This Handbook is designed to provide all participating Teams with basic information to assist with your stay during the GFI HKFC 10s. I have ed the teams that this applies to. All remaining teams that have any professionally contracted players in their squad must provide an authorization letter from that players team or union stating that they have released them to play in the tournament. Please forward these letters to me as you receive them so that we can provide this evidence to Asia Rugby and World Rugby. Ideally we require them before you arrive in Hong Kong. We will require one of your team management to sign a statement at the team registration to confirm you have sought and submitted all authorization for your professionally contracted players, again so that we can submit to Asia Rugby and World Rugby. You can confirm to those professional entities / unions that the tournament will comply with World Rugby medical guidelines and requirements for a tournament of this kind. The Chinese University Hong Kong will be providing all of the medical provision. The Head of Medical at the HKRU is overlooking, reviewing and approving the arrangements and will sign them off. Official Tournament Launch The Tournament will be officially launched at the Hong Kong Exchange on Wednesday the 29 th March, starting at midday. You will shortly have an invite for a team representative(s) and any sponsors you wish to invite with instructions on how to rsvp. 5

8 Training Schedule All teams have been consulted on the training schedule. As you are aware we still don t have access to the 2 soccer astro pitches behind the grandstand due to ongoing construction of underwater water storage tanks that have been going on for the last few years. The HKRU may free up pitch space on Happy Valley 8 but we won t be fully know the times until the weekend before our tournament. The schedule to date is below and any changes will be communicated by me via . 9 Tournament Rules Overview The tournament rules are below and also provided separately in a one page document. I ve highlighted in red below the one rule that has changed from last year. The unlimited interchange rule will again be used. As you will see in the rules - the incoming player must bring a interchange card and advise the player to be replaced to the 4th official at halfway, for him to get the referees attention during a stoppage in play. If this is not done the ref can penalise the offending team with a free kick. These cards will be at half way for each game and we would ask they stay there. There are 16 players per squad allowed and the 16 can participate in each game i.e. 6 reserves, but borrowing is not allowed from other teams if there is any injuries to your squad. Also a reserves area for each team playing will be marked out, the refs have asked each team to stay in that area for the full duration of the game. If players / team officials leave that area, in let us say a hostile mood, the ref's have the right to penalise the offending team via a free kick, so make sure that everyone knows. Water boys must be in a different shirt to what the team is playing in and we will be supplying bibs, they can only enter the pitch during a stoppage in play (a free kick or penalty is not a stoppage). Water will be available free of charge for both days of the tournament but not for training. It's not scorching hot here in April but can get very humid so I suggest you keep your fluid intake up. Hooters will not be used - the ref is the sole judge of time and we have 3 large scoreboard clocks around the ground which you can check against. These scoreboard clocks will not stop for an injury etc during a game. Apart from the Cup final, the duration of all games is 10 minutes each half, with a two-minute interval. The Cup final is 12 minutes each half with a three-minute interval. Formal Rules Note 1: Disciplinary matters will be governed in accordance with World Rugby s regulation 17 (Foul Play) and regulation 20 (Misconduct). Ten-A-Side Law Variations 1. Rules for the tournament shall follow the spirit of the Laws for Seven-A-Side, ie: a) The team that scores shall restart; b) All kicks at goal and at the kickoff shall be drop kicks; c) All infringements by a team taking a kickoff/restart shall result in a free kick to the opposition. 2. The scrum must have five players from each team in it at all times. If a team is unable to field a competitive front row at the commencement of a match, the match is a forfeit. When a team has to revert to no-push scrums during a match, the other team shall have the option of a free kick on its put-in rather than an uncontested scrum. No player in the scrum is allowed to pick the ball up in the scrum. 3. If a team elects to take a penalty kick at goal, a drop kick must be used and must be taken within 40 seconds of the nomination to kick at goal. Sending Off and Sin Bin 4. A player or participant sent off by a referee, or found guilty of an equivalent offence or breach of the Code of Conduct by the Judiciary Officer, will not play or participate again in 9

