4 Tournament Office A Tournament Office will be located under the Road Safety Western Force Tents at each venue. Correspondence from the Tournament Managers, Referee Manager to Team Managers, including updated fixtures and results will be available from this area. The game toss will also be held in this area at half time of the preceding game. Parking Parking is available for players, supporters and spectators in the general car parks located at all grounds. If over flow parking is required this will be clearly marked during the event. Insurance Insurance is included in the nomination package. Players who are currently registered to a club on RugbyLink are include on this. Any players who are not currently registered must fill in a 2017 registration form prior to the commencement of play to be covered. There will be no registration cost for these players but their details are required for insurance purposes. For information on what is covered and how to claim please visit Managers Briefing A compulsory managers briefing will be held in the tournament office 9:00am prior to each event. Warm up areas Teams are encouraged to use the warm up areas located on the maps. No club tents or spectators are to be within this area. Referees Area A Referees Tent will be located alongside the Tournament Tent, the Referee Manager and Referees will be located here throughout the Tournament. Any feedback or queries relating to Referees must be directed through the Referees Manager and not to the Referees. Medical/Emergency St John First Aid will be available at all events. If any medical requirements are need they will be found under the tent clearly marked St John s First Aid. Water and Ice Water will be available from taps located at each venue. Ice will be available from the RugbyWA Admin Tent but this will be limited for serious injury only. RugbyWA would advise all teams to bring their own ice. Refreshments Please note that under NO circumstance is liquor to be bought into any of the venues. Liquor is available for purchase from the onsite bars at Wanneroo Rugby Club and ARKS Rugby Club during the series. Both these venues will be running a canteen for any other food and beverage requirements. Presentations Presentations will happen at the conclusion of the respective competition Final. 5 Lost Property All lost property is to be handed to the tournament office. All enquiries relating to lost property should be directed here also. RUGBY 7 s Tournament Rules This Tournament is organised under the auspices of the Western Australian Rugby Union and played in accordance to the World Rugby By-Laws, Regulations and Laws of the game of Rugby Union and standard set of variations appropriate to the seven-a-side game with the following exceptions: 1. Team Size 1.1 Each team shall name a squad no less than seven (7) players and not exceeding fifteen (15) players. 1.2 The minimum number of starting players that can be fielded without incurring a forfeit is six (6) players. 1.3 A match declared to be a forfeit due to insufficient numbers may still be played under the discretion of the Tournament Director. 2. Age of Players 2.1 All registered participants must be 18 years old or over on the day they take the field in the competition, with exception to those who have completed the ARU Senior Rugby Policy dispensation and submitted it to RugbyWA. Dispensation Policy can be found here. 3. Declaration of Squads 3.1 Each team is required to send at least one representative to the Tournament Briefing held prior to the commencement of competition. 3.2 The Team Manager shall be required to submit a squad (maximum 15 players), including shirt numbers, at the Tournament Briefing held prior to the competition. 3.3 Players must retain the same shirt number throughout the event. 3.4 The coin toss of each match will be conducted prior to the two teams entering the field of play and will be conducted by the Match Official. 3.5 Team managers shall be responsible for getting their teams to the field of play by the scheduled kick-off time. A two minute grace period for late arrivals will be permitted at the discretion of the tournament officials. If, after this time has elapsed, the opposition has still not taken the field of play, the team on the field ready for kick-off will receive a forfeit into the next round. (a forfeit in the pool stages will carry a 25-0 scoreline against the offending team). Team officials are asked to continually check the kick off times of their next game. 3.6 No team is allowed to approach another team to replace any injured players to complement their squads. This includes multiple teams entered from any club/organisation. A player named on multiple team sheets is allowed as long as they are entered within the 15 player squad sizer at the commencement of the day. 4. Substitutions 4.1 A match shall be played by no more than seven (7) players in each team on the playing area. A player may be replaced on account of injury or can be substituted. Teams may have a squad of 15 Players to use in each match. 4.2 All competition divisions will have rolling substitutions throughout the series. 4.3 No replacement or substitution may be made except with the permission of the Referee, and only during a stoppage in play. 6 5. Match Duration 5.1 Timekeepers will be appointed for all matches and will time all games. However the referee s whistle will signal the end of the game. Each game will last seven (7) minute each half, with not more than one minute interval between halves. All finals of the tournament will be seven (7) minutes each half with not more than a two (2) minute interval between halves. 