Creating the value of "The Rugby Difference" as perceived by players, parents and fans AGE DEFINITION A player who is 15 years old on May 1 is eligible to play with the 15 s group, same with 13 s, etc. (Example: If a player turns 16 on May 2 they are eligible to play this year). We encourage 15 year old freshman to play TRY as it gives them a chance to mature as ruggers for H.S. play. Players are not permitted to play up or play down an age group unless, in rare circumstances, the player, parents, and coach agree that player s size, maturity, and physical development clearly make the player better suited to the another age group. The TRY Executive Committee should be notified to approve the change in age grade. A player may revert to the original (non-modified) age group during the season but then may not request a future modification during the current season. Players are not permitted to play two different age groups in any jamboree. Field Size: (minimum) 7 & Under 30 meters X 60 meters 9-11 & Under 40 meters X 70 meters 13 & Under + 50 meters X 80 meters Ball Size: Size 3 for the 7's, 9's and 11's. Size 4 for the 13's, 15 s and 17s. Conduct: 1. Please be role models in dealing with referees. DO NOT yell at them, question calls from the sidelines, etc. You set the example for your players and spectators. Talk to referees only at the breaks re: questions you may have. 2. Coaches are in charge of your team's sideline / spectators. If your sideline / spectators get out of line the referee will stop the match and ask you to control the sidelines.

2 Clarifications: 1. Kicking is permitted in 13's, 15 s, and 17s in general play. 2. Scrums A. No wheeling of scrums. Wheeling should be immediately whistled by the referee and a "do over" with the same team putting in the ball. B. When scrums are contested, the push is for no more than 1 meter 3. Kickoffs: A. When the ball is kicked off, goes 10, bounces in play and then goes into touch, the lineout is given to the opposing team. B. When the ball is kicked off, goes into touch in goal or through the dead ball line, the receiving team may choose either a re-kick or a scrum at midfield. 4. Foul Play A. No Yellow or Red Cards issued at this level of the game but game will be stopped and coach notified for serious or repeated infringement of laws, particularly when safety is at issue. B. A coach, referee or match official may remove a player from a game, or Jamboree for serious or repeated infringement of laws. C. A substitute player may replace an ejected player to keep sides even. PLAYING TIME SPIRIT OF THE GAME No uninjured player should sit out more than one consecutive quarter. REFEREES / COACHES: Referees will meet with both of the coaches five to ten minutes prior to the start of the match to review the relevant laws for the particular age group. These laws are summarized on the score card. After the match has started, a coach will only be permitted to enter the playing area to tend an injured player or for safety concerns. All U-7, 9, & 11 coaches should be prepared to ref ½ of their match with the opposing coach doing the other half of the match. 3 9 & Under Co-ed Tackle: POSITION TITLES: 4 Backs and 3 Forwards 1. Seven minute quarters X 4 = 28 minutes total 2. No rucks, No mauls 3. Uncontested scrums (3 meter offside line) 4. Uncontested lineouts (5 meter offside line) A player who successfully catches a ball in a lineout may not run, they must pass the ball. 5. SEVEN players per side, with substitutions allowed at each quarter break 6. No kicking 7. Start game with pass When a ball carrier is brought to ground by a tackler, the referee shall blow whistle and say tackle. The tackler must release the ball carrier, get to feet and retreat 3 meters (three big steps). All of the tackler s team must be behind the tackler. The referee should retreat with the tackler to mark the correct distance. The ball carrier must present the ball for a team mate coming from an on-side position, entering through the tackle gate, who can then either run with or pass the ball for play to continue. Referees, do not allow multiple tacklers on one ball carrier. If a ball carrier is held by a defender but not brought to ground or, if multiple defenders attempt to tackle the ball carrier the referee shall blow whistle and say held player, tackler release, pass ball. The defense must retreat and the held player must pass the ball. 11 & Under Co-ed Flag: 1. Seven minute quarters x 4 = 28 minutes total 2. Scrums are uncontested (3 meter offside line) 3. No rucks, No mauls 4. Lineouts are contested but when ball is caught the contesting stops (5 meter offside line). A player who successfully catches a ball in a lineout may not run, they must pass the ball. 5. SEVEN players per side, with substitutions allowed at each quarter break 6. Kicking is limited to kickoffs and restarting play. Team that scored kicks to non-scoring team 11 & Under Coed Tackle: POSITION TITLES: 4 Backs and 3 Forwards 1. Uncontested scrums progressing to push scrums, no more than 1 meter as season progresses (5 meter offside line) 3. Contested rucks 4. Contested mauls 5. Lineouts are contested (10 meter offside line) Referee will keep hand raised until lineout has ended. 6. SEVEN players per side, with substitutions allowed at each quarter break 7. Kicking is permitted during general play. Team that scored kicks to non-scoring team. Rucks, mauls and lineouts are contested but the referee shall blow whistle very quickly as a safety stop when play breaks down. 15 & Under Boys or 17 and Under Girls Tackle POSITION TITLES: 4 Backs and 3 Forwards 1. Seven minute quarters X 4 = 28 minutes total. 2. Contested scrums, no more than 1 meter push (5 meter offside line) 3. Contested rucks 4. Contested mauls 5. Kicking is permitted during general play. Team that scored kicks to non-scoring team.

