1 5-Man Mechanics Pre-Game Outline 2015 I. General Mechanics Walking the Field 1. B & H and R together - go press box side 2. L & U together - go opposite press box 3. Adjust all pylons, move sideline markers out of H and chain crew way 4. H & L - Instruct ball boys 5. H Instruct chain crew 6. R, H, B Check chains Team & Toss Responsibilities 1. U - Get Home Team Captains - bring to 50 yd. 2. R - Get Visiting Team Captains - bring to 50 yd. 3. L - Bring Home Team - Get times from Ref 4. B - Bring Visiting Team - Get times from Ref. 5. L & B Position at 9 yd. marks. Do not allow teams past 9 yd. marks. Throw Bean Bag, when: 1. End of scrimmage kick is in-bounds. 2. Place bag down only when you see a fumble occur. 3. Hand-off or backward pass beyond the NZ or when there is no NZ 4. Team A illegally touches a free or scrimmage kick. 5. Team B intercepts a forward pass, fumble or backward pass between the five (5) yard line and its goal line. Momentum Rule 6. Team B catches a free or scrimmage kick between the five (5) yard line and its goal line. 7. Team B recovers a fumble or kick between the five (5) yard line and its goal line. 8. Slow Beanbag - Give the other officials watching a chance to rule differently Throw Hat, when: 1. Eligible team A pass receiver voluntarily goes OB. 2. Eligible team A pass receiver fails to return immediately after being blocked OB. 3. Team A player goes OB during free or scrimmage kick down or fails to return immediately after being blocked OB. Ball Mechanics 1. Change ball when outside the 9's to your sideline. 2. Incomplete passes, try to change ball. Use B to help get old ball off. 3. NO ball on the ground - In or Out. 4. Use the other team s ball to mark the spot 1 of 8
2 Counting 1. R & U Count offense and confirm every play. 2. B & H or L Count defense and confirm with appropriate sideline 3. COUNT EARLY 4. B & H & L count defense on Scrimmage Kicks 5. R, L & H count receiving team on Free Kicks 6. U, B count kicking team on Free Kicks Fourth Down and / or Normal Fumbles 1. Who can advance? 2. Out of Bounds status 3. Eligible to recover and advance a fourth down fumble. II. Free Kicks Kick-off Positioning, regular formation 1. R & L Deep on Goal 2. B Middle of field and hand ball to kicker and then go to kicking team restraining line press box side 3. U Kicking team restraining line opposite press box side 4. H Receiving team restraining line. Kick-off Positioning, short kick (on-side kicks) 1. R Deep with Receiver center of field 2. B Middle of field and hand ball to kicker and then go to kicking team restraining line press box side 3. U Kicking team restraining line opposite press box side 4. H & L Receiving team restraining line 5. Have bean bag in your hand on possible onside kicks Marking kicks OB 1. R & L Have it all the way for kicks OB in the air. 2. What is the split on OB kicks on the ground? 3. R & L Spot the ball at the hash Handoffs on Kick Plays 1. Backward a. Successful: beanbag and officiate b. Unsuccessful: beanbag, no flag, work fumble 2. Forward a. Successful: flag and officiate b. Unsuccessful: beanbag work as a fumble 2 of 8
3 Passes on Kick Plays 1. Backward a. Successful: beanbag and officiate b. Unsuccessful: beanbag and officiate 2. Forward a. Successful: flag and officiate b. Unsuccessful: flag, kill it and signal incomplete Timing 1. Fair Catch - no time off the clock 2. Catch standing up then immediately goes to the ground - 2 seconds off clock 3. Catch on the ground - no time off the clock General 1. B Make sure all kicking team members inside 9's at ready signal 2. R & L Make sure there are 4 players on each side of the kicker when kick is made. 3. R Has 25 second clock 4. R 1/3 & L 2/3 split of field. One may go up depending on kick location. 5. U After kick move towards the inbound line and key on the kicker and the middle three Team B players 6. H & B Penalty options for kicks OB. 7. Think Touchback, Momentum, Safety 8. Fair Catch - Who is looking at it? What can then happen? 9. Requirements for touching an on-side kick. - Who has what part (ball, blocks, and clock)? 