6. Championship Grading 6.1 Points for all pool matches will be awarded as follows: Winning team 4 points Drawn match 2 points per team Losing team 0 Forfeited team 0 points (refer item 8. Forfeits) In the event of two or more teams having the same number of championship points within a pool at the conclusion of the pool matches, the higher placed team will be decided by applying the following criteria in order: a) The margin of points scored for and against by the teams in all pool matches shall be considered. The team with the highest positive margin of points shall be ranked higher; b) The team that won the match between the two equal teams shall be deemed to have finished higher; c) The team that has scored the highest number of points in the pool matches shall be ranked higher; d) The tie will be resolved by the toss of a coin between the Team Managers concerned. 7. Resolving Drawn Finals Matches 7.1 In the knockout stages of the tournament, in the event of a drawn match, before extra time starts, the referee organizes a coin toss. The winner of the toss decides whether to kick off or to choose an end. If the winner of the toss decides to choose an end, the opponents must kick-off and vice versa. Play will then continue for further periods of five (5) minutes, with teams alternating ends and kick-offs until the first team scores. There will be no intervals between the additional periods and no team officials will be allowed on the field of play. 8. Forfeits 8.1 A forfeit will be declared two (2) minutes after the scheduled start of play where either team is unable to commence play. 8.2 Forfeit Score: A forfeit score will be recorded as twenty five (25) points to nil (0) with four (4) tries awarded to the winning team. The winning team shall also be awarded four (4) championship points. 8.3 Should an opposition player prove to be ineligible as deemed by the Tournament Director, a forfeit will be recorded. The forfeit score or the actual completed match score will be awarded, whichever is higher. 9. Disputes 9.1 All disputes, queries or objections must be brought to the attention of the Tournament Director within 15 minutes of the completion of the game in dispute, whose subsequent ruling shall be final. 10. 7 10.1 Only players, the Referee, touch judges and medically trained persons, in order to tend an injured player, may enter the playing field During the interval, coaches and water boys may enter the playing area but they must leave it before resumption of play and must not do anything to delay the punctual resumption of play. 11. Infringements at the Kick-off 11.1 The IRB Standard Set of Variations for Seven-a-side in relation to Law 13 Kick-off and restart Kicks, and Law 21 Penalty and Free Kicks applies, except that all infringements at a Kick-off by the kicking team as specified below will result in a Free Kick at the centre of the half-way line awarded to the non-offending team. a) Ball not reaching opponent s 10 meter line, unless first played by an opponent; b) Ball kicked directly into touch; c) Players of the kickers team in front of the ball when it is kicked; d) Ball kicked into in-goal where it is immediately made dead by the non-kicking team, or the ball becomes dead by crossing the touch-in-goal or dead ball lines. 12. Player Send-offs 12.1 Yellow Card(s). If a player is sent to the sin-bin by the referee they must proceed immediately to their team bench. They must remain there for a period of two (2) minutes of playing time. The two (2) minute period will not commence until the offending player has reached the sideline. Only the referee may authorise a return to play after a sin bin period, and then at the next stoppage of play Any player who receives 3 yellow cards during the tournament, will be suspended for one match Red Card(s). A player sent from the field, under the World Rugby Standard Set of Variations for Seven-a-side in relation to Law 10 Foul Play, will not be permitted to play again until the matter has been dealt with post tournament. Therefore the player will be ineligible to play any further matches in the tournament. They cannot be replaced and the team s squad shall be reduced in number accordingly for the remainder of the tournament. 13. Uniform Requirements 13.1 Each player shall wear the uniform of his or her team Minimum uniform requirements for RugbyWA events must be met. A competitor must not use equipment or wear anything that is dangerous to him/herself or another competitor (including any kind of jewelry). Long or sharp fingernails are to be trimmed or taped. All participating competitors are to be correctly attired in appropriate, matching team uniforms. All numbers on jerseys need to be clearly visible, and in a contrasting colour to the dominant colour of the shirt. Boot and safety equipment checks will be conducted prior to kick-off for every match. Mouth guards are strongly recommended Team Jerseys Colour Clashes Every endeavour will be made to avoid clashes however, in the case of colour clashes between teams the following rule shall be observed: For all matches where there is a colour clash, the team wearing the alternate kit will be determined by a coin toss. 14. Unusual Circumstances 14.1 The Tournament Director reserves the right to alter the format of the tournament in the event of unusual weather or any other unexpected circumstances. 8 14.2 Tournament organisers and match officials may, in extreme cases of inclement weather, abandon or cancel games in the interest of player safety The Tournament Director will make every effort to ensure that all scheduled matches are completed. This may require matches to be shortened in duration or re-located to a different field, or for the draw to be amended to accommodate changes to match times In cases where a match result is required in limited time, tournament organisers may play matches under IRB Seven-a-side law variation 9.B.4.