5 TRY RULES SUMMARY (summary is to highlight modifications, if any, of The Laws of the Game 7 a side and U19 variations.) SCORING POINTS - A team scores points by scoring TRYs AND CONVERSIONS. The best result is from scoring a TRY. If you can ground the ball over your opponents' try line you get FIVE (5) POINTS for your team. The try scoring team also gets a chance to add another TWO (2) POINTS by CONVERTING a place kick (a placed kick from the ground) through the field posts and above the crossbar. Where goal posts are present and age rules permit, drop goals and successful penalty kicks at goal are worth Three (3) points. NOTE: NOT ALL MATCHES WILL HAVE POSTS IN WHICH CASE THERE WILL BE NO CONVERSION KICKS, PENALTY KICKS NOR DROP GOALS. KICKOFFS AFTER TRY SCORED Team that scored will kick to non-scoring team. This insures both sides have access to playing offense as opposed to one team dominating play. STOPPING THE TEAM FROM SCORING - All opposing players on the field can stop his target getting over their goal-line by tackling or pulling flag and stopping movement of the ball. When a player is tackled and held he must do something immediately either play the ball or release it. MAULS & RUCKS Mauls and rucks are contested with referees whistling quickly when play breaks down. NO BRIDGING in rucks. Players stay on their feet, in a position to fully support their weight. Breakdowns stopped for safety will result in a scrum to the team in last clear possession. PASSING THE BALL - There is no limit as to how many times the ball is passed from one player to another but at no time can the ball be passed forward or fumbled forward with the ball touching the ground. KICK - The attacking team may kick in general play and attempt to regain the ball, only if the players contesting the ball are behind the kicker when it is first kicked. LOSING POSSESSION - When a player fails to catch a ball cleanly and knocks it forward the end result is a scrum with the opposing team controlling the feed of the scrum into the middle. A team also loses possession when the ball is kicked, carried over or crosses the touchline (sideline), causing play to be restarted with a lineout. SCRUM - Is when the three (3) forwards from each side form opposing rows, face each other and then pack down and lock heads. Props each bind firmly with one arm around their hooker and the hooker with arms binding firmly around each prop. In all binds the hands will be at or below the level of the armpit. The referee will talk the players through the sequence of CROUCH, TOUCH, PAUSE, ENGAGE. The referee will then instruct the Scum Half to release (or feed) the ball into the middle of the scrum where the two packs of forwards push (age rules permitting) against each other to control the direction and the outcome of the ball. The 5 meter offside line applies for 13 and 15 s 3 meter offside line for 9 s and 11 s. Wheeling of a scrum is not permitted. Where a push is permitted, it can be no more than one (1) meter. LINEOUTS - Lineouts are used to restart play when the ball has gone in to touch (crosses the touchline and is out of play). The two props stand in a line facing the touchline. The opposition matches up with them. When ready, the hooker stands at sideline, and throws in the ball to one of

6 the props. NO LIFTING! Offside line of 10 meters for 13 s, 15 s and 17s 5 meter offside line for 9 s and 11 s. Referee should keep one hand raised until lineout has ended. OFFSIDE - If a player is in front of a team-mate who kicks forward, he is offside and must retreat to at least 10 meters from where the kick will land. In general play, a player must approach the ball from his team s side. Players offside at the kick only become onside when overtaken by the kicker or another player who was onside at the time of the kick. FOUL PLAY - High tackles (contact with the head) are not allowed, and incur a penalty. When tackling an opposing player, the tackler must not lift and drop nor spear (lead with the head) the opponent. Impeding or blocking a man when he hasn't got the ball is a penalty. Cursing will not be permitted and players who curse will be penalized, sidelined or both. NOTES: Red and or yellow cards at not issued at this level but game will be stopped and coach notified for serious or repeated infringement of laws, particularly when safety is at issue. Flag Rugby Laws of the Game Referees While aspects of the Flag game have the potential