1 Tackle Football Rules Section I PLAYER ELIGIBILITY 1. The grade limit for each division within the Kids, Incorporated Tackle Football program will be as follows: a. Fourth Grade Division - A child must be in the 4th grade. b. Fifth Grade Division - A child must be in the 5th grade. c. Sixth Grade Division - A child must be in the 6th grade. 2. Proof of Eligibility: At any time during the season, Kids, Incorporated may request proof of eligibility (grade) for any participant. Section II WEIGHT RESTRICTIONS For safety reasons, Kids, Incorporated implements a restricted position policy for its tackle football program. The restricted position policy applies to players as follows: (Players will be weighed one time only.) 4th grade, 115 lbs & up 5th grade, 125 lbs & up 6th grade, 135 lbs & up 1. Restricted players may not: a. Restricted players will wear a jersey with a 90 series number. b. Play the quarterback, running back, receiver position on offense, stand up end, linebacker, or any secondary position on defense. c. Restricted players may not line up in the nose-guard position on defense (headup over the center) d. Restricted players will be allowed to participate on the punt team, punt return team, kickoff team, and kick return teams, but may not advance the ball (except in the case of a fumble that has not hit the ground or interception) e. Restricted players are allowed to be the kicker and/or punter. f. Restricted players must be an interior lineman on the offensive line and/or the defensive line. 2. Weigh-in - All players must be weighed in at the Kids, Incorporated WareHouse by appointment with their team. 3. If your child is a restricted player, he/she will not be moved up to the next grade division. 4. All restricted players will wear a 90 s series number. Section III EQUIPMENT 1. Kids, Incorporated will furnish the following equipment to each player in our tackle football program: a. Helmet
2 Page 2 of 7 b. Shoulder Pads c. Pants d. Mouthpiece e. Jersey 2. Kids, Incorporated will furnish the practice/game balls and kicking tee for your team. The footballs that each grade uses are listed below. a. 4th and 5th grade Junior b. 6th grade Intermediate 3. During each play, the mouthpiece must be in the child s mouth and the chinstrap must be buckled. a. Officials will stop play and correct the player. Continued violation could result in delay of game penalty. 4. If you lose a mouthpiece or chin strap, please come by the Kids, Incorporated office and we will replace them at no charge. 5. If any portion of your equipment is not fitting properly or needs repair, please come by the Kids, Incorporated office and we will make the necessary adjustments. 6. Only tennis shoes and rubber cleats are allowed. No metal spikes of any kind will be allowed. 7. Players are not allowed to switch jerseys. Violation of the rule is subject to suspension. 8. For the safety of all players, no hard or plaster casts are allowed to be worn by any player. Safety is #1 with Kids, Incorporated, so please make sure your equipment fits properly. Section IV RULES Kids, Incorporated will reference the 2017 UIL and NCAA rules when needed, but will use the following rules as a point of emphasis. 1. Each participant is guaranteed minimum playing time. While our intention is not to force a child to play more than he/she is willing, we do want to provide each child minimum playing time. 2. Each player is entitled to a minimum number of 8 plays per half, (16 plays per game). Kickoff and kickoff returns, punt and punt returns will not count as a play from scrimmage th grade teams must line up in the standard 4-3 defense. a. 4 down linemen Line up head-up over the guard, tackle or tight-end. i. No contact with the center. b. 3 linebackers 3 yards off the line of scrimmage. i. Do not move inside 3 yards until the ball is snapped. c. 4 defensive backs