10. Turning the Comer - Critical situation - Who is looking at how the corner is made? (Block in the back/holding) 11. Key on only 2-3 defenders and opponents on Kick-offs Watch players going in the wrong direction III. Scrimmage Kicks Punts 1. B Positioning (Depth and Location) 2. H stays on LOS until scrimmage kick is beyond the neutral zone. 3. L goes with R if snapped over punter head or drop to pick up short receiver. 4. Someone watch flyers on punts (1 man vs. 2 men) 5. Remember once restricted by Position - always restricted on scrimmage kicks Out of Bounds Kicks 1. B has spot for all OB kicks in the air 2. B has spot on nearly all kicks OB on the ground - H sideline 3 of 8
4 3. B has spot on deep kicks OB on the ground - L sideline 4. L and H has spot where practical Extra Points and Field Goals 1. B & L Mechanics for good field goals (whose whistle, both signal) 2. Busted / Fake Plays 3. Goal line and corner coverage's, etc. 4. Swinging Gate Mechanics 5. Short kicks - Work like a punt 6. Who has kicker if kick is blocked or short and returned. 7. Where to place football if field goal is missed General 1. U Protect the snapper on all scrimmage kicks 2. U Substitutions - help over the ball for defense 3. Eligible and Ineligibles at the snap 4. Kick behind NZ or Kick beyond NZ 5. L & H & R Goal line coverage (long run back) 6. Major Fouls - Blocks below the waist, Blocks in the back, holding 7. B Stay with the ball if it goes over receiver head 8. H & L Short fair catch and runner turning the comer (Block in the back/holding) 9. Only player who signals for FC has protection prior to whistle 10. PSK Fouls - status of ball at the end of the play IV. Running Plays Keys at the Snap 1. All Determine strength of formation at the snap to determine exact keys 2. R Snap, tackle on his side, and then tackle at point of attack. 3. U Triangle and then point of attack 4. H & L Snap, then tackle and/or tight end on your side 5. H & L Watch Wide-outs for crack-backs 6. R Has runner and forward progress behind line (help from L & H) 7. H & L Has lead blocking until ball reaches LOS 8. Pitchman cannot be tackled or blocked below waist until he is no longer able to receive a backward pass. 9. Officiate backside of play when not involved directly 10. Officiate the BULLSEYE, one pair of eyes on ball carrier, next ring and so on th down, signal to remind crew only fumbler may advance a recovery 12. Dig ball out when close to goal line prior to signaling - Umpire Help. 4 of 8
5 13. Pinch HARD from 5yd. line to goal line sell the SPOT. 14. Go to the goal line at snap when going IN from the 5 yd. and from inside 5yd. coming OUT 15. Pinch when close to first down sell the SPOT. 16. Mirror offside official for spotting help 17. Eligible players in Low Blocking Zone, etc. (define the allowable zone) 18. Chop blocks not allowed anywhere on field (must have low block) V. Passing Plays Keys and Responsibilities 1. All know your eligible receivers 2. B Key to L side when balanced. 3. B Take 2 widest guys on trips formation 4. Motion men and snapshot at the snap 5. Receiver OB, forced or intentional, touching rules etc. 6. Key at the snap and then zone - QUICK 7. L & H rule on quick pass directly toward you 8. L & H give punch back signal when the pass is backward. 9. L & H work inside out. 10. U Know if pass crosses line (help from L & H) 11. U Know if pass is tipped (help from L & H) 12. U & L & H watch for ineligible receivers 13. Only one forward pass allowed per play 14. Work feet first then up to hands Pass interference 1. DPI Requirements a. Must have legal forward CATCHABLE pass, beyond the NZ b. Must have contact with intent to impede c. Time from when ball is in the air until touched d. Uncatchable does not mean no foul, only no DPI (holding, personal foul etc.) 2. Types of DPI a. Arm Bar b. Not playing ball c. Play through receivers back d. Hook and turn e. Grabbing the arm f. Forcing OB 3. DPI Penalty Enforcement 5 of 8