10 the tournament. The referee will send a written report to the Constituent Body of Rugby Union to which the player s team and the player belong. No team shall field a player or official currently banned from playing rugby in any other jurisdiction. The player cannot be replaced for the rest of the tournament, i.e. the squad will have to play with 15 players if one is sent off. 5. A player who is sent to the sin bin will be suspended from play for three minutes of actual playing time and sit in the designated sin bin seat. Timing of the sin bin will start once the player has been seated. On completion of the three minutes, the player cannot re-enter the field until the officials allow him to. 6. All assistant referees are referees appointed by the Hong Kong Society of Rugby Football Union Referees to assist the referees. Composition of the Teams 7. For each match a team shall comprise 10 players selected from a squad of up to 16 players who must all be registered before the start of play. 8. Unlimited interchange of players will be allowed during the course of the match. The incoming interchange player shall first report to the fourth official at halfway with an interchange card and advise the fourth official of the player to be replaced, which will occur during the next stoppage in play (free kicks and penalties are not stoppages). The fourth official will bring the interchange to the attention of the referee. Any infringement of this rule, or any player/official/coach leaving their designated reserve bench area during play, may at the referee s discretion result in a free kick being awarded, either where play is taking place or anywhere on the halfway line, whichever gives the non-offending team the best advantage. 9. No borrowing of players from other teams is permitted. The only players to be used must be the 16 registered by the team prior to the tournament. 10. No persons shall enter the playing area during a match except medically trained persons who may enter at any time to tend to an injured player. Team members acting as waterboys may enter the playing area during a stoppage in play, but only with the permission of the referee. They must wear distinctive clothing to identify themselves. Tournament format 11. There will be 16 teams in four pools of four teams. Each pool consists of one team seeded 1-4, one team ranked 5-8, one team ranked 9-12 and one team ranked All decisions regarding the seeding of teams are the sole responsibility of the tournament organisers. 13. Play will commence with the teams in each pool playing against each other in their respective pool. 14. On day one the team listed first in the programme will kick off, defending the scoreboard end. On day two, team representatives will toss a coin with the referee during half-time of the preceding game. 15. In each pool game, two points will be awarded for a win and one point per team for a draw. There will be no extra-time. 16. On completion of the pool games there will initially be two knockout competitions, the Cup and Bowl. a) The top two teams in each pool will advance to the quarter-finals of the Cup. b) The third and fourth-placed teams in each pool will advance to the quarter-finals of the Bowl. 17. On completion of the Cup and Bowl quarter-finals, there will be two additional knockout competitions, the Plate and the Shield. a) The winners of the Cup quarter-finals will advance to the Cup semi-finals. 10

11 b) The losers of the Cup quarter-finals will contest the Plate semi-finals. c) The winners of the Bowl quarter-finals will advance to the Bowl semi-finals. d) The losers of the Bowl quarter-finals will contest the Shield semi-finals. Pool standings 18. If two or more teams in a pool finish level on points awarded to them under rule 15 above, the team which has scored most tries is the winner. If the try count is equal, the team which has scored the most converted tries is the winner. If the converted try count is equal, the team which has the highest for/against points difference is the winner. If the for/against points difference is equal, the winner is determined by the toss of a coin. Duration of Games 19. Apart from the Cup final, the duration of all games is 10 minutes each half, with a twominute interval. 20. The Cup final is 12 minutes each half with a three-minute interval. 21. In the event of a tie in a Cup, Plate, Bowl or Shield game, sudden-death extra-time is played. Extra-time is in periods of five minutes and teams will change ends without an interval. The side that first kicked off will do so in the first period of extra-time. Any subsequent kickoffs, as required, will alternate between the sides. The team that scores first in extra-time will be declared the winner. The rules of the tournament, including their interpretation and any additional rules, are at the sole discretion of the tournament organisers, whose decisions shall be final. 11

