is roughed by B. A86 caught the pass at the 50 and carries to B s 20 where he fumbles and the ball goes out of bounds at B s 22. The accepted penalty will result in a 1 st down for A at B s 11.

A throws a legal, forward pass as A65 is guilty of holding at the line of scrimmage. B intercepts the pass and during their return of the interception, B45 is guilty of a block in the back. These fouls must offset and the down is replayed. FALSE allows B to keep the ball by declining A s foul. T F 97. K executes a free kick from their own 40 with a well-placed pooch kick in flight down to R s 46. K15 touches the free kick in flight at R s 46 and there is no R player near this spot. This is a foul for kick-catch interference. TRUE a clearly explains kick-catch interference. T F 98. K prepares for a free kick from their own 40 by placing the ball on their right hash. All eleven K players are inside the 5 yard belt. Following the ready-for-play whistle, K15 removes the ball from the tee and runs toward the center of the field and drop kicks the ball from his own 40. This results in an immediate dead ball. TRUE requires that the ball be kicked from the designated spot and the penalty calls for the dead ball. T F 99. Card board or card stock with laminated pictures that are used in the team box to signal plays into either team is legal. TRUE 1-6 addresses illegal equipment issues and does not include this example. T F 100. Each of these major fouls include a 15-yard penalty if accepted: twisting or pulling an opponent s face mask; a block in the back; spearing an opponent. FALSE The penalty calls for a 10 yard penalty.
