4 Preamble The Masters Games tournament will be played under the IRB Laws of the Game. 1. Composition of the Competition 1.1 The competition will be split into two separate age groups, a 35+ age group and a 45+ age group 1.2 Games will be 15 a side 1.3 Saturday 3 October Pool matches Sunday 4 October Pool matches/ Finals 2. Competition Points 2.1 Competition points at the conclusion of a pool match shall determine the position of a team in its Grade. Teams shall be awarded Competition points as follows: Pts Win 4 Draw 2 Bye 4 Forfeit awarded 5 Bonus Pts Loss by seven points or less 1 Four tries or more scored Where a team has a bye, then four (4) competition points shall be allotted to that team and shall count in the determination of the competition. No score will be recorded. 2.3 Standings of the competition table shall be determined according to: Competition points for/against percentage Which team won their pool match Total tries scored throughout the tournament 2.4 A forfeit shall be awarded to the non offending team if one team has less than eleven (11) players. Any team not ready to commence a match three (3) minutes after the scheduled time shall forfeit that match unless the Referee and both captains/and or coaches agree to waive the ruling. A forfeit will result in a 28-0 win to the non offending team. 3. Duration of Matches, Maximum Squad Playing Numbers & Eligibility 3.1 Match duration for both age groups: Age Group Match Halves Half time Stoppage time Extra time (mins) Yes No Yes No ~ 4 ~
5 Note: The Tournament director in conjunction with the referee coordinator may enforce extended half time breaks or the implementation of 4 quarters to reduce any health risk from the extreme heat. The tournament director also has the power to shorten matches in the event of extreme heat. (In accordance with the SA Rugby Union Heat Policy). 3.2 Each team is allowed a squad of 30 players with only 23 players to play in each competition match. 3.3 All players must be registered with the Australian Masters Games and have received their Accreditation pass minutes prior to each team s first match, each team must register their squad. Each team must have a squad list with all the player s full names, DOB and MyRugbyAdmin numbers (if applicable). All players must produce photo identification (eg Drivers License) upon registering on the first days play. 3.5 To be eligible to play in the finals, a player must play in at least two (2) pool matches. 4. Match sheets 4.1 For each match of the Tournament a Match Sheet shall be submitted to the authorized match official 30 mins prior to each match commencing. 4.2 The match sheet must list the full name and MRA # of the 15 players and the maximum of eight reserves. 4.3 At the conclusion of each match the Team Manager shall fill in the: final score, scorers, match points achieved, names of any players sent off and/or temporarily suspended. 4.4 Each Team Manager shall countersign the other team sheets and the Referee shall countersign both, before lodging it with the Tournament Director. 5. Finals Format 5.1 The finals format will be as follows (Sunday 4 October): 35+ age group To be advised 45+ age group To be advised 6 Drawn Matches in Finals 6.1 If, at the completion of a Gold Medal Match the scores are still even, then following a break of 2 minutes the Referee shall order a period of sudden death extra time. 6.2 The sudden death extra time shall be comprised of a maximum of 10 minutes to be played, being 5 minute halves plus injury time. The teams shall change ends from completion ~ 5 ~
6 of normal time. There shall be a half time break of two minutes followed by the team changing ends. 6.3 The extra period shall be played under the provision of sudden death with the first team to score in this period ending the match and being deemed the winners. 6.4 If, at the completion of the period of sudden death extra time the scores are still level, no extra time shall be played or a replay at a later date. The Team which finished the pool matches in the higher position on the Competition Ladder shall be declared the winner. If the two team s competition points are level, then the team that has the highest For/Against percentage after the pool matches will be determined the winner. If the two For/Against percentages are equal then the team that won their pool match will be deemed the winner. 7. Substitutions and Replacements 7.1 Teams taking part in the competition are capped to twenty three (23) players per match. 7.2 An interchange system of replacement is permissible for the competition. 7.3 All replacements must go through the touch judge. 7.4 A replacement can only be made at a stoppage of play 8. Scrums and Lineouts 8.1 All scrums throughout the tournament shall be non contested. Only the hooker of the team feeding the scrum may strike for the ball. (No pushing is allowed). 8.2 When a team is reduced to fewer than 15 players for any reason, then the number of players of each team in the scrum must be identical. A team must not have fewer than five players in the scrum at any time. 8.3 There shall be no supporting or lifting in the lineouts. 9. Misconduct/Foul Play Temporary Suspension - Yellow Cards (Preamble) Foul Play is covered under Law 10 of the Laws of the Game Misconduct is covered under Laws 6 & 10 of the Laws of the Game Professional fouls, covered under Laws 6 and 10, are defined as repeated individual/team infringements unfair play, time wasting, throwing ball into touch, etc. 9.1 When a player under the Laws of the Games cautioned (yellow card) and therefore subject to temporary suspension for a period of 5 minutes, he shall be required to report to the nominated No 4 Match official next to the Sin Bin area at the centre-field position on the nominated line of touch. 9.2 In the absence of a nominated No 4 Match Official and Sin Bin area as described above the referee shall request the offending player/s to take up a position, centre field behind his team s defending dead ball line. A designated Club trainer may attend him for the purpose of ~ 6 ~
7 supplying fluids and/or warm apparel. No other contact shall be made with the suspended player by team players or team management. 9.3 An automatic one (1) match suspension will occur for a player who receives two yellow cards during the tournament. The player will be suspended for the next competition match. Send Offs Red Cards Tournament Judicial Procedures 9.4 A Judicial Committee to investigate send-off offences (Red Card) shall be appointed by SA Rugby. 9.5 The Judicial Panel will be chaired by an approved SA Rugby Judicial Officer. 9.6 Any player sent off (Red card) shall be required to stand down from further matches of the Tournament until the matter has been determined by the Judiciary. The offending player shall be required to attend the Judiciary Hearing. 9.7 To determine the outcome, the Judiciary Panel shall endeavour to meet shortly after the match in which the offence has occurred. The Referee and /or TJ/s report/s shall be available to the offending player/team management prior the hearing. 9.8 The Judiciary shall be empowered to determine a suitable sanction if necessary and shall be guided by the IRB Regulation 17, Appendix 1 IRB recommended sanctions for offences within the playing enclosure. The Judiciary shall be empowered to hear matters in a manner as determined by them. Any determination of the Judiciary shall be considered final and binding on all teams participating. 9.9 Any determination which carries a penalty that extends beyond the number of Tournament matches remaining shall be advised to the player s Home Union for recording and implementation. In such cases the player has the right of appeal to his/her Home Union against the decision handed down. 10 Disputes Committee 10.1 A Disputes Committee shall be available to address any grievances, complaints or protests, but for not appeals on matters relating to Referee Red Card Reports for offences within the playing enclosure. The Tournament Director and the Referee Co-ordinator shall form the Disputes Committee Grievances, protests etc shall only be accepted by the Tournament Director from the Team Manager only The Disputes Committee shall not accept any grievances or protest against the performance of the Referee appointed to the Match and his interpretation of the Laws. The Referee shall be the sole judge of fact regarding the Laws of the Game Any Ruling given by the Disputes Committee shall be final and shall be adhered to by all Teams participating. ~ 7 ~
8 11. Code of Conduct 11.1 All participants of the competition i.e. players, coaches, referees, club officials and spectators shall observe the provisions of the IRB/ARU/SARU Code of Conduct Reports of incidences of code of conduct violations, including sideline abuse or unruly behaviour, shall be the subject of investigation by the Tournament Director. Subsequent penalties may include team disqualification from the remainder of the Tournament. ~ 8 ~