to be self-refereeing, an official is still necessary and will give a sense of importance and significance to all participants. In some instances a coach will need to referee. Point Scoring The ball must be touched down (downward pressure from the hand, arm or upper body) in order to score a 5 point try. If a player, running with the ball in the field of play tackled and due to excitement, momentum or inattentiveness, is carried over the line and places the ball down, a try is not awarded, but the defending team is awarded a free start from the 22 meter. However, if a player is running and is within 1 meter of the goal line, and has clearly initiated the downward motion with the ball toward the line (ball in motion and below waist level), a try will be awarded even if the flag was removed before crossing the line or touching down. If a ball carrier has entered the in-goal and is running across it in order minimize the kicking angle, the downward motion provision does not apply and a tackle before actual touchdown will result in a 22 meter free start. Running the Ball Ball carriers must Run at Spaces, not Faces. This means that every effort must be made to run around a defender, and may not in any way attempt to run through (directly at) a defender. Doing this will be considered barging, a dangerous play that will be quickly penalized. The Tackle ( Flag! ) A tackle is made when a flag is removed. A ball carrier may not in any way attempt to guard or defend their flags; to do so will result in a penalty. The tackler must immediately indicate that a tackle has been made by holding up the flag and calling out TACKLE! It is important that players learn to not call out until they actually have the flag in their hand. The referee may then facilitate play by ordering pass now.

7 The 2 Second Rule Upon hearing the defender s call and the referee s order to pass now, which takes about 2 seconds, the ball carrier has to play the ball. They may stop running first or may pass while in the process of stopping. If the ball is not passed in 2 seconds, a turn over will be awarded to the defenders at the point where the flag was pulled. The 2 second rule will be loosely applied at the beginning of the season progressing to a strict application in order to facilitate a use it or loose it environment for the game. This will also help avoid situations where a player is available to receive the ball, but the tackled player instead waits to throw it to a more favored teammate. This way everyone gets to play. Returning the Flag After a tackle, both tackler and tackled player are out of the game until the flag is returned. The flag must be handed to its owner, not thrown on the ground (penalty). The owner must be allowed to pass the ball and then the owner must accept the handed flag immediately. The tackler may reenter play as soon as the pulled flag is returned. The tackled player may re-enter play as soon as the flag has been re-attached. The Flag Belt The spirit of this section is that tacklers be afforded the opportunity to fairly pull a flag during the course of play. All players must be wearing the same style/make of flag-belt approved by the TRY Executive Committee for games. The referee will verify this as part of the 5-10 minute pre-game check. The flag belt must be worn around the waist, securely fastened and flags hanging in the manner instructed by the manufacturer. All of the flags provided with the belt must be worn on the belt. The flags must not be obstructed or covered by shirts or other clothing. A player who may inadvertently lose their belt or a flag may not participate in play until their flag-belt is returned to order. If this happens to a ball carrier, the referee shall call the tackle and pass now sequence. Off-Sides As in the adult game, a tackle sets the offside mark according to which all players must conform in order to continue play. Defensive players must retreat behind the point of the tackle before entering play. Loitering will result in a penalty from the point of the tackle. Loitering and intentionally interfering with play, (poaching from an off sides position or intentional knock-on) will result in a penalty awarded 5 meters in front of the tackle. Interfering with the Tackle A ball carrier may not in any way interfere with a defenders attempt to grab their flag, and in particular they may not swat at the hand, fend or stiff arm the player that is attempting to get their flag.