3 Page 3 of 7 i. 2 corners 3 yards off the line of scrimmage. 1. Do not move inside 3 yards until the ball is snapped. ii. 2 safeties Make sure they are at least 3 yards behind the linebackers. 1. Do not move inside the linebackers until the ball is snapped th, 5 th and 6 th grade offensive and defensive linemen must be in 3 point or 4 point stance at the snap of the ball. a. This does not include the wide receivers. b. 4 th grade will not have a nose guard th & 6 th grade may line up in any defensive formation they choose (up to 7 linemen on the line of scrimmage). a. If you have defensive ends, they may stand up and be no more than 2 yards off of tight ends shoulder. 6. The nose guard cannot be a restricted player. (5 th & 6 th grade) 7. Linebackers and defensive backs must be 3 yards off the line of scrimmage at the snap of the ball. 8. After the ball is snapped, the defense (4 th, 5 th, & 6 th grade) can play regular football (i.e. blitzes, stunts, etc.) 9. 4 th, 5 th and 6 th grade may line up in any defensive formation they choose when the offense is inside your 5 yard line trying to score. a. In other words, this would be your Goal Line Defense. 10. Punts a. If you decide to punt, please tell the referee. b. No fake punts, no rushing the punter. c. The center may snap the ball to the punter or just hand it to him/her. d. There are no fumbles when punting the ball. e. Once the ball has been kicked, players may pursue the punt returner. f. You may return punts! g. No blocking below the waist. h. THE BALL WILL BE PUT IN PLAY: i. Where the punt returner is tackled or goes out of bounds. ii. Where an untouched ball comes to rest, goes out of bounds or the play is whistled dead. iii. At the 20 yard line if the ball crosses the goal line untouched. Once the ball is touched, it is a live ball. (Fumbles are allowed on the punt return.) iv. The fair catch rule is in effect on all punts. 11. Kickoffs a. The kickoff will initiate from the kicking team s own 45 yard line. b. If the kickoff goes out of bounds untouched, the ball will be spotted at the receiving team s 45-yard line.
4 Page 4 of 7 c. The ball must go 10 yards on an on-side kick attempt. d. If the ball does not go 10 yards, the receiving team will take over possession of the ball where it goes out of bounds, where the kicking team touches it or the play is whistled down. e. If the receiving team touches the ball before it goes 10 yards, and recovers the ball, the ball belongs to the receiving team. f. If the receiving team touches the ball, the ball is live and may be recovered by the receiving team or the kicking team. g. The fair catch rule is in effect on all kickoffs. h. No blocking below the waist. 12. The offense must have 7 players on the line of scrimmage before the ball is snapped. 13. If you have an unbalanced line on one side or the other (guard, tackle, tackle or tight end), the inside tackle is not eligible for a pass. 14. On the other side of the line (guard, tackle), the tackle is eligible for a pass and does not have to be covered by a tight end or a wide out. a. The number of eligible tackles must be announced. 15. Tackle Eligible play: Coaches will need to let the officials know 1 play before they are lining up in this formation. 16. The offensive lineman may extend their arms in front and stay within shoulder width, but cannot hold. a. Must be within shoulder pad area. 17. A team leading by 16 points or more may not blitz on defense. 18. Offensive guards/tackles can pull. 19. Crack back blocks and blocks downfield must be above the waist and not in the back or below the waist. a. This is a safety issue. 20. No blocking below the waist in the interior offensive line. a. No crab blocking. b. All linemen must engage the defensive lineman above the waist. 21. Sideline Control a. All players and coaches must remain between the 25-yard lines during the game. b. Parents may go all the way down the field and be behind the fencing and 10 yards off the sideline. c. If you are yelling and verbally abusing the officials, you will asked to step back to between the 25-yard lines or asked to leave by the officials. d. No one may be in the end zone. 22. Each team will be allowed 30 seconds in the huddle. 23. During time outs, two coaches from each team are allowed on the playing field at one time. 24. Each game will consists of four (4) fifteen minute quarters (running clock). 25. Halftime will be 5 minutes. 26. Each team will be allowed two (2) one minute time-outs per half.