12 Interpretation Object Code of Conduct for Players, Coaches, Referees and Administrators "HKFC Tens" means the Hong Kong Football Club Tens Tournament for which this Code of Conduct Applies; "participant" means any player, referee, touch judge or other match official, selector, coach, trainer, manager or other team official, or any individual involved in the organization, administration or promotion of the HKFC Tens HKRFU means the Hong Kong Rugby Football Union (see words in the singular include the plural and vice versa; a reference to a gender includes the other gender. The Game of Rugby Football and the HKFC Tens will be damaged by any impairment of public confidence in the honest and orderly conduct of matches and competitions or in the integrity and good character of participants. General Club Rules In the event of any of the above terms and conditions contravening the Club s Articles of Association, Bye-laws and Policy Statements, then the Articles of Association, Bye-laws and Policy Statements shall apply. Code of Conduct All participants in the HKFC Tens are bound: (a) (b) (c) (d) (e) (f) (g) (h) (i) Not to bet on the outcome or any aspect of a Rugby Football match or competition; Not to throw or fix a match, try to achieve a contrived outcome to a match or a competition, or otherwise influence improperly the outcome or any other aspect of a match or competition; Not to seek or accept a bribe or other benefit to do anything mentioned in paragraph (b); To report immediately to the HKFC Tens Tournament Director any offer of a bribe or other benefit to do anything mentioned in paragraph (b), or any attempt by any person to do anything mentioned in paragraph (a) or (b); Not to engage in any doping practices; To comply with the HKRFU's Safety Directives for Referees, Coaches and Players; Not to repeatedly breach the Laws of the Game relating to Misconduct; Not to abuse, threaten or intimidate, either physically or verbally any other participant covered by the definition of participant in Point 1. Not to show unnecessary obvious dissension, displeasure or disapproval towards a referee, touch judge or other match official, his or her decision or generally following a decision of a match official; 12

13 (j) (k) (l) Not to use crude or abusive language or gestures to any participants or spectators; Not to do anything which is likely to intimidate, offend, insult or humiliate another participant on the ground of race, colour or national or ethnic origin of the person; Not to conduct themselves in any manner, or engage in any activity, whether on or off the field, that would impair public confidence in the honest and orderly conduct of matches and competitions or in the integrity and good character of participants; and (m) Not to do anything which adversely affects or reflects on or discredits the Game of Rugby Football, the HKRFU, any Member or Associate Member of the HKRFU, the HKFC Tens or any squad, team, competition, tournament, sponsor, official supplier or licensee, including, but not limited to, any illegal act or any act of dishonesty or fraud. Duty to Comply Each Participant in the HKFC Tens is obliged: (a) (b) To comply with, and to require all persons affiliated to it to comply with this Code of Conduct; and To adopt appropriate procedures for monitoring compliance with, and imposing sanctions for breaches of, this Code of Conduct by participants in membership with it or affiliated to it. Procedure 1 Upon becoming aware by citing that an alleged breach of this Code of Conduct has occurred, the HK Tens will set up a Sub Committee under the HKFC Tens Judicial Officer to consider the matter. 2 The Sub Committee will proceed to review and consider the alleged breach. The Sub Committee may consider any evidence which may be available and call for representations from Participants concerned as to the circumstances of the breach, and may require the Participants to provide relevant information. 3 The Sub Committee will confirm its findings and sanctions, if any. 4 If the Sub Committee is dissatisfied with the manner in which a Participant has conducted itself in respect of the investigation of or inquiry into an alleged breach, the Sub Committee may impose such sanctions as it thinks appropriate against that Participant. 5 Due to the short duration of the HKFC Tens there will be no appeal against any decision of the Sub Committee. Citing Procedures The HKRFU will appoint a HKFC Tens Citing Officer. Only the HKFC Tens Citing Officer and the Referee Manager will be able to cite Participants in the HKFC Tens. A citing can be made against the HKFC Tens Code of Conduct or for an incident in a match. 13

14 The citing can be made for any relevant incident in a match. If the Referee officiating at the match or any Assistant Referee has seen the incident a citing may still be made if the Citing Officer feels that the appropriate level of action was not taken. If the citing was for an incident in a match a citing complaint should only be made if the Incident had been seen by or brought to the attention of a "reasonable referee", was of such seriousness that he would have immediately sent off the offending player from the playing enclosure (using a red card). The citing must be reported to the HKFC Judicial Officer within 60 minutes of the incident or when in a match, within 60 minutes of the match finishing or within 60 minutes of the respective team s next match, whatever is the earlier. Following a citing the matter will be dealt with by the HKFC Tens Judicial Officer in accordance with the Procure in Section 5 of the Code of Conduct. The Sub Committee will consider the citing as soon as practical after the notification of the citing and in any case before the Participants next activity in the HKFC Tens. 14