6 a. Spot foul if 15 yards or less b. 15 yards if spot is beyond 15 yards c. 2 yard line if ball snapped inside or on the 17 yard line and outside the 2 yard line d. Half the distance when ball snapped at or inside the 2 yard line or on a try 4. OPI Requirements a. Can occur from the snap b. Must have legal forward pass, beyond the NZ c. Must have contact d. Must avoid contact with opponent e. Advantage Disadvantage (tick tack touching, bumping etc.) Interceptions 1. Reverse Mechanics - who is covering the goal line? 2. Change of possession rules - who can block and how? 3. Momentum Rule in effect. 4. Who has QB during the return? Complete/Incomplete 1. All officials help - if you know you know. 2. When in doubt, incomplete Intentional Grounding 1. R will make call, 2. Help if you have information VI. Timing & Time Outs Timing 1. Wind the clock on first legal touch 2. Correct clock errors on dead ball fouls occurring on stopped game clock situations. 3. Time Off Clock: a. > 4 minutes left in half, add time back if > 4 seconds b. < 4 minutes left in half, add any time back 4. B hand up at 10 seconds, and hand out at 5 Seconds if no visual 25/40 second clock 5. ALL after every score write down the time Time Outs 1. All record time and player number when possible, confirm with co-officials 2. L & H stay with team, outside the 9's and between the 25 yard lines 3. Get teams out promptly, ready for play - watch B for signal 4. B notify R at 45 seconds 5. R signal ready for Play at 1:05 6 of 8
7 VII. Fouls & Measurements Fouls 1. All check clock, know the status of the clock 2. All be ready with number, position, ball status, and team 3. Know the enforcement of your call 4. Cover co-official s flag 5. Place flag at proper spot prior to reporting, re-adjust when necessary 6. Don't lose the forward progress spot. 7. Extend quarter for untimed down for an accepted foul. 8. Do not ASSUME co-official has same foul 9. Get numbers and times of Unsportsmanlike Conduct fouls & report violator to coach Measurements 1. Positions for each official 2. L & H don't spot ball Out of Bounds if it is close to a first down 3. H & L ask for Ball to be spotted on foot if on your side and you have spot 4. If the ball is moved, then there will not be a measurement VIII. Over Time 1. Overtime rules and mechanics 2. Officials assemble at Mid-field 3. R & U will meet with coaches, explain the options 4. Bring Coaches to center of field for coin toss 5. Options a. Offense or Defense b. End of field IX. Miscellaneous (Things to Think About) 1. Protect defenseless players 2. Control negative behavior on the field, talk to players 3. Don't signal touchdown or incomplete while running 4. Do stop the clock while running 5. Punter can cross the line of scrimmage and go back and punt (OK) 6. Passer cannot cross the line of scrimmage and go back and pass (FOUL) 7. Don't let the offensive tackle holding save a QB sack 8. Always know the down and the distance for a first down 9. When it is a first down, don't wind for inbounds first, just stop the clock 7 of 8
8 10. Communicate with R on first downs whether runner was down in/out of bounds. 11. Holding - have 2 descriptive words to describe action 12. Help deep officials on short "pooch" kick offs that don t come inside the Defensive holding automatic first down if on pass receiver, and there is a pass play 14. Get the spot, STOP, easy stay under control and give sharp, crisp signals 15. Ground cannot cause a fumble but can cause an incompletion 16. Make the pass receiver do something pertaining to football - in the field of play 17. Disregard forced touching 18. Stopped short of goal line - ball should be at least 1/2 yd. out (talk about) 19. Referee doesn't handle ball on first down or inside 2 minutes of each half (unless necessary) 21. Know how to handle substitutions and huddle breaking and giving defense time to adjust 22. All offensive takedowns are probably holds 23. Slow down on ball mechanics - be a good dead ball official by making sure all action has stopped before asking for a new ball. 24. DEMONSTRATE GOOD POSTURE ON THE FIELD AT ALL TIIMES remember you are being watched 8 of 8