5 Page 5 of Time-outs not used in the first half may not be carried over to the 2nd half. 28. Time limit for all games is 1 hour and 15 minutes. 29. Game time is forfeit time. 30. A new game is scheduled to begin every 90 minutes on each field. 31. A team must begin and end a game with a minimum of eleven (11) players present. 32. All games played through the third quarter will be considered official games if stopped due to weather or any other reason. 33. If the game is tied at the end of regulation, the game will remain a tie. This is due to time constraints 34. Scoring a. Touchdowns will be worth 6 points. b. Extra points will be spotted at the 3-yard line. c. One point will be awarded for a successful attempt for a run. d. Two points will be awarded for a successful attempt for a pass. e. An extra point attempt that results in a turnover and is returned by the defense for a score is worth 2 points. f. There will be no extra point kicks or field goals. Section V COACHES 1. The head coach is responsible for the physical and mental well being of all children while entrusted to his or her care. 2. The head coach is responsible for management of the minimum play rule as outlined in Section IV of these rules. 3. The head coach is responsible for maintaining an adequate level of discipline on his or her team. 4. All assistant coaches must be listed on the roster and have a background check on file. a. This will allow the officials to be able to identify the coaches. Section VI COACHES, PARENTS, AND PLAYERS CODE OF CONDUCT 1. The team will abide by the following provisions and shall be followed at all times. 2. Profane, obscene, abusive or degrading language in the presence of anyone connected with the game is unacceptable. a. This includes all practices, games or Kids, Incorporated events. 3. Do not grab a child by the facemask, slap a child on the helmet, shove, push, or handle a child in an aggressive or abusive manner. 4. Conduct yourself in a sportsmanlike manner at all times. 5. You will not engage in any acts of violence. 6. Striking any other coach, official, player, spectator or other adult participants, shall result in the head coach and/or assistant coach, player, or parent being suspended indefinitely.
6 Page 6 of 7 7. Emphasize the importance of being good students as well as good athletes. 8. Accept the decision of the game officials on the field as being fair and called to the best of their ability. a. This does not mean a coach cannot question a call in a proper manner. 9. Do not criticize the opposing team, its players, coaches, or fans by word or gestures. 10. Coaches are responsible for the conduct and control of their team s fans, chains crews and spectators. 11. The use of drugs, alcohol, or tobacco (including chewing tobacco) in any form on the field while participating in any Kids, Incorporated game or practice is unacceptable. 12. You will not knowingly permit an ineligible player to play in any game. a. Doing so will result in forfeiting of the game and an indefinite suspension from Kids, Incorporated. 13. Should head coaches or their assistant coaches violate any Kids, Incorporated playing rules or directives, they can be subject to immediate disciplinary actions. 14. Please do not do anything in which Kids, Incorporated cannot defend you. a. This includes all coaches, players, officials, parents and spectators. Section VII REFEREES 1. Kids, Incorporated will use a three-man crew for every game. 2. Officiating staff shall be held to the same professional standards as coaches, players and spectators. Section VIII PENALTIES 1. Offensive (5-yard penalties) a. Illegal Motion/False Start b. Delay of Game c. Illegal Formation d. Pass Beyond Line of Scrimmage e. Too many players on the field (not more than 11 players) f. Tripping (10-yard penalties) a. Holding b. Clipping (Block in the back) c. Pass Interference d. Intentional Grounding (15-yard penalties) a. Face Mask - From original line of scrimmage b. Blocking below the waist
7 Page 7 of 7 2. Defensive (5-yard penalties) a. Offsides b. Too many players on the field (not more than 11 players) c. Tripping (10-yard penalties) a. Holding b. Pass Interference i. Spot Foul is an automatic 1st down, if less than 15 yards from previous spot. ii. If foul occurs more than 15 yards from previous spot, than it is a 15-yard penalty from the previous spot, plus an automatic first down. (15-yard penalties) a. Late Hit - Spot Foul - plus 15 yards b. Spearing (Helmet) - Spot Foul - plus 15 yards c. Unnecessary Roughness - Spot Foul - plus 15 yards d. Face Mask - Spot Foul - plus 15 yards e. Horse collar - Spot Foul - plus 15 yards f. Targeting - Spot Foul - plus 15 yards 3. Unsportsmanlike conduct - (Coaches, Players & Fans) a. 1st offense 15-yard penalty, automatic 1st down. b. 2nd offense 15-yard penalty, automatic 1st down and the coach, player, or fan will be asked to leave the playing area. i. Individuals ejected from the game will be contacted by the Kids, Incorporated office the next business day. 4th, 5th, & 6th grade If you choose to, one offensive coach will be allowed in the huddle for the entire season. Once the huddle breaks, coaches must be 10 yards back. NO coaching or running with the play once the play begins. Note: All Penalties (excluding spot fouls) will be assessed from the original line of scrimmage.