15 Referees The Referee Manager for the tournament is Mr Stan Harman from the Hong Kong Society of Rugby Union Referees. We have some exciting and experienced referees coming to Hong Kong as part of out exchange program including refs from South Africa, North Harbour (NZ), Wellington (NZ), France and the UK plus a couple of local referees. Some have been involved in the tournament before and for some it will be a new experience. Each team captain will be required to meet the referee for the toss at the half time of the previous match. A quick word about the game we expect and how we plan to referee it: 1. Tens is an open flowing game that is exciting to watch and be involved in. The referees will assist in making it so. 2. Quick ball and space to play it will be a focus for the officials. This requires good compliance at the break down, focus on getting the tackler away and ensuring players stay on their feet. 3. The off side line will be well managed and players will be expected to set a good standard. Pillars will be pushed back behind the last mans feet and players infringing will be quickly dealt with. 4. From a law point of view, reminder no one in the scrum may unbind to pick up the ball, it must be taken by No 9. There must always be 5 in the scrum. 5. The new high tackle interpretation will be strictly enforced, starting high and remaining high will have the risk of a yellow card, starting high and first contact is with the head will be risking a red card and possible exclusion from the rest of the tournament. 6. We will have citing officials for every game and there will be Judiciary available with a decision made promptly, normally within an Hour of the offence being cited. 15

16 Team Registration and Team Packs Team Managers can pick up their team pack from the tournament event room, first floor of the Club, from Monday morning onwards. Each pack (large envelope) will contain: 20 player passes (each pass will be placed inside a plastic pouch on a lanyard). 2 x HK$1,250 cash cards (in manager s pouch). 20 sets food vouchers (in manager s Pouch). 20 x After party wristbands. 4 programmes. HKFC rules and regulations. HKFC Rugby Section Flyer. Nutrition pack. If you require any more player passes please Andrew Brown. The player passes are for official members of your team / party only. Please do not pass them on to non official members of your party as it gives them access to restricted areas of the tournament / stadia and it is essential that me maintain a high level of security to our teams. Your players will need these to get into the HKFC at any time during the tournament - the security guards will not allow them into the infield area without it. On the back of the pass is the players temporary membership to the HKFC - the HKFC is a members only club - this temporary membership will allow your players access to the facilities in the HKFC and more importantly the ability to top up your stored value cards from reception to use in any of the F&B outlets around the HKFC, this pass is valid until Sunday April 10. The pass will not though give you access to the gym, but the pool is OK, if using the pool straight after a game get the guys to have a quick rinse in one of the showers around the pool area. No cash is allowed to be used in the HKFC besides several infield outlets during the 10's, so if the players want a drink in the Sportsman's Bar for instance they'll need the stored value cards - again only to be topped up from reception area in the main entrance. In your team pack there will be 2 stored value swipe cards each have a value of HK$1250 each on them. I can also organise Overseas Membership where one person has signing rights for a set period and all charges will be debited against a credit card (Amex or Visa) so if your eating or drinking as a team at the HKFC, this could be handy rather than going back to reception all the time with cash. We will provide 15 two day tournament tickets, normal entry, for each team for friends and family etc. To access these tickets online please Andrew Brown. When you arrive at the tournament event room you will be introduced to John Higginson and Macoocoo who you can provide your squad sheet to at this point if you wish. Official Registration At The Tournament Briefing A Tournament Briefing will take place at 4pm on Tuesday April 4 th, in the tournament event room, first floor of the Club. Team Managers will be briefed by myself and tournament organaisation representatives, including the Referees Manager and there will be opportunity to ask any questions you may have. You will then be required to formally submit your squads. To be clear attendance at this tournament briefing is compulsory. After registering the team there will be few beers and food for your representatives free of charge on the Sportsmans patio, at the side of the pitch. I m in the process of orgainising food for players on the patio at the same time and will you separately on this once confirmed. 16

17 HK7's Tickets I will have these available at the Tuesday night registration, there are 20 for each non-hk based team. I will need cash but a Visa or Amex credit card can be used thru the HKFC but they will charge you an extra 5%. You can also pay via a bank transfer beforehand. Let me know if you wish to do so and I can connect you with our finance department who will provide the Club s bank details. Tickets are HK$ each, if spares are available for the teams that want them I will only know probably that night, but honestly I don't think there will be. It gets worse every year and it's been a battle to get what we have obtained. Playing Kit If you can please bring a change strip - if there is a color clash and the ref will decide if there is - a change strip will be supplied by us, if you don't have one. The team listed first in the program will be considered the home team and the away team will have to change. Please ensure your jerseys are numbered 1-16 if possible. John Higginson has already requested your squad listings prior to your arrival as the TV broadcasters need to work on this prior to things starting. Insurance, Health and Medical Hong Kong is an expensive place for medical treatment - the HKFC will not insure or pay for any of your players treatment, if they receive a bad injury during the tournament. Please ensure your have adequate travel insurance before you arrive. A tournament doctor and team of physios will be available on both days of the tournament free of charge. The doctors are fully qualified to handle serious injuries. The pitch is artificial and is of the highest standard in Hong Kong. Please ensure any grazes are well cleaned and antiseptic cream is applied there is antiseptic in the change rooms if required. To be clear the tournament will comply with World Rugby medical guidelines and requirements for tournaments of this kind. The Chinese University Hong Kong will be providing all of the medical provision. The Head of Medical at the HKRU is overlooking, reviewing and approving the arrangements and will sign them off. After Party / Player Zone This year we will be using the hockey pitch as a warm up area and also a player zone half and half basically. We will have protective flooring put down on the player zone area and have fans, marquees, bean bags etc for the players to relax and have some space to themselves. The physios, ice baths etc will be in this area rather than the training triangle which will become a F&B area. The other half of the hockey pitch will be a warm up area for all teams so you ll have to share as again we have lost the normal pitches in the Valley infield to construction. No boots are allowed on the hockey pitch at all, so I ask the guys use trainers painful I know but the best we can do. The player zone will be the site of the after tournament party / dinner rather than the Sports Hall. We ve taken your feedback on board from last year and hopefully the entertainment is an improvement this year. There will be a BBQ with burgers, pies, beer/wine, an excellent band and a space where the players can mix and have a beer and a chat. The food and beverage configuration has changed from last year and so there won t be any of the queuing issues that caused such problems previously. We will supply you 20 designated wrist bands for this event the public will be welcome to attend this and the cost will be HK$300 on the door which will include free flow beer/wine. There is an early bird discount available of HK$250 for the after party if purchased online at The wrist bands will be required to get into the event and to 17

18 obtain the food and beverages. Hotel and Flights Could you advise me of your hotel (+ flight details) and a contact name, and if you have it the hotel phone number. If you go back to the hotel for a "freshening up" during gaps in your playing schedule and are not within walking distance of the HKFC please be aware the traffic here can at times be chaotic thus allow adequate travel time. If a team is late to a kick off then they will forfeit that match. If in trouble at all I suggest you use the MTR and the closest station to the HKFC is Causeway Bay. Entrance The main entrance to the HKFC is very busy and at times congested - to save any security hassles during both days of the tournament can you bring your teams in through the public entrance via the Happy Valley infield, it will be well sign posted. Security & Seating There is no where for you to lock your personal effects up during the tournament - there are changing rooms for you to change and shower (towels are supplied) but they are small and in a tournament such as this cannot be used on a per team situation. In 2012 we had over 200 towels disappear which has cost us a great deal of money - a pack of towels will be ready for you in the change room each morning and to get a new one the players have to swap it with a used one - please brief the players not to mistakenly take them, they are crappy towels and it causes us huge grief with the management. We would ask you to use the player zone on the hockey pitch as your spot between games and ensure someone is keeping an eye on your kit during your matches - the Clubhouse side or Forsgate Stand is 80% taken up by patron boxes and HKFC members. Entry for the tournament is HK$100 per day or if purchased in advance online via its $150 for the 2 days. The hockey pitch has a large screen so games can watched on that while the guys are relaxing. Food If you are looking for somewhere prior to and after the tournament to feed the players together the HKFC have a very competitively priced buffet lunch & dinner during the whole week there's no doubt a buffet is the way to go especially thinking of the forwards there is a great array of salads for the backs if this is of interest please contact Dominique Artigolle at dartigolle@hkfc.com for a booking. There will be plenty of Food outlets on the training triangle next to the hockey pitch for food and drink on the game days.
